Se trató de un período mítico e inédito en su historia. Numerosas narrativas provenientes de las más diversas ciencias sociales se han ocupado de la Revolución guatemalteca, las cuales han estado mayormente condicionadas por el dramático desenlace final de Jacobo Arbenz. Contrariando la locuacidad de su antecesor, el enigmático y lacónico Coronel le infundió un ímpetu decisivo al proceso revolucionario, dando forma a lo que hasta el momento ha sido el único programa económico-social soberano y realizable en la historia de su país. Fundamentalmente sustentado en sus documentos personales, este artículo da cuenta del proceso de maduración y transformación de aquel joven militar guatemalteco cuyo truncado legado marcó de manera significativa a una generación de latinoamericanos. -

“Fiscal Policy, Inequality and the Ethnic Divide in Guatemala”* Maynor Cabrera (Fedes), Nora Lustig (Tulane University) and Hilcías E. Morán (Bank of Guatemala) CEQ Working Paper No. 20 October 2014 Abstract Guatemala is one of the most unequal countries in Latin America and has the highest incidence of poverty. The indigenous population is more than twice as likely of being poor than the nonindigenous group. Fiscal incidence analysis based on the 2009-2010 National Survey of Family Income and Expenditures shows that taxes and transfers do almost nothing to reduce inequality and poverty overall or along ethnic and rural-urban lines. Persistently low tax revenues are the main limiting factor. Tax revenues are not only low but also regressive. Consumption taxes are regressive enough to offset the benefits of cash transfers: poverty after taxes and cash transfers is higher than market income poverty. Individual families—either invested in land or export houses—and the state used this newfound wealth to transform and beautify the capital, effectively inaugurating the modern era in the last decades of the nineteenth century. -

In this article the impact of the U.S. coup in Guatemala on U.S.- Central America socio-political relations will be evaluated, through the critical analysis of different perspectives and attributes on the subject. This work identifies, with reference to academic theories, key motives and interests behind the intervention, in relation to the significance of Guatemalan democratic president Jacopo Arbenz’ s reforms in the wider social context of Central America. The possible wide-scale impact of these reforms with the creation of viable alternative model to American liberal capitalism and consequently of a perceivable potential threat to U.S. intrinsic interests in its hemisphere, will be reflectively explored throughout with the intent of proposing a solution over the 1954 U.S. -

En ese momento histórico, en Guatemala, se ensayó un operativo modelo que luego sirvió de inspiración para otros que le sucedieron en el resto de Latinoamérica. El gobierno nacional, popular y democrático de Jacobo Árbenz Guzmán fue su víctima y los golpistas fueron coordinados y apoyados por la CIA: varios embajadores, militares reaccionarios, poderosos empresarios norteamericanos y locales y altos prelados de la Iglesia Católica. Esta conspiración incorporó a América Latina como nuevo escenario de la Guerra Fría. Palabras clave: America Latina, Guatemala, golpe, Estados Unidos Abstract In 2014 marks sixty years of the first coup concocted by the Central American Intelligence (CIA) in Latin America. In that historical moment, an operating model was tested in Guatemala, which then served as inspiration for others in the rest of Latin America. The national, popular and democratic government of Jacobo Árbenz Guzmán was its victim and the coup leaders were coordinated and supported by the CIA: several ambassadors, reactionary military, powerful American and local entrepreneurs and high prelates of the Catholic Church. This conspiracy joined Latin America as a new stage of the Cold War. While many aspects of the overthrow such as the involvement of the Central Intelligence Agency, the influence of the United Fruit Company, and the Guatemalan government’s relation to communism have all been covered, one crucial player in the overthrow, Colonel Carlos Castillo Armas, has not gained the same critical attention. Castillo Armas acted as the counterrevolutionary the CIA chose to lead the overthrow of Arbenz therefore understanding how he received the role and how he performed his task is important to understanding this historical moment. -

FUNCTIONS OF THE OFFICES IN THE BANCO DE GUATEMALA Following is a general description of the functions for the different offices in the institution and which constitutes an instrument of a purely internal procedural nature, which content allows knowing the activities in the Banco de Guatemala in broad strokes in a clear, objective and general manner, for the compliance of the fundamental objective In the same manner, it constitutes an orientation tool for the execution and follow up of the work in each office. In that sense, the summary of the day-to-day for each administrative unit is the following: EXECUTION COMMITTEE Execute the Monetary, Foreign Exchange Rate and Credit Policy determined by the Monetary Board and comply with the attributions established in the organic law of the institution. INTERNAL AUDIT Develop independent and objective activities to ensure and give consultancy in the field of its competence, to add value and propose improvements regarding the operations of the Banco de Guatemala, with the purpose of supporting the institution in the fulfillment of its objectives, providing a systematic and disciplined approach to evaluating and suggesting changes that will contribute to improving risk management, control and administration processes. Studies Auditing Unit Advising the Administration in financial, accounting and internal control matters. Financial Auditing Unit Assess the effectiveness of internal control, continuously, in response to the risks that may affect the reliability and integrity of the information contained in the financial statements of the Banco de Guatemala, the trusts which the Banco de Guatemala acts as a trustee, funds management and information related to budgetary execution; as well as to assess the compliance of the laws, regulations, and other applicable guidelines. -

However, the aims in a way may be quite diverse and may include, for example, the acquisition of wealth and the suppression of democratic forces – aims which may be better served by prolonging a war than by winning it. Getting away from the idea that war is all about winning creates intellectual space for exploring continuities between war and peace (which are usually conceptualised as opposites). In particular, it encourages us to think about how these ‘aims- beyond-winning’ (like economic accumulation and suppression of democracy) may continue to be important in peacetime.2 Rather than assuming a sharp break between war and peace, it may be more productive to suppose that conflict is ever-present (in war and peace),3 that conflict (whether in war or peace) is shaped at a variety of levels by various groups who create and manipulate it for various reasons, and that conflict in peacetime is in many ways a modification of conflict in wartime.
