Ground Water being easily accessible, less expensive, more dependable and comparatively low in pollution has its merits. In order to develop this precious natural resource in a judicious and equitable manner, it is essential to have knowledge of its availability, present withdrawal and future scope of its development. The present ground water assessment report has been computed by the officers & officials of the Water Resources & Environment Directorate, Water Resources Department Punjab, along with Department of Agriculture & Farmer’s Welfare and Punjab Water Resources Management and Development Corporation Limited on the basis of latest guidelines by the Ground Water Resource Estimation Committee (GEC 2015), Government of India,. The report gives details on total annual recharge to ground water, its present draft and scope for future block-wise development. The present ground water development in the state is 165% as on March 2017. Out of 138 blocks of the state taken for study, 109 blocks are “Over-exploited”, 2 blocks are “Critical”, 5 blocks are “Semi-critical” and 22 blocks are in “Safe” category. There is an urgent need to recharge ground water in the over-exploited blocks and develop available shallow ground water in the safe blocks to avoid water logging in the foreseeable future.

The state is a pioneer in ushering in the green revolution in the country. Besides this, the state has also made remarkable progress in allied sectors like dairy, poultry, fishery, and also in horticulture and vegetables. The government has been giving importance to agro- based industries since a period. The state is one of the progressive states in strengthening the infrastructure, particularly irrigation and power. The cumulative effect of all this is manifested in the highest per capita income since reorganization of Punjab in 1966. Punjab, in an area of 50362 sq kms, is one of the smaller states of India. It accounts for 1.5 percent of total area of the country and 2.4 percent of the population. The state, triangular, in shape extends from 29o 30’ to 32o 32’ north latitude and 73 55’ to 67 50’ east longitude. Physiographically, the state may be divided into three regions; (i) hilly tracts (ii) foothills and (iii) flat plains. The forest cover in the state is 6.05 percent of its total area as against the national average of 19.4 percent. Punjab’s climate is continental, semi arid humid. Soils of the state are sandy and loamy in texture. The state has developed quite good network of canals and tubewells for crop irrigation and has a strong institutional structure, too, for providing credit through a multi- tier and multi- functional system.

For the identification of the severity level, Remote Sensing and GIS have been utilized to achieve the desired results. The drainage maps were prepared from the Bhuvan official website of satellite data of IRS Resourcesat 1, LISS III. Spatial layer such as the drainage layer consisting of seasonal streams (choes), Canals, Ponds/Reservoirs, etc. were created in GIS Software for analyzing the severity of the problem with the spread of the choe bed from 50 to 500 meter buffers. The villages were ranked according to the severity of the problems and areas were calculated for the 50 to 500 meter zone of the choe infested. During the study, it has been noticed that major cities and district headquarter were identified at the high-risk zone for flooding in the near future. In comparisons to three blocks of Kandi Region (Dharkalan, Pathankot, and Sujanpur) Dharkalan block has maximum coverage of choe infested areas with a more severe number of villages affected by seasonal streams. The State which is known as ‘Granary of India’ contributed 46 per cent of India’s wheat and 27 per cent of India’s rice to the central pool of food grains during 2015-16. Agriculture continues to be a major contributor to the state’s economy with 27.38 per cent Gross Value Added (GVA) being contributed by agriculture and allied sector during 2014-15(Q). Also, a sizeable proportion of 35.7 per cent of the total workforce is employed in agriculture and allied activities for its livelihood. Punjab has been a pioneer of the green revolution and has exhibited a remarkable transformation in all the sectors of the economy. The adoption of high yielding varieties of seeds, increased use of chemicals and irrigation enabled the desired increase in production to make India self-sufficient in food grains, thus improving the economic scenario of the country. The technology led growth strategy paid rich dividends to its peasantry, labour force and the state, resulting in appreciable increase in revenue of the state.
