Mission

The Hong Kong Christian Council is the ecumenical body of Christian churches, organizations and institutions in Hong Kong. Founded in 1954, the Council promotes a united witness and outreach to the whole society. It is the visible sign of church unity in Hong Kong, promoting the spirit and work of the ecumenical movement.

Annual report 2012/2013 27 July 12, 2013 Statement on Hong Kong’s Constitutional Development

Hong Kong Christian Council recognizes that Hong Kong’s constitutional development has been based on the guiding principles from the Sino-British Joint Declaration and the Basic Law, which are “one country, two systems”, “Hong Kong people ruling Hong Kong”, and “a high degree of autonomy”. The Basic Law promises that Hong Kong would fi nally achieve universal suffrage to elect the Chief Executive and all legislative councilors. As a Christian ecumenical body, Hong Kong Christian Council believes that God creates human beings equal in nature and gives us the rights and duties to rule the earth with ample space for governance. Hong Kong is heading towards universal suffrage in 2017, and Hong Kong Christian Council reiterates its standpoint which has always been that Hong Kong needs to actualize universal suffrage in electing the Chief Executive and all legislation councilors, and to speed up the progress of democracy. The Council also recognizes that universal suffrage must follow the principles laid out in the International Bill of Human Rights of the United Nations. Universal suffrage should not involve implementation of a screening mechanism for selecting Chief Executive candidates and should abolish the functional constituencies.

Currently, the Government is viewed with low trust and confi dence according to public opinion polls, and it is a difficult time to implement any policy. There are increasing social problems and conflicts among different groups. The Council is deeply concerned that the society will be torn apart. The slow pace of constitutional development and the negative sentiments of citizens are holding the society captive. Therefore, in order to ease internal confl icts, strengthen the space for dialogue, and gain the consensus of Hong Kong people, Hong Kong Christian Council earnestly calls for early release of the constitutional development timetable from the Hong Kong Government. The Government should launch the bill on constitutional development for consultation before the end of 2013, so that Hong Kong people will have suffi cient time for discussion, allowing constitutional development to grow steadily and draw a new blueprint for Hong Kong’s future development.

The Council has always held the position that other than universal suffrage for electing the Chief Executive, Hong Kong’s constitutional development also needs to straighten out the relationship between the Executive and Legislature, to review the effi ciency of the Principal Offi cials Accountability System, to improve the representativeness of the Advisory and Statutory Bodies and to promote more civic participation at the district levels. Therefore, Hong Kong’s constitutional development will have more comprehensive and healthy progress, and democracy will be actualized.

The Council also advocates that Hong Kong people, while cultivating the spirit of democracy, need to learn to listen to different opinions and to have mutual respect. They should be capable of resisting the use of violence, look for common ground among differences and seek consensus, so that a loving, just, peaceful, democratic and inclusive society will be built together. The Church is the messenger and servant of God. We are willing to take up the role of peacemakers, preaching and practicing the gospel of reconciliation. The Council calls upon all Christians to be a bridge among people, to take away barriers and confl icts, letting love, justice and peace fl ow on the earth so that people can truly enjoy the abundant life given by God.
