While all commitments saw progress, only three were completed, and only four were on schedule. The Open Government Partnership (OGP) is a voluntary international initiative AT A GLANCE that aims to secure commitments from governments to their citizenry to promote MEMBER SINCE: 2011 transparency, empower citizens, fight corruption, and harness new technologies to NUMBER OF COMMITMENTS: 19 strengthen governance. The Independent Reporting Mechanism (IRM) carries out a biannual review of each OGP participating country’s activities. LEVEL OF COMPLETION COMPLETED: 3 out of 19 One of the eight founding countries of the OGP, the Philippines began formal IN PROGRESS: 16 out of 19 participation in September 2011. NOT STARTED: 0 out of 19 UNCLEAR: 0 out of 19 In the Philippines, the Good Governance and Anti-Corruption Cluster of the President’s Cabinet, under Budget Secretary Florencio Abad, oversaw implementation. The Departments of Budget and Management, Interior and Local Government, and Social TIMING Welfare and Development were also responsible. ON SCHEDULE: 4 out of 19 OGP PROCESS COMMITMENT EMPHASIS Countries participating in OGP are required to follow a process for consultation ACCESS TO INFORMATION: 10 out of 19 during development and implementation of their OGP action plan. There was little documentation of this process in the Philippines. Both the Government and civil society CIVIC PARTICIPATION: 8 out of 19 agreed that the consultations had been rushed and could be improved in the future. ACCOUNTABILITY: 10 out of 19 Consultation during implementation did not occur, but both Government and TECH & INNOVATION FOR TRANSPARENCY civil society shared responsibility for this. While the Government did not organize & ACCOUNTABILITY: 8 out of 19 consultations, civil society did not cooperate to articulate common goals for OGP or expectations of the Government. GRAND CHALLENGES Both sides reported plans to correct these mistakes in future OGP processes, from the SAFE COMMUNITIES: 0 out of 19 Government’s holding more regular multi-stakeholder consultations, to civil society’s CORPORATE agreement on common priorities and pushing for more meaningful initiatives. EXECUTIVE SUMMARY | 3 IMPLEMENTATION OF COMMITMENTS As part of OGP, countries are required to make commitments in a two-year action plan. Table 1 summarizes the level of completion of each commitment, whether it falls within the Philippines’s planned schedule, and the key next steps for the commitment regarding future OGP action plans. The Philippines’s plan maintained an even focus on transparency, participation, accountability, and employing technology for all three, as evidenced in Table 1.
