I am directed by the Secretary of State to say that consideration has been given to the report of Paul Griffiths BSc(Hons) BArch IHBC, who made site visits on 17 November 2015 and 17 December 2015 into your client’s appeal against the decision of Cornwall Council to refuse planning permission for a single wind turbine of max. 77m to tip, along with associated infrastructure, including an access track, and electrical housing in accordance with application ref: PA14/06447, dated 9 July 2014. 2. On 2 July 2016, this appeal was recovered for the Secretary of State's determination, in pursuance of section 79 of, and paragraph 3 of Schedule 6 to, the Town and Country Planning Act 1990, because the appeal gives rise to important issues for the application of the Wind Farm policy and the appeal is therefore being recovered because of the particular circumstances. Inspector’s recommendation and summary of the decision 3. The Inspector recommended that the appeal be allowed, and planning permission granted, subject to conditions. 4. For the reasons given below, the Secretary of State agrees with the Inspector’s conclusions, except where stated, and agrees with his recommendation. He has decided to allow the appeal. -

Public Participation – The applicant of PA20/06861 advised members he was unaware there was a disabled bay where the access to the new properties would be and has submitted a new amended design to CC. The Planning agent for PA20/04142 advised the application went before members back in July and CC advised they would not support the holiday accommodation and asked the applicant to submit revised plans on a smaller scale. The new design is a smaller annexe which would be solely for the use of members of the family and would have a condition tying it to the main dwelling. -

SELLY Rollinson, G.K., Le Boutillier, N. and Selly, R. 2018. Cobalt mineralisation in Cornwall – A new discovery at Porthtowan. Geoscience in South-West England, 14, 176–187. Although cobalt mineralisation has been noted in Cornwall and Devon in the mining literature, there are limited details of its production and paragenesis; detailed mineral studies of cobalt are almost non-existent. This paper describes in detail previously unrecorded cobalt mineralisation discovered at Porthtowan, Cornwall, in the vicinity of old workings which are part of the Wheal Lushington group of mines, immediately west of the village. A small number of massive sulphide/gangue samples (taken from a larger sample suite) were chosen to be as representative as possible. Analysis was carried out using a QEMSCAN® automated mineral SEM-EDS system, which found that samples contained up to 50% cobaltite, along with chalcopyrite, bornite, galena, sphalerite, acanthite, erythrite, matildite, chlorargyite and other primary and secondary mineral species. This assemblage is typical of a sub-type of crosscourse mineralisation, with secondary species a result of significant weathering and supergene alteration, complicated by seawater infiltration due to the coastal location.
