Hampshire Rugby Football Union Limited Annual Report – 2019-2020

What an unprecedented season we have had in Rugby this year! What with persistent rain cancelling many fixtures followed closely by the Covid-19 virus locking us all down and prematurely ending the season. These have been challenging times and I have been ensuring that any information from the RFU gets out to all the clubs as soon as possible to assist them. To catch all demographic, we have been using email, website, Facebook Page and Group and Twitter to get the messages out there.

The team in the County Office have been continuing to work hard for our Hampshire clubs and schools and are doing our best to make Hampshire a leading Constituent Body (CB).

Hampshire Rugby and its Clubs are fortunate to have the incredible support of its volunteer members, without whom rugby in Hampshire would just not happen. I would therefore like to thank all the officials, club volunteers whether it be a manager, coach or parent; who stand on the touchline in all weathers, and of course the players themselves from U6s and upwards who commit on a weekly basis so that they can enjoy the game we all love and enjoy.

The senior men’s Bill Beaumont and Women’s Gill Burns County Championships did not happen this season due to the season being prematurely ended by the RFU. However, the U20s Jason Leonard championship took place where Hampshire only played one match as Somerset were unable to field a team.

Our Club Hampshire U18 Boys completed their season with mixed results and Thomas Furtado Mills has been selected in the & South East U18 match day squad. The U15s and U18s girls enjoyed their format of county matches - meeting oppositions of , and in a festival format of 15 a size, 7s and Xfield 7s. The final fixture was again cancelled due to the Covid -19 Virus.

Guernsey RFC were top of the London & South East Premier League and will be promoted to Nation 2 South. Havant RFC came top of the League and will be promoted to London & South East Premier League. RFC were top of the League and will be promoted to the London 1 South League.

Congratulations also go to Petersfield RFC who won the Hampshire Premiership League and the ‘NEWS’ Challenge Trophy and will be promoted to London & South West 3. II RFC walked away with the Hampshire One League and will be promoted to Hampshire Premiership. Havant III won the Hampshire Two league and the ‘Pinnock Cup’. Hampshire Three league winners were & Fleet.

Mark Castle our Club Development Chair has been busy ensuring that the money left in the the LRP (Local Rugby Plan) for the season 2019-20 was put to the best use to help clubs out during the Covid-19 term. Thank you to Mark and his Club Development Committee for doing this so seamlessly.

The Game Development Committee has been run by Gary Self. The Competitions Committee has been busy assessing and reacting; to necessary changes to the Hampshire lower leagues. As always, the coaching committee have arranged some great CPDs in the county for all our club coaches and have postponed the Annual Coaching Conference to August 30th 2020. The safeguarding team has been run well this season by Sally Walker, who is stepping down for personal reasons. Discipline as always been run efficiently and we thank the Discipline Committee for their efforts. Thank you to everyone in the Game Development Committee for all the hard work this season.

Hampshire rugby are always striving for better communication with its clubs and schools by using email, website, Facebook, Twitter. Communication is key but this goes two ways, so please ensure your clubs GMS golden roles are kept up to date throughout the season and especially before September 2020. So, in the online Handbook, the Clubs Contact pages now just point to the Clubs website for up to date information, as do the contact details on the Hampshire website for each club listed in the online Directory. This was done to minimise volunteer workload, all Data officers in clubs now need to keep undated is their own websites and their Golden Roles on GMS.

I also would like to thank Ivan Torpey and Kieran Spencer our RDOs (Rugby Development Officers) who we were lucky enough to retain even with the RFU budget cuts. They have worked hard all year to deliver our planned county programme with their team of CRCs (Community Rugby Coaches) Sharon Evans and Merlin Gape O’Donnell for the clubs and schools in Hampshire. Finally, I would like to thank the Management Board for the support that they have given me over the season in office as Executive Director, and my thanks alos goes to Georgia as my fabulous Admin Officer.

FINANCE REPORT 2019-20

I am shortly to complete my fourth year as Finance Chairman, and I still feel I still have much to learn before I can say that I have the same level of understanding of our finances which my predecessor, Jed Stone, always displayed. Once again, my thanks to Jed for his willingness, always, to offer help and advice, and my special thanks to our Executive Director, Julie Greenslade, for her support on all matters financial.

The final June 2019 Accounts showed a surplus of £6,275 compared to a budgeted break- even position. This compared to a deficit of £20 for the previous year. As a result, our reserves increased from £101,292 to £107,567. For the 2019-20 season we had budgeted for a small surplus. At the time of writing, we are in the midst of an unprecedented set of circumstances, and the financial outcome for the current year to June 2020 cannot be predicted. However, we are in a relatively strong financial position with our reserves and funding from The RFU, which we have agreed to match from our reserves, which will enable us to support our clubs, and hopefully to ensure that, as far as possible, they will be in a sound position to re-start rugby as soon as this is practical. It is likely, therefore, that there will be a financial loss for the current year, and probably next year, but we must clearly do everything possible to help our clubs through such turbulent times.

Our “core funding” from The RFU has been the same this season as for last, and the same amount should be paid to us next season. The core funding is currently just over £68,000 and we also receive RFU funding of £6,000 (reduced from £10,000) for the senior and Under 20 County Representative teams, Indeed, The RFU is making substantial funding cuts, at least in the interim period, and other Counties have had more severe cuts imposed, so it could have been worse! Although we have also had no formal sponsorship funding this season, we have had the benefit of considerable donations from parents and businesses towards the cost of running age-grade County teams, and these donations are greatly appreciated. The income from the club charges this season will be reduced for this season, as festivals which had been paid for have had to be cancelled and the charges refunded. Thus, club charges this year will be reduced from £21,000 to £17,000.

I am hopeful that our administration costs will come in under budget (again) this year, and these continue to be funded two-thirds by the RFU from the Core funding received, and one- third by our Clubs and Associates.

As is widely known, and at the request of The RFU, we had to discontinue the HEPT developing player programme. The only advantage of this is that there was usually a (small) financial deficit, which will now be avoided.

And so, in summary, my feelings are that we will end the year to June 2020 with a current year deficit, but clearly there are a number of uncertainties which could well have an impact

on this year’s figures. Detailed report and final figures to be provided at The Financial AGM, of course, in November. As I said at last year’s AGM, my aim from now on will be a have a balanced budget, but the unprecedented nature of the current situation may require us to provide further and unforeseen financial support, but at least we will be doing so from a position of relative financial strength. Let us hope that by the time this report is read, we are in a more positive situation as regards everyone’s health and safety, with at least some idea as to when rugby may be able to re-start.

DISCIPLINE REPORT 2019-20

The season as you are all very aware was brought to a very abrupt end due the Coronavirus pandemic and it is still very uncertain when rugby will start again. There were 27 dismissals at senior level up to the date the season was curtailed compared with 38 at the same date last year a decrease of 27%. This is the second season in a row that there has been a reduction in the number of dismissals, long may it continue. The number of cases involving abuse of match officials was 4 together with 2 cases of disrespect shown to the match official and 1 case of the use of threatening words by a player towards a match official. I remind you once again that it is standard practise in Hampshire to hold a Panel Hearing to deal with cases of abuse. Punching still remains the most common offence with 14 dismissals this season. I must remind Club Disciplinary Chairman that any offence that involves contact with the head the entry point is Mid-Range. Players and coaches are reminded that a referee will not discuss a red card in the bar after the game. The number of offences at Junior level of 10 compared with 18 last season, a vast improvement. There were 2 cases of match official abuse and 1 case of dissent. There is still an underlying trend of parents and spectators voicing their opinions about refereeing decisions in a very unnecessary manner which is a very poor example to players at this level. My thanks to Chairman Nigel Morgan and Panel members Tim Herman, Adam King, Mark Dunning, Nick Creal, Richard Wood and Pauline French for their work during the season.

RDO REPORT 2019/2020 (Ivan Torpey & Kieran Spencer)

CLUB HAMPSHIRE REPORT 2019-20

This season and to a grinding halt at the end of March 2020 with the Coronavirus pandemic hitting the world. The County Senior teams had just started to discuss the players available, when we forced to stop all rugby! Therefore NO Men’s or Women’s County Championship took place. Let’s hope we are able to start next season with a clean bill of health.

20 Group We only played one Championship game this year. We were put back into Division 2 and only had two fixtures to fulfil. We had our first game V Somerset cancelled as they could not raise a team. We lost the remaining game against Dorset & Wilts.

18 to 15 Groups Once again, we are blessed with talented boys and girls in all age groups, and it has been a delight to see them progress through the season groups. This year the U15 and U18 Girls had their second season of 3 festivals and we put out various teams 15 a side, 7 a side, and cross field 7’s. Lots of girls took part and from the laughter and smiles that were seen by us all was a great testament to their Managers and Coaches, despite some pretty awful weather! The last festival was cancelled due to the Covid lockdown. The 18 Group boys played all their games drawing 1, and losing 2. The 17 Group boys played just one game beating Sussex, before the Covid lockdown hit. The 16 Group boys played two squads for all 4 of their games. They won 4 matches and lost 4 matches. The 15 Group boys played one squad for their first game against Surrey that they won and then played two squads against Middlesex, losing one and winning one.

We must thank all the Managers, Coaches and Physios who help and encourage all the players perform at their very best and not to be forgotten the Referees and Match Officials, because without you these matches just would not happen. We would also like to thank the parents for transporting the players to all training sessions and matches and the players for their commitment.

Have a great summer stay safe and thank you all for your support, and let’s hope we can have a full season of County rugby in 2020-21!

CLUB DEVELOPMENT REPORT 2019–2020

As you known by now the Club Development Committee delivers across the Rugby scene in Hampshire to assist and help our Member Clubs provide a welcoming and safe environment for everyone. We work closely with the RFU Professional Staff and provide a conduit through which your Club can access expertise, funding support and guidance.

This season has been a strange and disruptive one caused by CovID-19 and as such our season was cut short, along with most programmes the Club Development committee deliver. The loss of RFU staff to furlough also impacted us with the County volunteers having to pick up some of these roles and I would like to thank them for doing so in such difficult times.

Our Development Community

On behalf of all Hampshire Clubs and the Hampshire Committees, a very big ‘thank you’ to our RFU professional staff is in order. Our RDO’s (Ivan & Kieran) and our CRC’s who continue to do such an outstanding job expanding and improving our rugby environment across the County.

We are very fortunate to have a group of people that are so dedicated to growing and improving our game.

Player Recruitment and Retention

We continue to search for new initiatives and models of good practice that can help to improve the Player Numbers in our Clubs.

Our RDO’s and CRC’s have access, through the RFU, to all of the success stories across the Country. Your Club can take advantage of that knowledge base to see if there is anything being done at other Clubs that might benefit your Club.

Volunteers

We will continue to seek new and better ways to promote Club and County Volunteer Recognition. As with last year our programme would have joined forces with the RFU Mitsubishi Volunteers Recognition scheme and would have resulted in a awards evening in early June. Whilst this has been postponed, we will ensure once we are safe to do so an event to recognise our volunteers will be held.

Volunteering is vitally important to the delivery of Rugby in Hampshire, whether it be at a Club or County Level, you can never have enough Volunteers and the reality is that many Clubs and the County Committees rely on a small and ageing group. We MUST find, and engage with, the new blood within the Hampshire Rugby Family that will take us forward into the future seasons.

We need a real and sustained injection of younger people with new ideas and the enthusiasm to make things happen to improve rugby in our County.

With this in mind as a CB we funded the Leadership Academy with a large group of identified leaders in our clubs attending. This course started as normal but moved to online sessions due to the pandemic. Ultimately this course ended up being suspended and it will resume once we are able to do so. I would especially like to thank Carole Therwall-Jones and Alex Thompson for their help in organising this course. Despite this not being centrally funded by the RFU, we as a CB have stepped forward to cover the financial cost for the benefit of our clubs.

If your Club was not able to take full advantage with what was on offer, then now is the time to contact your RDO and Hampshire RFU to see what can be done.

The RFU and Hampshire RFU may have a number of funding initiatives that could benefit your Club. All it takes is a Phone call, email or visit the Hampshire Web Site to find out what may be available to help improve your Club Facilities.

We will continue to improve and expand on our club facilities programmes over the coming season so that all Clubs (with or without Clubhouses) can apply for support. We have a team of willing and experienced Volunteers that work with the RFU staff to make sure that our Clubs have Quality Facilities Projects that we can take to the appropriate Funding sources.

If your Club is considering a Facilities Project in 2020/21, please contact your RDO or one of our Volunteer Team (Terry Foreman, Steve Benson) for guidance as early in the project as possible.

We ran our first Club Development conference at the start of this season which was a great success and some good areas identified for improvement. Our aim will be to run another one when we can bring RFU Subject Matter Experts (SMEs) and others to speak and advise you the clubs on key topics which effect clubs on a daily basis. Please keep a look out for further communications.

We changed to the new Local Rugby Plan (LRP) this season and will look to publish next seasons LRP in due course once we have been able to confirmed funds and focus areas. It’s also important to say we have secured funds from our own CB reserves and an RFU grant help facility return to rugby in Hampshire once it’s safe to do so.

Lastly, I would like to take a moment to Thank everyone on the Club Development Committee for their support, help and innovation over the last season especially in preparing for next season and our transition to the LRP. I look forward to sharing the results of this at next season’s AGM.

GAME DEVELOPMENT REPORT 2019–2020

It is said that absence makes the heart grow fonder and it is to be hoped that will be the case when rugby re-emerges from its enforced lockdown due to the Covid virus. The early end to the season also provides time for reflection and consideration as to what we do and how we do it with a view to giving a better service to our members, clubs and volunteers.

The past season has been, as ever, a busy one for the Game Development Committee which seeks to ensure the best experience for all involved in our sport. I would like to thank each and every one of the Committee for the diligence and hard work they show in trying to enhance the Game for stakeholders.

Reporting into this Committee are individuals who organise and run parts of the game that are fundamental to the safe governance and enjoyment that rugby brings in the County. Somebody has to organise and regulate the competitions, apply discipline where needed, safeguard the interests of players and spectators, coach the coaches, deliver the Youth game etc etc and it is to those volunteers who do that work and report into this Committee that I express both my thanks as Chairman and those of the rugby community at large.

The shutdown has caused casualties in terms of competitions not concluded and our highly regarded Coaches Conference being cancelled but the work continues to ensure that when the time is right, we have a sport that is ready to burst out of the blocks.

It is not a closed group. We are always looking for volunteers to take on roles and look to build a team that has diverse thought and ability to provide solutions to make our game better still. I look forward in the coming season to welcoming new people on board and look forward to a time when social distancing is so “last year” and we can tell tall tales of rugby exploits over a pint at our local club.

YOUTH REPORT 2019–2020

The season has been one of highs and lows. The youth game across Hampshire was going from strength to strength but post-Christmas the weather took its toll on the pitches resulting in many matches being postponed/cancelled and then the season came to an abrupt end as a result of the COVID 19.

This complete break from rugby will present many challenges well in to next season and whilst this is a blow to many rugby clubs it presents an opportunity to reflect, regroup and refresh. The 1000's of volunteers are getting a much-earned rest, albeit probably catching up with DIY and other jobs but have no doubt that they will be keen to come back and be stronger and more dedicated than before.

The Youth competitions were as hard fought as ever and a big thanks goes to Shaun Mildenhall, Arthur Rabjohn, Ray Brooker & Discipline Officer, Gary Self who have spent many hours organising, running and adjudicating the leagues and cups. Thanks also to Julie, Georgia and Caroline for their continued contribution in running youth rugby and to the Safeguarding team led by Sally Walker.

The Youth Forum has been well attended but I would like to remind all clubs that they are all welcome to attend and that it is their platform to be heard. Please take the opportunity and we look forward to seeing you as soon as we are able!

Item 5 – Presentation of Awards

FMT Bunney Trophy for the County Championship Player of the Year. This was awarded to Jake Hewett... Jake plays his rugby at Havant RFC and his outstanding club performances demanded consideration for the county squad this season. In warm-up games against the Navy President’s and full Navy squads, Jake grasped the opportunity and made the No9 shirt his own ahead of some strong competition.

Over the three Championship games Jake was one of a number of players who rose to the challenge of facing teams in Division One of the Bill Beaumont County Championship with squads largely made up of players from National league sides. Despite his lack of experience at this level of Rugby, Jake proved to be one of our main attacking threats, continually occupying the opposition loose forwards, and with the accuracy of his pass, enabled our backs to attack the outside of the opponent’s defences, demonstrated by the percentage of tries scored by our back three. Defensively, Jake was superb, covering well and personally saving a couple of tries, coupled with regular turnovers after making the tackle.

Jake also had the versatility to cover at full back after an injury and created one of our “tries of the campaign” against Kent.

Jake is a credit to Hampshire Rugby and fully deserves the award of the FMT Bunney trophy for 2019 (Jake received the Trophy and Tankard from the president)

The Brian Short Memorial Trophy – Brian Short, former County President, was an enthusiastic supporter of County youth rugby and wanted an annual award to go to a young Hampshire player who epitomised the spirit of Hampshire rugby: not necessarily the best player but one who put in the effort and was a team player.

This year’s winner was Matt Bloomer. Matt achieved his county cap coming off the bench against Berkshire before being moved to second row late in the game. His enthusiasm and support for the team was demonstrated throughout our training sessions and on match days where, as self-elected water boy, he was ready to take the field in any position. Matt encouraged all squad members while taking on personal feedback and developed quickly in the short time we worked with him. As a result, Matt made the starting line-up for our final game against Surrey. Matt demonstrated a great team spirit and work ethic as part of the squad and while keen to impress, listened and acted upon feedback to improve his own personal performance. He is just at the start of what will surely be a long and successful Hampshire career and his energy and “can-do” attitude will be a great asset to the future squads he is involved in. (Matt received the Trophy and Tankard from the president)

The Robbie Keast Awards Robbie Keast, who had played for the County U15’s, 16’s and 17’s; at the age of twenty-two and having just gained first class honours in Engineering at Warwick University, died in a road accident. His family and friends made a very generous donation to Hampshire Schools RFU which has enabled two awards to be made in his memory – one for U16’s and one for U18’s. The Awards are in recognition of commitment, dedication and to a player who shows true qualities of sportsmanship. Robbie’s parents usually attend our AGM to present these awards but were unable to attend this year; they sent their congratulations to both winners and have very generously just donated a further £3000 to Hampshire Rugby to purchase a defibrillator.

The Robbie Keast U16 Award went to Michael (Mikey) Summerfield ‘Mikey’, meets all the criteria for this award. He has noticeably improved in every game throughout the 2018/19 season with ‘stand out’ performances on the field for his Club, Academy and the County side. He is very coachable, a good leader and has communication skills that have made him stand out both in training and on the field. He has put a considerable effort into building his strength and fitness as a front row player, whilst also improving his mobility and core rugby skills. The Club Hampshire U16 Management and Coaching team have no doubts that he will progress further in the game and be a great ambassador for the county youth rugby pathway. The Robbie Keast U18 Award went to Tom Bloomer Tom has been an ever-present member for the County since U14’s, and ever since then he has been a pleasure to have in the squad over the last 5 seasons. He demonstrates consistently the rugby ethos and values and always views the glass as half full rather than half empty. He can communicate at all levels and continually seeks feedback from the coaches, not just for himself but for the squad. Due to these characteristics he was a unanimous choice to be the team captain and now to receive the Robbie Keast Award. His leadership on the pitch cannot be doubted as he inspires by example to all those around him. As a back-row player, he does those things which can turn a game and the number of turnovers he achieves certainly is testament to that. He led the County U18’s to a County Grand Slam unbeaten season.

His absolute commitment to training and his skill as a rugby player gained him selection for the U18 England Counties squad that toured to Ireland. Tom was in both starting XV’s for the matches, with each match ending with a win.

In short, Tom continually demonstrates what is good about County rugby, especially Club Hampshire and is a worthy recipient of this prestigious award. (Tom received the Trophy and Tankard from the president)

The John Sneezum U20 Captains Tankard – was awarded to Nick Blumlein Nick has been a real credit to the squad this season, his spirit and leadership shining through in what was ultimately a disappointing campaign for the U20s. Nick never shirked the responsibility of playing 10 as well as being skipper and did it all with good humour and endless enthusiasm.

Writing this citation, Mike Greenslade said “Having managed Nick for many seasons through the county youth group sides, it has been a real pleasure seeing him develop both as a player but equally importantly, watching how he has personally grown and matured each season. Nick is a huge credit to his family, his home club Petersfield and has been a tremendous asset to Hampshire in the way he has represented the County through all the age group squads. This award is a small token of thanks for all Nick’s efforts, especially this season as U20s skipper and is well deserved. We wish Nick every success in his career and as he moves out of U20s, we will look forward with interest to follow the next stage of his rugby journey.

(Nick was UNABLE to attend to receive the Captains Tankard so it was presented it to Bernie Rhodes from Petersfield RFC (DoR) and they will award it to him at a home game)

Again, this season, Hampshire clubs enjoyed many successes: - Jersey Reds finished solidly in 4th position in the Championship and Guernsey Raiders were 15th in the London and South East Premier, following their promotion last season. Havant came sixth & Tottonians came twelfth in LONDON 1 South, with Camberley (our Out of County Associate club) coming third. In London 2 South-West, Farnham came an impressive second, with Eastleigh coming fifth and Gosport & Fareham coming eleventh.

Winchester topped London 3 South West with Portsmouth and United services following in third and fifth respectively. (The President awarded the plaque) Basingstoke won the HAMPSHIRE Premiership with a perfect record winning all 22 of their matches & the ‘NEWS’ Challenge Trophy. (The President awarded the Cup & Plaque) Alton topped , winning 17 of their 18 matches,& the ‘ECHO’ Cup. (The President awarded the Cup & Plaque) Havant III topped , winning 21 of their 22 matches & the ‘PINNOCK’ Cup. (The President awarded the Cup & Plaques)

In recognition of their service to the Union, six county badges were awarded this year. County Badges are awarded to: Geoff Paice for his long-standing contribution to the Hampshire Rugby Referees’ Society; both as an active referee but also in various “back-room” administrative capacities. Alongside this he has been a member of the Competitions’ Committee, where he has made a significant contribution to the development of League Rugby in Hampshire. (The President awarded the Badge)

Gary Self, for his long association with Club and Youth Rugby in Hampshire, his role as Chairman of Hampshire Youth Rugby and his current contribution as Chairman of the Game Development Committee & as a Board member. (Gary was unable to attend)

Mark Castle for his long association with Club Rugby, his commitment and success on the RFU Administration Course, his subsequent, wide and active roles, firstly in Governance and now as Chairman of the Club Development Committee, and for his always considered contributions to the Management Board. (The President awarded the Badge)

Wayne Hausen for his dedication with the Hampshire Coaching Committee being a great Chairman for the last 4 years and being with the committee in all for 10 seasons. (The President awarded the Badge) Steve Walker for his great commitment to Club Hampshire, over many years in his role as an Age Group Manager.(The President awarded the Badge)

Sharon Evans for her valued Community Rugby Coach work for Hampshire Rugby; over the last 11 years and for assisting her local club Ellingham and Ringwood RFC. She also has supported our Club Hampshire U15 Girls team over the last three years. (The President awarded the Badge)

Item 6 – To receive a Financial Report – The President invited Finance Chairman Richard Showan to speak: -

Richard Showan was unable to attend so Julie Greenslade read out his main points:

1. We were budgeting to break even for this year to 30th June, and I still believe that we will be close to break-even, though the costs are still coming in.

2. Reserves are thus expected to be close to the existing £101,000, once we have finalised the figures.

3. County Office and administration costs are likely to be under-budget (again), largely due to Julie's careful control of costs.

4. Of the £68,136 "Core-funding" from the RFU, we will continue to put 25% (£17,034) towards the costs of running the County Office and administration, and the balance to fund the RFU's" key-drivers" for Hampshire Club Rugby.

5. The funding of Club Hampshire this year has been greatly helped by approximately £14,000 from parents, businesses and other helpers and sponsors.

The President declared the Financial Report received, and there were no questions.

As in previous years, the President requested it minuted that he expresses his thanks and appreciation for the work of our Chairman of Finance Richard Showan and our office team in managing our finances.

Item 7 - To elect the Vice Presidents. The Board recommends that the current Vice Presidents continue in office, and all previously elected Vice-Presidents names shall be shown in the 2019-20 Handbook. There are no new VP nominations for this season.

The President introduced items 8 and 9.

Item 8 - To consider a resolution dis-applying the provisions of the Act relating to the obligation to appoint Auditors.

The Management Board proposes that the Accounts for the year from 1st July 2018 to 30th June 2019 be subjected to an Accountant’s Report and that the requirements for a full professional audit be dispensed with.

The President then addressed all at the AGM...

This time last year, we were making counter-proposals to the RFU’s suggested job cuts in Hampshire, directly affecting our RDOs and CRC’s. Our proposals were approved and we retained 2 RDOs to work with the 2 remaining CRC’s, so we have 4 RFU employees in Gavin Williams’ team covering what 7 were doing before. I remain incredulous that the original proposals showed such a lack of understanding of how the governing body interacts with its foundations, suggesting that one RDO could deal with 52 clubs (without affiliates out of county) in an area the size of Hampshire which includes the Isle of Wight and the Channel

Islands. An organisation which either doesn’t understand its core business, or defines it in very different terms from its own constituent bodies!

The Community game has suffered and endured further cuts, such as in county championship funding (reduced by £4000 in the coming season), offshore travel subsidies being capped and reduced (which we have made up from reserves to maintain the level). Rugby Safe is mandated and a key driver next season, but not funded (covered again by £1000 from reserves). Our Under 20s couldn’t have money for the training sessions of previous years before their tournament started, and they did less well than previously, arguably as a direct result. Many counties have had their aggregated annual funding cut, though we have not, thanks largely to Terry’s lobbying and the work of Mark Castle’s PFR group (which has become LRP or Local Rugby Plan).

After our game went professional in the mid 90s, RFU funding was pledged at 50/50 between the professional and the community game. This had reached an official figure of 62:38 by last season and is heading for two thirds: one third all too quickly. The Community Game Board seems to be the toothless poor relation where RFU priorities are concerned, but with Professional game financial commitments lasting into next year and the East Stand overspend and resultant borrowing; the RFU has nowhere else to go for savings, following the job cuts. No Board salaries have been reduced.

In setting our budgets for the coming year, we have followed the principle that we must not PLAN to make a loss, and so admin costs have been cut to the bone, better, harder procurement practices introduced, and a review determined that, with the demise of HEPT (Hampshire Extended Player Training) ordered by the RFU, we could no longer sustain the paid position of Director of Rugby. The position was therefore made redundant last month. The Board was, however, delighted that Tim Allen agreed to stay on as a volunteer and will continue as Club Hampshire Manager with revised terms of reference. Tim served in the DoR role for over 11 years, and we have of course followed due process in employment law, but in addition, I would like Tim to come forward and accept an engraved tankard marking the county’s appreciation of that service.

I started with the bad news but there is plenty of good news as well. Over the last 12 months, I have seen more Youth Rugby than I had been used to watching, and have been massively enthused by it. The performance and commitment on and off the field is truly fantastic. The work put in by coaches is phenomenal, in county age groups and in our clubs.

I’ve seen every age group except the U18s and our women’s teams, for no reason other than date clashes, but look forward to rectifying that in the new season. That positivity applies to all of them and is why we’re so pleased to retain continuity with Tim staying on. Club Hampshire does SO much good work, AND we constantly strive to improve it. The County Championship senior XV was superb competing in Division 1 for the first time in the current format, and their results seriously didn’t do them justice. If we can restore all of the spending and add to it, to enable better preparation through sponsorship, then we will, and this is a priority for next season and beyond.

I have been to around half of our clubs last season and see the same commitment and enjoyment in the game as I saw in County teams. These visits have often been to deliver RFU accreditation awards, which bear testament to the high standards achieved, the excellence among our volunteers, particularly on club committees and in coaching, and the first rate work of our RDOs. There is SO much for the people delivering this to be proud of, not least the players.

On 28th June at Winchester, I was privileged to present our volunteer awards. Mark Castle and his team had to whittle down over 1500 nominations to the 60 or so plaques presented on the night. The nominations figure speaks volumes, but I was really impressed and delighted by the number of young people receiving awards, and by the number of women – around 50%. These good folk were a snapshot of the future of Hampshire rugby, and it is in pretty good shape.

As with all voluntary work, people have to call time, either to move on to other roles or because they have done their bit and just want to sit in the stands or go for a drink with their mates. We have 3 more engraved tankards to mark appreciation for services rendered, 2 of whom are here.

Wayne Hausen has received a county badge tonight, and has given over ten years to the coaching committee. We would like to mark that before Wayne takes on the Chairmanship of Totts, which might be even more demanding, so, Wayne, please come forward. (The president awarded Wayne a glass tankard)

Gary Hemmings is the other recipient. When I started chairing Governance in 2008, Gary was on that Committee as Secretary of Competitions. He succeeded John Collins as Chairman for the next 3 years, then passed the baton and retired (again as Committee Secretary) at the end of last month, in his second decade of service to Competitions. This is in addition to all he has done for his club unfortunately Gary can’t be here this evening.

Alan Morgan is the other recipient in recognition of his successes over several years with the Under 20s, but can’t be here this evening.

I wish everybody an enjoyable season and as many as find it possible, a successful one as well. Thank you for coming here this evening and for all you do for rugby in Hampshire.

Item 1

1.1 To receive the Union’s Financial Statements for the financial year ended on 30th June, 2019 and the Reporting Accountant’s report thereon and to make any suitable order in respect thereof.

RDS stated that hopefully all persons present have had the chance to look at the figures, last year as before he said that when Jed ran the figures we always made a profit and in the 3 years I have been doing the accounts the first two years we made a loss. This year I can pleased to say we had a £6000 surplus – which will be put to good use this season. RDS then went over the figures on pages 3, 7 and 8 to explain why he had presented them like that. He hopes things are clearer to understand now. RDS thanked JG and the Management Board for assistance over the last season.

It was asked if the RFU states how much we have to hold in reserves. RDS replied that there is no amount. He added that we are looking to use some of the reserves later to assist special projects in clubs whether it be to fund, be a loan or a bursary. He suggested that through Ivan and Kieran he is happy with the Board to look at club projects.

It was asked about the disparity on Club Hampshire spending and HEPT. It was explained that the larger amount this last season was due to all the salary for the Director of Rugby for Club Hampshire being paid a salary and travel expenses and then the redundancy pay off as he is now a volunteer in post as Manager of Club Hampshire. This item will be reduced dramatically next season as it will just be the Manager of Club Hampshire travel expenses.
