Call for Artists Request for Qualifications for Public Art The Interchange Project Project Partners: Minnesota Ballpark Authority, Hennepin County, City of Minneapolis The Minnesota Ballpark Authority and Hennepin County are seeking to incorporate public art into the Interchange Project, a 21st Century transit hub and community gathering space. The three projects are: • Granite wall backdrop for the Cascade Amphitheater, $190,000 budget; • Two cisterns located near the parking garage, $60,000 budget; • Bench/seating area at the top of the Cascade stairs, $25,000 budget, Artists or artist teams of up to two may apply. The Minnesota Ballpark Authority (MBA) and Target Field The Minnesota Ballpark Authority was created by the 2006 legislature to oversee the design, construction and operation of a new Twins ballpark. The MBA worked in close partnership with the Minnesota Twins and Hennepin County and the Project Team of Mortenson Construction, Populous and HGA Architects to create Target Field. The facility opened in 2010. Site Map b. Hennepin County In addition to being a major partner in Target Field, Hennepin County is serving as the lead agency on the design and construction of the Interchange Project, which will open in April of 2014. The Interchange is located just beyond the ballpark’s left field corner and is next to the Hennepin Energy Recovery Center (HERC), which uses mass burn technology to convert 365,000 tons of garbage a year into electricity that is sold to Xcel Energy, Inc. Objectives • Develop high quality works of art that can be experienced over and over again by residents, commuters and visitors. • Develop artworks that enhance the pedestrian environment and the connections between the ballpark, the Interchange and the surrounding neighborhoods. • Respect the artist’s creative rights. • Develop safe artworks that are accessible to people with a wide range of abilities. • Develop artworks that are cost effective, durable and maintainable. b. Themes Based on the Urban Design Guidelines for the Interchange, Three themes have been identified for this effort: Community gathering, sustainability, and transit. 2 c. Public Art Opportunities This RFQ features three public art opportunities: • Granite Amphitheater Walls, $190,000 Three major segments of granite walls are being constructed at the Interchange Project that will act as a back-drop to the Cascade Amphitheater. These walls are constructed of Virginia Mist stone and are 2” thick. The stone is variegated and charcoal grey with gray and white flecks. The finish is anticipated to be honed, but could change in consultation with the selected artist to match and enhance the proposed design. Wall dimensions from east to west are approximately 48’ x 7’, 48’ x 10’ and 32’ x 14’ (the top portion of the walls slope to match the LRT platform so there are no uniform heights). There are two return walls that are also part of the wall, each approximately 12’ wide. Public art at this location could be sandblasted/etched into these walls, or mounted on stand-off structures that attach at the bottom and top. Further attachment information will be available in the near future. The public art budget will need to cover all installation costs. Granite Walls • Cisterns near parking garage driveway, $60,000 Two cisterns are being constructed as part of the Interchange Project. The cisterns, which will be viewed from 5th Street and 6th Avenue, will be used to store rain water from the plaza. The stored water will be pumped into the HERC facility to be used in the industrial process. The cisterns are constructed of galvanized, corrugated metal and are 15’-0” in diameter and 16’-4” tall, with a cone shaped roof. Refer to diagrams for further dimensional information. Public art opportunities at this site include painted murals. and/or relief work attached to a stand-off structure that attaches at the bottom and top. Further attachment information will be available in the near future. 3 Cisterns • Bench/seating area at the top of the cascade stairs near the great lawn, $25,000 The bench is a curved seating space that is located in a prime focal point of the Interchange Project. It will be constructed of stone and the anticipated material is granite. The bench varies in width from approximately 2'-6" to 4'-0". It is about 1’-4” above the adjacent plaza walking surface and abuts the Great Lawn. The bench length is approximately 70’ long. Refer to drawing 2/A-519 for further dimensional information and cross-sectional detail. The public art opportunity at this location includes sandblasting, etching or in-setting material into the granite. Bench/Seating Area d. Artist Eligibility and Prerequisites • The project is open to Minnesota artists and artist teams of no more than two people. • Artists applying must be readily available during the timeline. (See 3a below.) • The project encourages persons from various cultures and ethnic backgrounds to apply. 4 • Artists who are ineligible to apply include current staff of the City of Minneapolis, Hennepin County, Minnesota Ballpark Authority, the Metropolitan Council and the Minnesota Twins, as well as Minneapolis Arts Commissioners • Artists must have experience developing at least one project for a public or private sector client and experience in engaging the community. This project should be included among you 10 images (See section 3.d. below.) e. Compensation Six to nine finalists/finalist teams will be issued a Request for Proposals (RFP) for the three public art projects listed under 2c above. These finalists shall receive a $1,500 stipend to develop a proposal which includes graphic depictions from multiple perspectives of one specific concept for the proposed artwork, schedule (design, fabrication and installation), installation method and budget. Additional requirements will be included in the RFP. Finalists/finalist teams will also be required to attend an interview with the selection panel, as part of the proposal evaluation process. These interviews are tentatively scheduled to be held at the Minnesota Ballpark Authority offices on July 26. The project budgets will cover all costs and expenses associated with designing, creating and installing the artwork, including permits and fees, materials, electrical, delivery, installation, liability insurance, structural engineering, maintenance planning, documentation, etc.. The artist/artist team selected will enter into contracts with the Minnesota Ballpark Authority which will define stages of completion and a payment schedule. f. Scope of Services The selected artists/artist teams responsibilities include: 1. Refining artistic concepts and designs. 2. Developing designs that comply with all codes and functional requirements, are constructed of durable materials, and require little repair or maintenance. 3. Developing final drawings, models, presentation materials, and other visual and written items. 4. Presenting concepts and designs to committees, boards, community groups, and others. 5. Providing documents for the purpose of the County obtaining approval from all appropriate entities. 6. Participating in a design review assessment administered by an art. 7. Participating in an ongoing design review and modification process with input from the staff, architects, and appropriate committees. 8. Providing ongoing updates to staff. 9. Working closely and coordinating with the design-build contractor that is designing and constructing the Interchange Project. 10. Developing cost estimates and a final budget. 11. Developing a maintenance plan for the artwork. 12. Fabricating artwork or overseeing fabrication by others. 5 13. Delivering and installing the artwork in coordination with the Interchange Project construction schedule. 14. Providing signed engineering drawings for the artwork and the footing. 15. Carrying adequate insurance coverage for the project as per the MBA’s General Conditions. 16. Providing the project partners with copyright privileges to make two-dimensional reproductions for non-profit use, such as brochures, publicity and web-site publications. 17. Providing the MBA and Hennepin County with documentation of the project, including images of the fabrication process. 18. If the artwork is integrated into the bridge in a way that it cannot be removed without destroying a portion of the bridge, the artist/artist team will be required to waive their rights according to appropriate sections of the Visual Artists Rights Act of 1990. 3) Application Process a.
