CC/12/37 Former Councillors Tony Burns and Jack Barber The Lord Mayor reported the recent death of councillor Tony Burns and of former councillor Jack Barber. Council recalled that Tony Burns was elected in May 1976 to represent the Baguley Ward as a Labour Councillor and was serving up to his death in April and during that period gave distinguished service to the people of Manchester and to the Council. Council also recalled that Jack Barber served as a Conservative councillor for the Levenshulme ward from 1973 to 1982. The Council and those present at its meeting then observed a period of silence in their memory. CC/12/38 Election of Lord Mayor The Lord Mayor invited nominations for the office of Lord Mayor for the ensuing Municipal Year. Councillor Elaine Boyes having been nominated, the Council voted by acclamation. The Lord Mayor declared that Councillor Elaine Boyes was elected Lord Mayor of the City of Manchester for the ensuing Municipal Year. Page 1 of 9 Manchester City Council Minutes City Council Meeting 16 May 2012 Councillor Boyes then subscribed the Declaration of Acceptance of Office and the Council adjourned briefly whilst the new Lord Mayor was robed. On resuming, the Lord Mayor, Councillor Elaine Boyes, took the Oath of Allegiance, was invested with the Badge of her office, and addressed the Council. CC/12/39 Chair The Right Worshipful, The Lord Mayor, Councillor Elaine Boyes ( In the Chair ). CC/12/40 Thanks to Retiring Lord Mayor A vote of thanks to the retiring Lord Mayor was moved by Councillor Karney and seconded by Councillor Wheale. The Lord Mayor then presented a Former Lord Mayor badge to the retiring Lord Mayor, and Linda Geoghegan, the Lady Mayoress, presented the retiring Lady Mayoress with her commemorative badge. Councillor Lyons then responded. Decision To extend the sincere thanks of the Council to Councillor Harry Lyons, the retiring Lord Mayor, for his valuable services to the City of Manchester during his term of office, and to Alison Cain, the retiring Lady Mayoress, for the work which she has undertaken to support him. CC/12/41 Appointment of Deputy Lord Mayor The Lord Mayor invited nominations for the office of Deputy Lord Mayor for the ensuing Municipal Year. Councillor Naeem Ul Hassan having been nominated, the Council voted thereon by acclamation, and the Lord Mayor declared that he had been appointed. Councillor Hassan then subscribed the Declaration of Acceptance of Office and was invested with the Badge of Office. CC/12/42 Urgent Business The Lord Mayor informed the Council that she had consented to the following being submitted for consideration as urgent business: • Minutes of the Constitutional and Nomination Committee held on 15 May 2012. Page 2 of 9 Manchester City Council Minutes City Council Meeting 16 May 2012 CC/12/43 Minutes The Minutes of the meeting held on 28th March 2012 were approved as a correct record and signed by the Lord Mayor. CC/12/44 Election of Councillors and Order of Seniority The Council noted the election of the following councillors at the election held on 3 rd May 2012: Ward Councillor Ancoats and Clayton Carmody Ardwick O’Callaghan Baguley Raikes Bradford Swannick Brooklands Evans Burnage Craig Charlestown Hackett Cheetham Shaukat Ali Chorlton Sheila Newman Chorlton Park Midgley City Centre Davies Crumpsall Leese Didsbury East Adams Didsbury West Ollerhead Fallowfield Royle Gorton North Kamal Gorton South Stone Harpurhey Karney Higher Blackley Lanchbury Hulme Lone Levenshulme Nasrin Ali Longsight Rahman Moss Side Cox Moston Paul Murphy Miles Platting and Newton Heath Grimshaw Northenden Shone Old Moat Fender Rusholme Ahmed Ali Sharston Judge Whalley Range Stogia Withington Gillard Woodhouse Park Brian O’Neil The Lord Mayor welcomed councillors Luke Raikes, Shaukat Ali, Joanna Midgley, Joan Davies, Bridie Adams, Carl Ollerhead, Afia Kamal, Shelley Lanchbury, Nasrin Ali, Carmine Grimshaw, Fran Shone, Ahmed Ali, Daniel Gillard to their first meeting Page 3 of 9 Manchester City Council Minutes City Council Meeting 16 May 2012 of the Council and I hoped that they found membership of the Council interesting and rewarding. The Lord Mayor also welcomed back Councillor Bernard Stone. The Lord Mayor also referred to former councillors Martin Pagel, Bernie Ryan, Marc Ramsbottom, David Sandiford, Graham Shaw, Jackie Pearcey, Charles Glover, Ken Barnes, Keith Whitmore, Damien O’Connor, Martin Eakins, Paul Shannon, John Grant and Brendan Jones and on behalf of the Council he extended thanks to them for the contribution that they had made to the work of the Council. Council also noted the revised order of seniority of members of the Council recognising the previous service of Councillor Stone and that the seniority of these members without previous service as councillors for the City of Manchester had been determined by a ballot conducted by the Lord Mayor. CC/12/45 The Leader of the Council The Lord Mayor invited nominations for election as Leader of the Council. Councillor Richard Leese was proposed and seconded. The Council having voted thereon, the Lord Mayor declared that Councillor Richard Leese was elected – Decision To elect Councillor Richard Leese as Leader of the Council. CC/12/46 The Executive 2012/13 A report of the Leader of the Council was then circulated on the appointment of the Deputy Leader, Substitute Deputy Leader, Executive Members and their current portfolios, and Assistant Executive Members. A schedule of the Executive Members, their portfolios, and Assistant Executive Members is appended to these minutes. Decision 1. To note the appointment of Councillor J. Battle as Deputy Leader with a portfolio consisting of Housing, Planning and Regeneration. 2. To note the appointment of Councillor S. Murphy as Substitute Deputy Leader with a portfolio of community cohesion and social inclusion, equal opportunities, valuing older people, voluntary sector, worklessness and skills, support on human resources, regeneration (South Manchester and Wythenshawe). To note the appointment of Councillor R Battle as the Executive Member for Culture and Leisure 5. To note the appointment of Councillor Rahman as the Assistant Executive Member for Culture and Leisure 6. To note the appointment of Councillor Hyde as the Assistant Executive Member for Neighbourhood Services CC/12/47 Appointment of Committees and Chairs To approve the recommendations of the Constitutional and Nomination Committee on 15th May 2012, subject to the following amendments: that Councillors Peel and Trotman be appointed to the Neighbourhoods Scrutiny Committee; that Councillor Andrews be appointed to the Audit Committee; that Councillor N. Ali not be appointed to the Licensing and Licensing and Appeals Committees. CC/12/48 Appointments to the Combined Authority, Joint Authorities, and Joint Committees To approve the recommendations of the Constitutional and Nomination Committee on 15th May 2012 with the amendment that the deputies on the Mersey Valley Joint Committee be Councillors Barrett, Clayton, and Cooley. (Councillor Raikes declared a personal interest in this item of business) CC/12/49 Proceedings of Committees The Minutes of the following meetings were submitted - • Constitutional and Nomination Committee – 15 May 2012 Decisions 1. To agree that a special meeting of the City Council be convened on 11 July for the purpose of adopting a resolution, to be proposed by the Lord Mayor and seconded by the Deputy Lord Mayor, that Mr Keith Whitmore is admitted as an Honorary Alderman of the City of Manchester in recognition of the long and eminent service that he has rendered to the Council, and thereafter to install Mr Whitmore as an Honorary Alderman. 2. To appointed the following Lead Members – Gay Men Councillor Peel Disabled people Councillor Royle Page 5 of 9 Manchester City Council Minutes City Council Meeting 16 May 2012 Lesbians Councillor Craig Race Councillor Rahman Women Councillor Sameem Ali Valuing Older People Councillor Cooley City Centre Councillor Karney Inter-generational Councillor Gillard • Planning and Highways Committee – 5 April 2012 CC/12/50 Dates of Council Meetings Decision To note the dates of ordinary meetings of the City Council in 2012/2013 as: Wednesday 11 July 2012 Wednesday 10 October 2012 Wednesday 5 December 2012 Wednesday 30 January 2013 Friday 8 March 2013 (Budget meeting) Wednesday 27 March 2012 and to agree that the Annual Meeting of the Council in 2012 will be on 15 May 2013. CC/12/51 Council Constitution The Leader of the Council moved the recommendations in the City Solicitor’s report on amendments and revisions to the Constitution. Decisions 1. That the term of office of the Leader shall be one year.
