    Southeast Asian Studies, Vol. 49, No. 3, December 2011 Reflections on Agoncilloʼs The Revolt of the Masses and the Politics of History Reynaldo C. ILETO* Abstract Teodoro Agoncilloʼs classic work on Andres Bonifacio and the Katipunan revolt of 1896 is framed by the tumultuous events of the 1940s such as the Japanese occupation, nominal independence in 1943, Liberation, independence from the United States, and the onset of the Cold War. Was independence in 1946 really a culmination of the revolution of 1896? Was the revolution spearheaded by the Communist-led Huk movement legitimate? Agoncilloʼs book was written in 1947 in order to hook the present onto the past. The 1890s themes of exploitation and betrayal by the propertied class, the rise of a plebeian leader, and the revolt of the masses against Spain, are implicitly being played out in the late 1940s. The politics of hooking the present onto past events and heroic figures led to the prize-winning manuscriptʼs suppression from 1948 to 1955. Finally seeing print in 1956, it provided a novel and timely reading of Bonifacio at a time when Rizalʼs legacy was being debated in the Senate and as the Church hierarchy, priests, intellectuals, students, and even general public were getting caught up in heated controversies over national heroes. The circumstances of how Agoncilloʼs work came to the attention of the author in the 1960s are also discussed. This history makes the Philippines a kind of imperial artifact. Like all nation- states, it is an ineluctable part of a global order governed by a set of shifting power rela­ tionships. Such shifts have included not just regime change but also social revolution. The modernity of the modern Philippines is precisely the effect of the contradictory dynamic of imperialism. The Spanish, the North American, and the Japanese colonial regimes, as well as their postcolonial heir, the Republic, have sought to establish power over social life, yet found themselves undermined and overcome by the new kinds of lives they had spawned. It is precisely this dialectical movement of empires that we find starkly illumi­ nated in the history of the Philippines. Through an analysis of the historical origins and changing meanings of “ilustrado” in Philippine literary and nationalist discourse, this article looks at the politics of reading and writing that have shaped international and domestic reception of the novel. While the novel seeks to resignify the hitherto class- bound concept of “ilustrado” to include Overseas Filipino Workers (OFWs), historical and contemporary usages of the term present conceptual and practical difficulties and challenges that require a new intellectual paradigm for understanding Philippine society.     Vigía: The Network of Lookout Points in Spanish Guam Carlos Madrid Richard Flores Taitano Micronesian Area Research Center There are indications of the existence of a network of lookout points around Guam during the 18th and 19th centuries. This is suggested by passing references and few explicit allusions in Spanish colonial records such as early 19th Century military reports. In an attempt to identify the sites where those lookout points might have been located, this paper surveys some of those references and matches them with existing toponymy. It is hoped that the results will be of some help to archaeologists, historic preservation staff, or anyone interested in the history of Guam and Micronesia. While the need of using historic records is instrumental for the abovementioned purposes of this paper, focus will be given to the Chamorro place name Bijia. Historical evolution of toponymy, an area of study in need of attention, offers clues about the use or significance that a given location had in the past. The word Vigía today means “sentinel” in Spanish - the person who is responsible for surveying an area and warn of possible dangers. But its first dictionary definition is still "high tower elevated on the horizon, to register and give notice of what is discovered". Vigía also means an "eminence or height from which a significant area of land or sea can be seen".1 Holding on to the latter definition, it is noticeable that in the Hispanic world, in large coastal territories that were subjected to frequent attacks from the sea, the place name Vigía is relatively common.

    The State-Moro Conflict in the Philippines Lisa Huang, Victor Musembi and Ljiljana Petronic June 21, 2012 INAF 5439 1 EXECUTIVE SUMMARY The struggle for self-determination by the Moro people in the Southern Philippines began in 1565 under Spanish colonial rule and is still an unresolved conflict today. Rooted in primordial notions of homeland, indoctrination, social marginalization, and historical displacement, the Moro people and the government have engaged in multiple rounds of negotiations and produced several agreements. Currently, the Moro conflict is one of two large, deeply-rooted, and long lasting insurgencies featuring repeated peace processes in the Philippines; the other being the stop-start process of peace negotiations with the communist insurgents. The Moro people are composed of Sunni Muslims with varying linguistic groups which lack unity. The fragmented rebel groups, including the Moro National Liberation Front (MNLF) group and the Moro Islamic Liberation Front (MILF), have weak legitimacy and bargaining power because of varying interests. The Muslim community perceives that there is a lack of government commitment to provide public goods in tandem to the latter‘s claim of authority over their territory. Furthermore, even though the Autonomous Region of Muslim Mindanao (ARMM) is richly endowed with natural and human resources, poverty and development remain as large concerns. The Moro people view territory as a means to securing an identity, while Manila‘s view of territory is directly linked to its physical survival. In addition to territorial claims, the Moro people have experienced social, political and economic discrimination, creating grievances, which, however, are not considered ‗atypically severe‘1 but rather limited to ‗neglect and remedial policies‘2.

In The Moro War , historian James Arnold looks at the little known American counterinsurgency conducted in the aftermath of both the Spanish-American War (1898) and the Philippine-American War (1899–1902). The fight in the southern islands of the Philippine archipelago pitted US forces against a range of Moro in- surgents striving to remain independent of outside control. The war against the insurgents lasted, in vari- ous forms, for eleven years. Among other things, it gave the US Army its iconic sidearm, the 1911 Colt .45 semi-automatic, designed to replace the .38 revolver, which was ineffective against Moro warriors attacking at close range. The conflict was one of those “savage wars of peace” 1 waged by imperial powers. The Moros, who had resisted Spanish rule for centuries, saw no reason to capitulate to the Americans; living in a culture that privileged a martial masculinity, they fought back fiercely, if rather chaotically. Unfortunately, they concentrated their resistance at fortified strong points. Unlike the Spanish, the Americans were willing to slog their way into the heartlands of the Moro islands to get to those bases and they brought their field ar- tillery with them. The Moros, unskilled in the use modern weapons (they had a fair number of rifles, but were not able to fire them accurately), could not long resist the US military.
