F18 Corporate Tax Avoidance

Ten conference representatives Mover: Stephen Williams MP (Co-Chair, Parliamentary Party Committee on the Treasury) Summation: Baroness Kramer (Co-Chair, Parliamentary Party Committee on the Treasury)

1 Conference believes that all corporations should pay their fair share of tax in countries where they 2 make a profit, ensuring that they do not artificially avoid tax to the detriment of the communities 3 in which they operate, both in the UK, globally and especially in developing countries where tax 4 revenue is a route out of aid dependence.

5 Conference notes the Coalition’s ongoing work to ensure a fair tax system at home and abroad, 6 specifically:

7 i) The introduction of a General Anti-Abuse Rule (GAAR) which outlaws wholly artificial and 8 aggressive tax avoidance by individuals and companies in the UK. 9 ii) The increase in resources for HMRC to tackle tax dodging. 10 iii) The commitment to focus the G8 Presidency in Lough Erne and work within the G20 11 to tackle multinational corporate tax avoidance, such as the practices reportedly used, 12 for example, by Starbucks, Facebook and Amazon, to avoid vast amounts of tax in the 13 countries in which they are profitable.

14 Conference calls on Liberal Democrat Ministers in the Coalition Government to:

15 1. Ensure that the recommendations of the International Development Select Committee 16 report Tax in Developing Countries are implemented so that developing countries are able to 17 use tax as a way out of aid dependency, specifically:

18 a) Introduce legislation requiring tax authorities to automatically share information relating 19 to UK citizens and corporations. 20 b) Enact legislation requiring each UK-based multinational corporation to report its 21 financial information on a country-by-country basis. 22 c) Assess new primary and secondary UK tax legislation against its likely impact on 23 poverty reduction and revenue-raising in developing countries. 24 d) Assist developing countries to enhance the expertise of their own tax assessment and 25 collection agencies.

26 2. Press for UK legislation to be amended to ensure that HMRC has greater powers over the 27 disclosure of tax avoidance schemes by UK-based companies.

28 3. Insist that multinationals operating in the UK disclose all their intra-group transactions, sunday 29 which may be used to shift taxable profit out of the UK; to do this HMRC needs expanded 30 information powers, which could be used in tax returns or disclosure regimes like Disclosure 31 of Tax Avoidance Schemes (DOTAS).

32 4. Consider lodging UK Corporation Tax returns for inspection at Companies House.

21 However, more needs to be done – to further develop the manufacturing sector, conference calls 22 for:

23 1. A further round of funding through the Regional Growth Fund – this funding will encourage 24 new investment in manufacturing, increase manufacturing capacity, and lead to further job 25 creation and preservation, while ensuring a continued commitment to a geographically 26 rebalanced economy. 27 2. Government, which is best placed to bring UK manufacturers together, to take the lead 28 in key manufacturing clusters, as identified in the Industrial Strategy – it should facilitate 29 collective R&D where there is a common industry agenda, and overcome the challenges in 30 the UK supply chain in partnership with manufacturers. 31 3. Government to continue its commitment to apprenticeships, and, additionally, to promote 32 science education in schools and science and engineering degrees at universities – these 33 are essential for building the skills sets necessary to support a strong manufacturing sector. 34 4. Government to make the UK a centre of excellence for manufacturing renewables-related 35 equipment, to set a long term energy policy which will unlock investment in renewables and 36 make the UK a manufacturing hub for these products.
