Footpath 46 – Action: Clerk to chase, Defibrillator training 2nd November 2019- only 3 people turned up, so the training obligation was not met as at least 8 people were needed. Crocklands pavement and dip in road – Clerk had reported this to Essex County Council (ECC) Highways who are investigating it. (b) Matters arising from the minutes of the previous meeting. Hall repairs - Cllr. Butler provided an update on the ongoing negotiations regarding repairs to the hall. Stisted Community Bus - no posters received from Stisted PC as yet, Clerk to chase. The Chairman provided an update on recent planning applications. It was noted that the planning application by Gladman Developments for 218 dwellings at Bournebridge Hill is out for Public Consultation. 23/19 Public comment. A resident had visited the Parish Council website. They had liked what was there but wondered if any more could be added to the site. They would particularly like to see a contacts page. Cllr. Mason was open to ideas but it was a question of who was going to do the work.

Therefore, the minutes were duly approved. (b) Matters arising from the minutes of the previous meeting. Item 7/21 – Precept- This had been signed and sent to Braintree District Council (BDC). Item 14/21 – Open Spaces Plan – This had been amended and sent to BDC. 25/21 Public comment. Mr Chris Siddall the Conservative candidate for Halstead at the upcoming May 6th County Council elections introduced himself to the meeting and provided a brief resume of his previous experience. A resident asked Cllr. Mason about the speed gun’s whereabouts as an email had been sent out from the Speedwatch co-ordinator with a date for resumption of speed checks. Cllr. Mason reported that Stisted still have the speed gun, but it should not be a problem in getting access to it.
