Wong Tai Sin District Office 2016-17 Work Plan

Purpose

This Paper aims to introduce the work plan of District Office (WTSDO) for 2016-17.

Tasks in Progress

2. In 2016-17, WTSDO has continued to perform its regular duties including to support the operation and activities of the District Council and area committees, to reflect views of local personalities to relevant departments for appropriate follow-up actions, to encourage owners of buildings to establish owners’ corporations and to offer advice and appropriate assistance regarding the building management issues, and to assist government departments to collect views from local personalities on their proposals. The main work being carried out by WTSDO this year is briefly introduced in the Annex.

Major Initiatives in 2016-17

3. In 2016-17, WTSDO will continue to work closely with the Council (WTSDC), local personalities and government departments to facilitate the communication between the Government and the public at the district level, to step up efforts to promote the development of district administration, to strengthen community liaison, to enhance facilities in the district, to beautify the living environment, and to offer advice and appropriate assistance on building management issues. Moreover, WTSDO will implement the following four initiatives in particular:

(a) implementation of project(s) proposed under District-led Actions Scheme in Wong Tai Sin District;

(b) continuation of the projects under Signature Project Scheme;

(c) continuation of the promotion of the development of Youth Network in Wong Tai Sin District; and

(d) assisting the work for the 2016 Legislative Council General Election.

5_DC[P28](69-2016)-e 1 District-led Actions Scheme

4. To address local residents’ demand for more libraries in the district, the Wong Tai Sin District Management Committee (DMC) has proposed to set up a pilot community resource centre (CRC) with provision of library services in the district under the District-led Actions Scheme (DAS). Apart from the library services, the proposed CRC will also include an information corner to provide residents with the latest information which meets their needs, including details of the new services rolled out by the Government, eligibility and forms for application for allowances and subsidies, the latest traffic information, district job vacancies posted by the Labour Department, etc. At the same time, the CRC will also provide newspaper and periodicals services, as well as a study room that bring benefits to residents of different age groups.

5. In the DC Meeting held on 22 March 2016, WTSDC, upon discussion, endorsed to take forward the CRC under DAS in response to the pressing demand for additional libraries and study rooms in the district as soon as possible. In the meeting of WTSDC held on 10 May 2016, it was endorsed that the CRC will be set up in Units 105-106, G/F, Kai Fai House, Choi Wan (II) Estate (approximately 70 square metres).

6. In the meeting held on 1 June 2016, DMC approved the site selection at Kai Fai House. WTSDO has made an open invitation for applications from non-profit-making organisations in the district for setting up and operating the CRC, WTSDO would also arrange briefing sessions and site visits for the interested organizations. It is expected that the CRC can be commissioned at the end of this year for the provision of services to the residents in the district.

Signature Project Scheme

Expansion and Improvement of Wong Tai Sin Square

7. The Expansion and Improvement of Wong Tai Sin Square commenced in the fourth quarter of 2015. Given that the works goes smoothly, the project is expected to be completed in the fourth quarter of 2016. After the works completion, the area of the square will increase by 40%, and the venue will be equipped with various facilities such as a performance stage with changing rooms and a cover over the spectator area. These will enable the public to participate the activities in a more comfortable environment. Organisations can also further capitalise this popular venue to organise different events.

5_DC[P28](69-2016)-e 2 Enhancement of Leisure Facilities of Morse Park

8. The Enhancement of Leisure Facilities of Morse Park commenced in the first quarter of 2016 and is expected to be completed in the first quarter of 2018. The works include the extension of the existing performance stage, improvement of seats and construction of a cover which can effectively shield users from sunlight. After completion of works, the performers and audience can make use of the facilities more efficiently and increase their usage rate so that more different kinds of activities such as operas and dramas can be organised.

Wong Tai Sin Youth Development Network

9. The HKSAR Government has been putting much emphasis on youth work all along and is committed to providing diversified development and learning opportunities for young people. Since 2014-15, WTSDO has obtained additional resources and established the Wong Tai Sin Youth Development Network (WTSYDN) with a view to strengthening the communication and connection between the Government and youngsters at district level. The core group of WTSYDN is composed of nine outstanding young people or brilliant students in the district. Together with the six consultants from the business sector and the community, they design and plan programmes under the “Wong Tai Sin‧Move it up” project.

10. WTSYDN is guided and led by the youth in the district with aims including “Know the Community”, “Serve the Community” and “Contribute to the Society”. It recruits young people in the district to join them as “Youth Pioneers”. Through diversified youth activities, training and community services, WTSYDN leads the young people to establish a positive outlook on life, widen their horizons, and promote community development together. At the same time, it also allows the community to understand the young people in a positive way.

11. Since its establishment, WTSYDN has organised more than 80 activities covering six areas, including team building, career planning, knowing the community, caring for the community, contributing to society and overseas exchange. Among them, the activities most welcomed by the young people include “Lion Cubs Drawing Competition and Exhibition” ( 獅子仔繪畫比賽及展覽), “Summer Internship Experience Programme” (暑期實習體驗計劃), “‘One Person One Story’ Community Inclusion Programme” (一人一故事社區共融), “Knowing and Appreciating Wong Tai Sin” (賞識黃大仙), “Youth-led Community Service Project” (青年主導社區服務計 劃), “Lion Cubs Serving the Community with Companions” (「獅子仔結伴同行」社區 服務), and Singapore Youth Exchange Programme (新加坡青年交流計劃) and so on.

In 2016-17, WTSDO will continue to use the six areas as the backbone to design and organising activities and training programmes which better meet the needs of young people in the district. Among them, some brand-new programmes include Wong Tai Sin Youth Football Team and Basketball Team (黃大仙青少年足球隊和籃 球隊), Wong Tai Sin Youth Repertory Theatre (黃大仙青年話劇團), Happy Little Pioneers (快樂小先鋒), Summer School (夏日學堂) and Vietnam Youth Exchange Programme (越南交流計劃) and so on.

2016 Legislative Council General Election

13. The 2016 Legislative Council General Election was held in September 2016. To facilitate the work of the Electoral Affairs Commission, WTSDO conducted the voter registration exercise between March and May and appealed to eligible residents to register as voters, and reminded the registered voters to notify the Registration and Electoral Office of any change in address. Moreover, WTSDO also assisted the Electoral Affairs Commission during the election period to ensure that the election was conducted in an open, honest and fair manner in accordance with relevant legislations and guidelines for the preparatory work for the election.

Wong Tai Sin District Office Major Tasks in Progress

(I) Wong Tai Sin District Council

Under the Wong Tai Sin District Council (WTSDC) are 6 committees, 6 standing working groups/task forces and one non-standing working group (please refer to Appendix A for the organisation chart of WTSDC). Our office provides secretariat services to WTSDC and assists WTSDC in organising various community involvement activities.

2. In 2016-17, WTSDC has been allocated a total provision of $39,331,000, of which $22,200,000 is for the implementation of Community Involvement Projects and $17,131,000 for the implementation of District Minor Works. The Secretariat will fully assist WTSDC in the vetting and approval for all funding applications, and exercises prudence in the control of expenditure. Moreover, the Secretariat is responsible for processing Members’ honorarium, allowance and various expenses reimbursements, as well as arranging interviews, site visits, handling complaints, and arranging Members to meet the public, etc.

3. As for the management of district facilities, WTSDC will continue to take part in the management of various types of district facilities, such as community halls, libraries, parks and playgrounds, sports complexes and public swimming pools and so on. A total of seven community centres/halls, namely Wong Tai Sin Community Centre, (South) Estate Community Centre, Tsz Wan Shan Community Hall, Community Centre, Tung Tau Community Centre, Estate Community Centre and Community Centre are managed by the Wong Tai Sin District Office (WTSDO). WTSDO will continue to assist WTSDC in managing the above facilities.

(II) The Work of the Area Committees

4. There are four area committees (AC) in Wong Tai Sin District, namely the East AC, the Southwest AC, the North AC and the Central AC. The current term of ACs has commenced on 1 April 2016 and will last for two years. ACs will continue to participate actively in local affairs, including holding regular meetings and visits, and organising a series of community building programmes annually for enhancing community cohesion and sense of belonging among residents.

5_DC[P28](69-2016)(Annex)-e 1 5. In 2016-17, the Southwest AC will organise the major event of Spring Lanterns Festival Carnival (元宵繽紛嘉年華).

6. The Central AC organizes various district activities every year. In 2016-17, it will organise the major event of Dinner for the Elderly (千歲宴).

7. In 2016-17, the North AC will continue to organise four community building activities, including Volunteers’ Day for Elderly Visit (探訪長者的義工行動日).

8. In 2016-17, the East AC will continue to organise three community building activities, including New Year Excursion (開心新年行大運).

(III) The Work on Crime Fighting in the District

9. The Wong Tai Sin District Fight Crime Committee (DFCC) currently comprises 34 non-official members with the term of office from 1 April to 31 March of the following year. DFCC launches various fight-crime publicity activities in the district funded by WTSDC and other sponsors. Apart from adopting the central theme set for the fight-crime publicity campaign in that particular year, individual DFCCs would set a specific theme in connection with the features of crimes in the district.

10. In 2016-17, DFCC has organized various publicity activities including Anti-drug Fashion Competition (禁毒時裝比賽), Mentorship Scheme (師友伴成長 計劃), Let’s Create – Home @ WTS Project (家在黃大仙–齊心共[創]頒獎典禮 暨嘉年華), Family Inclusion Programme (家家友凝~家社融和計劃), Sexual Offences Prevention Programme for Adolescent Girls (女生 TEEN「性」預防性罪行 計劃), Micro Film Viewing and Sharing Session cum Caring Ambassadors Programme (愛.同行微電影播放及分享會暨關懷大使活動) and Parent-child Communication Programme (智能.溝通.正能量–親子溝通計劃). Moreover, in view of the increase in cyber crime in recent years, DFCC has particularly organised “Wong Tai Sin Online Crime Prevention Community Programme” (「網上自在遊」–黃 大仙區預防網上罪行社區教育計劃) to strengthen publicity.

(IV) Fire Prevention Work in the District

11. The Wong Tai Sin District Fire Safety Committee (DFSC) currently comprises 35 non-official members with the term of office from 1 April to 31 March of the following year. Apart from giving opinions to government departments in respect of

5_DC[P28](69-2016)(Annex)-e 2 fire safety issues, DFSC also raises the awareness of residents on fire safety through organising various fire prevention publicity campaigns and education programmes. Besides, DFSC works closely together with local organisations, schools and residents’ organisations to publicise the importance of fire safety widely.

12. In 2016-17, DFSC will continue to organise a number of activities, including Fire Prevention cum Heart Saving Carnival 2016 (防火救心樂安康), Promotion on Prevention of Hill Fire during Chung Yeung Festival (重陽節防止山火宣傳活動), Wong Tai Sin Fire Station Open Day cum Fire Safety Carnival (黃大仙消防局開放 日暨防火嘉年華) and fire drills, etc.

(V) Youth Work in the District

13. The Wong Tai Sin District Youth Programme Committee (DYPC) currently comprises 31 non-official members. The current term of office lasts for two years from 1 April 2015 to 31 March 2017. DYPC is committed to promoting youth development, facilitating the connection between young people and the community and enhancing young people’s sense of belonging to . Its targets for this year are to promote the understanding of the innovative ideas in society among the youth; and at the same time to make young people understand the importance of preservation of cultural heritage and development of society. Major events include Chaozhou Cultural Visit 2016 (「潮人文化‧歷史探究」潮州文化考察之旅 2016), Opening Ceremony of Wong Tai Sin Youth Programmes cum Workshop of “Social Innovation” (「社會創 新」工作坊暨黃大仙青年活動啟動禮) and Wong Tai Sin Youth Innovation Programme (iU.築動—黃大仙青年創新計劃), etc.

14. Moreover, DYPC will continue to fund some 300 diversified activities organised by 10 schools, 18 non-government organisations and 4 local organisations in the district during the summer vacation with a view to cultivating young people’s various interests and enriching their life after school.

(VI) Community Liaison and Building

Wong Tai Sin District Arts Council

15. The Wong Tai Sin District Arts Council (WTSDAC) is committed to promoting recreational and arts activities in Wong Tai Sin District, enhancing the interests and understanding of arts and culture of the residents and people in the district,

5_DC[P28](69-2016)(Annex)-e 3 and fostering a spirit of active participation by residents in the community. In 2016-17, WTSDAC has organised various recreational and arts activities with the aim of spreading arts and culture among the people in the district.

(i) Wong Tai Sin Cultural and Arts Festival (the Festival) (黃大仙區文化藝術節)

16. This is the largest arts programme in Wong Tai Sin District. It aims to encourage talented people in the district to promote the development of local arts. This year, various programmes will be coordinated in the district including Hong Kong Cultural Talents Selection, Calligraphy and Paintings Exhibition, Winter Super Dance, Oldies Night, Variety Show, Cantonese Opera Excerpts, Cantonese Opera Songs and various arts classes, etc.

17. Through a series of activities over the past two months, the Festival aims to promote community arts in the district. Artists, primary and secondary schools, organisations and stakeholders in the district will be invited to the Festival, so that people from all walks of life including the young people, the elderly and the rehabilitated people can become performers and organise booths for local traditional crafts. They can pursue arts and get a sense of belonging under the equal arts space.

(ii) Wong Tai Sin Community Arts Performance – Happy Tuesday (黃大仙社區藝術演出計劃-賞心悅目星期二)

18. Since its launch in 2008, the Happy Tuesday project has organised over 70 performances with more than 1,000 performing groups involved. Performers include students, working people, retired people, housewives, etc. It has become the best cultural performance platform for residents, organisations and schools in the district. Apart from allowing performers to demonstrate their art potential, this project has also greatly enhanced the residents’ ability to appreciate arts. After years of efforts, it has become an evergreen programme to nurture performing arts talents in the community and to popularise arts and culture.

(iii) Wong Tai Sin District Warmth-giving Cantonese Opera for the Elderly (黃大仙區送暖行動敬老粵劇欣賞會)

19. Four sessions of Cantonese Opera for the Elderly will be organised and 1000 elders will be invited to each session. The Guangdong Cantonese Opera Troupe (廣東 粵劇團) has been invited to stage the performance. In the past, the elders were

5_DC[P28](69-2016)(Annex)-e 4 fascinated by the splendid clothing and superb acting of the performers of the Troupe, and each play ended with warm applause. This marvelous programme will be held from 6-9 January 2017 at Wong Tai Sin Square this year.

(iv) Wong Tai Sin District Celebration of the 67th Anniversary of the Founding of the People’s Republic of China cum Drill Performance (黃大仙區慶祝國慶六十七周年典禮暨步操)

20. Apart from organising arts and recreational activities, WTSDAC and WTSDO will co-organise a flag-raising ceremony and a parade every year to celebrate the National day of the People’s Republic of China with a view to enhancing the public’s sense of national identity and cultivating patriotism. Moreover, through organising various activities, WTSDAC aims to encourage young people to join different uniformed groups to foster their spirit of discipline. The parade was held on 1 October at Wong Tai Sin Community Centre Piazza this year.

Wong Tai Sin Children’s Choir

21. Founded in 1973, Wong Tai Sin Children’s Choir is the longest established children’s choir among the 18 districts. The Choir has all along been committed to promoting the music development for children in the district. Through music training, the children’s musical potential has been successfully developed and many music talents have been nurtured, contributing much to the district. Moreover, through participating in different community activities, the children have not only improved in terms of their individual music levels, they have also built up good characters and a sense of responsibility to society. Since 2011, the Choir has been organising the activity “Wong Tai Sin Children’s Choir Christmas Carol Performance” (黃兒佳音處處聞) jointly with WTSDO every year, creating a festive atmosphere in the district during the season. This programme is widely appreciated and well-received by the local community. This year, the “Wong Tai Sin Children’s Choir Christmas Carol Performance” will be held on 17 December 2016 at Wong Tai Sin Square.

Wong Tai Sin District Recreation and Sports Council

22. The Wong Tai Sin District Recreation and Sports Council (WTSDRSC) is committed to developing sports activities in Wong Tai Sin District and encouraging residents to participate actively in sports activities. Through organising a wide range of recreational activities, competitions and training courses in the district, WTSDRSC aims to enrich residents’ life as well as to promote more physical exercise among the public to build up their physique.

In order to continue to promote sports for all in the district, WTSDRSC organises different types of activities and competition in 2016-17 and one of the major events is The 6th Sports without Boundaries Fun Day. This event, which will be held on 21 January 2017, aims at promoting community inclusion and benefits of physical exercise. Many programmes are held under this event, such as Athletics Competition without Boundaries for both people with physical disabilities and ethnic minorities to participate, five-a-side football matches, basketball games, sports games booths and sports experience activities, etc.

24. Moreover, WTSDRSC will continue to organise the Wong Tai Sin District Schools Basketball Competitions 2016 (黃大仙區學界籃球比賽 2016), the 4th Wong Tai Sin Cup – Five-a-side Football Matches (第四屆黃大仙盃-五人足球賽), the Wong Tai Sin District Sport for All Carnival cum Football Promotion Day (黃大仙區 普及運動嘉年華暨足球推廣日), etc this year. Furthermore, WTSDRSC organises sports competitions and fun days with the Leisure and Cultural Services Department every year such as the Wong Tai Sin District Age Group Swimming Competitions (黃大仙區分齡游泳比賽), the Wong Tai Sin District Age Group Athletics Meet (黃大仙區分齡田徑比賽), the Wong Tai Sin District Archery Competitions (黃大仙 區射箭比賽), the Wong Tai Sin District Peak Fun Walk (黃大仙區飛鵝山 歡樂行) and Wong Tai Sin District New Year Eve Social Dance Night (黃大仙區除 夕社交舞之夜).

25. Nurturing young athletes is also one of the missions of WTSDRSC. It has organised a number of district sports teams over the years. They have represented Wong Tai Sin District to participate in various territory-wide open competitions and won honor for the district. The teams include the Wong Tai Sin Football Team, the Chun Lung W.T.S Basketball Team (晉龍 W.T.S 籃球隊), the Wong Tai Sin Cheung Fung Basketball Team (黃大仙長風籃球隊), the Wong Tai Sin District Badminton Team and the Wong Tai Sin District Archery Team.

Wong Tai Sin District Healthy & Safe City

26. Founded in 2007, Wong Tai Sin District Healthy and Safe City (the City) is committed to making Wong Tai Sin District a “healthy city” and a “safe community”. It actively collaborates with government departments, WTSDC, local organisations, non-governmental and commercial institutions for organising various activities relating to health and safety.

5_DC[P28](69-2016)(Annex)-e 6 27. In order to promote the health and safety messages continuously in the district, the City continues to organise “Wong Tai Sin Healthy and Safety Community Promotion Scheme” (「黃大仙安健社區推廣計劃」) in 2016-17. The promotion scheme covers four main areas:

(i) Promotion on, Automated External Defibrillation (AED) (自 動體外 心臟去纖維性顫動法): It aims at strengthening the public’s understanding of heart saving and first aid. A series of programmes include AED Subsidy Pilot Scheme (AED 資助先導計劃), AED First Aid Training Courses (AED 急救技能訓練課程), and the Fire Prevention cum Heart Saving Carnival 2016 held on 15 October 2016, which was jointly organised by DFSC.

(ii) Promotion on Wong Tai Sin Tai Chi 8-form for Fall Prevention: It aims to publicise Tai Chi and raise the awareness of fall prevention among the elderly. This Tai Chi 8-form for Fall Prevention originate from Wong Tai Sin District and it will be taught by Tai Chi masters in the district. The “Wong Tai Sin District Tai Chi 8-form for Fall Prevention Carnival” (黃大仙區防跌八式太極嘉年華) will be held on 10 December 2016.

(iii) Promotion on Health and Safety and Positive Life: The four area committees of Wong Tai Sin District, public /private housing estates, schools, local organisations, elderly centres, etc. will be invited to cooperate in organizing talks on health and safety issues as well as positive life. Besides, body check services will be provided and home safety guided tours will be organised. Healthy and Safety Small Community Competitions (安健小社區比賽) will continue to gain the City’s support.

(iv) Health and Safety Fun Day: “Health and Safety Fun Day” (安健同 樂日) will be held every Saturday from November to December this year in different areas of Wong Tai Sin so as to spread the message of health and safety to every corner in Wong Tai Sin.

28. Wong Tai Sin District achieved outstanding results in the 5th Hong Kong Games. Apart from winning the overall second runner-up, Wong Tai Sin district was also the winner of “District with the Best Progress” award and the first runner-up of “Best Sportsmanship” award. For the 6th Hong Kong Games, the selection of athletes will be held in late September 2016 in the district and the event will be held from April to May 2017.

(VIII) Building Management

29. Currently, there are 249 Owners’ Corporations, 15 Owners’ Committees and 142 Mutual Aid Committees in Wong Tai Sin District. WTSDO will continue to liaise with owners of private buildings and residents’ organisations in the district actively, advise them on the building management issues and assist them in discharging their responsibilities for building management.

30. In order to enhance the support for private buildings, in particular the needs of the “three-nil buildings”, WTSDO will continue to coordinate with the (HAD) to implement the “Building Management Professional Advisory Service Scheme” (Phase 2). Private property management companies have been engaged by HAD to provide a range of free professional advice and follow-up services on building management to owners of old buildings in need so that they can understand better that they must bear responsibilities for their own buildings. The private management companies will encourage and assist owners of buildings in setting up Owners’ Committees and provide professional advice and assistance to Owners’ Committees and owners of old buildings regarding issues of daily management and maintenance of buildings, etc.

31. On the publicity and education of the promotion of building management, WTSDO will organise building management talks as usual to strengthen residents’ understanding of building management and encourage them to participate in building management actively.

(IX) District Minor Works

32. WTSDO will continue to implement district minor works in accordance with the views and decisions of WTSDC so as to improve the district facilities, living environment and sanitary condition in the district.
