DECLARATION BY THE HEADS OF STATES AND GOVERNMENTS OF BELIZE, COSTA RICA, GUATEMALA, HONDURAS, NICARAGUA, PANAMA AND DOMINICAN REPUBLIC FACING THE PANDEMIC OF COVID-19 CENTRO AMERICA ALLIED AGAINST CORONA VIRUS 12th, March, 2020 The Heads of States and Governments of Belize, Costa Rica, Guatemala, Honduras, Nicaragua, Panama and Dominican Republic having a extraordinary virtual session under the pro tempore Presidency of SICA, with Honduras in the charge. Considering That the World Health Organization, with globally alarming levels of spread and severity of cases by COVID-19, has declared this disease to be a pandemic. This implies the necessity of regional agreements on containment against its spread for the safety of our inhabitants. The Resolution COMISCA 01-2020 adopted during the Extraordinary Meeting of the Council of Ministers of Health of Central America and the Dominican Republic (COMISCA), held on 3rd of March, 2020, relative to the situation of threats of COVID-19, and the regional reaction in public health against the pandemic, where joint actions are established. That faced of the threats of COVID-19, the General Secretariat of SICA and the Executive Secretariat of COMISCA have made efforts to establish regional, intersectoral approach in response to the pandemic DECLARE 1. The importance given by the Governments of the member states of SICA for the tutelage and protection of the human security, public health and common good for population in th e region, mainly in view of the expansion of COVID-19, which requires adopting joint meas ures and coordination to face it. 2. To the nations of the region, that our national health systems attend to the pandemic acco rding to the protocols guided by the World Health Organization / Pan American Health Org anization (WHO / PAHO), taking national measures through the Ministries and Secretaries of Health, including binational and cross-border collaboration of health services for compre hensive care of suspected and confirmed cases of COVID-19 and other public health probl ems. -

Guatemala Timeline 1954: The U.S. backs a coup led by Carlos Castillo Armas against Guatemala's president, Jacobo Arbenz, which halts land reforms. Castillo Armas becomes President and takes away voting rights for illiterate Guatemalans. 1957: On July 26, President Armas is killed. 1960: The violent Guatemalan Civil War begins between the government's army and left-wing groups. Thousands of murders, rapes, tortures, and forced disappearances were executed by the Government toward the indigenous peoples. 1971: 12,000 students of the Universidad de San Carlos protest the soaring rate of violent crime. 1980: Maya leaders go to the Spanish Embassy in Guatemala to protest the numerous disappearances and assassinations by the State and to ask that the army be removed from their department, El Quiché. Security forces respond by burning the Embassy, which results in 37 deaths. 1982: Under President/Dictator Ríos Mont, the Scorched Earth policy targeting indigenous groups goes into effect. Over 626 indigenous villages are attacked. The massacre of the Ixil people and the Dos Erres Massacre are two of the most severe genocides during this time. 1985: Guatemala's Constitution includes three articles protecting the indigenous. Article 66 promotes their daily life, including their dress, language, and traditions. Article 67 protects indigenous land, and Article 68 declares that the State will give land to indigenous communities who need it for their development. 1985: The Academy of Mayan Languages of Guatemala (ALMG), which promotes and advocates for the use of the twenty-two Mayan languages in the public and private spheres, is recognized as an autonomous institution funded by the government. -
The Role of Allen Dulles in Us Policy Discussions on Latin America, 1953-611
THE PRAGMATIC FACE OF THE COVERT IDEALIST: THE ROLE OF ALLEN DULLES IN US POLICY DISCUSSIONS ON LATIN AMERICA, 1953-611 Assessments of the CIA’s role in Latin America during the 1950s have tended to focus predominantly on the twin case-studies of Guatemala and Cuba. Consequently, the Agency’s role – and, more broadly, that of its head Allen Dulles – has come to be seen as one obsessed with covert action and relatively unimportant in terms of policy discussions. Dulles, in fact, has been portrayed as an unwilling and disinterested participant in policy discussions. The present article will challenge those assertions by suggesting that, by examining Dulles’s role in the Eisenhower administration’s discussions on Latin America, a different picture emerges – one that paints Dulles as an active and rational participant, and which raises important questions for our understanding of the CIA’s role during the Eisenhower era. ‘In the 1950s’, writes Greg Grandin in describing the Central Intelligence Agency’s role in Guatemala in 1954, ‘the Cold War was often presented as a battle of ideas, yet CIA agents on the ground didn’t see it that way’…they insisted ‘on a strategy intended to inspire fear more than virtue.’2 Grandin’s view – along with the widely held perception among many non- specialists that the 1950s served as a form of ‘golden age’ for the CIA – has come to dominate historical, and indeed cultural, representations of the Agency’s role in the early- Cold War era. During the period when Dwight D. Eisenhower was president and Allen Dulles was the Director of Central Intelligence (DCI), it is commonly held, the CIA enjoyed a position of unparalleled success in US foreign policy. -

Chapel Hill 2019 Approved by: Wayne Lee Michael Morgan Benjamin Waterhouse Daniel Bolger Hal Brands ©2019 Joseph David Stieb ALL RIGHTS RESERVED ii ABSTRACT Joseph David Stieb: The Regime Change Consensus: Iraq in American Politics, 1990-2003 (Under the direction of Wayne Lee) This study examines the containment policy that the United States and its allies imposed on Iraq after the 1991 Gulf War and argues for a new understanding of why the United States invaded Iraq in 2003. At the core of this story is a political puzzle: Why did a largely successful policy that mostly stripped Iraq of its unconventional weapons lose support in American politics to the point that the policy itself became less effective? I argue that, within intellectual and policymaking circles, a claim steadily emerged that the only solution to the Iraqi threat was regime change and democratization. While this “regime change consensus” was not part of the original containment policy, a cohort of intellectuals and policymakers assembled political support for the idea that Saddam’s personality and the totalitarian nature of the Baathist regime made Iraq uniquely immune to “management” strategies like containment. The entrenchment of this consensus before 9/11 helps explain why so many politicians, policymakers, and intellectuals rejected containment after 9/11 and embraced regime change and invasion. -
