FOREWORD

Disaster is a sudden, extremely unfortunate event that affects many people. A major disaster is primarily an incident which causes or threatens multiple deaths and injuries or severe disruption and which is beyond normal capacities of Fire, Police and Ambulances Services. Taking into consideration the immense damage caused by natural disaster, it is necessary to take concerted action for reduction of loss of life and property damage and social and economic disruption caused by natural disasters. Disaster Management is a dynamic process involving many organizations which must work together to prevent, prepare for, respond to and recover from the effects of disasters. In short, every organisation must have concern for minimizing the adverse impact of the disaster on people through preparedness and by bringing in the right technology to bear in a timely, coordinated and effective manner. The Directorate of Fire & Emergency Services provides timely assistance to the people in distress. Historically disaster management are assigned to Fire Services by virtue of the equipments and man power available with them for such response. The detail information about the department, equipments and manpower available for disaster response is included in this booklet.

OBJECTIVES OF THE PLAN

The Primary objectives of the Disaster Management Plan is:

➢ To provide for modalities of Co-ordination among all participating responders at all levels of the Department.

➢ To take prompt action to save valuable lives and property in the State of Goa.

➢ To provide rescue and relief work

➢ To instill confidence to tackle any crisis situation that may arise.

➢ To handle such an emergency efficiently.

➢ To have meticulous planning, regular practices and mock drills, keeping the existing facilities available in proper working condition.

➢ To coordinate the actions of the personnel’s of the Department and to evolve policies for cooperation among the various participating organizations.

➢ To bring the incident under control within shortest possible time.

➢ To ensure normalcy within shortest possible period.

ORGANISATION AND CONTROL

The Goa State Fire and Emergency Services constituted under the Goa State Fire Force Act 1986 is headed by the Director with its Headquarters and Logistic Centre at Panaji. Besides fulfilling the main objectives of fire prevention, fire protection, fire-fighting and rescue, the department generally attends emergency calls which are not directly connected with fire, in order to help the people in distress. Over the years it has attained a multi-dimensional role in saving and protecting life and property of the people with its activities in fire prevention, fire protection, fire suppression Disaster Response, and Training. The department is being developed to provide effective fire and emergency cover to the people and property in the State. The approved strength of the Goa Fire & Emergency Services is 1078 including officers and administrative staff. It provides round the clock services with the setu p of 14 Fire Stations located in the township of the respective local Bodies/Municipalities, viz., Panaji, Mapusa, Margao, Vasco, Curchorem, Canacona, Ponda, Old-Goa, Bicholim, Valpoi, Pernem, Verna, Kundaim and Pilerne.

The Department has decentralized the administrative work into three Zones viz; South Zone, Central Zone and North Zone. The operational control of South Zone, Central Zone and North Zone are under the control of Dy. Director (Fire), Divisional Officer and Asst. Divisional Officer respectively. The Fire Stations under the Jurisdiction of South Zone, Central Zone and North Zone are as below :

Each Fire Station is headed by one Station Fire Officer/Officer-in-charge. The Officer and Fire Personnel on duty at the respective Local Fire Station (LFS) will be the first responder for all types of Fire/emergencies which include natural and man-made disasters.

The Directorate of Fire and Emergency Services is among the first responder to any Disaster situations in the State and is rendering this service in accordance with the Incident Response System as laid down under the Disaster Management Act and the department Disaster Management Response Plan.

RESPONSE ACTION

ROLE & RESPONSIBILITIES: -

1. LOCAL FIRE STATION (LFS) / FIRST RESPONDER

Response Time:

The standard time taken by the Local Fire Station to turn-out to any Fire and Emergency incident is 30 seconds from the receipt of any call about the Fire and Emergency incident. The actual time taken to reach the site of the incident in Rural and Urban areas by the first Turn-Out Vehicle/Team depends considerably on the distance from the Local Fire Station (LFS) to the Fire/Emergency incident spot, traffic condition on the road and easy access to the actual incident spot from the main road.

The Local Fire Station in the respective Zone will be the First Responder in the event of any Fire and Emergency incident. The First Responder shall take the following action:

➢ The Local Fire Station will dispatch Fire Tender or Emergency Rescue Tender (which includes Fire Fighting Personnel and equipments) to the incident site based on the type of incident reported to the respective Fire Station.

➢ The First Responder will make an on-scene assessment of the incident (nature, magnitude and other details) and inform the respective Watch Room, in turn will inform the Headquarters Fire Control Room on an on-going basis to the extent possible.

➢ The Fire Station Watch Room of the Local Fire Station will simultaneously communicate the information of the incident to the respective Zonal Control Room. Contd….

11 ➢ The First Responder may seek assistance from the neighboring Fire Stations as per the standard protocol and from other mutual aid agencies, as may be required based on the progress and status of the incident.

➢ The First Responder Unit shall continue to provide information to the Local Fire Station Watch Room and Zonal Control Room on continuing basis to the extent possible by communication f a c i l i t i e s available with them.

➢ The Officer-In-Charge of the First Responder Team shall leave the scene of the incident only after the situation has been fully brought under control for ensuring continuity of information on the progress of the response.

➢ The Zonal Control room shall inform the Headquarter Fire Control Room and also the next senior officer’s in hierarchy.

➢ The Officer-in-Charge of the First Responder Team will seek appropriate assistance from Zonal Control as well as Headquarters Fire Control Room depending upon the extent and complexity of the incident.

12 2. WATCH ROOM OF LOCAL FIRE STATION

➢ On receiving any information of any Disaster, Fire & Emergency incident in the jurisdiction of a particular Local Fire Station, the Watch Room Operator of that particular Local Fire Station will immediately bring the fact to the notice of the Station Fire Officer/Officer-In-Charge of the Fire Station. Subsequently, he will immediately inform the Zonal Control Room and HQs. Control Room regarding the Fire Response Action taken.

➢ Depending on the feed back from the Officer-In-Charge of the first Response Team the Fire Station Watch Room will provide information on continuous basis to the Zonal Control Room as well as Headquarters Control Room regarding the progress of the response and any additional resources required for effecting search, rescue and fire fighting operation, in the event of a major disaster situation arising in the jurisdiction of the respective Local Fire Station.

3. ZONAL CONTROL ROOM

➢ On receiving any information of any Disaster, Fire & Emergency incident in the jurisdiction of particular Zone, the Watch Room Operator of the Zonal Control Room having jurisdiction of the incident spot will immediately bring the fact to the notice of the Officer-In-Charge of the zone. Subsequently on the direction of the Zonal Officer he will immediately inform the District Disaster Management Authority Control Room of t h e concerned District through quickest possible means and will also inform the Dy. Collector office having direct liason with the zone as per the District Disaster Management Plan.

➢ Further the Watch Room Operator of Zonal Control Room will also inform the Headquarter Control room about the Disaster, Fire & Emergency incident.

➢ As and when a Disaster situation is notified by the respective District Disaster Management Authority, every Fire Station in that District shall initiate the Disaster Management Response Plan and mobilize men and machinery in accordance with Disaster Management Response Plan directions from the respective Headquarters Control Room. Since such disasters involve incident specific response, the Fire Stations of the respective Zone shall carry out periodical drills appropriate to each types of disaster identified for the District and the State as a whole.

➢ Whenever the Police Control Room receives an Emergency alert on 100, the Fire & Emergency Control Room on 101 shall invariably be alerted and vice versa. At any emergency site, the Police Force present shall form the Outer Ring of security and ensure that the Fire and Emergency Service personnel are enabled to work unfettered by curiosity crowds and others not trained to be part of the Search, Rescue and Fire Fighting Operations.

4. HEADQUARTERS FIRE CONTROL ROOM

The Headquarters Fire Control Room at Panaji upon receipt of information of the Disaster Incident either directly or through other channel of communication of the on-scene and near-scene assessment, will take the following action:

➢ The HQ Fire Control Room shall act as a Nodal Agency to coordinate firefighting and response action.

➢ Mobilize Fire Tender / Emergency Rescue Tender from the nearest Fire Station to the affected site as per Disaster Management Response Plan (DMRP).

➢ Mobilize reinforcement/Specialized equipment, if needed, and other support services to the area/scene to assist in the controlling of the incident;

➢ Alert other response agencies such as Medical, Police for support that may be required;

➢ Provide information to the superior officers of the Directorate of Fire & Emergency Services based on on- scene information available through the First Responder Team.

➢ Station Fire Officer (Commn.)/Mobilizing Officer, on receipt of information of brigade call from the Headquarters Fire Control Room shall mobilize reinforcement as per the Disaster Management Response Plan.

➢ The Headquarters Fire Control Room shall alert District Disaster Management Authority North Goa Control Room No. 1077/2225383/2225083/2427690 and State Disaster Management Authority South Goa Control Room No. 1077/2794410 depending upon the gravity of the situation.

5. NEIGHBOURING FIRE STATIONS

Upon being informed by the HQ Fire Control Room, the Local Fire Stations located away from the scene of incident will;

➢ Move to alert and ready status.

➢ On advise of the HQ. Fire Control Room or Zonal Control Room, shall; ▪ Start moving resources and personnel towards the scene of incident ▪ Report to the Incident Control Officer (ICO) engaged in the on-scene response ▪ Co-ordinate as per instructions of the ICO.

6. STATION FIRE OFFICER/OFFICER-IN-CHARGE (Incident Control Officer)

He shall be the Incident Control Officer on the call spot and shall communicate minute to minute information from the call spot to the Senior Officer in his hierarchy who in turn will inform the next superior in the chain of command i.e. Divisional Officer/Deputy Director/Director, Fire & Emergency Services depending upon the gravity and extent of disaster he shall assess the situation in terms of:-

➢ a) Nature of situation and extent of damage

➢ b) Type of Incident/services/minor/major/medium.

➢ c) Other potentially vulnerable area.

➢ d) Approximate persons effected.

➢ e) Search, Rescue & Fire Fighting Operations to be undertaken.

➢ f) Information to be sent to the Zonal Control and HQs. Control Room.

➢ g) Information to be provided to the District Disaster Management Authority Control Room/ State Disaster Management Authority Control Room.

17 7. ASSISTANT DIVISIONAL OFFICER / SUB-DIVISIONAL INCIDENT CONTROL OFFICER (SDICO)

➢ The Assistant Divisional Officer / Sub-Divisional Incident Control Officer, on receipt of the information from the Watch Room of the Local Fire Station shall proceed to the scene of incident as per severity of the incident.

➢ He shall communicate with his superior officer as per protocol and keep them informed about the situation of the incident from time to time.

➢ He shall co-ordinate the entire Fire / Emergency management within his jurisdiction and shall be responsible for any coordinating action during emergency.

➢ He shall inform the Officers concerned with District Disaster Management Authority about the magnitude and gravity of the situation and request the Divisional Officer to activate the District Disaster Management Plan through the District Magistrate.

➢ He shall leave the site of incident only after the situation has been brought under control.

18 8. DIVISIONAL OFFICER / ASSISITANT CHIEF INCIDENT CONTROL OFFICER (ACICO)

The DO / ACICO shall be the overall commander of all fire and emergency operations in the respective District. In his capacity he shall have the following responsibilities.

➢ Assume overall charge during the progress of the emergency situation in the respective District and provide the required direction and co-ordination of all resources to bring the incident under control with minimum loss of life and damage to property.

➢ Organize reinforcement and support for emergency response from the resources available with the various response agencies and other mutual aid organizations.

➢ He shall communicate with his superior officer(s) as per protocol and keep them informed about the situation of the incident from time to time.

➢ He shall also alert the District level Officers concerned with District Disaster Management Authority for operationalisation of their plan with the approval of Deputy Director (Fire).

19 9. DEPUTY DIRECTOR / DEPUTY CHIEF INCIDENT COMMANDER (DCIC)

➢ The Deputy Director/DCIC shall be the second-in-command, assisting the Director, and shall assume the overall command of major fire and other emergency incidents in the absence of the Director.

➢ Whenever the Deputy Director/DCIC personally monitors or supervises the response to an incident, he shall report to the Director Fire & Emergency about the satisfactory completion of the response action.

➢ It shall also be his duty to alert the Director of Fire & Emergency Services about the serious nature of an incident, where guidance by the Director of Fire & Emergency Services is called for or is desirable.

10. DIRECTOR / CHIEF INCIDENT COMMANDER (CIC)

➢ The Director of Fire & Emergency Services (DFES) shall be in overall command whenever he is present at an incident site or his supervision / guidance has been requested.

➢ The Director of Fire & Emergency Services shall alert higher levels in Government in the event of high risk events bordering on calamity/disaster, so as to trigger appropriate response at that level.

20 STANDARD OPERATING PROCEDURE FOR HEADQUARTERS CONTROL ROOM, ZONAL CONTROL ROOM AND LOCAL FIRE STATION WATCH ROOM FOR ROUTING OF FIRE & EMERGENCY INCIDENT CALLS

LEVEL –I: Fire & Emergency incident wherein 1 No. of Fire/ Emergency Rescue Appliance service is engaged.

The Local Fire Station in the respective Zone will be the First Responder in the event of any Fire and Emergency incident. The communication workflow will be as follows;

1. The Fire Station Watch Room of the Local Fire Station should record the Name of the Caller, Tel. No., Incident location, Time of Call & any other necessary information, communicate the information to the Station Fire Officer/Officer-In-Charge of the Fire Station and dispatch the Fire Tender or Emergency Rescue Tender (which includes Fire Fighting Personnel and equipments) to the incident site based on the type of incident reported. The Watch Room will simultaneously inform the Zonal Control Room via WhatsApp, Telephone, Wireless, e-mail, fax, SMS etc.

2. The Zonal Control Room will broadcast via e-SMS, telephone etc. the incident information to the Director (DFES), Zonal Group Head and Headquarters Control Room.

3. The Officer-In-Charge of the First Responder Team will provide information to the Local Fire Station Watch Room and Zonal Control Room on continuous basis to the extent possible by communication facilities available with them i.e Whats App, Mobile Phone or VHF Wireless etc. he will also apprise the Zonal Officer-In-Charge of the progress of the operation. The Zonal Officer-In-Charge in turn will seek appropriate additional mobilization and also personally inform telephonically to the Director, Directorate of Fire and Emergency Services of the situation at site as it evolves.

4. In the situation where no Fire Response Team is immediately available with the Fire Station receiving the Fire

21 Emergency Incident. The Zonal Control Room shall deploy a team from another Fire Station in the jurisdiction. But if the nearest Fire Station which can respond quicker is from another Zone, the Zonal Officer may mobilize the nearest Fire Station and simultaneously intimating Headquarter Control Room, who shall then formally record such deployment of Inter Zone Resources. Every such Inter Zone deployment shall be immediately brought to the notice of the Director, Fire & Emergency Services. Responding units from other Zone shall not leave the incident site without clearance from respective Zonal Officer.

5. The Officer-In-Charge of the First Responder Team shall leave the scene of the incident only after the situation has been fully brought under control for ensuring continuity of information on the progress of the response. Zonal Control Room will broadcast via e-SMS or any other available mode of communication regarding the closure of incident to the Director (DFES), Zonal Group and Headquarters Control Room. The First responder team at site shall submit the provisional and Final Fire /Emergency Incident Report collecting input from the Responders.

6. The Officer-in-Charge of the First Responder Team will seek appropriate assistance from Zonal Control Room as well as Headquarters Fire Control Room depending upon the extent and complexity of the incident. In the event if the incident cannot be controlled and requires assistance from neighboring Fire Stations or Mutual Aid Agencies the response Level should be escalated as Level-II to Zonal Control Room.

LEVEL –II: Fire & Emergency incidents wherein 2 or 3 Nos. of Fire/ Emergency Rescue Appliance services are engaged/deployed.

1. The Zonal Control Room shall inform the Headquarter Fire Control Room and also the next senior officer’s in hierarchy regarding the severity of the incident. e-SMS regarding the same shall be broadcast to the Director, (DFES)/ Dy. Director (Fire)/Divisional Officer/Asst. Divisional Officer and Zonal Group.

2. The Officer-In-Charge of the First Responder Team will provide information to the Zonal-In-Charge, Local Fire Station Watch Room and Zonal Control Room on continuous basis to the extent possible by communication facilities available with them i.e Whats App, Mobile Phone Call or VHF Wireless. The Zonal In-Charge shall seek appropriate mobilization and also personally inform the Director, Directorate of Fire and Emergency Services of the situation at site as it evolves.

3. The Officer-In-Charge of the First Responder Team shall leave the scene of the incident only after the situation has been fully brought under control for ensuring continuity of information on the progress of the response. Zonal Control Room will broadcast via e-SMS regarding the closure of incident information on the Director (DFES), Zonal Group and Headquarters Control Room.

4. The Officer-in-Charge of the First Responder Team will seek appropriate assistance from Zonal Control as well as Headquarters Fire Control Room depending upon the extent and complexity of the incident. In the event the incident cannot be controlled and significant crisis involving injuries has occurred then the response level should be escalated as Level-III to all superior officers.

LEVEL –III: Fire & Emergency incidents wherein more than 3 nos. of Fire/ Emergency Rescue Appliance services are engaged.

1. The Zonal Control Room shall inform the Headquarter Fire Control Room and also the next senior officer’s in hierarchy regarding the severity of the incident via e-SMS, telephone/mobile etc regarding the same shall be broadcasted to the Director, Directorate of Fire and Emergency Services/ Deputy Director(Fire)/Divisional Officer/Asst. Divisional Officer and Station Fire Officers/ Officer In Charge of all Fire Stations.

2. The Officer-In-Charge of the First Responder Team will provide information to the Local Fire Station Watch Room and Zonal Control Room on continuous basis to the extent possible by communication facilities available with them i.e WhatsApp, Mobile Phone Call or VHF Wireless who in turn will convey information to Headquarters Control Room.

3. On receipt of such alert the Zonal Officer-In-Charge shall evaluate the situation and if necessary proceed to the site and assume Incident Command. He shall also inform the Director, Fire & Emergency Services about his assessment and the action proposed. He will continuously keep the Director, Directorate of Fire and Emergency Services updated on the severity of the Fire/Emergency Incident and the progress and effect of the operations.

4. The Officer-In-Charge of the First Responder Team shall leave the scene of the incident only after the situation has been fully brought under control for ensuring continuity of information on the progress of the response. Zonal Control Room will broadcast via e-SMS regarding the closure of incident information on the Director (DFES), Zonal Group and Headquarters Control Room.

LEVEL –IV: State Level Disaster

1. In case of State Level Disaster, the Response Actions stipulated in the Disaster Management Response Plan should be adhered with. The HQ Fire Control Room shall act as a Nodal Point to coordinate and communicate relating to firefighting, Search & Rescue and Response Action.

2. The HQ Fire Control Room shall provide information to the superior officers of the Directorate of Fire & Emergency Services based on-scene information available through the First Responder Team on real time basis.

3. The Headquarters Fire Control Room shall alert District Disaster Management Authority North Goa Control Room No. 1077/2225383/2225083/2427690 and District Disaster Management Authority South Goa Control Room No. 1077/2794410/2794400 depending upon the gravity of the situation.

4. The District Disaster Management Authority will alert State Disaster Management Authority and cause the State Emergency Operation Centre to be activated wherever necessary.
