Introduction to A company built on search Our mission Google’s mission is to organize the world’s information and make it universally accessible and useful. As a first step to fulfilling this mission, Google’s founders Larry Page and Sergey Brin developed a new approach to online search that took root in a Stanford University dorm room and quickly spread to information seekers around the globe. The Google search engine is an easy-to-use, free service that consistently returns relevant results in a fraction of a second. What we do Google is more than a search engine. We also offer Gmail, maps, personal blogging, and web-based word processing products to name just a few. YouTube, the popular online video service, is part of Google as well. Most of Google’s services are free, so how do we make money? Much of Google’s revenue comes through our AdWords advertising program, which allows businesses to place small “sponsored links” alongside our search results. Prices for these ads are set by competitive auctions for every search term where advertisers want their ads to appear. We don’t sell placement in the search results themselves, or allow people to pay for a higher ranking there. In addition, website managers and publishers take advantage of our AdSense advertising program to deliver ads on their sites. This program generates billions of dollars in revenue each year for hundreds of thousands of websites, and is a major source of funding for the free content available across the web. Google also offers enterprise versions of our consumer products for businesses, organizations, and government entities. -

Biography of Dr. Eric Schmidt Eric Schmidt is Founder of Schmidt Futures. Eric is also Technical Advisor to Alphabet Inc., holding company of Google Inc, where he advises its leaders on technology, business and policy issues. Eric was Executive Chairman of Alphabet from 2015-2018, and of Google from 2011-2015. From 2001-2011, Eric served as Google’s Chief Executive Officer, overseeing the company’s technical and business strategy alongside founders Sergey Brin and Larry Page. Under his leadership, Google dramatically scaled its infrastructure and diversified its product offerings while maintaining a strong culture of innovation, growing from a Silicon Valley startup to a global leader in technology. Prior to joining Google, Eric was the chairman and CEO of Novell and chief technology officer at Sun Microsystems, Inc. Previously, he served on the research staff at Xerox Palo Alto Research Center (PARC), Bell Laboratories and Zilog. He holds a bachelor’s degree in electrical engineering from Princeton University as well as a master’s degree and Ph.D. in computer science from the University of California, Berkeley. Eric was elected to the National Academy of Engineering in 2006 and inducted into the American Academy of Arts and Sciences as a fellow in 2007. Since 2008, he has been a trustee of the Institute for Advanced Study in Princeton, New Jersey. Since 2012, Eric has been on the board of the Broad Institute and the Mayo Clinic. Eric was a member of the President’s Council of Advisors on Science 2009-2017. The Role of Infrastructure in Google’s Network Neutrality Strategy in the 2000s John Harris Stevenson Doctor of Philosophy Faculty of Information University of Toronto 2017 Abstract During most of the decade of the 2000s, global Internet company Google Inc. was one of the most prominent public champions of the notion of network neutrality, the network design principle conceived by Tim Wu that all Internet traffic should be treated equally by network operators. However, in 2010, following a series of joint policy statements on network neutrality with telecommunications giant Verizon, Google fell nearly silent on the issue, despite Wu arguing that a neutral Internet was vital to Google’s survival. During this period, Google engaged in a massive expansion of its services and technical infrastructure. My research examines the influence of Google’s systems and service offerings on the company’s approach to network neutrality policy making. Drawing on documentary evidence and network analysis data, I identify Google’s global proprietary networks and server locations worldwide, including over 1500 Google edge caching servers located at Internet service providers. ii I argue that the affordances provided by its systems allowed Google to mitigate potential retail and transit ISP gatekeeping. Drawing on the work of Latour and Callon in Actor– network theory, I posit the existence of at least one actor-network formed among Google and ISPs, centred on an interest in the utility of Google’s edge caching servers and the success of the Android operating system. -

Statement of the Alphabet Workers Union On “the Misinformation and Disinformation Plaguing Online Platforms” Before the House Energy and Commerce Committee March 25, 2021 March 25, 2021 Workers across Alphabet have previously organized against the company's continued refusal to take meaningful action to stop the proliferation of hate, harassment, incitement of violence, or harmful misinformation from YouTube and other Alphabet-operated platforms, without good faith engagement from leadership. Alphabet is responsible for directly contributing to harmful misinformation campaigns that fuel fascist, white nationalist and hateful movements that perpetrate violence in the United States and around the world. While much attention has been paid to YouTube and other online platforms’ role in radicalizing white supremacists, this hearing is also an opportunity to illuminate how these technologies contribute to dangerous disinformation movements including QAnon, “Patriot” militias, and anti-vaccine advocacy. (1), (2). Alphabet has demonstrated a continued policy of reactive, selective and insufficient enforcement of its guidelines against disinformation and hate. As a union that fights for, and welcomes the contributions of, every worker in Alphabet, we find it abhorrent that systems to which we have dedicated our work continue to profit from the hate and disinformation that harms so many of these same workers. (3), (4), (5), (6), (7), (8). Online misinformation can have real and dire consequences offline, ranging from targeted violence to vaccine hesitancy. Misinformation on Alphabet products facilitates the proliferation of hate-filled conspiracy theories, like QAnon, which has repeatedly lead to incidents of targeted violence and been deemed a domestic terror threat by the FBI. Beyond physical violence, the spread of conspiracy theories and misinformation online contributes to diffuse harms that affect those across the US and abroad, such as public health violations, lower vaccination rates, and decreased democratic participation. -
