    Enhancing readiness of emergency response volunteers in Tajikistan Aga Khan Agency for Habitat provides refresher courses for CERTs Rasht, Tajikistan, 23 April 2020 – The Aga Khan Agency for Habitat (AKAH) Tajikistan, through the financial support of the Government of Switzerland, completed refresher trainings for the Community Emergency Response Teams (CERTs) formed in Rasht valley. The trainings, which were conducted within the Integrated Health and Habitat Improvement (IHHI) project, are designed to enhance the readiness of the CERTs to respond to emergency situations across the Districts of Republican Subordination. The training prepares the volunteers to be the first responders in the event of a disaster. It capitalises on their knowledge of the terrain, language and culture, as captured by trainer Munira Qurbonmamadova, “Our approach is tailored to the cultural dynamics in each area. For example, in Shashvolon, we held a separate training for the women, which was very well received.” Shukrona, a local nurse and committed community volunteer who helped mobilise her fellow women volunteers agrees, “The training offered a safe place to learn freely and to practice. Women constitute a significant number of our communities so it’s important that their specific needs are considered in emergency response.” The trainings were undertaken in seven villages of Rasht, Roghun, Lakhsh, Tojikobod, Fayzobod, Nurobod, and Sangvor districts from 17 to 20 April. A total of 210 participants (equal representation of men and women) successfully concluded the two-day training, acquiring renewed theoretical knowledge and practical experience on first aid, Incident Command System (ICS), and search and rescue. They also enhanced techniques in bleeding prevention, cardiopulmonary resuscitation, and victim transportation.

    TAJIKISTAN 2013 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Tajikistan is an authoritarian state that President Emomali Rahmon and his supporters, drawn mainly from one region of the country, dominated politically. The constitution provides for a multi-party political system, but the government obstructed political pluralism. The November 6 presidential election lacked pluralism, genuine choice, and did not meet international standards. Security forces reported to civilian authorities. The most significant human rights problems included torture and abuse of detainees and other persons by security forces; repression of political activism and restrictions on freedoms of expression and the free flow of information, including the repeated blockage of several independent news and social networking websites; and poor religious freedom conditions as well as violence and discrimination against women. Other human rights problems included arbitrary arrest; denial of the right to a fair trial; harsh and life-threatening prison conditions; prohibition of international monitor access to prisons; limitations on children’s religious education; corruption; and trafficking in persons, including sex and labor trafficking. Officials in the security services and elsewhere in the government acted with impunity. There were very few prosecutions of government officials for human rights abuses. The courts convicted one prison official for abuse of power, and three others were under investigation for human rights abuses. Section 1. Keywords: debt, trade, market, transition, Islam, personalisation, Tajikistan 1 Introduction If one happens to travel in a shared taxi the roughly 600 km distance from Tajikistan’s capital Dushanbe to Khorugh, the capital of its mountainous Autonomous Province Gorno- Badakhshan, one is likely to enjoy the increasingly spectacular view on mountains and torrential rivers for at least fourteen hours. And if one happens to be brave enough and free from giddiness, it is advisable to get hold of a seat on the right side in direction of travel, preferably the front seat, since it provides by far the best view (and increases the chance to find a functioning seatbelt). Following the Panj river upstream on a dirt road for a great part of the journey, one can marvel at the steep canyons one passes through, at rock walls rising high above one’s head and at adventurous pathways vanquished by walkers, motorcycles, cars and donkeys right across the Panj river, which forms the border with Afghanistan. Apart from the visual entertainment, one may also wonder about the trucks that rumble together with passenger cars along the sometimes critically narrow road strip high above the river, shipping consumer goods to the Pamir region.

    RAPID EMERGENCY ASSESSMENT AND COORDINATION TEAM (REACT) Floods in Khatlon: 7 – 13 May 2021 Situation Report # 1 (as of 14 May 2021) Highlights - Over 12 mudflows and landslides have been reported during the period of 7 – 13 May 2021. - Mudflows caused the death of 9 people. - Over 70 households are left homeless. - Large number of cattle has been lost and agricultural crops destroyed. - Mudflows caused disruptions to the livelihoods of around 22,000 people Situation Overview The torrential rains of 7 – 12 May 2021 triggered floods, landslides and mudflows in many of the country’s districts. The largest number of losses and destructions are faced by districts and cities of Khatlon province. Disasters affected following cities and districts: Kulob city and districts of Shamsiddini Shohin, Qushoniyon, Dangara, Yovon, Khuroson, Dusti, Vaksh, Muminobod and Jomi (please refer to Map below). CoES reports that disasters caused the death 9 people. Very preliminary estimates indicate that 74 households were left homeless and houses of another 270 households were damaged to different extent. Very modest estimations indicate damages caused by disasters to private and social infrastructure caused disruptions to the livelihoods of around 22,000 people. Government of Tajikistan activated an Inter-Agency Commission on Emergency Situations (Commission) in each disaster affected district, which fully facilitates the response operations. Furthermore, Emergency Operations Centers (Shtab) have been set up in each disaster affected district, which collects and analyzes relevant information and coordinates the response activities. Up to date, general response actions in every district include: search and rescue, evacuation of population from risk zones, constant disinfection of the affected territories, debris removal, assessment of damages and needs, registration of affected population, restoration of communal services, collection and distribution of immediate relief assistance, as well as recovery planning.
