Final Engineering Plans shall be prepared and submitted to Kane County for a Stormwater Permit that demonstrates that the runoff reduction outlined above can be achieved if site improvements are constructed per the final plans and all other applicable county requirements. COUNTY BOARD AGENDA - 2- April10, 2012 2. A Stormwater Permit shall be applied for and issued by the County based on said Final Engineering Plans and that a performance guarantee per the stormwater ordinance be received by the County and found to be in compliance with the ordinance prior to the issuance of a building permit. 3. Record drawings shall be prepared of the final site improvements to demonstrate that the stormwater improvement design shown on the Final Engineering Plans has been substantially achieved with regards to the reduction of runoff from paved areas that are tributary to the southeast. This traffic operations equation must balance vehicular flow, frequent commuter trains loading and unloading passengers, and these same passengers walking to their homes or to commuter parking lots. Sam Schwartz Engineering (Sam Schwartz) will offer solutions to this equation better than any other local consulting firm given our long history studying and implementing modifications. While much of the focus has been on the Downtown area, the Village also seeks to provide safe pedestrian facilities in other neighborhoods, which this project will also address. This next step in mitigating the Downtown traffic operation issues is to provide design, permitting, and construction engineering services for new pedestrian signal equipment at four intersections, three maintained by the Illinois Department of Transportation (IDOT) and one maintained by Cook County Highway Department (CCHD).

The attached IGA outlines the participation levels of the Tollway, IDOT, Kane County and the Village. The total cost of the project is estimated at $24,946,479.00. The Tollway has agreed to provide a total of $14,967,887.00 (60%) towards the estimated delivery cost of the project. IDOT will contribute up to $6,245,000.00 (25%), the County will contribute up to $2,500,000.00 (10%) and the Village will be responsible for up to $1,250,000.00 (5%).

The purpose of the meeting was to introduce the project to the merger team, provide a brief overview of project progress to date, and identify future merger team coordination plans. The presentation was conducted by Darcie Gabrisko of Strand Associates, the project consultant. The presentation began with a brief overview of the project corridor. IL Route 47 is a strategic regional arterial (SRA) located in central McHenry County in the City of Woodstock and unincorporated McHenry County. The southern terminus of the project is US Route 14, which is a major arterial crossroad and source of traffic for the corridor. The northern terminus, Charles Road, is also a designated SRA Route and represents the northern edge of the urban area beyond which corridor traffic volumes decrease substantially. The project schedule was presented. The project will be processed as an environmental assessment and will follow the NEPA/404 merger process, unless the results of the environmental survey deem it unnecessary. The Phase I process for this project is expected to continue through late 2012. Project corridor characteristics were then presented. This included a description of the existing corridor.
