In that context, our particular interest is in the future of the North of England. Over the last few years we have seen unprecedented co-operation in the North between local authorities and LEPs, across geographies and across party political boundaries. We have established Rail North, a partnership with every local transport authority across the North and North Midlands in membership, first of all to work with the Department for Transport on the re- tendering of the northern and transpennine rail franchises, and now, from an office in Leeds, to share in the management of those franchises. Building on work begun by our Northern cities, we have established a long-term vision for pan- northern transport links - passengers and freight, rail, road, ports and airports. This led to the creation of Transport for the North, now being established as a sub-national statutory body, and the Transport for the North Partnership Board, a vehicle for Northern local authorities and LEPs to work with DfT, Highways England, Network Rail and HS2 Ltd to develop that transport vision into a deliverable strategy. Through the Northern Independent Economic Review (N.I.E.R) we have agreed an economic narrative for the North with four prime capabilities, energy, digital industries, advanced manufacturing and health innovation, alongside three enabling capabilities, financial and professional services, logistics and (higher) education, which coupled with our natural assets, give us the base to build our future economy. Of course, as well as these pan-northern strengths, all parts of the north also have their own distinctive strengths. The N.I.E.R also identifies what we need to do to exploit these capabilities and build an economy that becomes a net contributor to UK plc. Above all we need to invest in transport, skills and innovation but we cannot do this without the support of Government. In transport we need HS2 to reach the North as soon as it can, supported by radically improved inter-city road and rail links across the region, and significant investment in local transport plans to ensure every part of the region can benefit from these improved transport links. We need to take, at Local Enterprise Partnership level, far greater control over the skills offer, to make sure we have a workforce attuned to the needs of a growing economy. Alongside transport and skills, we need investment amongst other things in research and in culture to help drive innovation. Over the last few years, and particularly since the 2015 General Election we have valued the ministerial support we have received in helping us achieve our vision for the North. We hope you will commit your government to continue to work with us and to provide the investment, subject of course to the strategic investment case being made, to make sure the North can achieve its economic, social and environmental potential. We are writing in similar terms to the Chancellor of the Exchequer, the Secretary of State for Business, Energy and Industrial Strategy, the Secretary of State for Transport, the Secretary of State for Education, and the Secretary of State for Communities and Local Government. Seconds later, a colleague follows him on a skateboard, slaloming towards the canteen. Working in a 200,000 sq ft space — roughly the area of two Manhattan blocks — has encouraged some occupants to find alternative ways of traversing the office. The former electronics factory is salvage from a wreck. The long decline of industry during the 20th century left empty warehouses, mills and factories strewn around Greater Manchester. Some remain derelict but many have been reclaimed by a new generation of entrepreneurs. The Sharp Project is home to more than 60 companies. Rows of converted shipping containers house small businesses from a data-driven forensics lab to a post-production studio. Bright geometric lines of orange and red illuminate the otherwise grey, white and black arena; the place looks like it was decorated by Piet Mondrian. Students from a nearby school mingle with techies, marvelling that a workplace near them includes a ping-pong table. “It’s like Silicon Valley,” a pupil says. Only an item on the lunch menu belies the location: chips and gravy is a Mancunian fuel. In his office, Andrew Daniels recalls growing up in Manchester in the 1980s and early 1990s. The managing director of Degree 53, a digital design company named after Manchester’s latitude, says that “the city centre used to be a terrible place”.

Council recalled that Tony Burns was elected in May 1976 to represent the Baguley Ward as a Labour Councillor and was serving up to his death in April and during that period gave distinguished service to the people of Manchester and to the Council. Council also recalled that Jack Barber served as a Conservative councillor for the Levenshulme ward from 1973 to 1982.

    Local Government Innovation Taskforce Members Biographies Councillor Kate Haigh (@katehaigh) Kate is Leader of the Labour Group on Gloucester City Council. She is also the South West Regional Representative on LGA Labour Group and a sub to Safer and Stronger Communities Board. Kate has been a Councillor for Matson and Robinswood ward since 2007. Prior to that, she studied Politics at Lancaster before a career as a Civil Servant and IT professional as well as being active in PCS union. She now works in a local Academy as an Exams Officer. Councillor Simon Henig Simon has been Leader of Durham County Council since 2008, guiding the council through its transition to unitary local government. He played a key role as the council reshaped many of its structures, including the creation of Area Action Partnerships to promote local decision making across the county. In the last two years Durham's AAPs have developed a national reputation for their use of participatory budgeting, with thousands of residents voting on how to spend amounts of up to half a million pounds locally. In 2013 Cllr Henig led his party to a much increased majority and a council group of 94, the largest in the country. Regionally Cllr Henig serves as vice-chair of the Association of North East Councils and remains a Principal Lecturer in Politics at the University of Sunderland. Nationally he is Labour's lead councillor for Culture, Tourism and Sport at the Local Government Association, a member of the party's National Policy Forum and recently became the first chair of the Association of Labour Councillors.

As you already know, climate change is a major priority for the Council and is something we have worked extremely hard on over the last decade through the delivery of specific projects with our partners in the city. In March 2020, the Council’s Executive approved the citywide Manchester Climate Change Framework 2020-25 and we look forward to working with the Manchester Climate Change Partnership on the refreshed version with a recovery annex which you referred to in your letter. At the same meeting, the Executive also approved the Council’s own Climate Change Action Plan 2020-25 which set out how the Council will half our own direct emissions over the next 5 years and also play our full part in supporting the city’s ambitions. Our Plan includes reference to all 6 of the priority areas within the citywide framework and we will be reporting progress against our priorities at the next meeting of the Neighbourhoods and Environment Scrutiny Committee on 22 July 2020 and on our website www.manchester.gov.uk/zerocarbon .
