ABSTRACT Beginning in 1911 with the mandating of school cadets for all Australian school students from twelve years to eighteen years, the Commonwealth has exerted its influence on Australian schools and colleges. This is despite the Constitution implying education to be a state prerogative. Section 51 outlines the powers of the federal government, and those not listed, such as school education, remain the residual powers of states and territories. This research attempts to analyse what is so attractive to schools and colleges for Commonwealth governments in their policy making. How might this influence of political forces be understood? Through an organisational framework adhering to the changing nature of federalism, a notion of history acknowledging political imperatives, and the analytical lens of Kingdon’s Agendas, this research argues school education has become an arena of competing political forces, and has been such since the beginning of Federation. The research establishes, however, Kingdon’s Agendas requires some tweaking to take into account the rising influences of risk society theory, moral panic theory and the rising influence of social media. While recognizing federalism is composed of the legal, financial and political, each stage of federalism since Federation has been a party to its own particular kind of policy impacting on school education, broadly conceived. In examining the politics of Commonwealth leverage on school education, this research eschews any notions of progress, or altruism on behalf of governments in respect to school education policy. It argues school education has become a field wherein policies are developed for party ii political ends. Munro Faculty of Business, Government and Law Institute for Governance and Policy Analysis University of Canberra ACKNOWLEDGEMENTS This thesis is the culmination of almost fifty years’ interest professionally and as a citizen in local government. Like many Australians, I suspect, I had barely noticed it until I lived in England where I realised what unique attributes it offered, despite the different constitutional arrangements of which it was part. The research question of how the disempowerment and de-democratisation of the Melbourne City Council from 1992−9 was possible was a question with which I had wrestled, in practice, as a citizen during those years. My academic interest was piqued by the Mayor of Stockholm to whom I spoke on November 18, 1993, the day on which the Melbourne City Council was sacked. ‘That couldn’t happen here’, he said. I have found the project a herculean labour, since I recognised the need to go back to 1842 to track the institutional genealogy of the City Council’s development in the pre- history period to 1992 rather than a forensic examination of the seven year study period. I have been exceptionally fortunate to have been supervised by John Halligan, Professor of Public Administration at University of Canberra. An international authority in the field, Professor Halligan has published extensively on Australian systems of government including the capital cities and the Melbourne City Council in particular.

    From ancient to modern: the place and importance for languages other than English in Australia’s national interest by Jennifer Joan Baldwin BA, BTheol, Grad Dip Career Devpt, M Appl Ling Thesis presented for the degree of Doctor of Philosophy in the School of Historical and Philosophical Studies of the University of Melbourne March 2015 Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy Produced on archival quality paper Abstract This thesis investigates the history of language offerings at the tertiary level in Australian institutions from the beginnings of university education with the founding of the University of Sydney in 1851. It argues that the successive influences of British university traditions, Federation, Australia’s growing political and economic engagement with the wider world, and Australia’s developing identity as a multicultural and multilingual nation, are reflected in the introduction and maintenance of languages other than English into Australian university curricula. This historical analysis has drawn upon archival, government and oral sources and scholarly literature on higher education with an emphasis on languages within the tertiary sector from the period of expansion and reform after World War Two. The thesis contends that the evolving politics and perceptions of ‘the national interest’ have been dominant influences on the establishment of language policies and government funding decisions regarding language teaching. Certain languages have been introduced at different times taking into account the prevailing circumstances of Australia’s global economy, its trade relationships, its diplomatic ties and its security and defence imperatives as well as domestic concerns. The concept of national interest has, more broadly, been variously defined by governments, universities and interest groups in relation to both the teaching of specific languages and the collective educational and vocational value of language teaching within tertiary education at different times in the history of Australia.

The specific focus of the thesis is on the period from 1980 through to the time of submission in May 2010. During this period, the rural water sector has undergone radical reform in Victoria. Initially, reforms were driven by a desire to improve the operational efficiency of the State’s rural water sector. With the growing realisation that water extractions were pressing against the limits of sustainable yield, the focus of the reform agenda shifted to increasing the economic efficiency derived from every megalitre of water. By early 2000, the focus of the rural water reform changed as prolonged drought impacted on the reliability of water supply for the irrigation community. The objective of the latest round of reforms was to improve the efficiency of water usage as the scarcity became more acute.

A few months ago, I asked a friend, a member of this Club, if he could tell me a little about the history of the Club, as I was preparing to say a few words for this evening’s dinner. I did not understand just how much he would warm to the task, until he delivered to my door, your Club History. That is, what I thought was your Club History. As I blanched under the weight of it, I realised that this was not your Club History as such – at least, not your full Club History. It dealt only with the period 1838 to 1918! Although I could barely lift it, it still had 101 years left to go, just to reach current times! So, please don’t test me on its finer details: I may not have digested every word of it. I did read enough though, to be struck by the Club’s long history, and how it runs parallel with so much of what has occurred across that time in our State. 1 That makes me observe that, similarly, the history of my role runs alongside the last 180 years of what has happened right here and across what later became known as Victoria.

Peter Pa tmore 23'" February 2000 iv ABSTRACT The Tasmanian Labor Party has found itself, like many western social democratic parties, recently subject to challenge; not from its traditional enemy, the economic right, but froma new postmaterialist left. This thesis considers the concept of postmaterialism, its rise and role in the fo rmation of new ecocentric political parties, and its impact on the structure, ideology and electoral strategy of the Tasmanian Labor Party. Maurice Duverger's typology of political parties has been used to elucidate and consider the characteristics and fo rmation of political parties and the importance of electoral systems - particularly proportional representation - in achieving representational success.
