The San Dieguito Park Trail: River and Trail Planning

The Park is a regional open space park along the San Dieguito River. The Park’s planning area extends from the ocean at Del Mar to Volcan Mountain, just north of Julian. Come meet with Shawna Anderson, AICP, Principal Planner with the San Dieguito River Park Joint Powers Authority and Mark Carpenter, Senior Associate at KTU+A, to learn about the history and ecology of the river. Enjoy a guided, easy hike of approximately 1 ½ miles along the western part of the Coast to Crest Trail at the San Dieguito Lagoon. We will discuss river and trail planning, future projects and challenges facing the San Dieguito River Park while enjoying breath-taking views!

8:30 am Meet at the Open Air Classroom by 8:30 am (see attached map) (Free parking is available at the trail staging area on San Andres Drive, just south of Via de la Valle. The event starts at the Open Air Classroom. Shawna Anderson – Principal Planner, San Dieguito River Park JPA

Shawna Anderson is the Principal Planner for the San Dieguito River Park Joint Powers Authority (JPA) where she handles all environmental documentation, CEQA/NEPA compliance, and permitting; plans trails and other park facilities; and monitors activities within the River Park planning area for compliance with the Concept Plan goals and objectives.

She has been with the San Dieguito River Park for 14 years and recently assisted in planning the proposed nature center, public trails, and open air classroom at the San Dieguito Lagoon – these projects required coastal permits and compliance with complex permit conditions; and conducts field reconnaissance and detailed alignments for segments of the Coast to Crest Trail – a planned 72-mile long regional trail from the beach in Del Mar to the headwaters on Volcan Mountain near Julian.

She also manages park projects from environmental compliance and permitting to construction. Most of these projects involve wetland and sensitive species issues. She is currently planning and permitting the Park’s first ranger station. She recently completed a feasibility study to extend the Coast to Crest Trail to the beach involving challenging land use and environmental issues, alternative routes, and public participation.

Shawna handled all CEQA/NEPA compliance and permitting for a recently-constructed 980 feet-long bicycle/pedestrian bridge over Lake Hodges and an associated wetland mitigation project at Cloverdale Creek. She is an integral part of a collaborative project planning team at the San Dieguito River Park that engages public participation on a regular basis, works with volunteer committees including the Trails Committee and Project Review Committee, coordinates with other land managers and property owners, and supports park rangers. She also reports to a Citizens Advisory Committee and the Joint Powers Authority Board of Directors.

Before joining the San Dieguito River Park, Shawna worked as a private environmental consultant for over 12 years for P&D Consultants and Ogden Environmental as a project manager/environmental planner. She was also a city planner for the City of Lakewood in Los Angeles County. Shawna has a Masters degree in geography from SDSU and a bachelor's degree in urban planning from Cal Poly Pomona.

Mark Carpenter – Project Manager, Resource Management and Technology Services, KTU+A

With a background in landscape architecture, resource planning, and GIS, Mark Carpenter oversees Resource Management and Technology services at KTU+A. His project experience includes a vast range of project types and scales such as: county-wide compatibility modeling projects; watershed management planning, parcel specific suitability modeling; site specific conceptual design and feasibility studies; mitigation/restoration planning, visual simulations; site specific 3-dimensional landform development; and large and small-scale site planning and construction documentation. KTU+A has also done trail planning for several San Dieguito River Park projects including segments of the Coast to Crest Trail and the Reach the Beach Trail Feasibility Study.

Mark’s leadership and ability to integrate scientific understanding, technical expertise, and design has allowed him to focus on environmental planning and design projects aimed at balancing the management of natural and cultural resources with human activities. Recent clients have included public agencies, private developers, and local non-profit groups. He is accustomed to working within multi-disciplinary teams on complex or controversial projects in either a lead or supporting role.

Mark’s commitment and passion for environmental stewardship is evidenced by his thoroughness and capacity to understand more than just the details of a particular project, but also the goals and objectives of the client organization. Mark’s non-profit clients are regular beneficiaries of his enthusiasm through pro bono or reduced rate professional services and volunteer hours.

Mark received his Bachelor’s Degree, Landscape Architecture, Landscape Architecture: Regional Landscape Assessment, , Polytechnic State University, 1995. He is also a member of the American Society of Landscape Architects, San Diego River Coalition
