This flood memorandum has been prepared to lay down the duties and functions to be performed by various officers at the time of flood during monsoon period. The system of flood control measures consists of the following five phases: (a) Observation and collection of hydro-meteorological and operational data. (b) Transmission of data to flood cells. (c) Formulation of forecast (by IMD) (d) Issue of forecast (by IMD) (e) Contingencies of anticipated bursting/breach of dam. 2. The India Meteorological Department is maintaining one Meteorological Center at Jaipur for collection of meteorological data on uniform scientific lines and issues daily bulletin of weather forecasts for whole Rajasthan through All India Radio, Television & Press and weather warning through electronic media to concerned collectors whenever there appears some possibility of heavy rainfall in any area. The Central Water Commission is maintaining one division under Executive Engineer at Jaipur for collection of hydrological data of various river basins. The Secretary, Disaster Management,Relief&Civil DefenceDepartments, Government of Rajasthan, Jaipur is the authority, who deals with all sorts of natural calamities including flood, famine as well as relief operations in whole Rajasthan at secretarial level. He is however associated with all other concerned Principal Secretaries, Secretaries, Heads of the Departments, Divisional Commissioners, Collectors and other Government and Semi- Government bodies. (ii) The Chief Engineer P.W.D. Jaipur is Nodal officer for districts of Barmer, Bikaner, Jaisalmer, Jhalawar and Jalore (refer Government Orders Annexure-XVII). 2 (iii) The Chief Engineer, P.H.E.D., Jaipur is Nodalofficer for Districts of Churu, Jhunjhunu, Nagaur and Sikar (refer Government Order Annexure-XVII) An effort has been made through this Memorandum to enable the department to discharge its functions and duties more effectively in order to cope up with the natural calamity and to take effective flood control measures and organize relief operations at the earliest. Chief Engineer, SWRPD, Jaipur has been nominated as Nodal Officer for Disaster Management & flood related information for Water Resources Department. The Deputy Director (Hydrology), Water Resources, Jaipur is responsible for collection of data of rainfall, tank gauges, river discharges and other flood and general hydro meteorological situation of the State. These data are to be collected by the Deputy Director (Hydrology) with the help of Central flood cell from all over Rajasthan through Chief Engineer, Additional Chief Engineers, Superintending Engineers, Executive Engineers, Collectors and Tehsildars. Central flood cell should collect heavy rainfall warning from I.M.D. and communicate the same to officers of state government and Water Resources Department at the earliest through telephone/electronic media. After received flood forecast warning Executive Engineer incharge will take all precautionary measures as and when considered necessary. The Chief Engineers/Additional Chief Engineers, Water Resources zone are appointedas “Zonal officer” for respective water resources zones during monsoon period. The Zonal officers will be responsiblefor keeping constant watch over the flood situation, flood warning, monitoring flood discharges through concerned project authorities, formulating the flood forecast as and when required and convey these warnings to Central flood cell at Jaipur daily by telephone or fax/e-mail and by post in confirmation. They will also inform the concerned revenue, police and panchayat authorities for sheltering and evacuating the people of the area likely to be affected by the incoming flood, if necessary.     OVERVIEW OF BIKANER DIVISION 1.0 BRIEF The first Railway link to Bikaner was established on 9th Dec., 1891 as part of Jodhpur State Railway. Bikaner State Railway came into existence in 1924. Direct Rail link between Bikaner and Delhi was established in 1941. Bikaner Division was formed in 1952 (during re-organization of Railways) with merger of part of Delhi-Rewari-Fazilka section with Bikaner State Railway. After formation of NorthWestern railway, Bikaner division became part of NWR in October 2002 Presently this division is spread over three states viz Rajasthan, Haryana, and Punjab. It is 2nd largest divison in terms of RKM on IR and largest in terms of TKM. Total route & track Kms are .:- Gauge B.G. Under G.C. Total RKMs. 1555.925 224.940 1780.865 TKMs -- -- 2228.339 1.1. Important Milestones: Initially it was MG division with over 1800 route Kms. spreading over four states i.e. Rajasthan, Haryana, Punjab and Delhi. * BG conversion started on this division in 1978. After conversion, Kotkapura- Fazilka section was transferred to Firozpur Division to maintain BG continuity. * With conversion of Bathinda- Rewari section to BG in 1994, an alternate shorter BG route has been opened connecting Ambala & Firozepur Divisions with Western & Central Railways, thereby, reducing congestion in Delhi Area. * Similarly with conversion of Bikaner-Merta Road route to BG, an alternate North- South route viz. Bathinda - Lalgarh - Bikaner - Merta Road - Jaipur and Bikaner - Merta Road -Ahmedabad has been opened. * Steam traction operation on MG was discontinued in Jan.,1994 and all the steam sheds have since been closed and all the services dieselised.

The urban co­ operative banks are basically institution of such persons belonging to the lower class by the persons of the lower class and for the persons of the lower class. Urban co­ operative banks were set-up with the avowed objective of promoting sustainable banking practices amongst a relatively specific target clientele viz., the middle income strata of the urban population. The UCBs were brought under the regulatory ambit of the Banking Regulation Act 1949 effective from March 1, 1966. At the end of June 2000, 2084 PCBs were functioning in the country with 3768 branches outlets including 91 salary earners' banks 117 Mahila Banks and 51 schedule urban co-operative banks spread all over the country. Their total deposits aggregated to Rs. 71703 crore and outstanding loans accounted for Rs. 45,857 crore with working capital of Rs. 91,458 crore.
