HYDRO-POWER AND THE PROMISE OF MODERNITY AND DEVELOPMENT IN GHANA: COMPARING THE AKOSOMBO AND BUI DAM PROJECTS Stephan F. Miescher, University of California, Santa Barbara & Dzodzi Tsikata, University of Ghana n 2007, as Ghanaians were suffering another electricity crisis with frequent power outages, President J. A. Kufuor celebrated I in a festive mode the sod cutting for the country’s third large hydro-electric dam at Bui across the Black Volta in the Brong Ahafo Region.1 The new 400 megawatt (MW) power project promises to guarantee Ghana’s electricity supply and to develop neglected parts of the north. The Bui Dam had been planned since the 1920s as part of the original Volta River Project: harnessing the river by producing ample electricity for processing the country’s bauxite. In the early 1960s, when President Kwame Nkrumah began to implement the Volta River Project by building the Akosombo Dam, Bui was supposed to follow as part of a grand plan for the industrialization and modernization of Ghana and Africa. Since the 1980s, periodic electricity crises due to irregular rainfall have undermined Ghana’s reliance on Akosombo. By the turn of the century, these crises had created a sense of urgency to realize the Bui project in spite of an increasing international critique of large dams. 1 Democratization and Universal Health Coverage: A Case Comparison of Ghana, Kenya, and Senegal Karen A. Grépin and Kim Yi Dionne This article identifies conditions under which newly established democracies adopt Universal Health Coverage. Drawing on the literature examining democracy and health, we argue that more democratic regimes – where citizens have positive opinions on democracy and where competitive, free and fair elections put pressure on incumbents – will choose health policies targeting a broader proportion of the population. We compare Ghana to Kenya and Senegal, two other countries which have also undergone democratization, but where there have been important differences in the extent to which these democratic changes have been perceived by regular citizens and have translated into electoral competition. We find that Ghana has adopted the most ambitious health reform strategy by designing and implementing the National Health Insurance Scheme (NHIS). We also find that Ghana experienced greater improvements in skilled attendance at birth, childhood immunizations, and improvements in the proportion of children with diarrhea treated by oral rehydration therapy than the other countries since this policy was adopted. These changes also appear to be associated with important changes in health outcomes: both infant and under-five mortality rates declined rapidly since the introduction of the NHIS in Ghana. These improvements in health and health service delivery have also been observed by citizens with a greater proportion of Ghanaians reporting satisfaction with government handling of health service delivery relative to either Kenya or Senegal. We argue that the democratization process can promote the adoption of particular health policies and that this is an important mechanism through which democracy can improve health. -

History and Political Studies, Kwame Nkrumah University of Science and Technology, PMB, Kumasi Ashanti, Ghana *Email of corresponding author: [email protected] Abstract The provision of healthcare in Ghana from the pre-colonial period to the 4 th Republic has been characterized by struggles to maintain dominance. While the politics in the pre-independence period focused on the manner of providing healthcare, the post-independence period encapsulates healthcare financing. Using the interest groups theory, the study examines the manner and motive of healthcare management in Ghana. The study finds that a coalition of healthcare interest groups often comprising healthcare providers, government functionaries, bureaucrats, and the World Bank and IMF etc., (from the 1970s), uses the definition of healthcare management to maintain leverage in the management of healthcare. Healthcare management in the pre-colonial period was defined as interventionism while the colonial administration focused on scientific therapy. The post-colonial period witnessed a shift of focus to healthcare financing and Nkrumah’ government adopted free healthcare system financed by the state. The Busia’s government focused on sustainability based on payment of small user fee. -

The purpose was to understand how the resettlement affected livelihood assets, activities, and capa- bilities of communities and households. Background Induced displacements and livelihoods of households and communities have received enormous scholarly attention in many academic disciplines. In this pa- per, we add to the contributions in this issue area, employing a case study, to examine the livelihood effects to communities involved in the Phase A of the Bui Resettlement Program in Jama, Ghana. Methodology In-depth interviews, focus group discussions, and observations were used to closely understand, from the perspective of stakeholders, including affected households, community leaders, and resettlement authorities, the impact of the project on livelihood capabilities, assets and activities. Contribution The study has shown that resettlement presents communities with both chal- lenges and opportunities. This conclusion is important in planning future pro- jects, because, it will allow practitioners to carefully plan with both dimensions at sight. Findings The study revealed that livelihood assets, including agricultural lands and fishing lake, were affected. However, farmlands were replaced while the lake remained accessible to households, posing little change in general livelihood activities. -

Currently, African countries are tapping only about 7 per cent of their technical hydropower potential (compared with 33 per cent in South America, 69 per cent in North America and 75 per cent in Europe). As a fifth of African households are not electrified and more than 30 countries suffer from frequent power cuts, the African Ministerial Conference on Hydropower, the Ministerial Conference on Water for Agriculture and Energy and the African Union’s African Hydropower 2020 Initiative agree that hydropower has a key role to play in Africa’s development. -

The Colony and Protectorate of Kenya is traversed centrally from east to west by the Equator and from north to south by meridian line 37£° East of Greenwich. It extends from 4° North to 4° South of the Equator and from 34° East longitude to 41° East. The land area is 219,730 square miles and the water area includes the larger portion of Lake Rudolf and the eastern waters of Victoria Nyanza including the Kavirondo Gulf. -
