While the two Agencies which form the Language Body continued to face different challenges to their service delivery and linguistic development, the establishment of some joint working initiatives forged the basis for the development of a positive working relationship which continues to flourish to this day. Lexicography was one of the key areas for which Foras na Gaeilge was given responsibility in its founding legislation, so the commencement of work on the English-Irish Dictionary Project was a highlight for Foras na Gaeilge. The European Charter for Regional or Minority Languages entered into force for the United Kingdom on 1 July 2001. For the purposes of Part II of the Charter, the UK Government recognised that Ulster-Scots met the definition of a regional or minority language, and is therefore committed to applying the objectives and principles of Article 7 of the Charter to the Ulster-Scots language. As the Language Body and its two Agencies have evolved the benefits of their development have become apparent to all communities on the island of Ireland and we look forward to gathering and presenting evidence of our individual and joint working successes in future years. In ainneoin nárbh ionann na dúshláin ar leith a bhí roimh an dá Ghníomhaireacht ar comhchodanna den Fhoras Teanga iad, ó thaobh seachadta seirbhísí agus forbartha teanga de, cuireadh roinnt comhthionscnamh oibre ar bun a leag síos dúshraith mhaith don chomhoibriú dearfach a leanann i gcónaí. Bhí cúrsaí foclóireachta ar na sainchúraimí a leagadh ar Fhoras na Gaeilge sa reachtaíocht bhunaidh agus dá réir sin ba bhuaicphointe é d’Fhoras na Gaeilge nuair a tosaíodh ar Thionscadal an Fhoclóra Béarla-Gaeilge. Tháinig an Chairt Eorpach do Theangacha Réigiúnach nó Mionlaigh i bhfeidhm sa Ríocht Aontaithe ar 1 Iúil 2001. Fad agus a bhain sé le Cuid II den Chairt, d’aithin Rialtas na Ríochta Aontaithe gur chomhlíon an Ultais an sainmhíniú a bhí ann ar theanga réigiúnach nó mionlaigh, agus dá réir sin tá sé tiomanta do chuspóirí agus do phrionsabail Mír 7 den Chairt a chur i bhfeidhm uirthi. Maighréad Uí Mháirtín CATHAOIRLEACH FORAS NA GAEILGE Mark Thompson CATHAOIRLEACH THA BOORD O ULSTÈR-SCOTCH - 5 - - 6 - Tuairisc Fhoras na Gaeilge Report of Foras na Gaeilge - 7 - TUAIRISC / REPORT 2001 Réamhrá an Chathaoirligh Sa chéad Tuarascáil Bhliantúil ar obair Fhoras na Gaeilge luadh an seanfhocal ‘Tús maith leath na hoibre’ agus anois bliain eile fós ina dhiaidh sin, feictear dúinn go bhfuil dul chun cinn suntasach déanta ag Foras na Gaeilge – agus ag an nGaeilge dá réir. Mar chuid den iarracht chun an eagraíocht nua a chur faoi bhráid an phobail mhóir agus chun íomhá dearfach a chothú don Ghaeilge, leanadh d’fheachtas feasachta a bhí bunaithe ar an nath ‘Ré Nua don Ghaeilge’. Ag féachaint ar raon leathan na ngníomhaíochtaí ar chabhraigh Foras na Gaeilge leo ar fud an oileáin, níl focal bréige sa nath sin. Is é príomhchúram Fhoras na Gaeilge an Ghaeilge a chur chun cinn i ngach gné den saol agus tá an fhís sin á fíoradh de réir a chéile. Léiríonn na réimsí oibre scóp agus uaillmhian na hoibre a bhí ar siúl ag Foras na Gaeilge le bliain anuas: sna réimsí cumarsáide, pobail agus gnó; oideachais; ealaíon, cultúir agus oidhreachta; stáit agus pleanála; sa téarmaíocht; sna téacsleabhair agus sna leabhair eile sa Ghaeilge. Maighréad Uí Mháirtín, Thairis sin bhí gá le han-dul chun cinn eagraíochtúil, mar a shamlófá le heagraíocht nua agus leanadh den Cathaoirleach Fhoras na Gaeilge / chumarsáid ba dhual leis na Ranna Urraíochta – An Roinn Ealaíon, Oidhreachta, Gaeltachta agus Oileán agus Chairperson of Foras na Gaeilge An Roinn Cultúir, Ealaíon agus Fóillíochta, – lenár gcomhghleacaithe i mBord na hUltaise, le Comhrúnaíocht na Comhairle Aireachta Thuaidh / Theas, leis na comhlachtaí forfheidhmithe Thuaidh / Theas eile, le raon leathan d’eagrais oifigiúla eile, agus leis na heagraíochtaí Gaeilge a mbímid i gcomhpháirt leo chun an Ghaeilge a chur chun cinn. Maighréad Uí Mháirtín Cathaoirleach Foras na Gaeilge - 8 - Foras na Gaeilge FORAS NA GAEILGE Chairperson’s Introduction In my introduction to the first Annual Report of Foras na Gaeilge I mentioned the old proverb ‘Tús maith leath na hoibre’ - 'A good start is half the work' and this year's Report proves that the good work continued in earnest for Foras an Gaeilge and for the language itself. The awareness campaign for the new organization used the phrase 'Ré Nua don Teanga' – 'A new era for the language' to introduce Foras na Gaeilge to the general public and to build a positive image for the language. The phrase was no idle boast as the wide range of projects and activites supported by Foras na Gaeilge throughout the island mentioned in this year's Report proves. Foras na Gaeilge's main responsibility is to promote the language in every aspect of life and browsing through this Report one finds much to indicate that this vision is becoming a reality. The scope and ambition of the organization's work are obvious from the areas of activity: communications; community and business; education; the arts, culture and heritage; state and planning; terminology; textbooks; general books in Irish. In addition much of the necessary organization-building necessary for a new body was carried out at the same time and in particular communication continued with
