Minutes of the Annual Council Meeting held on Thursday 17th January 2019 commencing at 7.30pm at Bettiscombe Village Hall

Present: Cllrs E Rowe (Chairman), T Brown, A Cameron, A Edwards, C Rabbetts, J Gillingham R Wyatt, T Richards, F Bailey and R Warburton.

In attendance: The Clerk (Mr J Vanderwolfe), Cllr J Sewell and Cllr M Roberts (West District Council) and one member of the public

Non Attendance: Cllr C Gay and R Knox

373 Apologies

Apologies were received from Cllr M Bowditch (sickness). Apologies also received From Cllr D Turner ()

374 Declarations of Interest

No Declarations of Interest under the Code of Conduct were made

375 Minutes

The minutes of the meeting held on the 15th November 2018 were adopted as a true record, having previously been circulated; and were signed by the chairman.

378 Marshwood Speed Restriction

Upper Marshwood Vale Parish Council Minutes Following a meeting with highways more road markings are going to be introduced around the school area and the Speed Indicator Display (SID) apparatus installed. The Highway authority however had nor felt inclined to reduce the speed limit from the present 30mph to 20mph.

379 Accounts for Payment

The following accounts were ratified for payment: S Lee £720.00, Axminster Printing £5.20, HMRC £349.20, Dorset Planning Consultants £1290.32 and Salaries £512.65.

380 Budget V Actual Financial Update/Bank Reconciliation

The document was circulated and agreed. The bank reconciliation was agreed with the bank statement. Bank Balance at 14th January was £13,488.73.

381 County and District Matters

Chief Executive and four senior positions for the new authority have now been appointed. TUPE applies to the Waste Partnership staff who will now revert back to being council employees.

Cllr Sewell informed the meeting that she had not been selected by the Conservative party as the candidate for the Marshwood Vale Ward. The chairman thanked her for her assistance over a number of years.

382 Police Report

No report, however a new PCSO had been appointed and it was hoped that she would attend the next meeting or forward a report

383 Planning Applications

WD/D/18/002838 Wild Swans Marshwood: Erect two storey side extension, roof alterations to include rear balcony and material alterations. Support

WD/D/18/002846 Yardley: Demolish existing dwelling, erection of new dwelling and detached garage, Support

WD/D/19/000110 Bay Cottage, Village Street, Stoke Abbott. Fell two Macroapas that have overgrown. No objection.

An application at Prime Coppice was deferred as there was a lack of information available at the meeting.

386 Highways and Rights of Ways

The parish Lengthsman had undertaken a number of tasks since the last meeting. Concerns about the condition of the highway between Monkwood Cross and Four Acres. Some of the potholes in the Marshwood area had been dealt with very quickly after having been reported.. There was a need to check the gritbins to ensure they were adequately ready for any bad weather.

387 Neighbourhood Plan Update

The siting of a shop will feature on the pan. Other comments following the survey are awaited.
