This was the message of Qatari Sheikh Hamad bin Khalifa al Thani to the Greek Prime Minister, Giorgos Papandreou at his visit in Greece. Worth mentioning is that Qatar Holdings, the state Investment fund of Qatar, has a share of 10% of Canadian European Goldfields controlling 95% of “Hellenic Gorld”, the company managing the gold mines in Kassandra, Chalkidiki. Hellenic Sugar Industry (EBZ): 12 candidates for its sale Offers were submitted by Algerian Cevital, Garman Nordzucker and Sudzucker, English ED & MAN, Polish Polski and Greek companies. Of great surprise and interest were the candidates for sale of Hellenic Sugar Industry (EBZ) since eight great players of European sugar industry participated in the tender. In the second phase besides the above-mentioned companies short-listed are DAMCO Energy S.A. (Copelouzos Group), Epilektos Textile, Sunoko DOO Novisad, Russian Agro plc and Bulgarian Litex Commerce LZC. On the other hand, the proposals of Russian food industry of Ivan Savvidis and the employees of EBZ weren’t approved by the consultant of EBZ privatization. YPEKA: Committee for electric vehicles On 22 nd September 2011 the Ministry of Environment, Energy and Climate Change announced that a Committee about the accession of electric vehicles in Greece is formed. The Committee will evaluate the international trend of electric vehicles, the benefits and will draw a supporting strategy for their development in Greece. Its findings will be announced at the end of 2011 the latest. In public consultation the biomass in heating The Greek Ministry of Environment, Energy and Climate Change put in public consultation the draft Ministerial Decision about use of biomass in building and water heating. This decision forms the framework for use of biomass in central heating systems of buildings. Biomass will contribute to fulfillment of national energy goals as well. ELECTRICITY Daughter companies of PPC in Turkey and Bulgaria Public Power Corporation (PPC) will establish daughter companies of power trading in Turkey and Bulgaria in an effort for an opening in Southeastern Europe. Within this framework the President of PPC, Mr.Arthuros Zervos, visited FYROM since PPC submitted its offer for construction of two hydropower plants. Elpedison: New power plant in Viotia The new, state-of-the-art power plant of Elpedison Power, its second plant in Greece, was inaugurated on 3 rd October 2011. It is about an investment of € 275mil. of industrial area of Thisvi in Viotia prefecture. The power plant of 420MW puts Elpedison Power in the first place of private power producers in Greece. The power plant was constructed in 2010, while the procedure had begun in 2008. Hellas Power: Purchase of PPC power plant Hellas Power, a Greek private power trading company, plans establishment of new daughter companies in Southeastern Europe, increase of its clientele to 500.000 consumers in 2012 and purchase of a power plant of Public Power Corporation (PPC). Now, Hellas Power has 116.480 people. Among them, there are 58.834 trade clients and 57.646 households. Moreover, its power plant of 119MW in Agioi Theodori is under construction and is expected to operate in 2012. It has already installed photovoltaic parks of 3MW and more solar parks of 30MW are under construction. OIL First International Call for Expression of Interest for conducting seismic surveys – in a non- exclusive base The first International Call for Expression of Interest for conducting seismic surveys – in a non-exclusive base – in offshore areas of the Ionian and South Crete Sea has announced the Ministry of Environment, Energy and Climate Change. The Deputy Minister, Yannis Maniatis signed the ministerial decree on September 5, 2011. The call is aiming to attract the interest of the specialized geophysical industry to conduct seismic surveys in non exclusive base (multiclient data), which will assume the cost of the surveys. By means of this approach, the experts of the e/p sector are facilitated to explore quickly and efficiently broad areas, using advanced technology to investigate deep oil systems and reveal oil prone geological structures, which in a second stage will be the subject of licensing round for the exploration and production of hydrocarbons. All technical and scientific results that will be reached will be property of the Greek government, while the geophysical companies will retain the right to dispose the results on commercial basis for a number of years, to be agreed with the interested international oil companies, which intend to invest in the e/p of hydrocarbons in our country. Thus, the cost will be shared among the interested parties. In parallel, the Government will collect reliable data that will allow for the evaluation of the oil potential of the selected areas, in order to determine the most advantageous for the country conditions, with the aim to launch a licensing round within 2012. The International Call for applications will be completed within 90 days, after the publication of the call in the Official Journal of the European Union, with the submission of folders by the interested companies. NATURAL GAS Affirmative reply of RAE to Copelouzos LNG terminal The Regulatory Authority for Energy (RAE) agreed to the construction of LNG terminal by Copelouzos Group in Alexandroupoli. Its capacity is 135.000m3 and its annual potential is 2.6bilm3 of LNG. Access to it will have private power producers. Worth mentioning is that the Copelouzos Group has two licenses to construct 2 power plants of 800MW. The LNG terminal will cost €300 million and is located 22km from Alexandroupoli in the sea. The timetable of the Constructor (Copelouzos Group) refers studies (in 15 months) licensing procedure (in 17 months from RAE issued license), financing (in 18 months) construction of the submarine pipeline in 36 months and FSR unit 46 months. The terminal is estimated to be put in commercial operation in 48 months. International tenders for three new Gas Companies (EPA) in Thrace, Macedonia and Sterea Ellada Ministry of Environment, Energy and Climate Change will announce beginning of October the international tenders for establishment of three new Gas Companies in Thrace, Macedonia and Sterea Ellada. The natural gas pipeline will be expanded to the capitals and the cities of each prefecture which will be covered by an EPA. Till 2020 the pipeline of medium pressure will be developed by 375km, of low pressure by 1560km with 58 measuring stations. The investment plan of three

The review also includes suggestions for further areas that should be designated within the scope of these two Directives. Although the two Directives have different objectives, the areas designated as sensitive or vulnerable are reviewed simultaneously because of the similarities in the designation process. The investigations will focus upon: • Checking that those waters that should be identified according to either Directive have been; • in the case of the Nitrates Directive, assessing whether vulnerable zones have been designated correctly and comprehensively. The identification of vulnerable zones and sensitive areas in relation to the Nitrates Directive and Urban Waste Water Treatment Directive is carried out according to both common and specific criteria, as these are specified in the two Directives. 1.1 THE URBAN WASTEWATER TREATMENT DIRECTIVE (91/271/EEC) The Directive concerns the collection, treatment and discharge of urban wastewater as well as biodegradable wastewater from certain industrial sectors. The designation of sensitive areas is required by the Directive since, depending on the sensitivity of the receptor, treatment of a different level is necessary prior to discharge.

The INQUA scale is a new scale based solely on the earthquake-induced ground deformations, proposed by the INQUA Subcommission on Paleoseismicity. This scale is applied to the Sofades 1954 earthquake in order to test its accuracy and reliability. From the comparison among the evaluated intensities based on MM scale with the degrees of INQUA intensity at several locations, we conclude that, in case of earthquakes which triggered remarkable geological effects, these intensity values are about the same. Nonetheless, the use of INQUA scale is suggested in combination with the existing ones, as an assessing tool of the intensity based only on geological effects Key words: Intensity, Earthquake, INQUA, Greece. Advanced machine learning algorithms, such as neural networks, have the potential to be successfully applied to many areas of system modelling. Several studies have been al- ready conducted on forecasting structural damage due to individual earthquakes, ignoring the influence of seismic sequences, using neural networks. In the present study, an ensemble neural network approach is applied to predict the final structural damage of an 8-storey reinforced concrete frame under real and artificial ground motion sequences. Successive earthquakes con- sisted of two seismic events are utilised. We considered 16 well-known ground motion intensity measures and the structural damage that occurred by the first earthquake as the features of the machine-learning problem, while the final structural damage was the target. After the first seismic events and after the seismic sequences, both actual values of damage indices are calcu- lated through nonlinear time history analysis. The machine-learning model is trained using the dataset generated from artificial sequences.

They are traditionally divided into several subparallel, c. NNW-SSE trending tectono-stratigraphic zones. These zones are grouped into two large units, namely the External Hellenides (Hellenide foreland) in the west and the Internal Hellenides (Hellenide hinterland) in the east. The External Hellenides comprise the Paxon, Ionian and Gavrovo-Tripolis Zones, which are dominated by Mesozoic and Cainozoic cover rocks. The Pelagonian Zone, the Attico-Cycladic Massif, the Vardar Zone, the Serbo-Macedonian Massif and the Rhodope Massif (from west to east) form the Internal Hellenides. They are characterised by abundant occurrences of crystalline basement. The Pelagonian Zone and the Vardar Zone in Greece represent the western part of the Internal Hellenides. While the Pelagonian Zone comprises predominantly crystalline basement and sedimentary cover rocks, the Vardar Zone has long been regarded as an ophiolite-decorated suture zone separating the Pelagonian Zone from the Serbo-Macedonian Massif to the east. In order to identify the major crust-forming episodes and to improve the understanding of the evolutionary history of this region, felsic basement rocks from both the Pelagonian Zone and the Vardar Zone were dated, with the main focus being on the Pelagonian Zone.

International Law places upon an occupying power the obligation and responsibility for establishing government and maintaining civil order in the areas occupied. The basic purposes of civil affairs officers are thus (l) to as- sist the Commanding General of the combat units by quickly establishing those orderly conditions which will contribute most effectively to the conduct of military operations, (2) to reduce to a minimum the human suffering and the material damage resulting from disorder and (3) to create the conditions which will make it possible for civilian agencies to function effectively. Each country should be energy independent and efficient in order to cope with its citizens needs and abstain political, economical and social after effects. Greek electrification initiated and evolved in a much slower pace than the rest of Europe. The foundation of the Public Power Cooperation S.A. (PPC) in 1950 was one of the most significant steps for essential, more organized and further growth of electrification. In this paper a thorough analysis of the Greek electrical energy sources, such as lignite, oil, natural gas, hydroelectric power and renewable energy sources is made and their percentage participation in electrical energy production is examined. After obtaining a broad picture of the current electrical energy production state in Greece, it is concluded that there is the need for the development of environmental friendly unexploited energy forms.
