DEPA, DESFA and ELPE attracts the interest of Qatar Intense is the interest of Qatar in investments in energy through the privatization procedure of Public Natural Gas Corporation (DEPA), Hellenic Natural Gas Transmission System Operator (DESFA) and Hellenic Petroleum (ELPE). This was the message of Qatari Sheikh Hamad bin Khalifa al Thani to the Greek Prime Minister, Giorgos Papandreou at his visit in Greece. Worth mentioning is that Qatar Holdings, the state Investment fund of Qatar, has a share of 10% of Canadian European Goldfields controlling 95% of “Hellenic Gorld”, the company managing the gold mines in Kassandra, .

Hellenic Sugar Industry (EBZ): 12 candidates for its sale Offers were submitted by Algerian Cevital, Garman Nordzucker and Sudzucker, English ED & MAN, Polish Polski and Greek companies. Of great surprise and interest were the candidates for sale of Hellenic Sugar Industry (EBZ) since eight great players of European sugar industry participated in the tender. In the second phase besides the above-mentioned companies short-listed are DAMCO Energy S.A. (Copelouzos Group), Epilektos Textile, Sunoko DOO Novisad, Russian Agro plc and Bulgarian Litex Commerce LZC. On the other hand, the proposals of Russian food industry of Ivan Savvidis and the employees of EBZ weren’t approved by the consultant of EBZ privatization.

YPEKA: Committee for electric vehicles On 22 nd September 2011 the Ministry of Environment, Energy and Climate Change announced that a Committee about the accession of electric vehicles in Greece is formed. The Committee will evaluate the international trend of electric vehicles, the benefits and will draw a supporting strategy for their development in Greece. Its findings will be announced at the end of 2011 the latest.

In public consultation the biomass in heating The Greek Ministry of Environment, Energy and Climate Change put in public consultation the draft Ministerial Decision about use of biomass in building and water heating. This decision forms the framework for use of biomass in central heating systems of buildings. Biomass will contribute to fulfillment of national energy goals as well.

ELECTRICITY

Daughter companies of PPC in Turkey and Bulgaria Public Power Corporation (PPC) will establish daughter companies of power trading in Turkey and Bulgaria in an effort for an opening in Southeastern Europe. Within this framework the President of PPC, Mr.Arthuros Zervos, visited FYROM since PPC submitted its offer for construction of two hydropower plants.

Elpedison: New power plant in Viotia The new, state-of-the-art power plant of Elpedison Power, its second plant in Greece, was inaugurated on 3 rd October 2011. It is about an investment of € 275mil. of industrial area of Thisvi in Viotia prefecture. The power plant of 420MW puts Elpedison Power in the first place of private power producers in Greece. The power plant was constructed in 2010, while the procedure had begun in 2008.

Hellas Power: Purchase of PPC power plant Hellas Power, a Greek private power trading company, plans establishment of new daughter companies in Southeastern Europe, increase of its clientele to 500.000 consumers in 2012 and purchase of a power plant of Public Power Corporation (PPC). Now, Hellas Power has 116.480 people. Among them, there are 58.834 trade clients and 57.646 households. Moreover, its power plant of 119MW in Agioi Theodori is under construction and is expected to operate in 2012. It has already installed photovoltaic parks of 3MW and more solar parks of 30MW are under construction. OIL

First International Call for Expression of Interest for conducting seismic surveys – in a non- exclusive base The first International Call for Expression of Interest for conducting seismic surveys – in a non-exclusive base – in offshore areas of the Ionian and South Crete Sea has announced the Ministry of Environment, Energy and Climate Change. The Deputy Minister, Yannis Maniatis signed the ministerial decree on September 5, 2011. The call is aiming to attract the interest of the specialized geophysical industry to conduct seismic surveys in non exclusive base (multiclient data), which will assume the cost of the surveys. By means of this approach, the experts of the e/p sector are facilitated to explore quickly and efficiently broad areas, using advanced technology to investigate deep oil systems and reveal oil prone geological structures, which in a second stage will be the subject of licensing round for the exploration and production of hydrocarbons. All technical and scientific results that will be reached will be property of the Greek government, while the geophysical companies will retain the right to dispose the results on commercial basis for a number of years, to be agreed with the interested international oil companies, which intend to invest in the e/p of hydrocarbons in our country. Thus, the cost will be shared among the interested parties. In parallel, the Government will collect reliable data that will allow for the evaluation of the oil potential of the selected areas, in order to determine the most advantageous for the country conditions, with the aim to launch a licensing round within 2012. The International Call for applications will be completed within 90 days, after the publication of the call in the Official Journal of the European Union, with the submission of folders by the interested companies. NATURAL GAS

Affirmative reply of RAE to Copelouzos LNG terminal The Regulatory Authority for Energy (RAE) agreed to the construction of LNG terminal by Copelouzos Group in . Its capacity is 135.000m3 and its annual potential is 2.6bilm3 of LNG. Access to it will have private power producers. Worth mentioning is that the Copelouzos Group has two licenses to construct 2 power plants of 800MW. The LNG terminal will cost €300 million and is located 22km from Alexandroupoli in the sea. The timetable of the Constructor (Copelouzos Group) refers studies (in 15 months) licensing procedure (in 17 months from RAE issued license), financing (in 18 months) construction of the submarine pipeline in 36 months and FSR unit 46 months. The terminal is estimated to be put in commercial operation in 48 months.

International tenders for three new Gas Companies (EPA) in Thrace, Macedonia and Sterea Ellada Ministry of Environment, Energy and Climate Change will announce beginning of October the international tenders for establishment of three new Gas Companies in Thrace, Macedonia and Sterea Ellada. The natural gas pipeline will be expanded to the capitals and the cities of each prefecture which will be covered by an EPA. Till 2020 the pipeline of medium pressure will be developed by 375km, of low pressure by 1560km with 58 measuring stations. The investment plan of three new gas companies in 2012-2015 is estimated to be €150mil. In these regions 500.000 tons of oil will be replaced by natural gas annually and 5000 new jobs will be created for the construction of the grid and retail sale of natural gas. More than 1.800.000 people will have access to natural gas.

WASTE MANAGEMENT

Prior information notice for the procurement of the project: “Design, construction, financing and operation of integrated solid waste management installations in the Attica Region, Greece” The preliminary notification of the tender for the project “Design, construction, financing and operation of integrated solid waste management plants in the Attica Region, Greece” has been approved and forwarded for publication in the Supplement of the Official Journal of the European Union. The decision was taken approval in a meeting held by the Minister of Environment, Energy and Climate Change Mr. G. Papaconstantinou with the participation of the Vice-Minister of Interior Mr. P. Koukoulopoulos, in the presence of the Head of Attica Regional Authority Mr.G. Sgouros and the General Secretary of the Attica Decentralised Authority Mr. El.Liakopoulos, and follows the relevant decision of the Interministerial Committee led by the Vice-President Mr. Pangalos. The preliminary announcement of the tender officially launches the procedure for the selection of the contractor-investor who will undertake the overall treatment and management of 1.350.000 tons/year of municipal solid waste of the wider Attica area, in line with the model of the modern metropolitan areas. The waste management system will be operating for a period of approximately 20 years. The procurement procedure is expected to be completed in 2012, in order for the plants to be fully operational in 2014. The tender will be open to all proven and environmentally sound state-of-the art waste treatment technologies. The budget for the construction of the project is expected to exceed 430 million euro, of which an amount up to 140 million will be covered by public funds, through E.U. co-funding, and the rest will be covered by private capital and bank loans, obtained by the investor. Simultaneously, the Greek authorities have started discussions with the European investment Bank for the possible participation of the EIB in the funding of the project. This particular project, one of the biggest in Europe of its kind, will contribute considerably to put an end to the operation of uncontrolled landfills and improve considerably the environment and the quality of life of all residents of the Region. At the same time, this project will encourage growth and employment in the Region, helping the creation of new satellite enterprises (recycling, pretreatment technologies etc.). It is proposed that the project is implemented through a Public–Private Partnership (PPP) financial scheme. The contractor will be compensated on the basis of the quantity of waste treated (gate fee) and the achievement of specific environmental targets.

RENEWABLE ENERGY SOURCES

New international public open tender for the leasing of the right to explore the geothermal potential of unexplored mining areas The Ministry for the Environment, Energy and Climate Change – General Secretariat for Energy and Climate Change announces an International Open Tender for the leasing of the right to explore the Geothermal potential of the Sperchios basin, regional unit of Fthiotida, Akropotamos regional units of & , Sousaki, regional units of Western Attica & Korinthos, , regional unit of Ikaria. RES: More than 2000MW – Wind parks in first place At the end of first semester RES projects of 1900MW took installation licence. Among them, 1351MW received trading license as well. Wind parks are still in first place with 1431MW installed power. In period January-June 2011 wind parks of 133,8MW were put in operation and power produced by photovoltaic parks increased by 142,8MW.

€10bil. in off-shore wind parks The Greek Minister of Environment, Energy and Climate Change, Mr.Giorgos Papakonstantinou switched on “the green light” to private investment of €10bil. for construction of off-shore wind parks of 5600MW. A special law arrangement will be ratified by the Greek parliament facilitating the evaluation of 19 projects by Regulatory Authority for Energy (RAE). The businessmen who submitted applications for off-shore wind farms are as follows: G.Peristeris, D.Copelouzos, A.Kallitsantzis, K.Filippidis, D.Karadimas, V.Panagiotidis, I.Pantousis, Sp.Papadimitriou, M.Tzamourta, A.Fakidis and E.Korovesis. The six biggest photovoltaic parks of Greece According to statistics the biggest photovoltaic park produces 10MW in Larisa and belongs to Selective Volt, daughter company of Epilektos Textile. In second place is the 8MW- photovoltaic park of Athens International Airport El.Venizelos followed by the solar parks of Infoquest in Viotia (7,5MW), EdF in (6MW), Energa in Thiva (5MW) and Positive Energy in Drama (5MW).

Ratified the four first projects via fast track The Greek Minister of Development, Mr.Chrysochoidis, ratified four investment plans of €1,2bil. about renewable energy sources and mines. It is about three projects in photovoltaics sector and a gold mine in . These are only four among the 20 investment plans €5,5bil. in energy and tourism sector.

Photovoltaics of PPC, Copelouzos and Panagakos by fast track Important investment plans in construction of photovoltaic parks will be implemented through fast track. It is about the solar parks of Public Power Corporation (PPC) in , Copelouzos and Panagakos Groups. Their total budget is €1bil. and their produced power is 450MW. Specifically, the photovoltaic park of PPC will produce 200MW and will cost €500mil. Fifteen companies are short-listed for the construction of the project. Beginning of 2012 the strategic partner is expected to be selected. Concerning the investment plans of Solar Cells (interest of Dimitris Panagakos), the estimated cost is €300mil. It is about 30 photovoltaic parks of 132MW in Sterea Ellada and Peloponnese equipped by the industry of Solar Cells in Patra. Last but not least, Copelouzos Group will implement a solar park of 126MW and €300mil. in the facilities of Silcio (member of its group) in Patras.

Investments of €3bil. in RES in Western and Central Macedonia Three important companies in the market of renewable energy sources will implement investments of €3bil. in Western and Central Macedonia. Public Power Corporation (PPC) will invest €500mil. in a photovoltaic park of 200MW while its investment plan till 2015 includes projects of €1,8bil. EdF Energies Nouvelles plans to invest €700mil. in wind and photovoltaic parks of 470MW in in the next five years. Last but not least, Acciona Energiaki S.A.’s investment is a wind farm of 514MW in Vermio mountain and total cost of €650mil. Regulatory Authority for Energy (RAE) issued licences for 115 investment of 1500MW in Northern Greece in first eight months of 2011.

Seven RES projects in Larisa and Magnesia Seven projects of renewable energy sources and 52MW will be implemented in Magnesia and Larisa prefecture. It is about three photovoltaic parks and four wind farms. Specifically, the projects are as follows: 1. Quest Energiaki, photovoltaic park of 4MW in municipality 2. Logaria S.A., wind park of 20MW in municipality of South Pilio 3. Ligel Eoliki, wind park of 8MW in municipality 4. Negaal, wind park of 14MW in Elassona municipality 5. Quest Eoliki, wind park of 30MW in Elassona municipality 6. Almyros Energy Solution, solar park of 3MW in Almyros municipality 7. Hellenic Sun Solution, solar park of 5,4MW in Riga Fereou municipality

The energy projects in 14 islands According to recent data of Public Power Corporation (PPC) in the first six months of 2011 not even 1MW of wind power is installed in the Greek islands. Better is the situation in solar power with the installation of additional 18MW. However, this production is extremely low in comparison with the energy potential of Greek islands. The most important problem is the connection of islands’ power grid with the one in continental Greece. In not even 1kW can be installed even though the potential of submitted applications reaches up to 500kW. The same situation is met in Lesvos and Limnos. In Greek islands 10.2MW are installed on roofs and the applications concern 30MW. Seven megawatts on roofs are already installed in Crete while applications for 27.1 MW were submitted. The power grid of Amorgos, Astypalea, Kalimnos, Kassos, Karpathos, Kimolos, Kythnos, Lesvos, Limnos, Samos, Sifnos, Skiros, Shinoussa cannot absorb not even 1kW of Renewable Energy. According to the data of June 2011 the installed RES capacity in Greek islands is 315.35MW (296.9 MW in 12/2010). In Crete 209.32 MW are already installed, in 31.6MW and in Lesvos 14.83MW. In total RES cover 22% of the power demand of non connected islands, while this percentage in Crete is 16.3% and in and 15.1%.

Green Light from RAE to EEN of 70MW PV park EEN Hellas will implement a large photovoltaic park of 70MW in Skala Lakonia. It is about the second biggest solar park in Greece following the plant of 200MW of Public Power Corporation. The project will cost €200 million and will be financed by EEN HELLAS. The same company plans an ambitious project in Crete. It is about a hybrid power plant combining wind and hydro power.

Wind park of 24MW by EdF and EEN French EdF Energies Nouvelles and Greek EEN implemented a wind park of 24MW in Trikorfo.

Chinese Sinovel in Greece The President of Sinovel had a meeting with the President of Public Power Corporation (PPC), Arthuros Zervos and Managing Director of PPC Renewables, Mr.Tsipouridis. The main topic of their discussions was the wind project of 210MW in Rodopi.

In operation the wind project of Enel in Crete Enel Green Power put in operation its wind park Koukoulonas (, Crete). Now, its installed capacity in Greece is 186MW. This wind farm produces 5MW and has 6 wind generators meeting energy needs of 2300 households.

Applications for PV parks by OSE National Railway Organization submitted five applications to the Regulatory Authority for Energy for construction of PV parks. Specifically, the projects are as follows: • 3.0MW in Itea • 7.5MW in • 2.0MW in Fyllos

Biomass plant of 1MW by SEKE The tobacco industry SEKE plans the construction of a power plant of 1MW using biomass. Specifically, the unit will use corn leaves and wild artichoke.
