ABOUT THIS APPLICATION FORM

This form is for the purpose of making an application for a Waste Water Discharge Certificate of Authorisation under the Waste Water Discharge (Authorisation) Regulations, 2007 (S.I. No. 684 of 2007) or for the review of an existing Waste Water Discharge Certificate of Authorisation.

The Application Form must be completed in accordance with the instructions and guidance provided in the Waste Water Discharge Certificate of Authorisation Application Guidance Note. The Guidance Note gives an overview of Waste Water Certificates of Authorisation, outlines the certification application process (including the number of copies required) and specifies the information to be submitted as part of the application. The Guidance Note and application form are available to download from the licensing page of the EPA's website at www.epa.ie.

A valid application for a Waste Water Discharge Certificate of Authorisation must contain the information prescribed in the Waste Water Discharge (Authorisation) Regulations, 2007 (S.I. No. 684 of 2007). Regulation 24 of the Regulations sets out the statutory requirements for information to accompany a Certificate of Authorisation application. The application form is designed in such a way as to set out these questions in a structured manner and not necessarily in the order presented in the Regulations. The procedure for making and processing of applications for waste water discharge Certificates of Authorisation, and for the processing of reviews of such Certificates, appears in the Waste Water Discharge (Authorisation) Regulations, 2007 (S.I. No. 684 of 2007) and is summarised below. The application fees that shall accompany an application are listed in the Third Schedule to the Reg uI a ti ons.

An application for a Certificate of Authorisation must be submitted on the appropriate form (available from the Agency website - htto://www.epa.ie/whatwedo/licensinu/wwda/) with the correct fee, and should contain relevant supporting documentation as attachments. The application should be based on responses to the form and include supporting written text and the appropriate use of tables and drawings. Where point source emissions occur, a system of unique reference numbers should be used to denote each discharge point. These should be simple, logical, and traceable throughout the application.

The application form is divided into a number of sections of related information. The purpose of these divisions is to facilitate both the applicant and the Agency in the provision of the information and its assessment. Please adhere to the format as set out in the application form and clearly number each section and associated attachment, if applicable, accordingly. Attachments should be clearly numbered, titled and paginated and must contain the required information as set out in the application form. Additional attachments may be included to supply any further information supporting the application. Any references made should be supported by a bibliography.

All questions should be answered. Where information is requested in the application form, which is not relevant to the particular application, the words "not applicable" should be clearly written on the form. All drawings should have a unique reference number and should be signed by a clearly identifiable person. e All drawings should indicate a scale and the direction of north. e All drawings should, generally, be to a scale of between 1:20 to 1:500, depending upon the degree of detail needed to be shown and the size of the facility. Due to the current economic climate and the considerable slowdown in the construction industry it is unlikely that the plant will exceed its design capacity in the coming years.

nt Te Treatment consisting of Rotating Biological Contactor (R.6.C) and Constructed Wetland (Reedbed) Systems.

The Rotating Biological Contactor (R.B.C) system consists of a Primary Settlement Tank, a R.B.C unit and a Control Unit for the R.B.C. The Constructed Wetlands System consists of 400m2 of Reed Bed, carrier pipe network, gravel media, HDPE liner barrier and an outlet manhole.

Wastewater enters the wastewater treatment works at the Primary Settlement Tank which is part of the R.B.C system. The wastewater then flows by gravity to the Rotating Biological Contactor (R.6.C) unit. This activated sludge aeration process using mechanical aerators is an attractive process, particularly for this small treatment works, due to the simplicity of operation and low operating costs.

The Wastewater enters a flow measurement chamber (weir) and manhole before moving on through a carrier pipe to the 400m2 Reed Bed System. This system is

EPA Export 11-02-2011:03:36:33 used as a Tertiary treatment process for final effluent polishing .The treated wastewater leaves this system via an outlet manhole and 10m of gravity laid 150mm dia. Pipe before being discharged to a stream

The Sludge formed in the Secondary Treatment part of the R.B.C unit and the primary settlement tank is removed four times a year. The Sludge is pressed using a mobile sludge press and removed off site .There is no storm overflow at the treatment plant but there is at the Pumping station at Knockmullin. The Plant is visited once a week by the caretaker and there is currently no alarm callout in place.

There are two pumping stations on the Fenagh wastewater network. One at Knockmullin commissioned in 2004 and has an emergency overflow of which there are no plans to decommission in the near future. The other Pumping Station is required for a Group Sewerage Scheme of 14 houses at Fenaghbeg which was commissioned in May 2010.

All Sampling is carried out by Leitrim County Council's environmental laboratory in Carrick on Shannon. A monitoring programme is devised at the beginning of each calendar year and the number of samples taken is based on the size (P.E) of the wastewater treatment plant and the performance in the previous sampling period, as per the Urban Wastewater Treatment Regulations, 2001,

Monitoring of the effluent for BOD, COD, Suspended Solids, Total Nitrogen and Total Phosphorus is currently carried out under the Urban Wastewater Treatment Regulations, 2001. Monitoring of the discharge will be revised on granting of the discharge licence.

The Fenagh wastewater treatment plant is working well within its design capacity and Leitrim County Council have no requirements for any future upgrade of the plant.

C.1 Operational Information Requirements Provide a description of the plant, process and design capacity for the areas of the waste water works where discharges occur, to include a copy of such plans, drawings or maps (site plans and location maps, process flow diagrams) and such other particulars, reports and supporting documentation as are necessary to describe all aspects of the area of the waste water works discharging to the aquatic environment. Maps and drawings must be no larger than A3 size.

The Fenagh wastewater treatment plant is located one kilometre outside the village on the Carrigallen Road. It was designed and constructed to cater for a population equivalent of 400 in 2004. It is currently catering for a population equivalent of 132. This plant provides both Secondary and Tertiary Treatment and consists of:

- 1No. “Klargester G11 Carbonaceous Biodisc /Managed Flow System” which includes (a) 1No. 400 P.E Primary Settlement Tank, (b) I No. Rotating Biological Contactor Unit (R.B.C) (c) 1No. Control Kiosk for Pump Sump. (d) 1No. Control Unit for R.B.C.

- A flow Measurement Chamber. - A 400m2 Reed Bed Tertiary Treatment System. - Effluent Outlet Manhole.

Wastewater is pumped from the Knockmullin Pumping Station to the wastewater treatment works and enters the works at the inlet manhole. It flows from there to a 400 P.E. Primary Settlement Tank which is part of the R.B.C system. The wastewater then flows by gravity to the Rotating Biological Contactor (R.6.C) unit. This activated sludge aeration process using mechanical aerators is an attractive process, particularly for this For inspection small purposes treatment only. works, due to the Consent of copyright owner required for any other use. simplicity of operation and low operating costs.

In the Rotating Biological Contactor unit, the plastic media are assembled on a horizontal shaft-usually as vertical discs in the form of a cylinder that can be up to 4m in diameter and 7m long. The shaft is rotated at 1-10 revolutions per minute, and the media are immersed in the wastewater to a depth of 40Y0 of their diameter. The rotation of the assemblage ensures that the media are alternatively in air and wastewater resulting in the development of bio-film. The secondary settlement tank part of the R.B.C and the Primary Settlement Tank are de-sludged four times a year.

The Flow enters a flow measurement chamber (weir) and manhole before moving on through carrier pipes to the 400m2 Reed Bed System. This system is used as a Tertiary treatment process for final effluent polishing .As it flows through, the wastewater is purified by microorganisms attached to the reeds and support media. The media consists of gravel and a High Density polyethylene liner barrier is provided beneath the bed to prevent groundwater contamination.

The treated wastewater leaves this system via an outlet manhole and 10m of gravity laid 150mm diameter pipe before being discharged to the receiving stream waters.

EPA Export 11-02-2011:03:36:34 There are no on site Sludge treatment facilities, however the Primary Settlement tank and R.B.C unit are de-sludged four times a year by Water Services own mobile sludge press. This unit serves all wastewater treatment plants that do not have on site facilities. A polyelectrolyte is added to aid floccing and the sludge is passed between two belts to extract the water. Dried sludge is stored in a large skip located on the mobile unit and this is emptied to a larger skip at Carrick on Shannon. Wastewater taken from the mixed liquor is put back into the settlement tank.

Other than the Primary Discharge (SWl), there are no areas where emissions are likely within the plant.

C.1.1 Storm Water Overflows

For each storm water overflow within the waste water works the following information shall be submitted:

0 An assessment to determine compliance with the criteria for storm water overflows, as set out in the DoEHLG 'Procedures and Criteria in Relation to Storm Water Oven'lows', 1995 and any other guidance as may be specified by the Agency, and 0 Identify whether any of the storm water overflows are to be decommissioned, and identify a date by which these overflows will cease, if applicable.

SW2 - Knockmullin Pumping Station This Emergency Overflow will only be required in times of extreme rainfall or when maintenance is required on the pumps. Discharges from the overflow are rare and are in compliance with the criteria set out in the DoEHLG 'Procedures and Criteria in Relation to Storm Water Overflows'. For each pump station operating within the waste water works, provide details of the following:

There are two pumping stations on the Fenagh wastewater network. One at Knockmullin commissioned in 2004 and has an emergency overflow of which there are no plans to decommission in the near future.

The other Pumping Station is required for a Group Sewerage Scheme of 14 houses at Fenaghbeg which was commissioned in May 2010.

Knockmullin Pumping Station. The Knockmullin Pumping Station has two pumps, one duty and one standby. There are no measures taken in the event of a power failure, however there is 24 hours storage capacity at the pumping station. The design of this pumping station

Fenaghbeg Pumping Station The Fenaghbeg Pumping Station has two pumps, one duty and one standby and was commissioned in early 2010. There will be a text message alert system for the area caretaker in the event of a power failure and there is 24 hours storage capacity at the pumping station. This Pumping Station will overflow to the network.

Attachment C.1 should contain supporting documentation with regard to the plant and process capacity, systems, storm water overflows, emergency overflows, etc., including flow diagrams of each with any relevant additional information. These drawings / maps should also be provided as geo-referenced digital drawing files (e.g. ESRI Shapefile, MapInfo Tab, AutoCAD or other upon agreement) in Irish National Grid Projection. An annual sampling programme is prepared for Fenagh Wastewater Treatment plant in January of each year based on its P.E. and the recommended number of samples required, as per the Fifth Schedule of the Urban Wastewater Treatment ‘-) (4 Regulations, 2001. A copy of the current sampling programme is attached, Attachment E.2.1.

Reference should be made to, provision of sampling points and safe means of access, sampling methods, analytical and quality control procedures, including equ i pmen t Cali bration, equipment maintenance a nd data recordi ng/repo rting procedures to be carried out in order to ensure accurate and reliable monitoring. Sampling points at Fenagh wastewater treatment plant are accessible at all stages of treatment and final effluent.

Health and safety audits were conducted in 2007 on all waste water treatment plants, these surveys assessed any likely H&S risks including issues of access. The surveys were repeated in October 2009 and focused on the costs of works to be undertaken to eliminate identified hazards and reduce associated risks.

In determining the sampling programme to be carried out, the variability of the discharge and its effect on the receiving environment should be considered.

EPA Export 11-02-2011:03:36:34 Sampling methods and quality control procedures for all parameters, including subcontracted analysis, are included as attachments E2.2 to E2.4.

Influent and effluent samples are taken on each sampling date, grab samples at the inlet and 24-hour composite samples at the outlet. Influent samples are taken using a rod and bucket and effluent samples are taken via a portable composite sampler. 2 litre samples, representative of the composite sample collected, are taken back to the laboratory for ease of transport.

Ambient upstream and downstream samples were taken, using rod and bucket. Samples were taken from the river bank at points which were easily and safely accessed.

Analysis carried out on annual monitoring samples is done in Leitrim County Councils own environmental laboratory, with the exception of Total Nitrogen and Total Phosphorus, which is contracted out to an external laboratory. Test methods for all analysis carried out in the environmental laboratory in relation to (3 wastewater are in Attachment E.2.2. Accreditation details for the external contract laboratory are in Attachment E.2.3.

All samples are logged to a central reference book upon arrival at the laboratory. Each sample is given a unique reference number which it retains throughout processing. All samples and results are placed on the computer package Lab Info. and a hard copy of results is also kept on file.

All field data is recorded in the first instance on standardised field sheets and laboratory data is recorded on standardised laboratory sheets. All final results are then transferred to the data collection system - LabInfo Version 2.7.1. To date waste water treatment plant results have not been made to the EPA (not yet requested by the EPA) via the EDEN system, it is envisaged that future returns will be conducted via EDEN and consequentially the certification of all results will be used systematically. All meters and balance used during analysis are calibrated before use and standards are run with every sample batch. In the case of BOD, COD and SS, blanks are also run with every sample batch. Leitrim County Councils environmental laboratory has a system of laboratory logs where all daily calibration results, temperatures, analysis dates and times and st s fo batch of samples analysed are remrded. The laboratory is not ted takes part in the annual Environmental Protection Agency's Intercalibration Scheme, which it generally performs well in.

All laboratory equipment is externally calibrated once per year. A list of the most recent calibration of all relevant laboratory equipment is in Attachment E.2.4.

Fenagh Wastewater Treatment plant is located in the Northwestern RBD and falls into the Erne Mid Water Management Unit. The designation of the waterbody IE-NW-36-2082, The Yellow River, Tributary of the Woodford and Erne as poor, has been extrapolated from NW-36-1170 (Derradda Branch, Tributary of Blackwater and Erne), likewise of poor status.

The receiving waters into which SW1 discharges is a small stream that forms from a branched source south of Fenagh and flows north, through the village and a further 1.3 km up to Lough Reane. No status has been assigned to this lake since it has no designated sampling point under the EPA programme for operational or surveillance monitoring. The outflow of Lough Reane is at the southern end at Grid Ref. 210233E, 308862 and travels a short distance 0 eastwards before the stream diverts to a swallow hole.

Grab samples were taken on the 03/12/09 from the receiving water upstream and downstream of the treatment plant primary discharge. The results were compared to the 2009 Surface Water Regulations. (In cases where there was no limit in the Surface Water Regulations the Drinking Water Regulations 2007 were used for comparison purposes).

The limit of detection for mercury is not low enough but the result was still included. There is a big difference between upstream and downstream in the water hardness and conductivity results. Most of the other parameters are lower downstream compared to upstream. Further investigation and samples are needed to ensure the upstream and downstream sites are representative.

The upstream sample exceeded BOD Ammonia and Orthophosphate High Status limits in the 2009 Surface Water Regulations. There was compliance however with G the Good status limit for these parameters. The downstream site exceeded BOD High and Good status limit.

In 2008 the reed bed liner was replaced and new reeds replanted as part of the Small Works Programme for that year. This new reed bed is now working satisfactorily and samples can now be taken from the post reed bed manhole and not the post RBC manhole.

The issuing of the Certificate of Authorisation will undoubtedly stipulate changes to the current monitoring and management of the plant and Leitrim County Council will obviously endeavour to maintain compliance with any authorisation issued. 6.4 Storm Water Overflows Provide details on a programme of improvements to ensure that discharges other than the primary and secondary discharges comply with the definition of ‘storm water overflow’ as per Regulation 3 of the Waste Water Discharge (Authorisation) Regulations, 2007.

Regulation 3 defines a storm water overflow as a structure or device on a sewerage system designed and constructed for the purpose of relieving the system of excess flows that arise as a result of rain water or melting snow in the sewered catchment, and the excess flow being discharged to receiving waters.

1. Personal Protective Equipment must be worn at all times, visibility vests, protective footwear and gloves. 2. Easy access to and froin the sampling location should be established before sampling commences. 4. Information regarding the location(s) of sampling and estimated time of return to the laboratory should be made available before departure from the laboratory. 5. 2:l Introduction

A monitoring programme should be pre-determined before the start of each sampling year. The programme should set out each point at which samples are to be taken for particular parameters, how many samples are to be taken at each point for each parameter and when the samples are to be taken. The progranme should ensure that the number of samples taken at each wastewater treatment plant (WWTP) is distributed as evenly as practicable throughout the year.

Samples collected in any monitoring programme must be representative of the quality of the bulk of the material being monitored. 22 Purpose

The purpose of the wastewater sampling method is to define a sampling programme, to ensure confidence in analytical results and to ensure a suitable response to unsatisfactory results.

Safety is the responsibility of every individual working within a laboratory environment (Hach, 2002).

The following safety guidelines apply to individuals working within a laboratory environment. These guidelines are not intended to cover all aspects of safety:

General Safety 1. Do not block exits or access to emergency equipment within the laboratory. 2. Do not smoke, eat or drink within the laboratory. 3. Keep work areas neat and clean within the laboratory. 4. Never pipette by mouth within the laboratory. 5. Wipe up spills promptly within the laboratory. Appropriate training in spill management should be obtained. (Hach, 2002)

Protective Equipment 1. Wear safety glasses to protect eyes from flying objects or chemical splashes. 2. Wear gloves to protect skin from toxic or corrosive materials, sharp objects, very hot or very cold materials or broken glass. 3. Wear laboratory coats to protect skin and clothing from splashes. 4. Fume hoods should be used when directed to do so by the procedure, or as recommended in the material safety data sheet (MSDS). (Hach, 2002)

First Aid Equipment and Supplies 1. First aid kits should be provided within the laboratory. Appropriate training in first aid should be obtained. 2. 2:l Introduction

The BOD electrode method is suitable for determining the BOD of water and wastewater.

2:2 Principle

The BOD determination is an empirical test in which standardised laboratory procedures are used to determine the relative oxygen requirements of wastewaters, effluents and polluted waters (APHA,AWWA and WPCF, 1985).

The test measures the oxygen required for the biochemical degradation of organic material (carbonaceous demand) and the oxygen used to oxidise inorganic material such as sulphides and ferrous iron. It may also measure the oxygen used to oxidise reduced forms of nitrogen (nitrogenous demand) unless their oxidation is prevented by an inhibitor (APHA,AWWA and WPCF, 1985).

The method consists of placing a sample in a full, airtight bottle and incubating the bottle under specified conditions for a specific time. Dissolved oxygen (DO) is measured initially and after

EPA Export 11-02-2011:03:36:35 incubation. The BOD is calculated from the difference between the initial and final DO (APHA, AWWA and WPCF, 1985). Normally a 5-day BOD test period (English legend has it that 5 days was the time period taken between sewage entering a river and reaching the ocean) is used where samples are incubated in the dark (to restrict algal growth) at 20°C (the temperature believed to be reasonably representative of field conditions).

Most wastewaters contain more oxygen demanding materials than the amount of DO available in air-saturated water. Therefore it is necessary to dilute certain samples before incubation to bring the oxygen demand and supply into appropriate balance (APHA,AWWA and WCF, 1985).

Bacterial growth requires nutrients such as nitrogen, phosphorus and trace metals. These are added to dilution water, which is buffered to ensure that the pH of the incubated sample remains in a range suitable for bacterial growth (MHA, AWWA and WPCF, 1985).

4:l Preservation Method If more than a 2-hour delay before analysis of grab sample(s) takes place the sample(s) should be kept at or below 4°C from the time of collection and analysis should begin within 6 hours of collection. If this is not possible store sample(s) at or below 4°C and report length and temperature of storage with the results. In no case start analysis more than 24 hours after grab sample collection. Keep composite samples at or below 4’C during cornposting. Limit composting period to 24 hours. Use the same criteria as for storage of grab samples, starting the measurement of holding time from the end of the composting period. State storage time and conditions as part of the results (APHA, AWWA and WPCF, 1985).

51.1 Preparation of BOD Dilution Water

1. Place a desired volume of purified water in a BOD dilution water container. 2. Place a BOD aerator in the BOD dilution water 3. Aerate the BOD dilution water overnight. 4. Add a BOD nutrient buffer pillow to the BOD dilution water. 5. Continue aeration of the BOD dilution water until sample dilution is ready to take place.

51.2 Preparation of 2% Glucose-Glutamic Acid Solution (Prepare immediately before use)

1. Dry D(+)Glucose and L-Glutamic acid at 103°C for 1 hour. 2. Add 0.1509 of D(+)Glucose and 0.15Og of L-Glutamic acid to a lOOOmL volumetric flask containing purified water, mix thoroughly and make up to the mark with purified water. 3. Prepare a 150 (2%) dilution of the Glucose-Glutamic Acid solution using BOD dilution water.

5:1.3 BOD Determination

1. Prepare dilutions, where appropriate, of the sample(s) to be tested. Dilutions that result in a residual DO of at least lmgk and a DO uptake of at least 2mgL after 5 days incubation provide the most reliable results (APHA, AWWA and WPCF, 1985). 2. Transfer the diluted or undiluted saniple(s) to a corresponding glass stoppered BOD bottle(s). 3. Bring the diluted or undiluted sample(s) to 20°C. 4. Measure the of the sample(s) in mgL using a meter and electrode. The DO, For inspection purposes only. Treat the 2% Glucose-Glutamic Acid Solution in the same manner as the sample. 9. Incubate the sample(s), blank and Glucose-Glutamic Acid Solution at 2Ohl"C for 5 days. 10. Measure the DO5 of the sainple(s), blank and Glucose-Glutamic Acid solution and determine their BODS according to the formula in section 6:O.

The DO uptake of the blank after 5 days should not be more than 0.2mgiL and preferably not more than 0.lmgk. If the oxygen depletion exceeds 02mgL obtain satisfactory water by improving purification or from another source balance (APHA, AWWA and WPCF, 1985).

The BODs of the Glucose-Glutamic Acid solution should be 200h37mgL. If it is outside this range reject any BOD determinations made with the BOD dilution water and seek the cause of the problem balance (APHA,AWWA and WPCF, 1985).

If more than one sample dilution meets the criteria of a residual DO of at least ImgL and a DO depletion of at least 2mgk and there is no evidence of toxicity at higher sample concentrations or the existence of an obvious anomaly, average results in the acceptable range (APHA, AWWA and WPCF, 1985).

General Safety 6. Do not block exits or access to emergency equipment within the laboratory. 7. Do not smoke, eat or drink within the laboratory. 8. Keep work areas neat and clean within the laboratory. 9. Never pipette by mouth within the laboratory. 10. Wipe up spills promptly within the laboratory. Appropriate training in spill management should be obtained. (Hach, 2002)

COD vials used in the COD reactor digestion method contain a range of ingredients including sulphuric acid and potassium dichromate. These vials may also contain mercury and silver soIutions. An MSDS (Laboratory MSDS Number: C8. Appendix 1.1) should be consulted before attempting this method.

COD vials used in the COD reactor digestion method are heated to 150°C during the digestion stage of this method. During and, for a time, following this digestion stage of the COD reactor digestion method the COD reactors digestion block and the COD vials may be too hot to touch. The COD reactors digestion block and the COD vials must be allowed to cool to a ‘hand-held’ temperature before the COD vials are removed from the COD reactor digestion block.

2:l Introduction

The COD reactor digestion method is suitable for determining the COD of water, wastewater and seawater (Jirka and Carter, 1975).

The COD is defined as the amount of a specified oxidant that reacts with a sample under controlled conditions. The quantity of oxidant consumed under controlled conditions is expressed in terns of its oxygen equivalence. Organic and inorganic components of a sample are subject to oxidation but in most cases the organic component predominates and is of the greater interest. COD is a defined test, in other words, the extent of sample oxidation can be affected by digestion time, reagent strength and sample COD concentration (APHA,AWWA and WEF, 1998). COD is often used as a measurement of pollutants in wastewater and natural waters (APHA, AWWA and WEF, 1998). COD can be related empirically to biochemical oxygen demand (BOD), organic carbon or organic matter for samples from a specific source. The COD test is useful for monitoring and control after correlation has been established (APHA, AWWA and WPCF, 1985). In the COD reactor digestion method a sample is digested for two hours, at 150"C, with potassium dichromate (KzCr207), which is a strong oxidising agent. Oxidisable organic compounds react with K2Cr207,reducing the dichromate ion (CrzO?-) to a green chromic ion (Cr37. When the reported 0 to 150mglL COD method range is used, the amount of Cr6' remaining is determined (Jirka and Carter, 1975). The COD digestion solution contains mercuric sulphate (Hach Company, 2002)lmercuiy sulphate (Reagecon, 2003) and may contain silver sulphate (Hach Company, 2002). Mercury is used to complex interferences from chloride and silver acts a catalyst during the digestion step (Jirka and Carter, 1975).

2:3 Interferences

Chloride is the primary interference when determining the COD level of a sample. Chloride reacts with silver ions, present within the COD digestion solution, to precipitate silver chloride thus inhibiting the catalytic activity of silver. Bromide, iodide and any other reagent that inactivates these silver ions can lead to similar interferences. These interferences are negative in that they have the ability to restrict the oxidising action of the CrzO?-. However under the rigorous digestion procedures for CODFor inspection analysis, purposes chloride, only. bromide or iodide can react with to Consent of copyright owner required for any other use. dichromate produce the elemental form of the halogen and the chromic ion. Results are therefore in error on the high side. The difficulties caused by the presence of chloride can be overcome largely, though not completely, by complexing with mercuric sulphate (HgS04) before the refluxing procedure (APHA,AWWA and WEF, 1998). Mercuric sulphate (Hach Company, 2002)lmercury sulphate (Reagecon, 2003) is present within the COD digestion solution. This complexing solution will eliminate interference up to 2000mglL C1- (Reported Hach method range: 0 to 15OmglL COD). Samples having higher chloride concentrations must be diluted. Samples must be diluted enough to reduce the chloride concentration to 1000mglL Cr (Reported Hach method range: 0 to 15OmgL COD). If dilution of samples results in the COD level being too low to be accurately determined, 0.50g of HgS04 should be added to the COD digestion solution before the sample is added. The addition of HgS04 will raise the maximum allowable chloride level to 8000mglL Cl- (Reported Hach method range: 0 to 15OmgJL COD) (Jirka and Carter, 1975). Ammonia and its derivatives, in waste or generated from nitrogen-containing organjc matter, are not oxidised. However elemental chlorine reacts with these compounds. Hence, corrections for chloride interferences are difficult (APHA, AWWA and WEF, 1998). Nitrite (NO,? interference, when determining the COD level of a sample, is considered insignificant and is usually ignored because concentrations in waters rarely exceed 1 or 2mg NOiNlL (APHA,AWWA and WEF, 1998). Reduced inorganic species such as ferrous iron, sulphide, manganous, manganese, etc. are oxidised quantitatively under test conditions. For samples containing significant levels of these species, stoichiometric oxidation can be assumed from known initial concentration of the interfering species and corrections can be made to the COD value obtained (APHA, AWWA and WEF, 1998).

4: 1 Preservation Method

5: 1 Methods

51.1 Pre-Digestion Treatment of Samples, Reagent Blank and Standards

The COD vials used in the analysis of the sample(s) should have the same lot number as the COD vials used in the analysis of the COD reagent blank, and COD standard. 1. Add 2mLs of homogenised or unhomogenised sample, diluted if necessw, to a labelled COD vial. Add 2mls of purified water and 2mls of pre-prepared Standard (600mg/l for range 0-1500 and 50mg/l for range 0-500) to labelled COD vials. This procedure should be undertaken within a fume hood. 2. Invert the labelled COD vials several times to mix contents. 3. Place the labelled COD vials in a rack until ready for digestion.

51.2 Digestion of Samples, Reagent Blank and Standards

1. Preheat the COD reactor to 150'C. 2. Place the COD vials in the metal block of the COD reactor. 3. Heat the COD vials in the COD reactor for 2 hours. 4. After two hours remove the vials from the reactor and place in a rack until cooled.

1. Select stored program for required COD range (Prog. No. 2710 for COD LR 150.0mg/l or Prog. No. 2720 for COD HR 1500mgh). 2. Open the cell compartment holder on the spectrophotometer and place a COD vial adaptor into the holder. Ensure that the wavelength window is in line with the light source. 3. Wipe clean the COD reagent blank vial and place in the adaptor. Ensure that the textilogo on the vial is facing outwards. 4. Close the lid and press ZERO to blank the spectrophotometer. 5. Wipe clean the wall ofthe COD sample vial and place in the adaptor. 6. Close the lid and press READ. 7. Record the COD sample result. 8. Remove the vial from the adaptor. 9. Repeat steps 5 to 8 for all remaining samples and the appropriate standard. 10. Steps 3 and 4 must be carried out with the appropriate Reagent Blank for each COD range before samples and standard can be read. 11, Samples that are found to be ‘over range’ should be diluted and analysed at a higher range.

2: 1 Introduction

Solids refer to matter suspended or dissolved in water or wastewater and may affect water or effluent quality in many ways e.g. waters high in suspended solids may be aesthetically unsatisfactory for such purposes as bathing. Solids analyses are important in the control of biological and physical wastewater treatment processes and for assessing compliance with regulatory agency wastewater effluent limitations (APHA, AWWA and WPCF, 1985). The total suspended solids gravimetric method is suitable €or determining the level of suspended solids in potable water, surface water, saline water, domestic wastewater and industrial wastewater (APHA, AWWA and WPCF, 1985).

2:2 Principle The total suspended solids gravimetric method involves filtering a well-mixed sample through a weighed standard glass fibre filter and the solids retained on the filter is dried at 103 to 105°C. The increase in weight of the filter represents the total suspended solids. If the suspended material clogs the filter and prolongs filtration, the difference between the total solids and total dissolved solids may provide an estimate of the total suspended solids (APHA,AWWA and WPCF, 1985).

1. Exclude large floating particles or submerged agglomerates of nonhomogeneous materials from the sample if it is determined that their inclusion is not desired in the final result (APHA,AWWA and WPCF, 1985). 2. Excessive residue on the filter may form a water-entrapping crust; therefore limit sample size to that yielding no more than 200mg of residue (APHA,AWWA and WPCF, 1985). 3. For samples high in dissolved solids thoroughly wash the filter to ensure removal of dissolved material (APHA,AWWA and WPCF, 1985). 4. Prolonged filtration times resulting from filter clogging may produce high results owing to excessive solids capture on the clogged filter (APHA, AWWA and WPCF, 1985).

2: 1 Introduction

The method is suitable for the determination of pH in water and wastewater.

2:2 Principle pH is the measure of the acidity or alkalinity of a solution and is defined as the negative logarithm (base 10) of the H' ion concentration. The measurement ofthe pH of a sample can be done by measuring the cell potential of the sample. A pH meter, comprising of a glass electrode (a silver wire coated with silver chloride immersed in dilute hydrochloric acid) is used for analysis. The electrode solution is separated from the sample by a thin glass membrane. The potential which develops across that glass membrane can be shown to be proportional to the hydrogen ion concentrations on the two surfaces. In the measurement instrument, a cell is made with the other electrode (commonly a mercury-mercury chloride electrode). The cell potential is then linearly proportional to the pH and the meter can then be calibrated to read directly in pH.

Place the probe in the pH buffer 5 (ensuring the sensor near the base is completely covered) and leave to stabilise, record reading. 17. Place the probe in pH buffer 8 (ensuring the sensor near the base is completely covered) and leave to stabilise, record reading. 18. Calibration is complete and samples can now be read.

51.2 Reading samples

1. Place 50mls of sample in a labelled glass beaker and add a stirring bar. 2. Place the beaker on a magnetic stirrer and place probe in the beaker (ensuring the sensor near the base is completely covered). 3. Allow to stabilise and record reading. 4. Repeat steps 1 to 3 for all remaining samples, rinsing the probe with de-ionised water between samples. 5. Rinse probe with de-ionised water, replace the storage solution and cover the fill hole by sliding the cover down.

2:l Introduction

Mixed Liquor Suspended Solids (MLSS) refers to the suspended solids content of the mixed liquor contained within the aeration tank.

2:2 Principle

MLSS determination is done using the same method as is used for determining total suspended solids. The method involves filtering a well-mixed sample through a weighed standard glass fibre filter and the solids retained on the filter is dried at 103 to 105°C. The increase in weight ofthe filter represents the total suspended solids. If the suspended material clogs the filter and prolongs filtration, the difference between the total solids and total dissolved solids may provide an estimate of the total suspended solids (AF'HA, AWWA and WPCF, 1985).

Settled Sludge Volume (SSV) determination or cone test is a standard test carried out on wastewater and is used to assess the settleability of the mixed liquor in the clarifier. It is used, along with the Mixed Liquor Suspended Solids to calculate the Sludge Volume Index (SVI).

22 Principle

The test is carried out using an Imhoff cone which is graded from Omls to 1000mls. The Imhoff cone is filled to the lOOOmls mark with a sample of mixed liquor from the aeration basin. This is left to settle for 30-minutes and the volume of clear supernatant left at the top is recorded. This volume is the SSV.

MAINTENANCE AND CALIBRATION OF DO PROBES Membrane Replacement

The following procedure describes membrane replacement

1. Remove the oxygen probe from the water and clean with a cloth or paper towel. 2. Unscrew the bottom end cap and discard the electrolyte solution. 3. Using a coin, unscrew the threaded retaining ring in the membrane cap, reinove and discard the membrane and small ‘0‘ ring located below the membrane 4. Clean the inside of the membrane cap thoroughly and dry with a clean cloth. 5. Insert a new ’0’ ring, and then the membrane on top of the ‘0’ ring. Screw down the threaded retaining ring until you feel tension, then give a further 1/4 tuni. If the membrane wrinkles, you will need to replace the ‘0‘ ring and membrane and try again. 6. Clean the inside of the probe top. (You may clean the silver cathode with 1500 grade paper, take care as damage to the silver cathode can affect probe readings. You can clean the angular zinc anode with rough abrasive paper in order to reinove any oxidation layer. Clean the probe in freshwater to remove any For of inspection the fines.) purposes only. Fill the membrane cap with electrolyte, and holding the probe vertically, screw the membrane cap on to the top of the probe, inakiiig sure that the large ‘0‘ ring is in place. Do not screw the cap on too quickly as this will stretch the membrane. Screw up the cap until it seals 011 the large ‘0’ ring a then give it a fui-ther 1/4 turn. 8. Iinmerse the probe into the water, after 24 hours perfonn a calibration as per the instructions below.

Calibration

1. Remove probe from water, dry and clean the probe and membrane with a soft clean cloth. 2. Using a pin, clear the breather hole on top of the probe. 3. Suspended the probe in air above the surface of the water, try to keep the probe out of the wind and direct sunlight. The probe should be left for a period of at least 30 minutes, or until you are sure that the temperature of the probe is the same as the air temperature. (The best time to perfonn this task is early in the morning or late evening.) 4. The probes will now be reading the equivalent of 100% saturation. Take an accurate reading of the air temperature around the probes. Use the table below to establish the concentration in mg/l for the probe.

The probe should be removed from the water once a week and tlie membrane cleaned with a so& clean cloth. The breather hole on top should be cleaned using a pin. If the readings become very ei-ratic or stay very constant the ineinbrane should be replaced.

EPA Export 11-02-2011:03:36:37 SECTION 1 CU ENT WATER QUALITY STATUS AND TARGETS

1.1 Existing Condition

In the EPA survey of Dangerous Substances in Surface Freshwaters 1999-2000, there are 5 sites in County Leitrim.

Site no. 40 S.E. Drummans Island Site no. 41 Lough Allen N.W. Drumshambo Site no. 43 0.5 km d/s Carrick on Shannon Site no. 44 Rail bridge d/s Masonite Site no. 45 D/s

Atrazine, Simazine, Toluene, Xylenes, Arsenic, Chromium, Copper, Lead, Nickel and Zinc were analysed. All 5 sites complied with the standards as set out in the Regulations.

Dichloromethane, Cyanide and Fluoride were not included in the EPA survey.

The was monitored at Carrick on Shannon upstream of the town on 1 occasion in 2005 as part of the EU (Quality of Surface Water Intended for the Abstraction of Drinking Water) Regulations, 1989. was monitored at the intake point for the North Leitrim Regional Water Supply Scheme under the above Regulation also in 2005.

Surface water at the landfills at and Carrick on Shannon were analysed for dangerous substances as part of the Waste Licence issued by the EPA for these facilities. For inspection purposes only. Consent of copyright owner required for any other use. Monitoring for dangerous substances was carried out at 14 No sites on rivers in Co. Leitrim in 2005. The samples were taken on two occasions i.e. March and September. The sampling points were strategically chosen at points downstream of potential pressures and at locations taking in large river catchment areas. The sites chosen on the River Shannon corresponded closely with the 3 No identified sites above. Lough Allen was not sampling for dangerous substances due to the difficulty in getting to the sampling points and also the fact that the water quality determined by the EPA survey was deemed satisfactory. Further monitoring was deemed un-necessary at this time.

See Table 1.1 for summary of sampling locations and annual mean concentrations.

1.2 Satisfactory and Unsatisfactory

Surface Water Abstractions The data from'the monitoring under the EU (Quality of Surface Water Intended for the Abstraction of Drinking Water) Regulations, 1989 showed no exceedence in dangerous substance such as Arsenic, Chromium, Copper, Fluoride and Lead. No exceedences in the levels of Arsenic, Chromium, Copper, Fluoride and Lead were detected.

EPA Export 11-02-2011:03:36:37 Landfill Impact The surface water upstream and downstream of Mohill landfill sampled in 2003 and 2004 showed full compliance with the Water Quality (Dangerous Substances) Regulations, 2001. The surface water in the vicinity of the Carrick on Shannon landfill analysed in January 2002 showed an Arsenic level of 99ygl1 and a Lead level of 48ygA. Further exceedences have been detected in monitoring carried out in July 2003, with high levels of Copper, Lead and Chromium detected. However landfill remediation work is almost complete at this closed landfill and analysis carried our in May 2004 revealed no exceedences of heavy metal standards.

Other River Monitoring Sites

Of the 14 No sites monitored for dangerous substances in 2005 only 2 sites showed exceedences in the standards as follows: * The Easky River downstream of Village at grid Ref: 201830 337213 showed a slight exceedence in the standard for cyanide at an annual mean concentration of 11.6 ygll. This sampling site is located downstream of the IPPC licensed facility - Glenfarne Wood Products where chemical wood preservation takes place. a The River Shannon downstream of Masonite Ire Ltd at Grid Ref: 200786 296043 showed an exceedence for fluoride at an annual mean concentration of 1013 ygll.

Leitrim County Council undertook the sampling for the above surveys and the analysis was contracted to an external laboratory. A problem with detection limits and result reporting was detected in the first round of analysis. This laboratory is no longer being used. The above annual mean concentrations were based on 3 No. samples taken at each site during the course of 2005. In each case only one sample exceeded the standard and 2 No. subsequent samples were well below the standard.

Dangerous Substances Standards the exceedences have been notified to the EPA as a precautionary measure.It is proposed that the 2 No locations where exceedences in the standards were detected be re-sampled early in 2007, at the same frequency, prior to any corrective action being taken. Both upstream of the potential pressure and downstream will be sampled for the parameters identified as exceeding the standards.

EPA Export 11-02-2011:03:36:37 SECTION 2 IDENTIFICATION OF POTENTIAL PRESSU

2.1 Identification of pressures

The North Leitrim Regional Water Supply Scheme has just been completed and has replaced 2 No. small water treatment plants. The South Leitrim Regional Water Supply Scheme has been extended to replace a further treatment plant. There are now only 2 No. aluminium sulphate dosing water treatment plants in the County.

There are 17 No. Urban Wastewater Treatment Plants in the county.

Mohill landfill has undergone rehabilitation and the leachate from the site is sewered to Mohill UWWTP. Carrick on Shannon landfill site has also undergone rehabilitation and work is underway to have the leachate sewered to the local UWWTP. The EPA has issued both these facilities with a Waste Licence. The surface water and groundwater in the vicinity of each of these facilities is monitored in accordance with the licence.

There are 5 No. IPC licensed activities in operation in the County. 1. The Valspar Corporation, Water based paint manufacturers in discharge wastewater to the sewer in Ballinamore, which in turn discharges to the Shannon Erne Waterway.

2. Masonite Ire Ltd manufacturers For inspection purposes of wooden only. door finishing at Derryoughter, Consent of copyright owner required for any other use. discharges wastewater to the Shannon. 3. A.S. Richardson, , involved in the treatment or preservation of wood, involving the use of preservatives, with a capacity exceeding 10 tonnes per day. 4. Glenfarne Wood Products Ltd, Annagh, Glenfarne, involved in the treatment or preservation of wood, involving the use of preservatives, with a capacity exceeding 10 tonnes per day. 5. Brendan Kiernan Piggery, Pig Unit, Ballyheady, Ballyconnell has an IPC licence which covers land spread areas in Co. Leitrim administrative area.

There is a further IPC licensed activity located in Co. Roscommon administrative area that discharges to the sewer in Carrick on Shannon, namely Irish Rubber Components, Tullyleague, Carrick on Shannon, Co. Roscommon.

There are 14 No. licenses to discharge to waters under Section 4 of the Local Government (Water Pollution) Act, 1977 and 27 No licences to discharge to sewer under Section 16 of the Local Government (Water Pollution) Act, 1977 in operation at present.

The Easky River upstream and downstream of Glenfarne Wood Products will be monitored on 2 No. occasions in early 2007 for cyanide. The River Shannon upstream and downstream of Masonite Ire Ltd will be monitored on 2 No. occasions in 2007 for fluoride.

There were no other exceedences in dangerous substances detected during the period of monitoring in 2005. There are no plans to carry out any further monitoring in this regard.

SECTION 3 PROGRAMME FOR IMPLEMENTATION

e Monitoring for dangerous substances was carried out at 14 No sites on rivers in Co. Leitrim in 2005. The samples were taken on two occasions i.e. March and September. The sampling points were strategically chosen at points downstream of potential pressures and at locations taking in large river catchment areas. 0 48 No. Farm surveys were carried out in the Cullies River catchment. Follow up action was taken in regard to 22 No. of these farms. Follow up visits were made to a further 13 No farms in the Lough Gill catchment and 5 No farm surveys were carried out in Garadice lake area. Reference was made in each instant to storage of dangerous chemicals. There were no major issues detected. 0 All complaints regarding water pollution have been investigated and followed up in accordance with documented complaint procedures. e River channel surveys and investigations have been carried out at specific locations along the River Shannon, Bradogue River, Annadale stream, Laheen stream and stream flowing into Gangin Lake. SECTION 4 PROGRESS TO DATE

4.1 Planning Control and Enforcement Measures

There were 4 No. licences to discharge to waters issued under Section 4 of the Local Government (Water Pollution) Act 1977 & 1990. A major drive to licence premises that have a trade discharge to sewer was undertaken in 2005. This resulted in 24 No. licences to discharge to sewer issued under Section 16 of the Local Government (Water Pollution) Act 1977 & 1990. A total of 51 No. enforcement notices were issued in relation to licensing of restaurants in the county. The installation and maintenance of grease traps to prevent grease entering public sewers is the main requirement for licence compliance. This is in order to prevent sewer blockages in the network and to ensure proper operation of the urban wastewater treatment plants. G All new licences issued take into consideration the requirements of the Water Quality (Dangerous Substances) Regulations, 200 1. To date there were no at risk facilities licensed. A general condition was set on each licence in regard to the parameters as a precautionary measure. a Licence monitoring and enforcement action has included 101 samples of licensed discharges, 1 No. Section 12 notice and 1 No case for non compliance sent to Councils Solicitors for prosecution over the period. a A total of 1439 No. environmental complaints (incl. Waste, litter, water, noise and air pollution) were investigated during the reporting period. Enforcement procedures were taken in 783 No. cases, of which 39 No. related to on the spot litter fines.

A further 9 No cases have been dealt with under Waste Management in the reporting period. Farm surveys were carried out in the Cullies River system over the reporting period. A total of 48 No. farms were visited with follow up action consisting mainly of warning letters was issued to 7 No of the farms. Follow up action on 13 No. farms in the Lough Gill catchment was also completed in 2005. Pig slurry from CO Cavan pig farms is spread on 5 No farms in the Garadice Lake area of County Leitrim. These farms were inspected in relation to the slurry holdings and spreading operations. A policy on Nutrient Management Planning for New Farm Development had been adopted and is being implemented by Leitrim County Council. Provision of sewer network contract to commence shortly for 6 No. villages in County that do not have sewer system. Shortlist for the

EPA Export 11-02-2011:03:36:37 DBO contract for treatment plants for these 6 sites and a further 5 existing sewered areas has been done and Water Services are awaiting approval of final contract from DOEHLG. Phosphate removal facilities will be installed at all 11 No. locations as part of the contract. 0 Extension of Carrick on Shannon UWWTP has progressed to the point where Water Services are awaiting final approval of contract documents from the DOEHLG. Phosphate removal facilities will be installed as part of the contract.

Problems Encountered

An unexpected workload of planning applications for agricultural development has occurred since Mar 2006. This has impacted considerably on the scheduled workload for 2006. The request by the River Basin District Projects to get involved in the Small Stream Risk Assessment has also impacted on work schedules. Approx 20% of staff resources for the year was involved (3 months x 2 staff).

Future Plans/New Directions

The introduction of strict planning guidelines for proposed developments at listed lakes will be drawn up. Preparation of a Major Pollution Control Response Project for the Upper Shannon has commenced. This initiative is in conjunction with Longford and Roscommon County Council. Leitrim County Council has commenced a risk analysis of commercialhndustrial premises in the River Shannon area. Work has commenced on compiling a panel of approved consultants for single

house site suitability assessment For inspection in unsewered purposes only. areas of County Leitrim. Consent of copyright owner required for any other use. Leitrim County Council is considering the introduction of Byelaws on septic tanks similar to those introduced by Cavan County Council.

4.2 Consultative and Co-operative Measures

Progress during Reporting Period

River Basin Management has been discussed at the Environmental Policy, Water and Sewerage Strategic Policy Committee within the County Council during the reporting period.

Public consultation as part of the River Basin District Management Planning for the Shannon, Western and NS Share RBD's in the Co. Leitrim area is ongoing at present.

Liaison with the EPA in regard to IPC licensed facilities is ongoing.

Leitrim County Council have participated fully in the Enforcement Network Erne-Blackwater Surface Water Working Group set up by the EPA. This has facilitated liaison with Cavan and Longford County Council in relation to environmental enforcement activity in shared catchment areas.

Future Plans/New Directions

It is an offence under The Shannon Navigation By-laws to discharge sewage from a boat directly to the River Shannon or ShannonErne Waterway. Liaison with Waterways Ireland in regard to the improved implementation of this by- law is planned. Consultation will also take place with Waterways Ireland regarding the proposed review of the above By-law in particular in relation to sewage storage tanks on vessels. Enforcement action is being taken for the provision of sewage pump out facilities to be provided by all hire boat companies and large private marinas on the Shannon and Shannon Erne Waterways in the administrative area of County Leitrim.

4.3 Monitoring Measures

EPA Export 11-02-2011:03:36:37 Leitrim County Council will be participating fully in the Water Framework Directive Monitoring Programme in 2007 with 25 No. river stations and 17 No. lakes to be monitored for physiochemical parameters.

Monitoring of UWWTP, drinking water, licensed discharges, landfill leachate and bathing water will continue in accordance with a scheduled programme. Pollution incidents will be monitored as required.

4.4 Public Education and Advisory Measures

Progress during Reporting Period

Environmental Education Officer

The Council employs a full time officer to raise public awareness on environment issues. This includes the generation of effective publicity for and maximising community participation in the Council’s activities and initiatives in the area of litter management and control. Their duties include: 0 Development and implementation of schools education Programme; 0 Liaison with community groups and local business groups; 0 Implementation of the Litter Management and Waste Management Plans; I 0 Dealing with environmental queries.

Community Initiatives I

The Council promotes national campaigns such as An Taisce’s National Spring Clean as well as local waste management community initiatives. A new ‘Adopt a Bring Bank’ For initiative inspection purposes to ensure only. that the county’s 38 No. bring Consent of copyright owner required for any other use. banks are properly maintained has been launched through Jamestown Tidy Towns and Development Association. Community groups receive a grant from Leitrim County Council for the upkeep or improvement works. A similar programme ‘Adopt a Road’ involves local communities and businesses in litter-picking on stretches of roads and the council provides assistance and litter removal.

Environmental Projbcts

Through Agenda Fund, funding of up to €8,000 is available annually for projects. Projects including composting projects as well as other educational a4ivities have been supported under this programme.

The Green Schools programme

This national progrdmme, which is administered by An TBisce, aims to promote whole school activity to develop environmental awareness in both the school itself and the wider community. 77% of schools in the county are registered and parti d ipating in the programme. To date 6 schools have attained

EPA Export 11-02-2011:03:36:37 the Green Flag status. The Green Schools programme is theme-based, starting with Waste Management, moving on to Energy and the third topic is water. Leitrim County Council run schools competitions annually including a table quiz for senior classes and poster competition for junior classes.

Future Plans/New Directions

Through the Waste Against Race’s Action at Work programme, Leitrim County Council is looking at ways of reducing its waste and associated costs within the council itself. The Action at Work is a staff-led initiative looking at practical ways of reducing waste at work.

It is proposed to design and circulate an awareness brochure on septic tank/single house sewage treatment plant care and maintenance.

Public education will continue as above.

4.5 Summary and Conclusions

Progress during Reporting Period

The monitoring programme proposed for 2005 was successfully completed. Work has commenced on identification of sources of dangerous substances within the industrial and agricultural sectors. The issue of dangerous substances have been incorporated into licensing of discharges under the Local Government (Water Pollution) Act 1977 8~1990.Other measures identified in the Phosphorus Implementation Report 2006 will also assist in compliance with the Dangerous Substances Regulations 2001.

Problems Encountered For inspection purposes only. Consent of copyright owner required for any other use. The rate at which new environmental legislation is enacted and its subsequent implementation has continued to be a problem for local authorities. In particular data gathering, attendance at meetings and briefings for River Basin District Projects has impacted on work schedules. The proposed river and lake monitoring programme for surveillance and operational monitoring scheduled to commence in Dec 2006 will a put additional strain on staff resources.

The provision of a dedicated team is essential to the implementation of the measures set out in this report. All measures and associated timeframes are dependant on the retention of a three person dedicated team and financial support from central government where appropriate.

Future Plans/New Directions

The areas in the county that have been identified, as having failed the Dangerous Substances Regulations standards will be prioritized for monitoring. Investigations will follow in the event of continued exceedences.

EPA Export 11-02-2011:03:36:37 Co-operation with Longford and Roscommon County Councils to produce a Major Pollution Control Response for the Upper Shannon area is a new initiative and should prove very worthwhile in promotion of dangerous substance awareness and control.

Environmental enforcement activities are planned for 8 No. quarries in the county.

Priority actions identified in the Phosphorus Regulations Implementation Report 2006 may also assist in control of dangerous substances in fresh water such as: Investigation into causes of pollution in the 6 No. lakes not in compliance with the Phosphorus Regulations All river sites that have shown deterioration in Q value will be inspected to establish any cause for deterioration in biological quality rating, (25 No. sites identified). All necessary enforcement action follow up will be carried out. Liaison with neighboring local authorities regarding facilities outside of Co. "3 Leitrim. L

1.1 Summary of Current Water Quality

There are 3 distinct Hydrometric Areas in County Leitrim covering the River Shannon System, the Erne River System and the Lough Gill catchment. The water quality monitoring data is mainly derived from the National River Monitoring Programme and the National Lake Monitoring Programme carried out by the EPA.

_RIVERS

The current information available from the Environmental Protection Agency in regard to Biological Quality Ratings assigned to rivers in Co. Leitrim relates to the period 2003 to 2005. See Table 1.I for details.

The EPA biological monitoring programme for 2004-2-5 included 73 No. sampling stations in the county covering 33 No. rivers.

A physiochemical monitoring programme is undertaken in the Shannon Catchment whereby 19 No. sampling stations are monitored for ortho phosphate at a minimum fiequency of 10 times per year covering 9 No. rivers. This monitoring is undertaken by the Shannon RBD Laboratory, Roscommon on behalf of Leitrim County Council. 9 No of these stations are also biological monitoring stations but 10 No are additional stations bringing the total river

Table A Summary of the water qualitv data for rivers is presented below:

While the above summary shows that the number of satisfactory water quality sites in our rivers has increased there is also an improvement in the moderately polluted category. However water quality is deteriorating at some of the pristine water quality sites with only 2 No. Q5 stations remaining. Many of the high water quality sites are slipping to a lower Q value while still remaining in satisfactory condition. When an assessment is made of the compliance with baseline quality (set in 1995 - 1997) it shows that there is only 71% of the water quality stations meeting the required standard. The Phosphorus Regulations National

EPA Export 11-02-2011:03:36:38 Implementation Report, 2005 shows that the national average figure for compliance is lower at 63.4%.

There are 8 No. river sites slightly polluted and 4 No. sites moderately polluted. These sampling stations relate to 9 No. rivers listed below;

The following River Q Value monitoring stations are actually located entirely in either or but have been incorrectly assigned to Leitrim in the data supplied by the EPA. The relevant local authorities have been notified and the stations have been deleted from the Leitrim list of stations in Table 1.1.

There are 27 No. lakes monitored under the National Lake Monitoring programme, see Table 1.2 for details.. These lakes are generally monitored 3 - 4 times per year. Large lakes such as Lough Allen and are monitored at a number of locations while most other lakes are only monitored at one location, mostly midlake sample. However some lakes were monitored along the shore due to remoteness/lack of access on to the lake with a boat.

A considerable improvement in lake water quality in the county is evident when compared to results from 2001 to 2003 period. The current trophic status has been calculated from the combined chlorophyll measurements for the years 2003,2004 and 2005.

EPA Export 11-02-2011:03:36:38 82% of the lakes monitored in Co. Leitrim are satisfactory water quality. 0 18% of the lakes monitored in Co. Leitrim are unsatisfactory water quality and need improvement by 2007. This compares with 48% unsatisfactory in 2004. 0 Out of the 27 lakes monitored 8 No. lakes improved in water quality and are now in compliance with the Phosphorus Regulations 1996. See Table E below. 0 6 No. lakes require improvement in water quality status during the reporting period - see Table F below 0 The two largest lakes in the County, Lough Melvin and Lough Allen have retained their good water quality status (oligotrophic).

2.1 Update on Original Proposed Measures The Implementation Programme Summary Tables have been updated for river stretches, lakes and the County as a whole; see Tables 2.1,2.2 and 2.3 in appendices. All new measureslactions proposed for the first time and new river stretches needing improvement are highlighted in bold.

2.2 Completed Measures The following is a list of actions set out in the 2004 Implementation Report that have been completed to date: 0 A Nutrient Management Plan template has been developed and agreed with the planning department for issue to planning applicants for new slurry storage facilities. Q All complaints regarding water pollution have been investigated and followed up in accordance with documented complaint procedures. e River channel surveys and investigations have been carried out at specific locations along the River Shannon, Bradogue River, Annadale stream, Laheen stream and stream flowing into Gangin Lake. These locations showed drop in Q value measurements in 2001-2003 period. e Fish farm in L Allen licensed under Water Pollution Acts and licence audits carried out e Liaison with Cavan County Council has taken place re Dowra UWWTP and Dowra Livestock Mart. e Some of the wrong sewer connections in Mohill town were corrected and fui-ther work is needed. Consent of copyright owner required for any other use. 0 Phosphate removal facilities have been installed at 6 No. Urban Wastewater Treatment Plants, namely; Ballinamore, Drumahaire, Drumshanbo, Kinlough, Manorhamilton and Mohill. e Liaison with Waterways Ireland re sewage holding tanks on boats and pump out facilities has taken place. A sub committee of the Shannon RBD Steering Group has been set up to co-ordinate efforts to address the issue of sewage pump outs and boat holding tanks throughout the Shannon Navigation System. Good progress is being made with enforcement action underway. e 48 No. Farm surveys were carried out in the Cullies River catchment. Follow up action was taken in regard to 22 No. of these farms. 0 5 No farm surveys in Garadice lake area has been undertaken on farms where pig slurry from IPPC licensed facilities are spread. e Measure to require all marts to have Nutrient Management Plans for spreading of mart washings and slurry has commenced. Consultation in regard to intent to serve notice re NMP has been made with the EPA. This is the first step in the process. Action to completed in 2007.

No Progress was made on the followina actions set out in the 2004 Implementation Report: Environmental Inspections of grant aided forestry plantations and clear felling operations (under planning permission requirement size). While this measure was

EPA Export 11-02-2011:03:36:38 identified in the previous implementation report it is recognised that the Forestry Service have published their own set of guidelines for forestry development and clearfelling taking into consideration the environmental impact of these activities. Therefore the priority to iniplement this measure has been reduced and will be addressed when resources are available. Farm surveys in the following catchment areas: 1. stream - water quality improvement in current reporting period. No further action proposed at this time. 2. L Allen - lake water quality remains satisfactory, rescheduled for 2008 3. L Melvin - Cross border study including farm surveys in 2007 by Northern Regional Fishery Board as part of study. 4. Glencar lake - to commence in 2007 5. Carrickaport lake - lake water satisfactory, measure still within timeframe, but inay need to be rescheduled for 2008 6. Lough Sallagh - lake water satisfactory, measure still within timeframe, but may need to be rescheduled for 2008 7. - scheduled for 2007 8. Derrycassen lake - rescheduled for 2008 9. Rowan lake - scheduled for 2007 10. Lough Rinn - water quality improvement in current reporting period. No further action proposed at this time. 0 River channel surveys of Eslin River and Cullies River - rescheduled for 2007. 0 Establishment of a working group to ensure preservation of Lough Rinn. 3.1 Planning Control and Enforcement Measures

Progress during reporting period (Dec 2004 to July 2006)

There were 4 No. licences to discharge to waters issued under Section 4 of the Local Government (Water Pollution) Act 1977 & 1990. A major drive to licence premises that have a trade discharge to sewer was undertaken in 2005. This resulted in 24 No. licences to discharge to sewer issued under Section 16 of the Local Government (Water Pollution) Act 1977 & 1990. A total of 5 1No. enforcement notices were issued in relation to licensing of restaurants in the county. The installation and maintenance of grease traps to prevent grease entering public sewers is the main requirement for licence compliance. This is in order to prevent sewer blockages in the network and to ensure proper operation of the urban wastewater treatment plants. All new licences issued take into consideration the requirements of the Water Quality (Dangerous Substances) Regulations, 200 1. Licence monitoring and enforcement action has included 101 samples of licensed discharges, 1 No. Section 12 notice and 1 No case for non compliance sent to Councils Solicitors for prosecution over the period. A total of 1439 'No. environmental complaints (incl. Waste, litter, water, noise and air pollution) were investigated during the reporting period. Enforcement procedures were taken in 783 No. cases, of which 39 No. related to on the spot litter fines. Water Pollution Act enforcement measures have resulted in 68 No Section

12 Notices, 1 No Section For inspection 17 Notice purposes only. and 11 No Section 16 notices being Consent of copyright owner required for any other use. issued during the above period. A total of 21 No. Waste Management Permits were issued to date. There are 4 No. prosecutions under the Local Government (Water Pollution) Act 1977 & 1990 pending and 2 No. cases pending under the Waste Management Act 1996. A further 9 No cases have been dealt with under Waste Management in the reporting period. Farm surveys were carried out in the Cullies River system over the reporting period. A total of 48 No. farms were visited with follow up action consisting mainly of warning letters was issued to 7 No of the farms. Follow up action on 13 No. farms in the Lough Gill catchment was also completed in 2005. Pig slurry from CO Cavan pig farms is spread on 4 No farms in the Garadice Lake area of County Leitrim. These farms were inspected in relation to the slurry holdings and spreading operations. A policy on Nutrient Management Planning for New Farm Development had been adopted and is being implemented by Leitrim County Council. Provision of sewer network contract to commence shortly for 6 No. villages in County that do not have sewer system. Shortlist for the DBO contract for treatment plants for these 6 sites and a further 5 existing sewered areas has been done and Water Services are awaiting approval of

EPA Export 11-02-2011:03:36:38 final contract from DOEHLG. Phosphate reinoval facilities will be installed at all 1 1 No. locations as part of the contract. Extension of Carrick on Shannon UWWTP has progressed to the point where Water Services are awaiting final approval of contract documents from the DOEHLG. Phosphate removal facilities will be installed as part of the contract.

Problems Encountered

An unexpected workload of planning applications for agricultural development has occurred since Mar 2006. This has impacted considerably on the scheduled workload for 2006. The request by the River Basin District Projects to get involved in the Small Stream Risk Assessment has also impacted on work schedules, Approx 20% of staff resources for the year was involved (3 months x 2 staff).

Future Plans/New Directions

The introduction of strict planning guidelines for proposed developments at listed lakes will be drawn up. Preparation of a Major Pollution Control Response Project for the Upper Shannon has commenced. This initiative is in conjunction with Longford and Roscommon County Council. Leitrim County Council has commenced a risk analysis of commerciaUindustria1 premises in the River Shannon area. Work has commenced on compiling a panel of approved coiisultants for single house site suitability assessment in unsewered aeas of County Leitrim.

3.2 Consultative and Co-operative Measures

Progress during Reporting Period

River Basin Management has been discussed at the Environmental Policy, Water and Sewerage Strategic Policy Committee within the County Council during the reporting period.

Public consultation as part of the River Basin District Management Planning for the Shannon, Western and NS Share RBD’s in the Co. Leitrim area is ongoing at present.

Liaison with the EPA in regard to IPC licensed facilities is ongoing.

Leitrim County Council have participated hlly in the Enforcement Network Erne- Blackwater Surface Water Working Group set up by the EPA. This has facilitated liaison with Cavan and Longford County Council in relation to environmental enforcement activity in shared catchment areas.

As detailed above in 3.1

Future Plansmew Directions

It is an offence under The Shannon Navigation By-laws to discharge sewage from a boat directly to the River Shannon or ShannordErne Waterway. Liaison with Waterways Ireland in regard to the improved implementation of this by-law is planned. Consultation will also take place with Waterways Ireland regarding the proposed review of the above By-law in particular in relation to sewage storage tanks on vessels. Enforcement action is being taken for the provision of sewage pump out facilities to be provided by all hire boat companies and large private marinas on the Shannon and Shannon Erne Waterways in the administrative area of County Leitrim. Joint co-operation with Roscommon County Council is being sought re drinking water source protection of the South Leitrim Regional Water Supply Scheme.

3.3 Monitoring Measures

Progress during Reporting Period

The Shannon RBD Laboratory in Roscommon continues to monitor 21 No sites on the River Shannon catchment in County Leitrim on a monthly basis. This allows values for mean ortho phosphate to be determined at these sites in accordance with the Phosphate Regulations.

A desk study of the river water quality at all sampling stations that are monitored for Q value was conducted. The Q stations For inspection that purposes were only. showing deterioration were Consent of copyright owner required for any other use. identified using MapInfo. It has been scheduled in the 2006 action plan to inspect each of these sites to see if there is any identifiable pressure at or closely ds of the site that may impact on the Q value. This work has commenced and some valuable information has been gathered to date that may improve the water quality at the site when enforcement action is taken. Follow up action will be scheduled in early 2007.

A total of 86 No first and second order streams in the Western RBD were assessed for the Small Stream Risk Assessment programme. In the course of this work 151 sites were visited with only 60% of the sites were suitable for the SSRS assessment. However this work was found to be very useful tool and it is planned to use it to assist in detecting the source of pollution at Q station sites in the Western RBD and other catchments in the county in 2007.

A comprehensive lake monitoring programme is undertaken each year. A total of 27 lakes are monitored. This involved boat surveys on all lakes with 11 No. lakes being monitored 2-3 times during the year and the remaining 16 No. lakes monitored once during the summer period. This is carried out as part of a National Lake Monitoring Programme established by the EPA.

EPA Export 11-02-2011:03:36:38 I Fui-ther monitoring carried out by Leitrim County Council includes Urban Wastewater analysis, licensed discharge monitoring, pollution incident monitoring, bathing water monitoring, drinking water monitoring and groundwater monitoring at landfill sites.

Problems Encountered A high percentage of the small stream sites identified for SSRS monitoring were deemed not suitable which meant further sites had to be identified and work progress was slowed down. Resources are required to be allocated to enforcement in areas at risk.

Future PlansBew Directions

Following inspection of all EPA river monitoring stations that are showing a deterioration in water quality follow up enforcement action will be carried out where necessary.

It is planned to carry out SSRS habitat assessments in the area upstream of 7 No. river stations that have deteriorated from satisfactory water quality to unsatisfactory water quality over the last 2-3 years. This together with close examination of river banks, riparian zones and general activity in the area of the sampling station, followed by enforcement action where necessary may assist greatly in eliminating the pressures causing the deterioration of water quality especially where the upper reaches of some upland rivers are concerned.

Leitrim County Council will be participating fully in the Water Framework Directive Monitoring Programme in 2007 with 25 No. river stations and 17 No. lakes to be monitored for physiochemical parameters. For inspection purposes only. Consent of copyright owner required for any other use. Monitoring of UWWTP, drinking water, licensed discharges, landfill leachate and bathing water will continue in accordance with a scheduled programme. Pollution incidents will be monitored as required.

3.4 Public Education and Advisory Measures

Progress during Reporting Period

Environmental Education Officer

The Council employs a full time officer to raise public awareness on environment issues. This includes the generation of effective publicity for and maximising community participation in the Council’s activities and initiatives in the area of litter management and control. Their duties include: 0 Development and implementation of schools education programme; 0 Liaison with community groups and local business groups; 0 Implementation of the Litter Management and Waste Management Plans; Dealing with environmental queries.

Community Initiatives

EPA Export 11-02-2011:03:36:38 The Council promotes national campaigns such as An Taisce’s National Spring Clean as well as local waste management corninunity initiatives. A new ‘Adopt a Bring Bank’ initiative to ensure that the county’s 38 No. bring banks are properly maintained has been launched through Jamestown Tidy Towns and Bornacoola Development Association. Community groups receive a grant from Leitrim County Council for the upkeep or improvement works. A similar programme ‘Adopt a Road’ involves local communities and businesses in litter-picking on stretches of roads and the council provides assistance and litter removal.

Environmental Projects

Through Agenda 2 1 Environmental Fund, funding of up to €8,000 is available annually for community environmental projects. Projects including composting workshops, school and community composting projects as well as other educational activities have been supported under this programme.

The Green Schools Programme

This national programme, which is administered by An Thisce, aims to promote whole school activity to develop environmental awareness in both the school itself and the wider community. 77% of schools in the county are registered and participating in the programme. To date 6 schools have attained the Green Flag status. The Green Schools programme is theme-based, starting with Waste Management, moving on to Energy and the third topic is water. Leitrim County Council run schools competitions annually including a table quiz for senior classes and poster competition for junior classes.

Through the Waste Against Race’s Action at Work programme, Leitrim County Council is looking at ways of reducing its waste and associated costs within the council itself. The Action at Work is a staff-led initiative looking at practical ways of reducing waste at work.

It is proposed to design and circulate an awareness brochure on septic tanwsingle house sewage treatment plant care and maintenance.

Public education will continue as above.

3.5 Summary and Conclusions

Progress during Reporting Period

While there has been good progress in regard to many of the planning control and enforcement measures there was somewhat lower activity in regard to farm surveys than expected.

The rate at which new environmental legislation is enacted and its subsequent implementation has continued to be a problem for local authorities. In particular data gathering, attendance at meetings and briefings for River Basin District Projects has impacted on work schedules. The proposed river and lake monitoring programme for surveillance and operational monitoring scheduled to commence in Dec 2006 will a put additional strain on staff resources.

The provision of a dedicated team is essential to the implementation of the measures set out in this report. All measures and associated timefraines are dependant on the retention of a three person dedicated team and financial suppoi-t from central government where appropriate.

Future Plans/New Directions

The areas in the county that have been identified, as poor water quality will be prioritized for investigation. In particular pig slurry and mart washings land spreading operations will be addressed by requesting Nutrient Management Plans for these activities.

Investigation into causes of pollution in the 6 No. remaining lakes not in compliance with the Phosphorus Regulations will receive priority attention in 2007. All river sites that have shown deterioration in Q value will be inspected to establish any cause for deterioration in biological quality rating, (25 No. sites identified). All necessary enforcement action follow up will be carried out.

Liaison with neighboring local authorities For inspection regarding purposes only. faciIities outside of Co. Leitrim Consent of copyright owner required for any other use. will also be a priority for 2007.

The continued provision of phosphate removal facilities at UWWTP in the county and the maintenance of existing facilities should show marked improvements in the years to come.
