Gulval Village Community Association February 2018 (5575); Notes: Adjustments to current polling district boundaries to include 1. the Tolcarne area of Newlyn including the Primary School, Newlyn Gallery and Newlyn Green (currently part Penzance Promenade Division IPP2) with the rest of Newlyn (estimated as 295 electors) in St Buryan - Newlyn Division; 2. a small area south of Gulval Churchtown (part Posses Lane with the rest of Gulval in Madron – Gulval Division; the current polling district boundary is not well defined as the boundary of a new Electoral Division; the minor amendment proposed would allow for a more relevant boundary between the village and the extended urban area and for the rural surroundings of the Churchtown to be within the same Division (no electors); 3. the whole of the Sainsburys/Currys retail site, south of Jelbert Way as far as Chy an Mor roundabout, with Eastern Green, in the new Penzance East Division instead of being split between two Divisions (no electors). 4. Moving a small eastern part of St Hilary Parish (St Hilary part of Rosudgeon and Relubbus 100 electors) into adjacent Division(s) In summary, • Our key objective is for Gulval village (IPG1) to be part of a Division with the whole of Madron Parish. Our proposal would bring together Gulval village with the Gulval ward of Madron Parish and reflect our .individual community identity. • For the same reasons we fully support the objectives of other villages – Heamoor, Newlyn, Mousehole, Paul and Long Rock - to be part of Divisions that are separate from Penzance town and reflect their relevant rural parish connections. • Our proposals provide a potential approach to the wider pattern of 6 new Divisions in West Penwith CNA for your consideration . • We believe that our approach meets the criteria of electoral equality (within the 10% variation from the Cornwall average), the interests and identities of local communities and effective and convenient local government. BACKGROUND The initial proposals for the West Penwith CNA as issued by Cornwall Council failed to meet two of the three criteria set by the Boundary Commission: - wards that reflect the interests and identities of local communities; - wards that provide for effective and convenient local government. For example, one proposed ward included the large villages of Heamoor and Gulval, along with the Treneere estate (one of the 1% most deprived neighbourhoods in England) and a large rural hinterland stretching as far north as the Hayle Estuary. As a local community group in Heamoor village (initially set up to campaign against development proposals), SHED prepared an alternative proposal that reflects the essentially rural nature of our community, and ensures we continue to be represented by a councillor who understands our needs. As part of this process we arranged a meeting with Gulval Village Community Association (GVCA) at which we agreed on a common proposal.
