2015 Interim LEGISLATIVE Volume 28, No. 5 August 2015 RECORD * Read online at www.lrc.ky.gov/legislation.htm Lawmakers focus on preserving military bases by Jim Hannah LRC Public Information FRANKFORT – The best way to preserve Ken- tucky’s two largest military installations – Fort Knox and Fort Campbell – is to make them more economi- cally viable for U.S. Army to operate. That’s what Col. (Ret.) David Thompson, executive director of the Kentucky Commission on Military Affairs, told members of the Interim Joint Committee on Veterans, Military Affairs and Public Protection on Aug. 13 in Frankfort. “The theme is to reduce their costs,” Thompson said. “They don’t have the money they had before. Any time we can help the installations, to pull the cost burdens off them for operating the installations, the better.” He said it’s vital Kentucky does everything it can to preserve the two bases, in addition the Blue- grass Army Depot in Richmond. UNOFFICIAL COPY 19 RS BR 888 1 A RESOLUTION establishing the 2019 membership of the Kentucky State Senate. 2 WHEREAS, the Secretary of State has previously certified to the Senate the results 3 of the 2016 and 2018 regular elections; and 4 WHEREAS, under Sections 38, 39, and 43 of the Kentucky Constitution, the Senate 5 must judge the elections, qualifications, and returns of the Senators therein; and 6 WHEREAS, the Senate desires to establish the duly elected membership of the 7 2019 Kentucky State Senate; 8 NOW, THEREFORE, 9 Be it resolved by the Senate of the General Assembly of the Commonwealth of 10 Kentucky: 11 Section 1. By 2015, almost 66 percent of the company’s revenue will be paid either in part or entirely by the federal and state government. For this reason, we continue to play an active role in the political process through our Public Affairs efforts, industry memberships and WellPAC, our political action committee. More than 1,875 WellPoint associates provided voluntary nancial support to WellPAC in 2012. Their generosity allowed our PAC to make contributions of more than $780,000 to federal campaigns and $140,000 to state and local campaigns on both sides of the political aisle in 2012. Our participation in the political process helps us develop good working relationships with Members of Congress, as well as key state legislators, in order to communicate WellPoint’s perspective on a range of issues including the cost and quality of today’s health care, the establishment of insurance exchanges and the expansion of Medicaid. -

Washington, D.C. 20549 Re: Shareholder Proposal to Pfizer Inc. Regarding congruency of political contributions on Behalf of Tara Health Foundation Ladies and Gentlemen: Tara Health Foundation (the “Proponent”) is beneficial owner of common stock of Pfizer Inc. (the “Company”) and has submitted a shareholder proposal (the “Proposal”) to the Company. I have been asked by the Proponent to respond to the supplemental letter dated January 25, 2021 ("Supplemental Letter") sent to the Securities and Exchange Commission by Margaret M. Madden. A copy of this response letter is being emailed concurrently to Margaret M. Madden. The Company continues to assert that the proposal is substantially implemented. In essence, the Company’s original and supplemental letters imply that under the substantial implementation doctrine as the company understands it, shareholders are not entitled to make the request of this proposal for an annual examination of congruency, but that a simple written acknowledgment that Pfizer contributions will sometimes conflict with company values is all on this topic that investors are entitled to request through a shareholder proposal. The Supplemental letter makes much of the claim that the proposal does not seek reporting on “instances of incongruency” but rather on how Pfizer’s political and electioneering expenditures aligned during the preceding year against publicly stated company values and policies.” While the company has provided a blanket disclaimer of why its contributions may sometimes be incongruent, the proposal calls for an annual assessment of congruency. -

Legislative Research Commission LRC Legislative Research Commission Foreword When the fi rst Kentucky General Assembly met in 1792, its members chose the term “commonwealth” to describe Kentucky. While there is no legal difference between a commonwealth and a state, Kentucky’s early leaders perhaps wanted to assert an indepen- dence of ideals and governance. By defi nition, a commonwealth is a political unit founded on law, united for the common good, and with supreme authority vested in the people. This ultimately de- fi nes Kentucky: government by the people and for the people. Like most states, Kentucky has a part-time citizen legislature with members from diverse backgrounds and communities. All 138 members, however, serve year-round as legislators, representing constituents, helping them solve problems, and studying new ideas. Of Kentucky’s three branches of government—execu- tive, judicial, and legislative—the legislative is the one closest to the people and the one into which Kentuck- ians have the most direct input. Consequently, it is benefi cial to both the legislature and our citizens that the work of the General Assembly be understood and the legislative process be used to its full potential. CENTER MAY 11, 2019 A Brief History of the University of Louisville The University of Louisville traces its roots to 1798 when the Jefferson Seminary was established. During the early 19th century, the growing importance of river navigation, coupled with a strategic location at the falls of the Ohio River, made Louisville a commercial hub for the South and West. As the city’s population and economy grew, so did the demand for higher education. In 1837, the Louisville Medical Institute opened for its first class, and the next year the city created the Louisville Collegiate Institute. In 1846, the General Assembly merged the Medical and Collegiate Institutes as the University of Louisville. The Assembly created a common board of trustees, but each division retained financial autonomy. The Medical School prospered and a newly added School of Law brought in a number of students. By the 1880s and 1890s, however, the University felt some pressure from education reformers who not only believed schools should employ full-time instructors, but also advocated well-enforced, national standards for academic training. In 1907, this trend contributed to the revival of the College of Arts and Sciences. Over the next three decades, the University added new programs: the Graduate School (1915), the School of Dentistry (1916), the Speed Scientific School (1928), the Louisville Municipal College (1931), the School of Music (1932), and the Kent School of Social Work (1936). World War II and the postwar era brought major changes to the University of Louisville. -
