Enlisted Association of the National Guard of Georgia & Enlisted Enlisted Association of the National Guard of Georgia & Enlisted Association of the National Guard of the United States Accomplishments Working for America’s Best Below are just some of the historical stuff accomplished by EANGGA/EANGUS No State Association alone has the resources to be on Capitol Hill every day, like EANGUS 2018 - EANGGA supports/sponsors the GA National Guard Annual Retiree Appreciation Day Celebration for the past six years - Awarded 3 Scholarships (2 EANGGA / 1 USAA sponsored) / for a total 28 years straight now - Briefed EANGGA/EANGUS during the annual ANG Chiefs Huddle for Georgia - Georgia Guard Insurance Trust Awarded $41K in scholarships - Started a EANGGA Annual Awards Program - GA Service Cancelable Loan Program Note: Currently it pays in-state tuition for tech school and undergrad (you can also apply that same amount to private school tuition). If HB 700 passes, that will extend the program for grad, doctoral, and professional degrees (will pay tuition up to the highest in-state *undergrad* rate towards those) - Georgia provides a tax credit on amounts paid for qualified life insurance premiums for residents who are members of the National Guard and are on active duty full time in the US Armed Forces, or active duty training in the US Armed Forces for more than 90 consecutive days - Working with NGAGA to increase the State pension for 10 consecutive years of service and 20 years of creditable service - The Georgia Guard Insurance Trust now provides, free of charge, $1,000.00 of life insurance to all uniformed members of the Georgia National Guard - Initiated Newsletters and website/Facebook pushes to inform EANGGA/EANGUS members of all the Scholarships available to them - Created an EANGGA Army/Air Junior Enlisted Officer Positions to the Junior Representatives at the national level, Area III and in Georgia - Won $30 million in impact aid for school districts serving large numbers of military children - Won a provision basing former spouse retired pay division on grade/years of service upon divorce (future divorces only) - Won increased travel reimbursement for Guard/Reserve training beyond commuting distance - Won provision aimed at ensuring fair treatment for California Guardsmen who have been targeted for recoupment of incentive bonuses paid to them 10 years ago - Won recognition of all retired members of the reserve components as Veterans - Won full-year FY17 funding and 2018 advance funding for VA health/benefits programs 2 - Won elimination of 2-year eligibility limitation (after PCS) for noncompetitive appointment of military spouses to federal civilian positions - Won authorization of up to 12 weeks of paid leave (including 6 weeks medical recuperation leave) for primary caregiver after childbirth; 21 days authorized for service member who is the secondary caregiver - Won extension of Special Survivor Indemnity Allowance through May 2018 at the current $310 monthly rate - Won upgraded Survivor Benefit Plan formula for Reserve Component members who die while on inactive duty for training to equal SBP benefits for those who die on active duty. - Blocked a proposed consolidation of TRICARE health programs into a single plan that would cost beneficiaries more while providing them less choice - Prevented a 24% reduction in Medicare and TRICARE payments to doctors (“Doc Fix”) - Blunted disproportionate pharmacy copay increase - Blocked the adoption of means testing for TRICARE Prime and TRICARE for Life fees - Blocked implementation of strict caps on Medicare payments for physical and speech therapy -     14 LC 21 2531S The House Committee on Defense and Veterans Affairs offers the following substitute to HR 1523: A RESOLUTION 1 Creating the House Study Committee to Review and Recommend Necessary Changes to the 2 Georgia Code of Military Justice; and for other purposes. 3 WHEREAS, the Georgia National Guard, which consists of the Georgia Army National 4 Guard, the Georgia Air National Guard, and the Georgia State Defense Force, operates under 5 the supervision of the Georgia Department of Defense and provides ready and relevant 6 military forces to combatant commanders, supports homeland defense, and performs other 7 activities, and in doing so, members of the Georgia National Guard serve dual missions in 8 their federal and state roles; and 9 WHEREAS, the Georgia National Guard totals over 13,000 members and operates under a 10 state budget of approximately $9 million and a federal budget of $552 million annually; and 11 WHEREAS, although historically the Georgia National Guard's primary function has been 12 to respond to state emergencies and other exigencies and to prepare for its federal missions, 13 its operational tempo, both domestic and abroad, has dramatically increased over the last 13 14 years under both its federal and state status; and 15 WHEREAS, as a result, the Georgia National Guard has conversed from a strategic reserve 16 to an operational force similar to that of its active duty counterparts in which members of the 17 Georgia National Guard often work side-by-side with active duty members of the United 18 States Army and the United States Air Force; and 19 WHEREAS, members of the Georgia National Guard fall under the control of the federal 20 Uniform Code of Military Justice when in federal service; and 21 WHEREAS, although the current Georgia Code of Military Justice was enacted in 1955 and 22 has not been substantially amended or updated, the culture and demands of military service 23 in the Georgia National Guard has transformed precipitously; and H.

    MEMORANDUM OF UNDERSTANDING BETWEEN THE GEORGIA NATIONAL GUARD AND THE DEPARTMENT OF INTERIOR SUBJECT: Georgia National Guard Support to Counterdrug Operations Article I. Purpose This Memorandum of Understanding (MOU) prescribes the procedures and guidelines for cooperation and support between the Georgia National Guard (GaNG) and the Department of the Interior (DOI) within the state of Georgia, except as authorized by federal law. Article II. Authority This counterdrug support agreement is entered into by the GaNG, pursuant to authority contained in National Guard Regulation 500-2/ANGR 55-X. The DOI enters into this counterdrug support agreement under 43 U.S.C. Section 1733, authorizing the Secretary of the Interior to enforce...federal laws and regulations...relating to the public lands or resources. Article III. Definitions The term DOI encompasses all subordinate bureaus, services, and offices to include the Bureau of Land Management, National Park Service, Bureau of Indian Affairs, Fish and Wildlife Service, Bureau of Reclamation, Bureau of Mines, Office of Surface Mining, United States Geological Survey, Minerals Management Service, and the Office of the Secretary. The term bureau includes any major component of the Department of the Interior such as the national park Service, Fish and Wildlife Service, Bureau of Land Management, United States Geological Survey, Bureau of Indian Affairs, etc. The term GaNG includes the Georgia Army National Guard and the Georgia Air National Guard. Article IV. Program The DOI has the authority for drug law enforcement activities on the Public Lands under the Secretary's initiative on drugs. The GaNG has the authority to support these actions under national Guard regulations within the boundaries of Georgia, except as authorized by federal law.
