History & Mission: Baltimore's early immigration activity was concentrated among the wharves of Fells Point. In 1868, this activity shifted across the harbor to Locust Point. The Fallon Building, current location of the USCIS Baltimore Field Office, was constructed in 1967 and renovated in 1999. The Immigration and Service (INS) was a part of the United States Department of Justice and handled legal and and naturalization. It ceased to exist on March 1, 2003 when most of its functions were transferred to three new agencies within the newly created Department of Homeland Security. The administration of immigration services, including permanent residence, naturalization, asylum, and other functions became the responsibility of the Bureau of Citizenship and Immigration Services (BCIS), which existed only for a short time before changing to its current name, U.S. Citizenship and Immigration Services (USCIS). USCIS is the government agency that oversees lawful immigration to the U.S. It establishes immigration services, policies and priorities to preserve America's legacy as a nation of immigrants while ensuring that no one is admitted who is a threat to public safety. To accomplish this, USCIS adjudicates the petitions and applications of potential immigrants.
