Citation 1. This order may be cited as the Town and CountryPlanning (Portland Parish) Provisional Development Order, 2013. Interpreta­ 2. In this Order- tion. "the Act" means the Town and CountryPlanning Act; "base station"means a structure,fixed or mobile, consisting of transmitters and receiversthat are connected to antennae by feeder cables and may be microcell, macrocell or picocell. 3508258 PROCIAMATIONS,RULES AND REGULATIONS [JUNE21, 2013 ''theAuthority" has the meaningassigned to it by section 2 of the Act; "building" in relation to outline permission, does not include plant or machinery or a structure or erection of the nature of plant or machinery; "broadcasting"has the meaning assignedto it by the Telecommunications Act andthe Broadcasting and Radio Re-DiffusionAct; "conservation areas" means an area of special architectural or environmentalinterest, the character or appearance of which it is desirable to preserve or enhance; "development" has the meaning assigned to it by section 5 of the Act and "develop" shall be construed accordingly; "development area" means the area specified in Part 1 of the First Schedule; "erection" in relation to buildings includes extension, alteration andre­ erection; "fillingstation" means land, building or equipment used forthe sale or dispensing of petrol or oil formotor vehicles or used incidental to thesale or dispensing of petrol or oil formotor vehicles, and where any partof such land building or equipment is used foranother purpose, shall include the whole, whether or not the use as a fillingstation is the predominant use of such land or building; "landscaping" means the treatment of land (other thanbuildings) being thesite or part of thesite in respect of which an outline planning permission is granted forthe purposeof enhancing or protecting the amenities of the site and the area in which it is situated and includes screening by fence,walls or other means, the planting of trees hedges, shrubs,or grass, the formationof banks, terraces or otherearth works, and the layingout of gardens or courts and the provision of other amenity features; "local authority" has the meaning assignedto it by section 2 of the Act; "local planning areas" means the areas specified in Part II of the First Schedule; "local planning authority", has the meaning assignedto it by section 2 of the Act; "macrocell" .means a base station that provides the largest area of signal transmission coverage and capacity within a mobile network; "mast" means a ground-based or roof-top structure that supports antennae at a height where they can satisfactorily transmit and receive radio waves; JUNE21,2013] PROCLAMATIONS,RULES ANDREGULATIONS 350B259 "microcell" means a base station that provides additional signal transmission coverage and capacityto macrocells; "Minister" has the meaning assignedit by section 2 of the Act; "mobile network" has the meaning assigned to it by the Telecommunications Act; "national parks" has the meaningassigned to it by the Natural Resources Conservationm AuthorityAct; "national monument" has the meaning assignedto it by section 2 of the Jamaica National Heritage TrustAct; "operators" mean those who own or operate a telecommunication/ broadcast mast/tower, base station, macro cell, micro cell and or picocell; "outline planningpennission" meansplanning pennission forthe erection of a building which is applied for by the applicant directly and is granted subject to the subsequent approval of reserved matters submitted by the applicant to thelocal planning authority; "permitteduse class" has the meaning assignedto it by paragraph6; "picocell" meansa base station, usually located within existing buildings, which provides more localised signaltransmission coverage than a microcell; "portland" means the area prescribed in PartI of the First Schedule; ''preservation scheme" has themeaning assigned to it by the Jamaica National Heritage Trust

AGRICULTURE, DISCOURSE, AND PRODUCING LANDSCAPES IN ST. ELIZABETH, JAMAICA By Gary R. Schnakenberg This dissertation research examined the operation of discourses associated with contemporary globalization in producing the agricultural landscape of an area of rural Jamaica. Subject to European colonial domination from the time of Columbus until the 1960s and then as a small island state in an unevenly globalizing world, Jamaica has long been subject to operations of unequal power relationships. Its history as a sugar colony based upon chattel slavery shaped aspects of the society that emerged, and left imprints on the ethnic makeup of the population, orientation of its economy, and beliefs, values, and attitudes of Jamaican people. Many of these are smallholder agriculturalists, a livelihood strategy common in former colonial places. Often ideas, notions, and practices about how farms and farming ‘ought-to-be’ in such places results from the operations and workings of discourse. As advanced by Foucault, ‘discourse’ refers to meanings and knowledge circulated among people and results in practices that in turn produce and re-produce those meanings and knowledge. Discourses define what is right, correct, can be known, and produce ‘the world as it is.’ They also have material effects, in that what it means ‘to farm’ results in a landscape that emerges from those meanings. In Jamaica, meanings of ‘farms’ and ‘farming’ have been shaped by discursive elements of contemporary globalization such as modernity, competition, and individualism.

    History of Portland The Parish of Portland is located at the north eastern tip of Jamaica and is to the north of St. Thomas and to the east of St. Mary. Portland is approximately 814 square kilometres and apart from the beautiful scenery which Portland boasts, the parish also comprises mountains that are a huge fortress, rugged, steep, and densely forested. Port Antonio and town of Titchfield. (Portland) The Blue Mountain range, Jamaica highest mountain falls in this parish. What we know today as the parish of Portland is the amalgamation of the parishes of St. George and a portion of St. Thomas. Portland has a very intriguing history. The original parish of Portland was created in 1723 by order of the then Governor, Duke of Portland, and also named in his honour. Port Antonio Port Antonio, the capital of Portland is considered a very old name and has been rendered numerous times. On an early map by the Spaniards, it is referred to as Pto de Anton, while a later one refers to Puerto de San Antonio.     Jamaica’s Port Antonio and Ocho Rios by Lee Foster The Jamaica of my experience proved to be an intriguing but challenging destination to recommend. I looked at old Port Antonio, where tourism began in Jamaica a hundred years ago. After that immersion, I visited the more modern Ocho Rios, where the newer phase of planned all-inclusive resort tourism greets the traveler. In this article, I compare these two faces of Jamaica today. The Jamaica I encountered was a Caribbean island with dependable warmth to thaw out wind-chilled northerners, with a reportedly glorious sun (even though it rained a little during my November trip), and with some lovely cream sand beaches (such as at my Dragon Bay Hotel in Port Antonio or Renaissance Jamaica Grande Resort in Ocho Rios). Port Antonio After flying into Kingston, I was driven across the mountains to Port Antonio. Be sure to have your hotel send a van to do this drive or get a local air shuttle from Kingston to Port Antonio or to Ocho Rios. The winding, potholed roads are challenging, even if you are skilled at driving on the left side of the road. Palatial villas of the rich in the hills above Kingston contrast dramatically with the grinding poverty of the countryside. If you are bothered by poverty, this island, beyond the perimeters of the all-inclusive resort, will disturb you. I admired some of the creative and energetic young Jamaicans, such as those who administer Mocking Bird Hill Hotel in Port Antonio, for trying to revitalize the area with an eco-tourism emphasis.

    WT/TPR/S/42 Trade Policies Review Page 84 IV. SECTORAL TRADE POLICIES (1) OVERVIEW 1. Jamaica continues to use trade policies and incentive schemes geared at promoting specific sectors. The National Industrial Policy identifies these sectors, focusing on activities where a comparative advantage is perceived to exist, such as tourism and on identifying others where it could be developed through policy actions, such as data processing and systems development. 2. Traditionally, Jamaica's endowments led to the development of activities linked to certain agricultural crops and minerals. Although agriculture and mining remain important, both sectors have lost GDP share to services and manufacturing. A number of incentives promote activity in manufacturing, including income tax exemptions, and import duty concessions for production for export outside of CARICOM. The main exporter in manufacturing is the textiles and clothing subsector, although the industry has been suffering from a loss of competitiveness and inability to fill bilateral export quotas in the past few years. A substantial part of the garment industry is located in free zones. 3. Jamaica's tariff structure offers higher levels of protection to goods with high value added and to agricultural products (Chart IV.1). Goods used as inputs are generally granted duty-free access. 4. The services sector is the largest and fastest growing in the Jamaican economy. Among services, tourism is the main earner of foreign exchange, generating around US$1.13 billion in 1997. After a period of privatization and reform, activities in the services sector have been largely liberalized, few restrictions remain and national treatment is prevalent.
