SAILING INSTRUCTIONS

1 Races will be governed by the Rules as defined in The Racing Rules of (RRS) IRC Rules 2019 Parts A, B & C Crouch Harbour Authority bye laws apply.

2 Competitors automatically grant to the organising authority without payment the rights in perpetuity to make, use and show any motion pictures, still pictures and live taped or filmed television of, or relating to this event

3 Notices to competitors will be posted on the official notice board located at the Regatta Office in the Royal Burnham Yacht Club.

4 Changes to Sailing Instructions will be posted before 0900 on the day of taking effect, except that any change to the schedule of races will be posted by 2000 on the day before taking effect.

4.1 The notation “DP” in a rule in Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than disqualification.

5 Signals made ashore - will be displayed at the Royal Corinthian Yacht Club. Dinghy signals at the Burnham Sailing Club.

5.1 When flag AP is displayed at the RCYC, “1 minute” is replaced with “not less than 60 minutes” in the race signal AP.

5.2 After a long postponement, an orange flag will be displayed with one sound signal at least four minutes before a warning signal is displayed.

5.3 All boats are required by rule to avoid a collision if possible! Right-of-Way is no excuse to cause a collision

6. Safety regulations

6.1 Multihull boats must have an LOA between 7.2 and 12.2 metres and rate between 1.130 and 1.600. Entries may be accepted from boats outside these parameters at the discretion of the Race Committee.

6.2 Cruiser Classes shall comply with ISAF Offshore Special Regulations. Appendix B Special Regulations for inshore racing http://www.sailing.org/tools/documents/4OSR2018AppB18122017- [24010].pdf

a. All boats shall carry a VHF Transceiver capable of receiving CH16, CH37 & CH72.

6.3 All other boats must comply with their class rules and have adequate personal buoyancy for all crew members.

6.4 For all races sailed under Local Handicap, the IRC Rules 2019 Parts A, B and C shall apply, except that IRC Rule 22.4.2 will not apply. There will be no limitations on crew number or weight except

8. Boat identification – Cruiser Class 1,2,5,6,9 shall class flags aft.

All boats shall display sail numbers in accordance with RYA Prescriptions and RRS Appendix G2.

9. Courses

9.1 Courses to be sailed will be selected from race marks described in SI Appendix A and Navigation marks of the Roach, Crouch and Thames Estuary.

9.2 Courses A or B will be displayed on the Official Notice board, and will be available on the Burnham Week Web site. Burnhamweek.com no later than the Class warning signal. Course board A or B will be displayed from the stern of the committee vessel.

9.3 RRS 33 is amended as follows: If flag H is displayed from a Burnham Week committee vessel at a rounding or gate, the course is changed. Pass the mark on the correct side from the direction of the previous mark and sail to the designated finish line.

9.4 Race signals relevant to the BSC line will be displayed on the Balcony of the BSC. Any course change will be broadcast from the BSC Line on VHF CH 37

10 The Start. Start and Finish Lines.

10.1 (DP) Boats whose class warning signal has not been displayed must not enter the starting area near the start line or be on the starting line during the last two minutes of a starting sequence of another class.

10.2 Races will be started in accordance with RRS 26.

10.3 (a) The Pile House (PH) start lines will be between a staff displaying an orange flag on a BWL Committee vessel and an orange buoy, south of the Committee vessel, East of Fairway No. 3.

(b) The Burnham Sailing Club (BSC) line is between a triangle on the BSC Race Box and a triangle on the South shore.

(c) The Pile House (PH) finish line will be between a staff displaying an orange flag on a BWL Committee vessel and an orange buoy, north of the Committee vessel, East of Fairway No. 3. 01.06.2019 10

(d) The Royal Corinthian Yacht Club (RCYC) line is between a triangle on the RCYC Race Box and a triangle on the south shore

11. Penalties

11.1 A boat in Cruiser Classes,1, 2,5, and 6 that may have infringed a rule of Part 2 of RRS while racing may take a time penalty of 2% of her elapsed time unless she has caused injury or damage or gained a significant advantage in which case she will retire. The boat shall display a yellow flag and comply with the requirements of RRS 44.3. This changes RRS 44.2.

11.2 The Race Management team may call OCS boats one minute after the start.

12. Time limits

12.1 The time limit for all classes is 18.30 Saturday and Sunday. All other days the time limit is 17:30 The Town Cup race, which has no time limit, RRS 35 TIME LIMIT applies.

12.2 Boats finishing after 18.30 Saturday and Sunday and17:30 all other days, may find that the Race Officer has replaced the Committee Boat with a moored inflatable buoy displaying Flag M. This changes RRS 34. These boats must time themselves in and declare this time in writing together with the sail number and name of any boat finishing before and after to the Race Office by 08.30 the next day.

13. Retirements A boat that retires shall inform the Race Officer by VHF or contact the Regatta Office by phone or email before the end of protest time email to: [email protected].

14. Moored vessels An entered boat making toward the racing area, racing or leaving the racing area shall not touch a moored vessel or a mooring buoy to which the vessel is moored or cause another boat to do so. When a boat while racing touches a moored vessel: (a) her penalty is to retire unless she protests another boat and is exonerated under rule/ RRS 64.1(a). (b) the owner/person in charge shall report the collision to the Crouch Harbour Authority, on VHF channel M1, or telephone number 01621 783 602 or mobile telephone number 07903 132 644 email: [email protected] This reporting obligation is in addition to and not in substitution of the reporting obligation contained in CHA Bye law 24.

15. Anchors and outboard engines shall be stowed inboard.

16. Protests

16.1 Protest forms are available at the Regatta Office. Completed forms and requests for redress must be submitted within the protest time limit.

16.2 Protestors shall inform the Race Officer of their intentions when finishing or retiring.

16.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or witnesses.

16.4 Hearings will be held in the Clubs on their specified days CSC will hold their protests in the trophy room of the RCYC.

17. Scoring

17.1 The Low Point System of Appendix A will apply.

17.2 If three or less races in a series are completed no score will be excluded.

17.3 When four or more races have been completed, a boats series score will be the total of her race scores excluding her one worst score.

17.4 One or more races may constitute a series.

17.5 For Burnham Week 2019 Two discards will apply for RBOD fleet week’s points eight days. RBOD weeks points series is 8 days. RCOD weeks points series is 7 days. Dragon weeks points series is 7 days Squib weeks points series is 7 days Elite weeks points series is 7 days (7days Saturday to Friday)

18. Communications.

18.1 Committee vessel Race Officers will communicate with competitors on VHF CH72. RCYC line and BSC line Race Officers will transmit on CH37. 18.2 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

19 Grounding.

19.1 Under rule 42.3 (h) Boats in Cruiser classes may after running aground use their engines to get clear. If they do so, they shall, after getting clear and having stopped their engine and before continuing with the race, take a Two Turns Penalty as per rule 44.2

Such action shall be reported to the Burnham Week Office within the protest time limit.

20. Prizes Prizes will be awarded in accordance with Sailing Instructions Appendix X. 20.1 Prize Giving RCYC - Bank Holiday Monday - Dinghy prize giving at 16.00 RCYC - Bank Holiday Monday - Ospreys and Phantoms at 16.00 RCYC - Bank Holiday Monday – Cruisers and Dayboats at 18:00 BSC - Wednesday evening - John Torrance Trophy at 20:00 RBYC - Final Saturday – Midweek, daily and final Saturday trophies 18:00

21 Areas that are Obstructions 21.1 On the South bank of the River Crouch there are marker posts denoting the breaches to the wall and entrances to the wetlands. There are underwater hazards and obstructions on the foreshore/riverbanks around the breaches. It is dangerous to go inside these posts.

21.2 On the West bank of the River Roach there are entrances to the wetlands. There are hazards and obstructions on the foreshore / riverbank around the breaches. It is dangerous to go into the entrances.

22 Risk Statement

Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, 01.06.2019 14

their crew and their boat to such inherent risk whilst taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boat and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; (f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;

(g) (For offshore races) They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew);

23. Insurance Each competing boat shall be insured with valid third-party liability insurance with a minimum cover of £3,000000

24. Trash Disposal Trash to be taken home or placed in the shore disposal bins

25. Class 9 All boats are required by rule to avoid a collision if possible! Right-of-Way is no excuse to cause a collision
