Pursuant to provisions of article 40 of the International Covenant on Civil and Political Rights and following the guidance on the form and contents of the initial reports of States parties, this report on actions undertaken by the Republic of Moldova in application of the Covenant and on progress made over the period 1 January 2002 to 31 October 2006 is hereby submitted to the Committee on Human Rights. Pursuant to article 1(3) of the Constitution (supreme law of the country) the Republic of Moldova is a democratic state with the rule of law, in which human dignity, human rights and liberties, free development of personality, justice and political pluralism are supreme values and are guaranteed. The heading of Chapter 2 of the Constitution, dedicated to these values, is called Fundamental rights, freedoms and duties, taking into account their essence and significance. Human rights are of imperative significance both politically and morally, a constitutional and legal institution inherent to any democratic and modern, rule of law State. Human rights represent the pillar value in application of “human coordinates” not only in respect to State, law, justice, rule of law, but also in respect to civil society, in view of the fact that the maturity and development of a civil society depends to a great extent on the condition of human rights, on the complexity of these rights and on the degree of their protection. 3. The Constitution of the Republic of Moldova stipulates that constitutional provisions on human rights and freedoms shall be interpreted and applied in compliance with the Universal Declaration of Human Rights, with international agreements to which the Republic of Moldova is a signatory party, international human rights provisions taking precedence in relation to the internal ones (art. 4). The reporting period has featured the adoption of a significant number of legal acts of national importance, such as the Criminal Code adopted on 12 April 2002, the Code of Criminal Procedure adopted on 14 March 2003, the Civil Code adopted on 6 June 2002, the Code for Civil Procedure adopted on 30 May 2003, etc. All these legal acts entered into force on 12 June 2003. 4. Probably, the most important event of the reporting period was the adoption of the National Human Rights Actions Plan in (NHRAP) by the Parliament of the Republic of Moldova by Decree No. 415-XV of 24 October 2003 for the period 2004-2008. This document envisages numerous and diverse actions ultimately aimed at improvement of legislation, strengthening of CCPR/C/MDA/2 page 6 democratic institutions, training and education in human rights, building public awareness of existing opportunities and tools for realizing and safeguarding fundamental human rights and freedoms. It was developed pursuant to the recommendations of the Vienna World Conference in Human Rights and aims at ascertaining the realization of a common policy and strategy of State institutions and civil society to

Abstract: In this paper, eleven alien plant species are presented, two of them are reported for the fi rst time in the Republic of Moldova (Euphorbia maculata, Gaillardia pulchella), one of them has so far been reported only from a botanical garden (Oenothera glazioviana), and eight species were previously known from a few localities in Moldova (Amaranthus powelii, Centaurea diff usa, Grinde- lia squarrosa, Gypsophila perfoliata, Ruta graveolens, Silphium perfoliatum, Sorghum halepense and Tragus racemosus). We a lso present an indigenous species which behaves as invasive (Rumex thyrsi- fl orus). We c ollected plants primarily on roadsides, along railway lines and in settlements, less oft en in natural habitats. Our goal is to report scattered data here. Voucher specimens were deposited in the Hung arian Natural History Museum, Botanical Department, Herbarium Generale (BP).     LOCAL INTEGRATION PROJECT FOR BELARUS, MOLDOVA AND UKRAINE 2011-2013 Implemented by the United Nations High Funded by the European Union Commissioner for Refugees 12 June 2012 Refugees to receive apartments under EU/UNHCR scheme CHISINAU, Moldova, June 12 (UNHCR) – Four apartments rehabilitated to shelter refugees fleeing human rights abuse and conflict in their home countries have been given today to local authorities in Razeni, Ialoveni District by the office of the United Nations High Commissioner for Refugees (UNHCR) following extensive rehabilitation works co-funded by the EU/UNHCR under the Local Integration Project (LIP) for refugees. Refugee families from Armenia, Azerbaijan and Palestine received ceremonial keys at today’s hand-over ceremony. Razeni Mayor Ion Cretu hosted Deputy Minister Ana Vasilachi (Ministry of Labour, Social Protection and the Family), Deputy Minister Iurie Cheptanaru (Ministry of Internal Affairs), Ambassador of the European Union Dirk Schübel and other dignitaries. Tuesday’s ceremony at the long-disused kindergarten follows a similar event in March when UNHCR formally handed over apartments at a former public bathhouse in Mereni, Anenii Noi District to shelter refugees from Armenia, Russia and Sudan. “Without the enthusiastic support of the mayors, council and residents of Mereni and Razeni villages, which offered the dilapidated buildings to UNHCR for renovation into apartments, this pilot refugee housing project would not have been possible,” said UNHCR Representative Peter Kessler. The refugees getting the new apartments were carefully selected based on their skills and willingness to contribute to their new host communities by a team including the Refugee Directorate of the Bureau for Migration and Asylum in the Ministry of Internal Affairs, UNHCR and its NGO implementing partners.

Transport units which were around the building have been affected, the earthquake victims have been trapped in the block. Due of damages to the stairs, a large number of the people remain trapped on the upper floors, unable to escape. • Some rooms in the basement was flooded due to damages of the utility networks. • An unknown number of people remain under the rubble. • A fire has also broken out in the underground. • Near the building an traffic accident have occurred with a truck which transport the radioactive waste. Water samples were collected seasonally during 2015 at 11 stations of the Dniester River and Dubossary reservoir: Naslavcea, Valcinet, Soroca, Camenca (medial sector of the river - 12 samples), Erjovo, Goiani, Cocieri (Dubossary reservoir - 9 samples), Vadul lui Voda, Varnita, Suclea, Palanca (lower sector of the Dniester River - 12 samples). The trophic category of moni- tored ecosystems was appreciated based on such microbiological parameters as bacterial production and destruction, total number of bacteria, number of saprophytes and some physiological groups of micro organisms involved in cycles of nitrogen, phosphorus and carbon. Sampling and analysis of water samples was carried out by methods accepted in hydrobiology (Gak, 1975; Ambrazene, 1984; Kopylov and Kosolapov, 2008; Water Quality Monitoring and assessment of ecological status of aquatic ecosystems, 2015 etc.). The following results were obtained: - A large range of values has been revealed for such microbiological parameters as total number of bacteria (Ntot – from 0.6 to 8.0 million cells / ml) and number of saprophytes (Nsapr – from 0.1 to 62.0 thousand cells / ml). Introduction According to the economic-geographic criterion, the Republic of Moldova (RM) is divided into 4 distinct regions: Northern, Central, Southern and Eastern (figure 1). The North Region (NR) overlaps with the North Development Region, established by the RM Law on Regional Development (Legea nr. 438/2006) and comprises 11 districts from the northern part of the Republic of Moldova, as well as the Balti municipality. The total area of North Region is 10 thousand km2, which represents more than 30% of the total area of the Republic (table 1). The population of this region is 987 thousand inhabitants (25%), including 150 thousand inhabitants - in the Balti city. The largest part of NR is located within the Raut river (the main right tributary of the Dniester River) basin, including the districts of Donduseni, Soroca, Drochia, Floresti, Singerei, as well as Balti municipality.
