Space programs keep us safe, grow our economy and advance the progress of civilization as no other field can. As we face our difficult fiscal challenges, it’s important to remember that investments in space keep our nation second to none in ways that nothing else can. Most Americans recognize space as a key expression of our national character. A Pew Research Poll found in 2011 that nearly 60 percent of Americans believe the United States should continue to lead the world in space exploration. They know our space programs are a globally recognized brand of American ingenuity. The recently landed Mars Rover Curiosity was the latest reminder that our space capabilities are the crown jewels of our nation. Less known is the indispensible value space systems bring to our everyday lives. Space provides irreplaceable capabilities for defense, public health, finance, medicine, energy, agriculture, transportation, development and countless other fields. Investments in space programs are precisely about improving and protecting life on Earth. Today, it’s not just about launches. Astronauts on the International Space Station are researching vaccines in microgravity lab conditions that can’t be replicated on Earth. Earth observation satellites and the Global Positioning System prepare and guide first responders during disasters like the 2010 earthquake in Haiti. Weather satellites provide advanced warning to the emergency response officials and the public about hurricanes and other severe storms and help save lives when other natural disasters strike.

    Chapter 13 The “Von Braun Paradigm” and NASA’s Long-Term Planning for Human Spaceflight Michael J. Neufeld In 1994, political scientist and space historian Dwayne A. Day coined the term “von Braun paradigm” to describe what he saw as an entrenched—and counterproductive—NASA long-term strategy for human spaceflight.1 Roughly speaking, he boiled that strategy down to: space shuttle → space station → Moon → Mars. Day was responding to the ignominious failure of President George H. W. Bush’s Space Exploration Initiative (SEI) from 1989 to 1990, which he, like many others, blamed on the space agency’s penchant for gigantomania in its human exploration program. In response to the presidential announcement on the steps of NASM on the 20th anniversary of Apollo 11, NASA’s 90-day study group advocated building, on the foundation of the Shuttle and then-projected space station, a lunar base and an ambitious spacefaring infrastructure that within 20 or 30 years would lead to a permanent human foothold on Mars. The cost turned out to be politically suicidal: several hundred billion dollars. The 90-day study reprised the Space Task Group report of 1969, which was an almost equally ignominious political failure. From that earlier proposal for a grand (or grandiose) post-Apollo space program, NASA salvaged only a scaled-back version of its first goal: a winged, reusable Space Shuttle.2 1. © Smithsonian Institution. Hitler’s reich, in the war’s last days, introduced rock- ets, jet fi ghters, V-1 unpiloted aircraft, lethal V-2 missiles, and a host of other military advances. The nations on the verge of defeating Germany naturally wanted to exploit these developments and make the new war-making capabilities their own. Thus erupted a spontaneous international race to acquire equipment, documents, engineers, and scientists who produced the German weaponry advances. The pressing need to secure the cream of enemy assets was obvious, and the Joint Chiefs of Staff on July 20, 1945 codifi ed many different intelligence efforts into Project Overcast. This provided the initial guidelines for seizing, holding, using, and returning enemy nationals. After the surrender of Japan, however, protests broke out over the use of former enemy personnel for national military purposes. This forced a name change, and, in March 1946, the effort to gather top-secret Nazi technology became known as Project Paperclip. The term “Paperclip” stemmed from the fact that dossiers of the most highly valued scientists were fl agged with paperclips. The initial driving factors behind Overcast-Paperclip were complex. The NASA photo armed services wanted to use German capabilities in the war against Japan. The State Department’s primary concern was preventing a resurgence of German might, as had occurred after World War I. Underlying this was a pervasive desire to exploit the intellectual capital of the former enemy for the future.
