Nuclear Energy Policy and the National Deliberative Poll Yasunori Sone Keio University, Japan [email protected] “Public Policy and Public Consultation: Deliberative Democracy in Asia” May 20-21, 2016 Nanyang Technological University, Singapore Summary The National Deliberative Poll on Energy and Environmental Policy was conducted in August 4-5, 2012. James Fishkin described it as “the first Deliberative Poll® (DP) anywhere in the world that was commissioned by a government to get input on a subject of national importance before a national decision.” This paper focuses on three aspects of Deliberative Polling in the policy making process. 1) Why the government adopted it as a tool of public consultation in the formal decision making process, 2) what were the poll results, and 3) how the government used it for their policy decisions. Interestingly, the poll shows us that the 285 randomly selected participants became more informed and changed their views on certain policy options. The public finally supported the zero nuclear option and concern for safety as a first criterion. It also shows that the public could not find any reliable authority to judge important key respects. It seems to be an “anomie” situation where there is no trust at all even in the nuclear specialists. After an ad hoc committee of specialists examined public consultation results such as from deliberative polls, public comments, town-meetings, and public opinion polls by media, Energy and Environment Council decided ‘the Innovative Strategy for Energy and the Environment’ that recommended the policy proposal “zero nuclear power by 2030s along with strong commitments to energy conservation and renewable energy.” The Cabinet finally made a decision according to the recommendation. -

Our Asia Department actively implements various programs including this industrial tour to further promote Japan’s favorable economic relationship with other Asian countries. As a part of our program, we organize an annual IIST-Asia Industrial Tour to provide diplomats from Asian countries stationed at embassies in Japan with an introduction to regional economies. Part of the IIST’s international exchange program, these tours are designed to deepen understanding and awareness of economic development at the sub-national level. Tour participants visit, for instance, plants, firms, universities and other local players in selected regions, where they engage in exchange with local economic organizations and administrations, learn about the local economic and industrial situation, and experience local culture. IIST Industrial Tour in Yamagata and Fukushima Held on 4-6 November 2009, the aim of the "IIST-Asia Industrial Tour in Yamagata and Fukushima" was to offer diplomats based in Tokyo, and especially those from Asian countries, an opportunity to deepen their understanding of Japanese regional economic development by visiting Yamagata Prefecture and Fukushima Prefecture, both located in the Tohoku region. -

PUBLICATIONS Publications Asia and Europe: Cooperating for Energy Security François Godement, Françoise Nicolas, and Taizo Yakushiji, eds. Because of broad similarities in their economies, energy security—the availability of energy at all times, in various forms, in sufficient quanti- ties, and at affordable prices—is an issue of common concern for Asia and Europe. Any option chosen by one region will necessarily reverberate in the other. In particular, the rise in energy demand in Asia, most of all in China, will have obvious implications for Europe, as well as for the rest of the world. This report from the Council for Asia-Europe Cooperation (CAEC) task force on energy security examines the strategic implications of each region’s choices for the other region, compares existing and poten- tial schemes for regional cooperation, and defines areas for interregional cooperation. For example, one significant finding of the task force, a group comprised of Asian and European political scientists and economists, was a need for expertise transfer from the more advanced to the less advanced countries in the partnership. August 20, 2012 Prepared: NGO Network for the Elimination of Racial Discrimination (ERD Net) Submitted: The International Movement Against All Forms of Discrimination and Racism – Japan Committee – IMADR-JC To the CERD Secretariat: We are pleased to submit the report concerning the hate speech against minority communities in Japan hoping that this could contribute to the CERD thematic discussion on hate speech of August 30, 2012. The report covers the propaganda of hate speech and dissemination of derogatory messages against some minority communities in Japan, namely Buraku, Zainichi Koreans and migrants. The present report does not cover the other minority communities such as Ryukyu-Okinawans and the Ainu, but we believe that a similar manifestation would be demonstrated against them when they face the challenge of hate speech. When we discuss about the hate speech in Japan, it is nothing but only a problem under no control. The main reasons rest with the absence of criminal code that prohibits and sanctions racist hate speech. Unless a committed hate speech has some connections or implications to other crimes, there is no legal means that forces an immediate halt of such act. Hate speech could constitute an illegal act under the civil law and only when it is aimed at specific individuals. As indicated in several cases contained in this report, perpetrators of hate speech have been arrested, charged and convicted for the crimes of defamation, forgery of private documents, damage to property, and etc. that are not intended to sanction hate speech. Racially motivated acts are only sanctioned as petty crimes under the present law in Japan, thus, conviction of such acts is less effective in terms of prevention of crimes. -

Salah satu isu tersebut termasuk program rudal balistik Korea Utara. Program rudal balistik Korea Utara telah menjadi ancaman yang berkembang pesat bagi keamanan regional dan global. Kurangnya akuntabilitas program rudal nuklir ini dan kepemimpinan Kim Jong-Un yang tidak menentu juga telah memproyeksikan ancaman bagi Amerika Serikat dan sekutunya, termasuk untuk Jepang. Selanjutnya, aliansi antara Washington dan Tokyo telah mampu menjadi kemitraan keamanan tangguh yang luar biasa dan telah berfungsi sebagai landasan bagi stabilitas kawasan. Kedua negara telah melakukan banyak kerja sama pertahanan di berbagai bidang, termasuk untuk kerja sama pertahanan rudal balistik. Sebagai salah satu bentuk kerja sama pertahanan rudal balistik antara Jepang dan AS, Security Consultative Committee (SCC) sebagai forum pertahanan utama aliansi ini menghasilkan pernyataan bersama yang juga menyoroti kerja sama pertahanan rudal balistik Jepang dan AS untuk mencegah program rudal balistik Korea Utara. Oleh karena itu, artikel ini menganalisa lebih lanjut implementasi pernyataan bersama SCC dalam menghadapi program rudal balistik Korea Utara, khususnya pernyataan bersama pada periode 2015 hingga 2019. Dalam menganalisa hal tersebut, artikel ini menggunakan metode kualitatif yang bersandar pada sumber data primer dan sekunder dan menemukan bahwa Jepang dan AS memang melaksanakan kerja sama yang disepakati pada pernyataan bersama SCC meningkatkan kemampuan untuk sistem pertahanan rudal balistik mereka.
