National Level Key Updates • 3RP: HRP and HNO process first draft is finalized and submitted to cluster last week with all 3RP partners. • The source of data for this year was from MSNA (Multi Sectorial Needs Assessment) which. World Bank and UNHCR also conducted the study and documents shared for more findings on writing the narrative report of 3RP. • Durable Solution Study provided some facts that providing us analytical exercise and base instrument for guiding us for operational and programming force. • 10 partners shared their plan in 2019, while, 12 partners submitted 3RP plans for 2021 and 2022. (CESVI, Cordaid, IOM, Mercy Corps, Mercy Hands, PHA, TGH, UNHCR, Save the Children, Al Aghsan foundation, ILO). • Funding for 2019 was 17M, while for 2020 was 15M and it decreases for 2021 to 11M, and further cut for 2022 is around 10M for delivering different kind of activities s e.g. assessments, mapping exercises, training institutions, CFW, stablish or scale up businesses, strategic engagement with private sector (for facilitating employment and market linkage), job development courses, job referral mechanism, and job placement. • The three studies of world bank and UNHCR, MSNA and Durable Solutions focus on Syrian Refugees crises. • Recovery is a bit slower; funding is decreasing, and demand is high, and all partners need to support and work together to do more work with less funding. 1

• Next year is planned to have bigger discussion with our partners and private sector regarding Syrian Refugees targeting and programming enhancement.

Key talking points: • : Rizwan Qazi - DRC Security Situation remains calm, no incidents reported to INSO. Partners are implementing their activities, and all are on track. Camp closure are pushing people to settle in Mosul city and Telafar district mostly. DRC is currently conducting protection assessment in Telafar city. Other partners are trying to provide shelter and NFI, while cash assistance in Mosul for the new camp returnees. As discussed in previous meeting, a referral mechanism is taking place. The system is open for two activities Vocational Trainings with following of two months of job placement. Second is referral of business rehabilitation followed by business grant (3000-6000$) with business management training for five days. (All activities are implemented by DRC and Mosul and Telafar). Partners are welcome to refer their caseload if they have any, the beneficiaries will be selected based to DRC internal selection criteria and procedure. All NGOs are taking precautions and following instructions for COVID-19 during activity implementation. Mosul Cluster will hold a meeting on 19th Jan 2021, for the purpose of drafting objectives and ToRs for Mosul 2021 cluster. Action Point: 1- Coordinate with Mosul Sub-Cluster Coordinator for the referral procedure. 2- Rizwan will communicate with all sub-cluster coordinator for sharing any relevant documentation. • Anbar: Gull Sadia - OXFAM 21st of Dec 2020, Anbar cluster hold it’s last meeting where few organizations participated (CRS, BGY, Acted and OXFAM) because of holidays and leaves. Security Update: the situation is normal, and no incidents were reported. HTC and AAF are displacement camps in Anbar and are reported to be closed on December or end of January. UNOCHA conducted assessments for closed camp of Habbaniyah that the returnees from camps are headed mainly to 3 subdistricts (Al Jazeera, Al Garma and Al Khalidiyah), where support needed by partners in those areas. 2

Currently No NGOs are providing support to new returnees. As they providing support based on resilience e.g. (Business Grant, Business Training, Job Placement, Vocational Training) Suggestion: Next meeting is planned on 28th Jan 2021 for better response. • Salah Al-Din: Aman Ali - OXFAM Some Partners are planning to respond to IDPs but clear strategy or project in hand in EL. Coopi organization planned Associate vulnerability in Shirqat, findings and presentation will be shared once done. Oxfam also is conduction MSNA in Salah Al-Din, findings will be shared once ready. Some coordination issues faced NGOs in North of Salah Al-Din in terms of implementation which led to duplications. But meetings and coordination were conducted to overcome this challenge. Technical backstopping provided to new partners in the area to facilitate their implementation. Most of the partners are finalized their projects and looking for new opportunities to come in for 2021. • Dohuk and North Ninewa: Blarena - GOAL The Partners update for and North Ninewa will be shared soon. DCO in collaboration with (…….) developing a mapping service which covers activities matrix for INGOs and LNGOs in Ninewa. CaLP trarinigs for 2021: Several Topics will be provided: 1- Monitoring CVA 2- CVA 3- Protection CVA 4- Social Protection 5- Cash and Voucher Assistance (5 days Training in Duhok) 6- Market Assessment ( and Duhok) Challenges: Lack of funding, Lack of employment by private sector for Apprenticeship programme, Access issue due to PKK and Turkish forces, and COVID-19 challenges (Mitigations are applied). • Diyala: Saif Ahmed – Near East Health Situation is the same as last month in Diyala with COVID-19 Security: is stable and no incidents were reported Challenges: Lack in Vocational Training Centers as there is only one center in Baquba Center. Due to Camp closure, the number of returnees increased in certain areas like North of Muqdadiya and no returnees for Saadiya sub-district and villages. UNOCHA has organized a workshop event in North of Muqdadiya, and Saadiya Villages involving all livelihood partners the events. GBV case management list per area were received by GBV Diyala sub- cluster focal point as a point of maintaining and enhancing referral system mechanism.

Hani just joined for two weeks (Thanks to Him) Kirkuk sub-cluster is preparing for information gathering and establishing coordination for its next meeting to address the needs of

Kirkuk governorate.

Last month in Kirkuk the last two camps were closed and there is no

information about returnees from camps and it’s hard to reach them to be included in the livelihood projects. Overall security situation is calm, but access issue is reported by some partners. Action Points: 1- Find a way to reach returnees from camps 2- More coordination and information gathering for next meeting.

Baghdad and Sulaimaniyah: Both are not available and will provide the updates next meeting.

Partner Update

Field Ready: is hosting The Careables Exhibition, a one month-long exhibit beginning 9th Jan to 9th Feb 2021 (adhering to COVID-19 safety measures and adhering to increasing accessibility for people with disability) in Erbil at Erbil Innovation House, Bakhtyari next to Saj Alref restaurant, Nergiz plaza 3rd floor. The exhibit will highlight how digital design and fabrication can produce valuable health-related products and support different communities. Careables is an open and inclusive approach to healthcare based on digital fabrication and collaborative making. Please look at Link

Al-Aghsan foundation: Agricultural livelihood assessment in Anbar, Salaheddin, and . Improve food security among vulnerable households in Nineveh by providing farmers with olive trees along with livestock (sheep) in addition to fertilizers, seeds, fodders, & veterinary services. Training of agriculture graduates on greenhouse management in Anbar and Mosul.

GOAL: Finalized Cash for Work project supported by WFP, where, 3150 beneficiaries supported. 62 greenhouses were established. 84 households to support them with MPCA were selected. 4

100 job seekers are trained on how to access the market and find a job.

ACF: In 2020, ACF completed 4 livelihood projects in , Qayarrah and Sinune. ACF in 2021 has only one approved project in governorate (Al-Qurna and Al-Dair district) - Provision and installation of 50 greenhouses. - Rehabilitation and reconstruction of 25 agriculture water channels. - Provision of 20 Diesel water pumps. - Replacement of 20 other diesel water pumps with solar system water pump. - Provision of 100 cash grants for agriculture assets. - Prevision of agricultural and food processing training. - Provision of 50 business grants. - Gender activities including capacity building.

Preemptive Love coalition: We are having Livelihood Projects for IDPs and returnees in Ninewa, and Duhok Camps. Planning to open (370) small businesses, (70) in Duhok IDP camps, (100) for the returnees in Ninewa and 200 small businesses for returnees in Sinjar. So far Implemented 51 business in Duhok Camps. The beneficiaries in Ninewa and Sinjar are supported with grants from 750$ to 2000$ depending on the type of the businesses. Small business and (any kind of shops and agriculture. Two weeks ago, distributed 700 food baskets for returnees to South of Sinjar. The projects will continue until the end of July 2021.

SEDO: SEDO has plan to rehabilitation for 35 shops in Sirj Kahana, Old Mosul City and conduct Business Management Training DAA: Dijal Agricultural Association is implementing agricultural livelihood project in Wana sub- district and all surrounding areas. The project is ongoing, and we will start distributing the agricultural supplies in the next two weeks. Caritas Iraq: Registered 350 beneficiary for the MPCA due to Covid19 in Anbar, and we followed up the beneficiaries in Falluja for sewing and hairdressing and mini markets activities. Mercy Corps: The PERMA program started delivering in-person financial literacy training in small groups following COVID-19 protocols. During the month of December five events of 2-day financial literacy training conducted in , and Quaraqosh.

A total of 52 participants (15 men and 37 women) completed the training. Bashiqa: 22 participants (0 men and 22 women) Bartella: 20 Participants (13 men and 7 women) :10 Participants (2 men and 8 women) The TAGHIR program: 11 scale up grantees were targeted, 170 daily laborers. were targeted through the CfW activity. Three social projects grants were distributed over Telkaif with 10000 beneficiaries, Mosul with 5000 beneficiaries, and Sinjar 10000 beneficiaries.

WRO: WRO program in Telkef and Hamdaniya will finish in 31/12/2020 Achieved: (300 BNFs in vocational training with receiving a start up kits ) 135 BNFs finished English course 116 BNFs finished computer course. 402 BNFs finished employability skills training.

IRC: 27 BNFs enrolled in business training in Kirkuk, 20 BNFs enrolled in business training in Hawijah, 10 BNFs enrolled in apprenticeship in Hawijah, 79 BNFs enrolled in job counseling in Kirkuk and Hawijah, 11 BNFs enrolled in apprenticeship in Sinjar, and 11 enrolled in business training in Sinjar CCR: Project CCR Case study and Lessons learned progress and Mohammed Al Hammady – Head of Mission for CCR new experience Location: East Hamdaniya District (Bartella, Qaraqosh, Karamles, ) Intervention Pillars: Rural and Urban - Rural Livelihoods: Capacity building trainings to farmers, asset replacement, greenhouse construction - Urban Livelihoods: Business Management Training, Livelihood activation grants, small and medium enterprises. Modalities used: Value Vouchers and e-Learning iMMAP: Mohammed Ereiqat – IMMAP Humanitarian In collaboration with UNOCHA for the closure announcement of Humanitarian ID (contact Connect App management system, built in 2014) web, we decided to create more creative mobile application replacement for humanitarian workers to find contacts, updates, creating groups, etc. Aim of Creating this App: Getting access to all humanitarian contacts, staying updated with all humanitarian context, leaving the crises any time, creating groups for organizational update and easy to use on any smart device/platform. January, 2021 Updates: The system management will be transferred to be under UNOCHA Management, sending email to post updates without using the app itself, collaboration with NCCI to get jobs update and function the notification and commenting system for the app. 6

Discussion Participants Questioners Mohammed Khalaf – UNAMI Q- Why Mosul sub-cluster is separated from Ninewa, north and south? Are there updates from Baaj, south or other places of Ninewa? Ans: 1- Saudia – Cluster Coordinator: This matter was discussed few weeks ago, the cluster works based on humanitarian land scape, which follows geographical boundary. The cluster is following OCHA system, which is not limited to livelihood cluster, but all the clusters are following the same procedure. 2- Rezwan Qazi: Mosul sub-cluster coordinator: We do usually get updates from North, South other locations and you can also update us on regular bases.

Saudia Anwer – UNDP Q- Did CCR have any thoughts or scale up regarding e-Learning sustainability? Ans: Mohammed – CCR: Due to the context, e-Learning is a necessity and a valid option. One of the main features of e-Learning would be that the beneficiary could review the training content or curriculum at any time also for scaling up, the curriculum could be adjusted and be more benefitable as per requirements.

Salah – UNDP Q- What is the production Months in Hot country like Iraq. Do you provide ventilation equipment for the greenhouse during hot season of Iraq? Do you think it’s profitable and financially feasible? Ans: The Idea of greenhouse is for continuous production in all seasons. The structure is of the greenhouse is allowing the ventilation. (the answer is not 100% guaranteed). We got positive feedback from our beneficiaries, but we have not run a Return on Investment Study. We will connect you with our technical colleges for more information.

Saudia Anwer – UNDP Q- Is it possible to create such app for livelihood actors same as the Humanitarian Connect App? Ans – You can either create a group for livelihood actors within the app or IMMAP would support creating new apps. 5 tips for a simpler way to work Out come of EL-Cluster coordination meeting

1. Security situation is calm and normal no major incident reported and NGOs are working as normal

2. There were two displacement camps in Anbar, HTC camp & AAF camp, at the end of Oct-2020, Habaniah Tourist City (HTC) camp was closed, most of the families have returned to their area of origin.

3. Amiryat Al- (AAF) camp: This camp maybe clos at the end of Dec-2020, as well, other rumors said that the closure will be at the end of Jan-2021.

4. The families who left the camps and retuned to Garma & Jazeert Al-Khalidyah sub-district are in need, there are no NGOs working there, but there is sever need for humanitarian intervention there due to the tribal context and the destruction of the infrastructure. • DCO in collaboration with OCHA is producing Development Partner Mapping which depends on activities matrix of all INGOs/LNGOs in Ninewa Province; Cluster’s members the Partner Mapping are encouraged to provide information about their organization; • CaLP Trainings for 2021: all the organization should share their interest: -Monitoring CVA-(1 day) -Protection in CVA-(1 day); - CVA and Social Protection (1 day); - Cash and Vouchers Assistance 5 days in Dohuk; - Cash and Vouchers Assistance 5 days in Erbil; -Market Assessments 5 days in Erbil - Market Assessments 5 days in Dohuk The program during COVID-19

29th December 2020 Major updates for the month of December

• In total, 14 EL Partners are currently operational in Salah Al Din that includes UN-WFP, DRC, WORLD VISION, Mercy Corps, Mercy Hands, SSDF, NEF, COOPI, Arche Nova, TDH, OXFAM,SEDO, IOM, ICRC. • In terms of emergency livelihood support to the recent camp evictions; no significant contribution has made so for by any of livelihood partners. Some of partners are planning for support but no clear strategy or assistance defined as yet. • Different Assessments are being planned by some of the partners in post COVID Context. Reports are yet to share.

• Coordination level (bilateral meetings) is further enhanced among the partners for better coordination and assistance.

• Technical backstopping is being provided to the new partners and facilitation is done on regular basis.

• Most of partners have completed the year cycle and now looking forward to start for new opportunities in the start of early 2021.

 1- In general the health status in Diyala province is same as before due to COVID-19 pandemic.  2- The security situation overall the province considering stable, no security incidents/ breach have been recorded.  3- Challenges, lack number of VTC overall Diyala,  4- “Muqdadiya area-based coordination workshop” by UNOCHA took place on 2nd of December 2020 as planned, followed by two joint site visits to the mentioned area, EL partners present in the mentioned area were participate.  5- Diyala GBV Sub-Cluster shared with us a GBV case management list per area in order to enhance and maintain the referral system mechanism, it was distributed accordingly.  6- MH has started new EL Programme in Khanaqin District founded by UNDP. 7- NEF Conduct an Outreach event, graduate party, & job fair event during this month in Baquba.
