    POLICE AND CRIME PANEL 3rd September 2015 Introduction This report sets out a summary of the commitments I have undertaken since the last Police and Crime Panel meeting held on 18th June 2015. I write a weekly blog which provides a brief overview for the public of what I have been up. This is published on my website (www.wiltshire-pcc.gov.uk) and the content of these blogs is copied below for the Panel’s information. Friday 19 June I had a regular 1-2-1 with the Assistant Chief Officer for Business and People Development , Zoe Durrant before attending a board meeting of the Community Foundation in Devizes. In the evening I joined fellow resident of Wroughton at a reception at Overton House in support of the Conservative party. Saturday 20 June After a day in the garden I left home at 7.30pm in evening to go to the Royal School of Artillery in Larkhill where I met up with officers and staff for a briefing on the police activities at summer solstice. After the briefing we had a quick meal in the excellent canteen before driving to the new visitors centre at Stonehenge. I spent my time walking from visitors centre to the stones talking to officers, helpers and the public. It was a beautiful evening, relatively warm and dry. The area around the stones themselves was extremely crowded. I also headed to Avebury where another group of officers was policing. This was a much smaller event than Salisbury and I particularly enjoyed a conversation the Force Chaplain had with a pagan worshiper about his alignment with the police.

    WROUGHTON NEIGHBOURHOOD PLAN 2015 - 2026 The Report of the Independent Examiner to Swindon Borough Council on the Wroughton Neighbourhood Plan Andrew Matheson MSc MPA DipTP MRTPI FCIH Independent Examiner 4th April 2016 Summary & Index I was appointed by Swindon Borough Council in March 2016 to undertake the Independent Examination of the Wroughton Neighbourhood Plan. The Examination has been undertaken by written representations. I visited the Neighbourhood Area on 15th March 2016. The Neighbourhood Plan proposes a range of policies and seeks to bring forward positive and sustainable development in the Parish. There is an evident focus on safeguarding the very distinctive character of the village in its rural setting. The Plan has been underpinned by extensive community support and engagement. The social, environmental and economic issues identified have been brought together into a coherent plan which has been the subject of a Strategic Environmental Assessment. Subject to a series of recommended modifications set out in this Report I have concluded that the Wroughton Neighbourhood Plan meets all the necessary legal requirements and should proceed to referendum. I recommend that the referendum should be held within the Neighbourhood Area. Our open-spaces are knitted into the fabric of the town, greatly treasured by local people and widely enjoyed by visitors. They are part of our everyday lives: where we work, do business and learn, the way we travel around, where we play, celebrate and spend our leisure time. They play host to precious wildlife, are part of our cultural heritage and sit in a landscape shaped over the centuries. In short our parks, green-spaces and surrounding countryside play a major role in enriching our quality of life, environment and economy. We are now asking more and more of our open spaces and countryside as Swindon continues to expand. At the same time our green-infrastructure also has a critical role to play in facing up to the uncertainties and implications of climate change. There is now recognition in policy terms that enhanced ‘green infrastructure’ is needed to support Swindon’s future growth and ambitions: in the same way that we need new roads, schools and other community facilities. In response, plans are needed to set out priorities and locations for networks of green-spaces across the Borough and linkages across neighbouring authority areas as part of Swindon’s regeneration and growth.

    CHISELDON PARISH COUNCIL MINUTES of the PARISH COUNCIL MEETING held on Monday 10th December 2018 at 7.00pm in the Chiseldon House Hotel, New Road, Chiseldon Present: Cllr Caroline Brady (Chair), Chris Rawlings (Vice Chair), Paul Sunners, Andrew McDonald, Ian Henderson, Glenn Mills, Jenny Jefferies, Denise Rogers, Matt Clarke, Paul Walton, Keith Bates, Michelle Harris, David Hill, Matt Harris, Phil Costigan. Clair Wilkinson as Clerk. Talk and Q&A from the Wiltshire Police & Crime Commissioner- Angus MacPherson. Cllr Brady introduced PCC Angus MacPherson and thanked him for attending the meeting. He mentioned the challenges from last year and challenges for the new year; and listening to residents’ concerns for policing in the county. He touched on 2018 problems faced at Salisbury. Every day police go to the aid of people collapsed – due to various reasons, age, illness or mental health situation. 10.5 million spent on the investigation in Wiltshire. 7.5 million came from local precept police funds. 9.5 million has come back from the Government already. 4 million was the original amount estimated for 2018 funds needed. Assured the Wiltshire rate payer than none of the funds came from precept and were not refunded. Major undertaking looking after the extra officers drafted in. Will have affected community policing as hours lost locally to the Salisbury incident. Full report will be in the current years’ annual report. Most information in response to residents’ questions is available on the Wiltshire police website. Kier Pritchard took over as temporary chief constable during this year. After the post being nationally advertised, Mr Pritchard has been appointed as permanent chief constable of Wiltshire.

This document is to be used in conjunction with the Wiltshire Police Public Engagement Strategy and the College of Policing “Neighbourhood Policing Guidelines” which details the process of consulting with the local community and setting local Neighbourhood Priorities. The process is designed around using the relationships, skills and knowledge of police/partners and the community to reduce crime and disorder, addressing community concerns and promoting public confidence. In line with the Crime and Disorder Act 1998, Wiltshire Police have a duty to work with Statutory partners to; reduce reoffending; tackle crime and disorder; tackle anti-social behaviour; tackle alcohol and substance misuse; and tackle any other behaviour which has a negative effect on the local environment.
