Instructions to Bidders 3.1. General Detailed scope of the project has been described in the Terms of Reference in Section 3 of this document. The Basti Development Authority (BDA) will select the eligible firm/ company, meeting basic eligibility criteria as mentioned in Section 4 of this document and in accordance with the method of selection specified. The start of contract shall be reckoned from 7 days after the issue of Letter of Award The time-period envisaged for the project completion is 2 months from receiving the Letter of Award. Submissions with insufficient or incomplete information and which do not strictly comply with the stipulations given above, are liable for rejection. The Bidders shall submit their Technical and Financial bids in separate envelope which needs to be placed in an another larger envelope. The inner envelopes shall contains the bids names on the envelop in bold letters with Bidders name, address, mail ID and contact number(s) while the outer envelope shall contain the name of the Project in All the envelopes shall contain the bold letters with Bidders name, address, mail ID and contact number(s). The Bidders shall submit their Bids in hard copy which shall reach to the Authority on or before the submission end date and time at the address as mentioned in the NIT. The Bidders are required to quote strictly as per terms and conditions, specifications, standards given in the tender documents and not to stipulate any deviations. If any discrepancy is noticed in the bid documents the tender shall become invalid. Bidders should familiarize themselves with Local conditions and take them into account in preparing their Proposals. To obtain first-hand information on the Assignment/job and Local conditions, the Bidder is expected to examine all instructions, forms, terms and conditions and technical specifications in the bidding documents. Bidders shall bear all costs associated with the preparation and submission of their proposals. The Employer is not bound to accept any proposal and reserves the right to annul the selection process at any time prior to Contract award, without thereby incurring any liability to the Bidders. Basti Development Authority may, at its discretion, extend the deadline for the submission of proposals. Page 3 of 14 Implementation of Urban Improvement Measures and Mass Media Engagement in Basti, Uttar Pradesh Request for Proposal 3.2. Preparation of Proposals The proposal shall be written in English only. The proposal shall contain the following information as described below: In preparing the Technical and Financial Proposal, Bidders are expected to consider the requirements and conditions of the RFP documents. It is assumed that the Financial Proposal shall include GST and all the other taxes, if any. Price shall be entered against each item in the Bill of Quantities mentioned in Section 6. The cost of item against which the contractor has failed to enter a rate or price or any information left blank shall be treated as ‘nil’ and no payment shall be made for the quantities executed for items against which rate has not been quoted by the Bidders. Any correction in mismatch in calculation at later stages is not allowed and bid will be considered invalid. Rates should be The financial bid approved by the client and shown in the agreement is fixed and shall not be increased under any circumstances, unless and otherwise there is an addition in the scope of work. Conditional Tenders/bids shall not be accepted. 3.3. Rejection of Bids Basti Development Authority reserves the right to accept or reject all or any of the bids without assigning any reason whatsoever. It is not obligatory for the authority to accept any bid or to give any reason for their decision. 3.4. Validity of Bids The bids shall be valid for a period of not less than 90 days from the date of opening of Financial Bid. The validity of bids may be extended by the mutual consent of the respective Bidders and Basti Development Authority. 3.5. Taxes The Bidder shall fully familiarize themselves about the applicable Domestic taxes (such as, value added or sales tax, service tax or income taxes, duties, fees, levies) on amounts payable by the Employer under the Contract. All such taxes including GST (as per the prevalent rates) must be included by the Bidder in the financial proposal. 3.6. Currency Bidders must express the price in Indian Rupees (INR). Submission, Receipt, and Opening of Proposal The Technical and Financial Proposal shall contain no interlineations or overwriting. Submission letter for Financial Proposal should respectively be in the format of Financial Proposal Submission Form at Section 5. All rates as per Bill of Quantities (BOQ) quoted by the Bidder shall be firm and fixed for entire contract period. No price escalation shall be entertained on this contract. 3.8. Proposal Evaluation The following procedure shall be adopted in evaluating the proposals: The Bidder fulfilling technical criteria and financial eligibility and requisite key professional requirements (Section 4) shall be considered for opening of financial proposal. Further to fulfilling the criteria laid out in Section 4, the Bidder with Lowest financial quote (L1) shall be awarded the work. 3.9. Award of Contract The Bidders will sign the contract after fulfilling all the formalities/pre-conditions within 7 days of issuance of the letter of intent. 3.10. Confidentiality Information relating to evaluation of Proposals and recommendations concerning awards shall not be disclosed to the Bidders who submitted the Proposals or to other persons not officially concerned with the process, until the publication of the award of Contract. The undue use by any Bidder of confidential information related to the process may result in the rejection of its Proposal and may be subject to the provisions of the Employer’s antifraud and corruption policy. The employer reserves the right to verify all statements, information and documents submitted by the Applicant in response to the RFP.

However, the work performed for IPPB will not be included in calculation of TRCA, since the same is being done on incentive basis.Branch Postmaster will be the team leader of the Branch Post Office and overall responsibility of smooth and timely functioning of Post Office including mail conveyance and mail delivery. He/she might be assisted by Assistant Branch Post Master of the same Branch Post Office. BPM will be required to do combined duties of ABPMs as and when ordered. He will also be required to do marketing, organizing melas, business procurement and any other work assigned by IPO/ASPO/SPOs/SSPOs/SRM/SSRM and other Supervising authorities.
