I Cjoin your family and friends in congratulating you on everything you have accomplished, and I want to thank you for the contributions you’ve made to the university during your time here. The Class of 2021 has spent their entire final year under the constraints imposed by COVID-19. Throughout the course of this past year, I have been impressed by the resilience and grace you’ve demonstrated in the face of upheaval and uncertainty. I want to extend a special thank you to the family and friends whose love and support has helped carry you through. Students come to UW–Madison because they want to be actively involved in understanding and solving complex problems, but it is rare for a graduating class to immediately confront problems that impact all of humanity. This class faces the twin challenges of helping to build a future that strengthens us against future pandemics and rooting out systemic racism to put an end to inequity and injustice. Your UW–Madison diploma will tell the world you’re ready and able to be a part of this vital work. At each commencement ceremony, I have the privilege of welcoming our newest graduates to the worldwide family of Badger alumni. Markel, DVM, PhD 5 KEYNOTE SPEAKER André De Shields LIA CHANG Multi-talented Broadway star André De Shields has it all—a Tony, a Grammy, an Obie, an Emmy, and (most important of all) a diploma from Wisconsin’s flagship university. His participation in spring commencement coincides with another milestone—the Class of 1970, of which De Shields is a member, officially joined the Wisconsin Alumni Association’s Half Century Club this spring. When the pandemic hit last year, De Shields was playing to packed houses on Broadway as the Greek god Hermes in Hadestown, a musical based on the Greek myth about Orpheus in the underworld. The production won the 2019 Tony Award for Best Musical, and De Shields won the Tony Award for Featured Actor in a Musical. He also won Drama Desk and Outer Critics Circle awards for the role, and the cast won a Grammy for Best Musical Theater Album. De Shields has never been more in demand. In addition to his stage work, he has reached new audiences with a starring role in this year’s Ratatouille: The TikTok Musical and a splashy song-and-dance number in the 2019 Netflix film John Mulaney & the Sack Lunch Bunch. Raised in Baltimore, De Shields earned a bachelor’s degree in English literature from UW–Madison in 1970. He appeared in many stage productions during his time in Madison, both on campus and in the community. By the time he graduated, he already was a working actor—he missed his commencement ceremony because he was appearing in a Chicago production of Hair. In 1991, De Shields earned a master’s degree in African American Studies from New York University. Prior to his 2019 Tony Award win, De Shields was best known for his show-stopping performances in four legendary Broadway productions: The Wiz, Ain’t Misbehavin’

Galloway, Ph.D. Dean, Honors College Abstract: Gender expressive fashion is a way of dress where individuals can show what gender role they are filling that day. Someone who identifies as gender-fluid may change their role every day because they do not identify with any one sex. Individuals who classify themselves as gender-neutral do not identify with any sex; they can be considered unisex or genderless. An androgynous person exhibits characteristics from both sexes, and this can be shown through gender expression as well as sexual expression. A transgendered individual is someone whose gender identity is different from their assigned sex at birth. Over the past few years there has been an increasing acceptance for these different gender expressions, and with that has come a large fashion movement. Through history different gender expressive fashions have been popular trends with the masses; and through my research I aim to uncover if the current fashion movement will repeat history and fade away or, if this is a new social reality that will forever change gender expression. In order to do this, I will first define four different gender expressions, and then research the historical fashion trends for each category, followed by the current fashion for the different expressions.

Abstract When Netflix launched in April 1998, Internet video was in its infancy. Eighteen years later, Netflix has developed into the first truly global Internet TV network. Many books have been written about the five broadcast networks – NBC, CBS, ABC, Fox, and the CW – and many about the major cable networks – HBO, CNN, MTV, Nickelodeon, just to name a few – and this is the fitting time to undertake a detailed analysis of how Netflix, as the preeminent Internet TV networks, has come to be. This book, then, combines historical, industrial, and textual analysis to investigate, contextualize, and historicize Netflix's development as an Internet TV network. The book is split into four chapters. The first explores the ways in which Netflix's development during its early years a DVD-by-mail company – 1998-2007, a period I am calling "Netflix as Rental Company" – lay the foundations for the company's future iterations and successes. During this period, Netflix adapted DVD distribution to the Internet, revolutionizing the way viewers receive, watch, and choose content, and built a brand reputation on consumer-centric innovation.

UDALL The year 1983 was very productive for the Office of Technology Assessment. OTA made substantive contributions to about 60 different committees and subcommittees. They ranged from major, comprehen- sive reports to testimony and special analyses, Considering the com- plex and controversial nature of the issues OTA must deal with, it is commendable that its work continues to be given uniformly high marks for quality, fairness, and usefulness. During 1983, OTA was active in such diverse areas as hazardous and nuclear waste management, acid rain analyses, cost containment of health care, technology and trade policy, Love Canal, wood use, and polygraphs. The evidence of testimony, briefings, other requests for assistance, as well as reception of OTA’s products by committees em- phasizes the contribution made by OTA to the legislative process. 2 ● Annual Report to the Congress for 1983 VICE CHAIRMAN’S STATEMENT- SENATOR TED STEVENS The lives of our citizens and the issues of government have increas- ingly been influenced by science and technology.
