Velasco Chair of the Supervisory Committee: Professor Branden Born Urban Design and Planning This study explores the potential for city planning departments to more deeply engage citizens in public planning processes by producing and sharing educational videos through such online platforms as YouTube. Many academic and professional fields have already recognized and adopted YouTube as a dynamic medium for education, however planning departments in the United States’ largest cities have yet to fully take advantage of this social media platform. This study uses content analysis to describe and categorize the digital video content published on seven city planning departments’ YouTube channels. In addition, this study illuminates relationships between video popularity—measured in number of views—and video length, production quality, production elements (e.g. voiceover, motion graphics or animation, background music, etc.), the degree of production effort (or cost) required on the part of the content creator, and the presence or absence of an explicit call to action. Most of us live lon- ger, more comfortable, and freer lives than our ancestors because of innovations from the past two centuries. Nevertheless, the economic progress from these innovations has not arrived equitably or smoothly. For example, the enormous wealth generated by the key technologies of the Industrial Revolution—namely factory mechanization, steam power, and railroads—ini- tially accrued to only a few countries and individuals. Even today, industrial wealth remains highly unevenly distributed. In general, while technological innovation often produces great wealth, it has also often been deeply and acutely disruptive to labor, society, and world order. The world is likely to continue to experience both benefits and disruption from technologi- cal innovation. Advances in artificial intelligence (AI) currently warrant special attention in this regard. -

For example, central governments use inflation for many reasons, but a common justification for inflation in practice is as a means to incentivize resource utilization. Incentives to utilize resource may stimulate economic growth. However, the asymmetry of economic control and potential abuses of power implicit in centralized systems may be undesirable. An electronic cash design may be able to create resource utlization incentives via decentralized mechanisms. Decentralized mechanisms may be economically sustainable without centralized and potentially coercive forces. We propose Hourglass, a novel electronic cash design that provides a decentralized mechanism to encourage utilization via expiration dates. -

Leadership and Economic Policy Sandra J. Peart, Dean and E. Claiborne Robins Professor Spring 2020 Office Hours: T/Th 9:30 am and by appointment Email: [email protected] (best bet!) In this course, we explore two questions using historical debates on economic policy as our laboratory. First, what is the scope for policy makers and civil servants to lead the economy through cyclical and secular crises and the inevitable ups-and-downs that accompany economic expansion? How much agency should policy makers assume and when are unusual mechanisms called for? Second, what leadership roles do economists legitimately play in the development and implementation of economic policy? I will frame our discussions generally using the contrast between J. M. Keynes and Friedrich Hayek. One question will be whether this framing fits current debates and the split between Democrats and Republicans in the US. While the ideas of Keynes and Hayek will loom large in the historical context, our focus for contemporary issues is on policy as opposed to personalities. In both his written work and by example throughout his professional life, J. M. Keynes would argue for a significant role of economists as leaders. He acknowledged however that the influence of economists might overleap its usefulness. His General Theory famously closed with this passage: 1 The ideas of economists and political philosophers, both when they are right and when they are wrong, are more powerful than is commonly understood. Indeed the world is ruled by little else. Practical men, who believe themselves to be quite exempt from any intellectual influence, are usually the slaves of some defunct economist.
