Progress report LIFE07/NAT/DK/000100 3 2. Executive summary

2.1 General progress The LIFE-project Re-establishing a natural water flow level in the river system “Mølleåen” ( LIFE07 NAT/DK/000100) was started the 1. January 2009.

An inception report was made in august 2009 covering the period from January 1st 2009 to June 30th 2009.

This progress report covers the period from July 1st 2009 to February 28th 2011.

The purpose of the progress report is to give the necessary information for the Commission to evaluate the status of the project, the aspect of the work plan, the financial situation of the project and whether the project is on track towards achieving its objectives, or whether there are serious delays. The progress report is sent both to the EU Commission and to the external monitoring team Astrale. The report is available in paper and electronic versions.

The overall main objective of the project is to contribute to a favourable conservation status of European river systems by demonstrating how to re-establish a natural water flow level by transporting sufficiently treated wastewater back into the river system. And its general objective is to establish better conditions for the 4 NATURA 2000 sites, 8 habitat types, 4 habitat species and the biodiversity in the project area.

The project contains different specific activities: • Re-establishment of a natural water flow level of the river system by transporting adequately treated wastewater back to the river system. Treated wastewater that is currently being directed to the marine recipient “Øresund” will receive further advanced treatment to ensure high water quality. On average 200l/s will be transported back into the upper river by establishing a pipeline (app. 3.5 km) from the wastewater treatment plant (WWTP) “Mølleåværket” to Lake Kalvemosen upstream. • Restoration of Lake and Lake Søllerød with a neutralization of the potentially leachable phosphorus sediment by the application of a phosphor immobilisation product (e.g. aluminium, Phoslock, sediment removal). This will be described and decided in the EIA. • The small watercourse connecting Lake Kalvemosen to Lake Vejle will be expanded to ensure sufficient space to absorb the increased water flow. • Watercourse restoring two sections of Hestetangs Å and Vassingerødløbet – the upper part of river Mølleåsystemet. There will be established re-meandering and elevation of streambed etc. on 1.7 km of river. • Clearing of app 15.8 ha of trees and shrubs and expansion of grazing enclosures at the two locations Vaserne and Klevads Mose. This work is now finished.

Expected results from the project are: • To re-establish a natural water flow in the lower part of the river ecosystem. The water flow will be augmented with about 200 l/s and this will ensure a permanent minimum water flow throughout the year in this part of the river. • The increased water flow will directly improve the conservation status of the watercourse (habitat 3260). Ass an added benefit this is also expected to improve conditions for the alluvial forests (91E0*) and petrifying springs (habitat 7220*)

Progress report LIFE07/NAT/DK/000100 4 along the river downstream and improve the suitability of habitats for the whorl snail Vertigo moulinsiana. • The increased water flow will considerably improve the water quality by reducing the concentrations of P in the river system. This will directly improve the conservation status of the watercourses (habitat 3260) and the lakes which the water passes through. • Furthermore, the increased water flow will have a profound positive effect on the entire river ecosystem with all is habitat types and species and thereby benefit biodiversity in general. The river ecosystem will become more robust and resilient to external disturbances, both present disturbances such as nutrient load and emerging disturbances such as the effects of changed precipitation patterns due to a changing climate. Thus this project constitutes an important step in mitigating adverse effects of climate change to the river system. • Hestetangs Å and Vassingrødløbet. Improved conservation status of the watercourse (habitat 3260) and complying with the local conditions of the EU Waterframe Directive

• Clearing of scrubs in Klevads Mose and Vaserne will improve the conservation status for the 6230 species-rich Nardus grassland (3.2 ha), 7140 transition mires and quaking bogs (2.6 ha), 7220* petrifying springs (0,5 ha) and 7230 alkaline fens (0.5 and 1.1 ha). Moreover, this action will improve the conservation status of three annex listed species: Triturus cristatus cristatus, Leucorrhina pectoralis and Vertigo moulinsiana.

• European wide dissemination to relevant persons and organisations of the results and the lessons learned regarding transporting adequately treated wastewater back to a river system to restore a natural water flow.

• Finally the project will increase public awareness and support for conservation actions in the river ecosystem, and promote NATURA 2000 and LIFE+.

Summary of section 3 – 6 of the report

Section 3: Administrative part There is good co-operation between the people working in the project. Meetings have taken place in the different groups: steering committee, project groups and stakeholder group, see annex 1 and the organigramme section 3.

Within this report period a public guided tour has been held with the participation of 140 citizens. A large information meeting is expected to take place when an EIA report is available.

Section 4: Technical development The Danish Nature Agency, the competent authorities for Environmental Impact assessment (EIA), has decided that the project with action A1, C1, C2, and C3 must undergo a full (EIA). This means that these activities are delayed. According to action A1 cooperation with the Environmental Impact Assessments (EIA) has been made and an announcement for a catalogue of ideas has been posted. There is a time schedule for the EIA- process which can bee seen in 4.1. The process is progressing as fast as possible.

Progress report LIFE07/NAT/DK/000100 5 The EIA has effect in the different activities of C1, C2 and C3, which have not yet been started.

Action A2 Restoration of watercourses is still waiting for permission from The Danish Nature Agency and we expect this to come soon. This influences Action C4. We expect C4 to be done in the fall of 2011.

Activity C5 Clearing of scrubs and trees and expansion of grazing enclosures has been finished according to the LIFE application and with great success.

Activity E Activity E follows the plan in the application. Some of the actions under Activity E are a little delayed because of the EIA.

Section 5: Financial issues The financial issues are on track according to the EU application. App. 7 % of the total budget has been used.

Section 6: Annex Annex 1. Project progress monitoring protocol and documents for actions.

2.2 Assessment as to whether the project objectives and work plan are still viable The project is still viable although it is necessary to make more applications than expected. This has also been announced in the inception report, which means that the activities C1, C2 and C3 will start later than expected. The Danish Nature Agency and the municipals still want to fulfil the project and the Danish Nature Agency has granted the money for the EIA.

The Activities C5 has been be completed before the time set in the application. This has been done because people want to see tangible results “in the field” from the whole LIFE- project.

List of key deliverables and outputs during the course of the report period can be seen below.

2.3 Problems encountered The progress of the project according to the plan is running late for some of the actions. During the work with the project Action C1, C2, and C3 (“Rent vand i Mølleåsystemet” RE-FLOW) it is clear that more permissions than expected are necessary. However this is not considered as a major problem. As the commission has been told in the modification request July 2010 it will not be possible to finish the project before the 30.06.2012 which is 1 year later than set in the original time schedule.

Below are mentioned the most needed permissions:

Progress report LIFE07/NAT/DK/000100 6 EIA The Environment Centre now the Danish Nature Agency are the official authority regarding Environmental Impact Assessments (EIA) in the project area. They have decided that an EIA is needed. Their decision can be seen here:

http://www.naturstyrelsen.dk/NR/rdonlyres/5B0277FC-9BE4-4469-98C1- FEDFC637BEAC/119214/MlleVVMscreening_endelig.doc

The EIA process has been started and the catalogue of ideas has been announced so the public have had the possibility to voice their opinion on the project. This process finished the 23 of February 2011. The catalogue can be seen here:

http://www.naturstyrelsen.dk/NR/rdonlyres/5B0277FC-9BE4-4469-98C1-FEDFC637BEAC/119210/IdeoplgMlle.doc The contractors, Carl Bro/Grontmij are working on the EIA report. When the EIA report is finished it will be announced for 8 weeks for public consultation. During this period people will have the possibility to comment on the described project. The announcement of the EIA is planned to take place in June/July 2011 according to the time schedule described in the public catalogue and the whole EIA process will be finished by the end of 2011. The EIA process is described here:

Waste water discharge permit According to a new departmental ruling about waste water discharge permits a lot of new regulations for many different environmental substances have been given.

The permission to the WWTP “Mølleåværket” will be the first in Denmark issued according to the new ruling (law). For some of the substances there are no measurements available, and therefore the permission is still under discussion. The permission can only be given after the EIA is given but close cooperation has been established between the municipal authorities and the Danish Nature Agency about the permissions. So in coordination with the municipal authorities, who are issuing the waste water discharge permit, the requirements for the waste water are already incorporated in the EIA.

Progress report LIFE07/NAT/DK/000100 7 3. Administrative part 3.1 Description of project management The project is organised as shown in the organigramme.

The Danish Forest and Nature Agency has been amalgamated with the Danish Urban and Landscape Agency into the new Danish Nature Agency. This took effect on January 1st 2011. The central part of the Danish Nature Agency is working on coordinated contact to the EU Commission about this subject. As seen in the organigramme there is a host of different people from various authorities involved in the project, so it is a big task to coordinate things, implement discussions and so on. There has been and still is a really positive and constructive co-operation between the different authorities and the project has certainly directed attention to nature restoration, NATURA 2000, LIFE+ in all levels of the authorities. The most involved authorities are the 7 with land areas in the project, and the Danish Nature Agency. Furthermore a good co-operation with the advisory consultants is established.

A new project group called “VVM” (EIA) was established in the fall of 2011. This group is working specifically with the EIA. The group consists of members from the municipalities involved in the waste water permission, the waste water plant, the advisor, the Danish Nature Agency, Roskilde, who are responsible for the EIA process, and the Danish Nature Agency, North .

jan-11 Obs Der kan forekomme ændringer i grupperne

The yellow group is the steering committee. The green groups are the project groups and the blue group is the stakeholder group. The grey is the Waste Water Plant with which the project “Rent vand i Mølleåsystemet” is coordinated.

3.3 Partnership agreements status (incl. date of signature) and key content There are no partners in the project but an agreement has been made with the Municipalities and the Waste Water Plant “Mølleåværket” guaranteeing that the delivery

Progress report LIFE07/NAT/DK/000100 8 of the wastewater will last for at least 20 years and that the municipalities will maintain the pipeline for this period of time when it is built.

The Waste Water Plant “Mølleåværket” has got their permission for the expansion of the plant. In the Waste Water Plant they will both have a better cleaning of the waste water, the 200 l/s, which will be used for the project “Rent vand i Mølleåsystemet” , action C1, and they will also expand their entire capacity for treating waste water as they will have a new district being connected to the plant.

The Waste Water Plant has put the upgrade of the plant into tendering, and they expect to select a contractor very soon and start construction this spring. This means that they will be ready for delivering purified water next spring or at the latest next summer. The Waste Water Plant will use more than 10 mio. Euro on the upgrading of the plant.

A new technology for treating waste water is taken into use and this plant will be the best Waste Water Plant in Denmark – maybe the world! On top of the existing treatment of waste water there will be an extra step of purification. This includes a longer period of decomposition and an ultra fine membrane which the water will be pressurized through holding back virtually all organic materials.

4. Technical part

4.1. Actions On top of the actions in the LIFE project Re-establishing a natural water flow level in the river system “Mølleåen” the Danish Nature Agency and the municipalities do some project which enhance the nature in the catchment area Mølleåen. The most expensive project is the expansion of the Waste Water Plant “Mølleåværket”- described above. These activities are funded outside the LIFE project.

Besides this there are projects about clearing of scrubs and trees in different selected nature areas as Ravnholm, Farum Sortmose and Lyngby Åmose. There is also a project with the little watercourse Dumpedalsrenden which also involves making wetlands in the forest Rudeskov to ensure a summer stream flow in the river. These activities are funded outside the LIFE project.

To improve the public’s possibilities for experiencing the projects there are two projected paths which will be prepared along the river Dumpedalsrenden, connecting Vaserne and Rude Skov, and a path around Lake Farum. These activities are funded outside the LIFE project.

4.1.1 Action A.1. Detailed project planning for the establishment of the pipeline and associated works The authorities have decided that the project has to go through an EIA process. This implies postponement of actions A.1 and C.1-C.3. Elucidation and discussions of the content of the EIA has taken place in corporation with the authorities. This preliminary and preparatory work before initiating the actual EIA process has been necessary as the project is complex, laws and regulations have changed and been strengthened since the project started and furthermore it was necessary to identify and agree upon the content of the EIA and the level of detail before the work was commenced. Not many EIA`s on nature restoration projects has been carried out in Denmark before, and as being one of the first projects in this field this has

Progress report LIFE07/NAT/DK/000100 9 implied clarification of certain central aspects and discussions at a high level. These discussions have taken place during II and III 2010 resulting in the agreement on the following time schedule for commencement of the EIA.

Activity 2011 2012

Dec. /Jan. /Jan. Dec. Feb. March April May June July Aug. Sept. Oct. Nov. Dec. Preparation of debate material Public debate phase Scoping note Elaboration of EIA report Elaboration of draft planning order and EIA permission Public consultation phase Resume Municipal commenting Final EIA permission Detailed design and planning Permissions Tendering for contractors Supervision of contractor Post-project monitoring The time schedule starts in December 2010 and ends in December 2011

Contracts with advisory consultants to conduct detailed planning of the actions A.1, C.1, C.2 and C.3 has been signed. The Danish consultancy company Grontmij |Carl Bro has been chosen as the advisor.

The detailed design and planning activities under action A.1 have been postponed until the EIA process is finalised and the project has been granted EIA permission by the competent authorities. This is expected in III 2011 after which detailed planning for the establishment of the pipeline and associated works will be initiated. However, some overall description of the work under this action and how it will take place will necessarily also have to be described in the EIA-report.

A preliminary list of necessary permission applications has been identified and was reported in the inception report. This list will be checked and updated according to existing laws and regulations of today. After the EIA permission has been granted applications can be sent in final versions and permissions can be granted according hereto. During the elaboration of the EIA, meetings will be held with the different competent authorities in order to incorporate requirements in the permissions in the EIA and thereby promote the following administrative procedures by the authorities. It is in particular the of Rudersdal and the Nature Agency Roskilde who have the authority to issue the necessary permissions. Both are closely involved in the process and elaboration of the EIA. Therefore we try to describe and include in the EIA all aspects which will be relevant in other needed permits for the project. So when the EIA is given we expect that the other permits will be given easily.

The postponement of Action A.1 has no financial consequences for EU funding.

Progress report LIFE07/NAT/DK/000100 10

4.1.2. Action A2 Detailed project planning for restoration of watercourses Planned duration of the activity I-II 2011 The Danish Nature Agency has chosen the firm Niras as consultant for elaborating the application from the contractors. A detailed report was prepared in June 2009 and can be found on the webpage. The application was sent to the different authorities in July 2009. The authority responsible for the administration of EIA has required an additional analysis of the environmental consequences of the restoration of watercourses on two Natura 2000 protected lakes. This analysis is almost finished. This means that we do not have all the permissions at present but expect that the permissions will be given before II 2011 so that the planned action C.4: Restoration of watercourses can be performed in III 2011 – IV 2011.

C. Concrete conservation actions 4.1.3 Action C.1: Build pipeline to transport treated wastewater back to river ecosystem Originally planned duration of the activity III 2009-IV 2010

Construction of the pipeline under action C.1 has been postponed and cannot be commenced until action A.1 has been finalised and the construction period has been initiated. According to the above time schedule this is expected in I and beginning of II 2012. However, description of the work under this action and how it will take place in practise will be included in an overall level in the EIA-report.

The postponement of Action C.1 has no financial consequences for EU funding as the Danish Nature Agency finance the EIA.

4.1.4 Action C.2: Expansion of the watercourses Kirkeskoven and Bækrenden Originally planned duration of the activity I 2010-III 2010. Expansion of the two small rivers Kirkeskoven and Bækrenden cannot be commenced before action A.1 has been finalised. After tendering and contractors have been chosen, work in the field will be initiated. According to the above time schedule this is expected in I and beginning of II 2012. However, descriptions and illustrations of the work under this action and how it will take place in practice and how the rivers will look in the future will be included in the EIA-report.

The postponement of Action C.2 has no financial consequences for EU funding.

4.1.5 Action C.3: Immobilisation of mobile phosphorus in Lake Vejle and Lake Søllerød Original planned duration of the activity I 2010-II 2010 Immobilisation of mobile phosphorus in lake sediments has been subject to intense technical discussions among experts during the period late 2009 until mid 2010. The objective of the project has not been changed. Immobilisation of phosphorous in the two lakes is a prerequisite in order to protect the downstream Lake Fure, a Natura2000 appointed area.

The question discussed is how to immobilise phosphorus in the optimal way to preserve the surrounding environment. This is due to certain changes in some of the pre-conditions for aluminium which have changed since the project was initiated. A new product called Phoslock has also become available. This product has promising qualities – referring to the web site: www.phoslock.com.au. The product has been tested and used in lakes in Germany,

Progress report LIFE07/NAT/DK/000100 11 Scotland and Holland with good results. This will be further investigated during the ongoing EIA process and the principle of Best Available Technology will be taken into account.

Preliminary examination based on the results from the sediment investigation carried out in the two lakes (reported December 2009) points in the direction of a combination of methods – aluminium, Phoslock and sediment removal. The advice has been changed a little in relation to the original LIFE application. Now it is suggested that the administration of aluminium should take place over longer period of years instead of just once one year

As for C.1 and C.2 action C.3 cannot be commenced before action A.1 has been finalised. After tendering and contractors has been chosen, work in the field will be initiated. According to the above time schedule this is expected in I and beginning of II 2012. However, detailed analysis and description of the work under this action and how it should take place will be included in the EIA-report.

The postponement of Action C.3 has no financial consequences for EU funding.

4.1.6. Action C.4: Restoration of watercourses Planned duration of the activity III 2011 - IV 2011 If the permissions from the different authorities are given in II 2011, this activity will be performed in III 2011 – IV 2011

4.1.7. Action C.5: Clearing of scrubs and trees and expansion of grazing enclosures Planned duration of the activity I 2009-II 2011 This activity has been started prior to the deadline and was finished by IV 2010.

Klevads Mose In order to restore and maintain a favourable conservation status of targeted habitat types and species, the consultant company COWI suggested in 2007,

• Clearing of 2.6 ha of scrubs and trees at the project area. • Expansion of the grazing enclosures (4.5 ha.) • Establishment of a common grazing regime on both sides of the river by way of two cattle bridges

The goal of these actions was to - maintain and expand the areas with 7140 transition mires and quaking bogs (2.6 ha.) and 7230 alkaline fens (0.5 ha). - improve the conservation status of 6230 species-rich Nardus grasslands (3.2 ha) and 7220 petrifying springs (0.5 ha) - improve the conservation status for Vertigo moulinsiana as the species has a strong preference for open conditions. - Moreover, the conservation status of the orchids Platanthera chlorantha and Dactylorhiza majalis should be improved.

Progress report LIFE07/NAT/DK/000100 12

A detailed plan was made by COWI in 2008.

Progress report LIFE07/NAT/DK/000100 13 The project has been carried out by Danish Forest and Nature Agency (now the Danish Nature Agency) and some local contractors in winter 2009, in accordance with the plan form 2008. 4,5 hectares of scrub and trees was cleared and 4,5 hectares enclosed in the fence and a common grazing regime on both sides of the river was established by way of two new cattle bridges.

Klevads Mose summer 2008 and 2010:

There has been god success with the project and the local Danish Nature Agency will follow the project very closely and they have already decided that before putting the cattle out this spring they will cut down some of the new upcoming twigs.

The Danish Nature Agency own the cows themselves which means that it is possible to put out the cattle whenever is best. The cows are grazing the area cleared within the project area and the area south of the river, which has been grazed for a number of years. The grazing will keep the area open as the project intended to and gives good conditions for the nature types: species-rich Nardus grassland 6230, alkaline fens 7230, petrifying springs 7220 and transition mires and quaking bogs 7140.

Two small bridges are laid across the stream between the area south of the stream and the area north of the stream so it is possible for the cows to move between the areas, which they do. The bridges have functioned very well since established in 2009 and they are almost not discernible in the landscape.

A building in Klevads Mose, earlier used for storing, has been painted and reconstructed as part of the project. Benches for the public have been put in and an information board is placed inside the building. From the building there is a fair view of the whole area. The building is frequented by many people coming though Klevads Mose.

Action Plan 2007 Detail plan 2008 Accomplished 2010 Clearing scrub and 2,6 ha 4,5 4,5 trees Expanding grazing 4.5 4,5 4,5 enclosure Establishment of 2 2 2 bridges for cattle

Progress report LIFE07/NAT/DK/000100 14 In 2010 a baseline monitoring was accomplished with registration of habitat types, potential habitat nature, targeted species and annex species. The registration in 2010 will bee used as a basis for monitoring the effect of the conservation actions and the grazing in the future. For more information see the description under section Action E 2.

Vaserne In order to restore and maintain a favourable conservation status of targeted habitat types and species, the consultant company COWI suggested in 2007,

- Clearing of 3.3 ha of willow in the alkaline fens (habitat 7230). - Clearing of 8.9 ha of overgrowth - Expansion of the grazing enclosures to ensure long term grazing (ca. 8.9 ha.)

The goal of these actions was to - Improve the conservation status of 7230 alkaline fens (1.1 ha). - Restore the conditions for 6210 semi-natural dry grasslands. - Improve the conservation status for Leucorrhina pectoralis, Triturus cristatus cristatus and Vertigo moulinsiana. - Re-establish suitable breeding habitats for Porzana porzana, which could facilitate a return of the species (the SPA is partly designated due to Porzana porzana). - In addition, these conservation actions will improve the conditions for several rare plants; Viola epipsila, and Trollius

Progress report LIFE07/NAT/DK/000100 15 A more detailed plan was made by the local municipality (Rudersdal) in 2008, and it became clear, that some of the areas were too wet to be grazed with cattle. According to this fact the plan for clearing trees and scrub was changed:

The clearing was carried out by private contractors in 2009 and 2010 in accordance with the plan form 2008. The grazing area is now expanded with app. 7,5 ha. The rest turned out to bee too wet and different conservations actions will bee necessary.

Public awareness and dissemination of results 4.1.8 Action D.1. Cooperation with local communities, landowners and interest groups Planned duration of the activity I 2009 – II 2011/2012.

The stakeholder group is the same as from the beginning, only a few of the organisations has put in new persons and the authorities are unchanged. see 3.1. The new persons can be seen in the organigramme.

In the report period there has been two meetings with the stakeholder group. The meetings were held in November 2009 and February 15th 2011.The minutes from the meetings can be seen on the webpage and in annex 1.

Two meetings are planned in the future. The next meeting with the stakeholder group will be held when there is a proposal for an EIA (Environmental Impact Assessments). For this meeting the advisors and other interested people will be invited. The second planned meeting with the stakeholder group will be an outdoor trip to view some of the initiatives done in the project area.

Progress report LIFE07/NAT/DK/000100 17

Guided tour in Vaserne, August 2009 with 140 visitors. It was possible to hear about the whole “Mølleåproject” with focus on the activities made in Vaserne. To the right a local person is telling about the cows, which are owned by a local group of people.

There has been 1 nature tour in Vaserne in this project period. This was arranged together with the municipality. There were 140 people for the guided tour in August 2009. The tour was announced and covered by the newspapers and on the website.

4.1.9. Action D.2: Mounting of information boards Planned duration of the activity I 2010-II 2011.

There are information boards on the two locations Vaserne and Klevads Mose.

Progress report LIFE07/NAT/DK/000100 18 The area in Vaserne is not owned by the Environmental Ministry but by private owners and the municipal. The municipality will be responsible for the nature conservation in the future. Therefore the municipality has been very involved in making the information board.

The board has been erected at one of the entrances to the Vaserne – and there is a plan to put up information boards at other locations in Vaserne.

There will be erected information boards about the project “Rent vand i Mølleåsystemet” when the different parts of actions starts to take place.

All the information boards show a little map with all the planned projects in the whole project area. The boards also tell about the Natura 2000 network and the LIFE project funded by the EU Commission.

4.1.10 Action D.3: Project Internet Web-site Planned duration of the activity II 2009-II 2011/12

There is an Internet Web-site: http://www.naturstyrelsen.dk/Naturbeskyttelse/Naturprojekter/Projekter/Hovedstaden/Molleasystemet/

The webpage describes the overall project aspects and also some English pages describing the project an its status.

The Internet Web-site will be updated during the project period with more details and news about the project both in Danish and English. The Web-site has been under construction as the new Danish Nature Agency first started in January 2011.

Action D.4: Production of a layman’s report Action will be started in 2012 as planned. There has been no work with this action during the inception period.

Action D.5: European wide dissemination The project leader has joined the DK-S Nat project Platform meeting in September 2010. There will be more focus on the action when the EIA is finished and there is a fully decided and approved project with the approved necessary permissions.

E. Overall project operation and monitoring

Action E.1: Project management by the Danish Nature Agency Planned duration of the activity I 2009-II 2011/12

A lot of coordinating work has been made with all the people in the organigramme, the advisors and interested people and groups. The organigramme was made on January 3rd 2009 and is built on an organisation started earlier. The names of the specific people in the organigramme can be seen in 3.2.

Progress report LIFE07/NAT/DK/000100 19 In the project proposal a project progress monitoring protocol is foreseen, see annex 1. This progress protocol includes the most important dates in the project, for example dates for guided tours and meetings with the steering committee, the stakeholder group and so on.

Action E.2: Monitoring programme Planned duration of the activity II 2011-III 2011

Monitoring reports for Klevads Mose and Vaserne have been done. The reports can be seen in annex 2 and 3.

Klevads Mose In 2010 a baseline monitoring was accomplished with registration of habitat types, potential habitat nature, targeted species and annex species. The registration in 2010 will bee used as a basis for monitoring the effect of the conservation actions and the grazing in the future.

Habitat nature / potential habitat nature 2010 (ha) 2005- 2009 (ha) 6230, species-rich Nardus grassland 1,8 3,2 7140, transition mires and quaking bogs 0 0,26 7220, petrifying springs 0 0,05 7230, alkaline fens 0,57 0,45 91E0, Alluvial forests with Alnus 0 3,8 glutinosa and Fraxinus excelsior p7220, potential petrifying springs with 0,04 No registration tufa formation p7230, potential alkaline fens 0,14 No registration

The mapping in 2010 differs from former registrations at some points. It was not possible to find transition mires and quaking bogs (7140), and alluvial forests with Alnus glutinosa and Fraxinus elcelsior (91E0) were cleared in the project. The area of spiecies-rich Nardus grassland (6230) is reduced because non habitat nature within the area no longer is counted in.

Vaserne In 2010 a baseline monitoring was accomplished with registration of habitat types, potential habitat nature, targeted species and annex species. The registration will bee used as a basis for monitoring the effect of the conservation actions and the grazing in the future. In general, continuous conservation actions - and especially grazing - are important to prevent re-growth of scrubs and trees.

Habitat nature / potential habitat nature 2010 (ha) 2005- 2009 (ha) 7140, transition mires and quaking bogs 0,8 0 7220, petrifying springs 0,2 0,01 7230, alkaline fens 1,8 1 91E0, Alluvial forests with Alnus 24 33,5 glutinosa and Fraxinus excelsior 9130, Asperulo-Fagetum beech forests 9 9 potential 6230, species-rich Nardus 0,6 No registration

Progress report LIFE07/NAT/DK/000100 20 grassland potential 6410, Molinion- meadows 0,3 No registration potential 7140, transition mires and 0,2 No registration quaking bogs potential 7230, alkaline fens 2,4 No registration potential 91E0, Alluvial forests with 0,7 No registration Alnus glutinosa and Fraxinus excelsior

The baseline monitoring has shown, that there is a good potential for improving the conservation status of 7230 alkaline fens. The clearings also have reviled existence of 7140 transition mires and quaking bogs.

A report about the sediment in Lake Vejle and Lake Søllerød was made. This report describes the amount of phosphorus which is present in the sediment. The advice has been changed a little in relation to the original LIFE application. Now it is suggested that the administration of aluminium should take place over longer period of years instead of just once one year. This report can be seen in annex 4.

Action E.3: Network with other projects Planned duration of the activity II 2009-II 2011

There has been participation in the platform-meeting on Funen the 20 and 21 September 2010.

There is an ongoing experience exchange with all the other Danish LIFE-projects: BlueReef, Restoration of Meadow Bird Habitats (REMAB), Restoration of raised bogs in Denmark with new methods, EU-LIFE project at River and Odense Fjord – REGAIN, The houting- project. And then Denmark is part of the projects: Life-bombina and Life-baltcoast.

Action E.4: After LIFE Conservation Plan There has been no work with this action during the inception period.

Progress report LIFE07/NAT/DK/000100 23 4.2 Envisaged progress until next report. Below is the timetable made in 2010 and send to the EU Commission as the amendment. But already now it can be foreseen that the timetable will be delayed according to the EIA as the process takes longer than expected. Never the less we expect to full fill the project before by 31. June 2012.

In the period from March 1st 2011 to June 31st 2012 the envisaged progress is as following:

• Planning the pipeline (activity A1) will take longer time because of EIA, which will require further clarification of the project and public involvement, with prolonged period of consultation, etc. The permits for the plan pipeline (action A1) are expected to be given and the detailed project will be finished in the fall 2011. • The action C1, C2 and C3 will not be possible to start till after the period, but it is the hope that it can start IV 2011 and finish in II 2012. • We hope to finish all the actions in C4 and C5 in the period. There is quite some attention to the whole LIFE project so we want to have visible action in the project, and therefore the water restoration of Hestetangs Å and Vassingrødløbet and the clearings have been promoted in time. • There are only small changes in the timetable according to actions D and E. Public awareness and dissemination of results and E Overall project operation and monitoring. Some of the information boards have been finished before the schedule and some will be later than the schedule.
