Borderization in Georgia: Sovereignty Materialized Edward Boyle∗ Abstract This paper shall examine the process of borderization that has been proclaimed as occurring along the Georgian-South Ossetian boundary. This boundary is one that remains largely unrecognized, as the claims of the Georgian state to sovereignty over South Ossetia are accepted by the majority of the international community. The crucial exception to this is Russia, under whose aegis this process of borderization is occurring. The result is the creation of a physical barrier around the territory of South Ossetia, one that seeks to materialize what was previously an administrative fiction on the ground, halting the movement of people and goods across this border and dividing people from their livelihoods. The paper shall consider what meaning this fencing has within the context of Georgia’s borders, and reflect upon the larger lessons that can be drawn for the concept of sovereignty and the status of borders in the contemporary world. Reporting the Border On April 15, 2014, three crew members of a Tbilisi-based television station were detained by Russian forces close to the village of Adzvi bordering South Ossetia. TV3 announced that its reporter Bela Zakaidze, cameraman Vakhtang Lekiashvili and broadcast technician Mikheil Mikhoev had been detained while working on a report about the shifting of the boundary between South Ossetia and Georgia deeper into Georgian-controlled territory. RES, South Ossetia’s official news agency, citing the South Ossetian Special Envoy for Post-Conflict Issues, Murat Jioev, reported that “three Georgian citizens were detained in the vicinity of South Ossetia … for violating the state border.” 1 Russia’s Ministry of Foreign Affairs issued a statement that Russian border guards, protecting the boundary between Georgia and South Ossetia as per the agreement between the governments of Russia and South Ossetia, had arrested three Georgian journalists and that, “According to the rules the detainees were transferred to the South Ossetian authorities. -

Till Spanke writes that while two previous referendums have been held following the territory’s declaration of independence from Georgia in 1990, a further referendum is unlikely to be welcomed in either Tbilisi or Moscow. He argues that there are few immediate advantages for Russia of pursuing a unification in the current climate and it is likely South Ossetia will come under pressure to delay or cancel the referendum process. South Ossetia, a breakaway region on the territory of Georgia in the South Caucasus, has announced its plan to hold a referendum on unification with the Russian Federation. This development may not come as a surprise for observers of the region, yet the announcement puts Georgia and Russia in a difficult situation as it comes at an inconvenient point in time for both countries. The region’s de facto president Leonid Tibilov informed the media on 19 October about his decision to initiate a referendum on joining the Russian Federation after a meeting with Vladislav Surkov, the Russian president’s advisor for separatist matters, according to the South Ossetian news agency Res. This would be the third referendum of its kind since 1992. South Ossetia and Russia South Ossetia declared independence from Georgia in 1990, which ultimately resulted in the South Ossetian War of 1991 and 1992 that was fought between Georgian and South Ossetian forces. -

Алексидзе Левин - О несостоятельности попыток Абхазской стороны в конфликте в Абхазии-Грузия, юридически обосновать "право Абхазии на самоопределение, вплоть до отделения от Грузии" UNSOUND ENDEAVOURS OF THE ABKHAZ SIDE TO THE CONFLICT IN ABKHAZIA, GEORGIA, TO PROVE THE LEGITIMACY OF CLAIMING "THE RIGHT OF ABKHAZIA TO SELF-DETERMINATION, INCLUDING SECESSION FROM GEORGIA" In the course of armed conflict imposed onto Georgia in 1992-1993 in one of the histori- cal regions of Georgia-Abkhazia, a separatistically minded part of ethnic Abkhazians (repre- senting a little bit more than 17% of populations in the region) was able to submit the almost entire region to its control with the support of foreign mercenaries and armed military for- mations. On the 12 of October 1999 so called parliament of Abkhazia adopted "Act on State Independence of the Republic of Abkhazia". These claims were stipulated from the very be- ginning of 1993 by the International Community of States like the UN, OSCE and later by the European Union and the Council of Europe. However, the separatists are still making attempts to prove their rights to secession. The eloquent proof to that is a seminar on "State- legal Aspects of the Settlement of Abkhaz-Georgian Conflict" hold in Pitsunda (a small town in Abkhazia, Georgia) under the auspices of the Council of Europe and the UN on the February 12-13, 2001. During last time the separatists have intensified their efforts to prove their rights to se- cession using several arguments, in particular distorting a real status of Abkhazia within the borders of Georgia in 1918-1921 and 1922-1993. -

That is a question that is constantly present in the South Ossetian public space. Since the dissolution of the Soviet Union, two referendums have been held in South Ossetia on the issue of state sovereignty (in 1992 and 2006). Since 2015, many proclamations have been made by South Ossetian politicians about preparations for another referendum on the subject. In the case of South Ossetia, what one would think as dichotomous ideas – independence and unification with Russia – are in fact overlapping concepts. The aim of this paper is to contribute to a closer understanding of the puzzling current reality in South Ossetia in terms of the debate on unification versus independence. -

We then compare these estimates against those similarly obtained for the parent states to gauge the impact of non-recognition as sovereign states on economic activities. The estimated economic growth rates do not differ much between the breakaway territories and their parent states, suggesting that the economic impact of non-recognition as states may be fairly limited. Immediately after, wars of secession broke out in three of these newly independent states: Azerbaijan, Georgia, and Moldova. Secessionists, consisting of minority ethnic groups in each republic, succeeded in taking over their territories and declared their independence from the parent states. -

A Historical-Geographic Review of Modern Abkhazia by T. Beradze, K. Topuria, B Khorava Abkhazia (Abkhazeti) – the farthest North-Western part of Georgia is situated between the rivers Psou and Inguri on the coast of the Black Sea. The formation of Abkhazia within the borders is the consequence of complicated ethno-political processes. Humans first settled on the territory of modern Abkhazia during the Paleolithic Era. Abkhazia is the place where Neolithic, Bronze and Early Iron Eras are represented at their best. The first Georgian state – the Kingdom of Egrisi (Kolkheti), formed in 15. to 14. century BC, existed till the 2.century BC. It used to include the entire South-Eastern and Eastern parts of the Black Sea littoral for ages. The territory of modern Abkhazia was also a part of the Egrisi Kingdom. Old Greek historical sources inform us that before the new millennium, the territory between the rivers Psou and Inguri was only populated with tribes of Georgian origin: the Kolkhs, Kols, Svan-Kolkhs, Geniokhs. The Kingdom of Old Egrisi fell at the end of the 2.century BC and was never restored till 2.century AD. Old Greeks, Byzantines and Romans called this state - Lazika, the same Lazeti, which was associated with the name of the ruling dynasty. In 3. and 4. centuries AD, entire Western Georgia, including the territory of present Abkhazia, was part of this state. Based on the data of Byzantine authors, the South-East coastline part of the territory – between rivers Kodori and Inguri - belonged to the Odishi Duchy. The source of the Kodori River was occupied by the Georgian tribe of Misimians that was directly subordinated to the King of Egrisi (Lazeti).
