JMAD New Zealand Media Ownership Report 2013 Published: November 28, 2013 Author: Merja Myllylahti This New Zealand Ownership Report 2013 published by AUT’s Centre for Journalism, Media and Democracy (JMAD) outlines how the financialisation of New Zealand media intensified as News Limited pulled out of Sky TV, and as lenders took 100 percent control of MediaWorks. In 2013, controversy erupted when it was revealed that a journalist’s phone records had been handed to a ministerial inquiry without her consent. The move was condemned by over 300 journalists as the government’s invasion of privacy was seen as a threat to media freedom. The government also passed legislation giving extra surveillance powers to the Government Communication Security Bureau (GCSB). This represented an institutional threat to journalistic autonomy. The report also finds that the bloggers and blogosphere gained prominence and influence in relation to the commercially driven mainstream media. In October 2013, there were 280 ranked blogs in New Zealand, and the top political blogs recorded high visitor numbers. MOTION - MANNING, IVEN WEMYSS Condolences MR PEARCE (Armadale - Leader of the House) [2.17 pm]: I move, without notice - That this House records its sincere regret at the death of [yen Wemyss Manning and tenders its deep sympathy to his widow Jill and members of his family in their bereavement. Mr Iven Manning died at the age of 70 on 20 July 1988. He served in the State Parliament for 24 years from March 1950 to March 1974, and represented the Legislative Assembly seats of Harvey and Wel-lington. He was Chairman of Committees for three years between I963 and 65; he was the Government Whip between 1965 and 71; and he was the Opposition Whip between 1971 and 74. He served his country in World War II in the 2/28th Battalion of the 9th Division in North Africa. He took part in the siege of Tobruk and was seriously wounded in the battle of Ruin Ridge where he lost an arm. Mr Manning was well known for his community work in the Harvey district. His major involvements were with the RSL, Legacy and Rotary. He was also a member of the Junior Farmer movement and Patron of the B unbury and Districts Men's Hockey Association. Mr Even Manning will be greatly missed by all, and I tender my deepest sympathy to his widow, Jill, and his family on behalf of the Premier and the Government. -

This promotion involves the projection of selective imagery to specific target groups and often includes the physical reshaping of places to fit a promotable image. Attempts to understand these processes have often focused on one of two approaches: a global perspective stressing the consumptive nature of the tourist gaze and the resultant commodification of place at the local level; and a local perspective emphasising difference and uniqueness. 437 CHANGES TO DISASTER INSURANCE IN NEW ZEALAND SUMMARY This article is based on material supplied by EQC in its information kit detailing the background to and consequences of the Earthquake Act 1993. After discussing the need for a change in insuring for disasters, the new natural disaster insurance for residential properties - EQCover - is outlined. This is followed by an outline of the phase-out of EQC cover for disaster insurance for commercial and "Special Purpose" properties. CAPACITY AND POWERS OF CROWN ENTITIES Jenny Cassie, Barrister Introduction This chapter discusses the provisions of the Crown Entities Act which relate to the capacity and exercise of powers of statutory entities and, to a more limited degree, Crown entity companies and Crown entity subsidiaries. The commentary covers the generic model as covered by the Act and does not, for example, cover the exercise of powers by statutory officers whose powers must be exercised independently of an entity.72 Legal status Statutory entities, Crown entity companies and Crown entity subsidiaries are all bodies corporate and are therefore legal entities which exist separately from their members, office holders, employees and, importantly, the Crown.73 This separation is illustrated most acutely by the position of statutory entities that are corporations sole. A single person, for example, the Privacy Commissioner, may have corporate status by virtue of being declared a corporation sole. This enables an artificial line to be drawn between the person as an individual and the office as a legal person. Crown entity status contrasts with Departments, which are legally part of the Crown. Departments, having no separate legal status, can be established and disestablished by the Government by executive action. By contrast, a “statutory entity” can only be established or disestablished by legislation. Setting up Crown entity companies requires registration of a company with Ministers as shareholders.74 Capacity of statutory entities “Capacity” describes the legal ability or qualification of an entity to do something. The general rule regarding the capacity of corporations is that:75 The powers of a corporation created by statute are limited and circumscribed by the statutes which regulate it and extend no further than is expressly stated therein, or is necessarily and properly required for carrying into effect the purposes of its incorporation, or may be fairly regarded as incidental to, or consequential on, those things which the legislature has authorised. -
