A. CONSIDERATION OF: RECOMMENDATION TO CITY COUNCIL TO APPROVE THE INSTALLATION OF AN INTERPRETIVE SIGN DEDICATED TO FREDRICK PELHAM

Wylie Elementary 4th Grade Students gave a presentation on the Fredrick Pelham Interpretive Sign Project. Presented an updated design. The Committee asked questions of the students. Payschools – Dexter website, like a GoFundMe page

Identifies under one of the pictures that the 4th grade class contributed to the project.

Motion by Fisher, Seconded by Davis to recommend to City Council that the Fredrick Pelham interpretive sign as developed by Wylie Elementary 4th Grade Class be installed as presented in the location recommended by the Parks and Recreation Commission. With the following changes:

• Would like to see a video of the presentation put up on the City’s YouTube Channel. • Would like to see the 4th Graders recognized on the sign and some indication that the bridge is in front of them

The Committee discussed the following items related to the Paint Dexter Plein Air Festival: • Committee generally agreed that the City and Committee should host the Paint Dexter Plein Air Festival in 2018; • How the work of the Paint Dexter Plein Air Festival will be divided between sub- committees; • The tasks that need to be worked-on before the next meeting; • Need to discuss strategy for donations and how to divide up the list of potential sponsors

Introduction

At the last meeting, staff presented a draft of the Arts, Culture, and Heritage Master Plan that incorporated a set of by-laws. Per the City Manager’s recommendation, staff pulled the by-laws items out of the Master Plan and placed them into a separate document. The by-laws document details duties of officers, election of officers, terms of appointment, and sets Robert’s Rules of Order as the basis of meeting procedure. A copy of the draft by-laws document is provided for consideration. CITY OF DEXTER ARTS, CULTURE, AND HERITAGE COMMITTEE

ARTICLE I NAME

The name of this Committee shall be the Dexter Arts, Culture, and Heritage Committee.

ARTICLE II OBJECTIVES

The objectives of the Committee are set forth in the Arts, Culture, and Heritage Master Plan (originally adopted on February 27, 2017) and by Council Resolution 2008-23 of July 28, 2008 “Establishing the Village of Dexter Arts, Culture, and Heritage Committee.”

ARTICLE III MEETINGS OF THE COMMITTEE

Section 1. Regular meetings shall be held on the first Tuesday of each month at such time and place as the Arts, Culture, and Heritage Committee shall establish.

Section 2. All meetings of the Arts, Culture, and Heritage Committee shall be held pursuant to the Michigan Open Meetings Act, 1967 PA 267, MCL 15.261 et seq (1976).

Section 3. Parliamentary procedure in Committee meetings shall be governed by Robert’s Rules of Order unless such rules are superseded by these Bylaws or suspended by a majority vote of Committee members attending.

Section 4. All meetings shall he held in a location to be determined by the Committee. However, any meeting of the Committee can be adjourned to another location in order to accommodate the public.

Section 5. All meetings of the Arts, Culture, and Heritage Committee shall require a majority of the serving members for a quorum. An affirmative vote of the majority of current Committee members present shall be necessary to pass any motion. A tie vote shall not be sufficient to pass any motion.

Section 6. Voting shall be by voice vote or by roll call, at the discretion of the Chair. All Committee members shall vote on all matters before the Committee, unless a Committee member has a conflict of interest in any matter before the Committee. In the case of a conflict of interest, the Committee member shall publicly state his/her conflict, remove him/herself from any proceedings, not participate in any discussions of the matter, and not vote.

Section 7. During Committee discussion and debate, no member shall speak until recognized by the Chair. The member shall confine him/herself to the question at hand, and not allow personality conflicts to enter into the debate. The Committee, by majority vote, may limit the discussion on any item, as long as the limitations are placed equally on each Committee member.

Section 8. The Committee shall determine if the behavior of any of its members, any City official, or any other person present is interfering with the business of the Committee. Upon the concurrence of a simple majority of the members present, any person present shall be excused from the meeting.

ARTICLE IV MEMBERSHIP

The City of Dexter Arts, Culture, and Heritage Committee shall consist of a maximum of 10 members and an ex-officio City Council member. A minimum of four of those positions are reserved for residents of the City of Dexter. The terms of office are to be staggered three year terms with re-appointments made in June and no more than four terms expire in any given year. Any vacancies occurring in the membership of the Committee shall be filled by City Council appointment as provided for in the original appointment to the Committee.

The ex-officio member appointed under this subsection shall have full voting rights.

ARTICLE V OFFICERS, THEIR DUTIES, AND THEIR ELECTION

Section 1. The officers shall be a Chair and Vice-Chair.

Section 2. The Chair shall preside at all meetings and hearings of the Arts, Culture, and Heritage Committee and shall have the duties normally conferred by parliamentary procedure.

Section 3. The Vice-Chair shall act for the Chair in his/her absence.

Section 4. The election of officers shall be held at the first regular meeting in July, or as needed to bring the Committee to operational status due to a lack or loss of officers.

Section 5. A Committee member receiving a majority vote of the membership present shall be declared elected and shall take office immediately. He/she shall serve one (1) year or until his/her successor takes office.

ARTICLE VI ALTERING AND AMENDING COMMITTEE BYLAWS

Bylaws may be altered or amended by a vote of the majority of the members, if notice of the proposed change shall have been given at the preceding meeting of the Committee, and a written copy of the proposed change has been distributed to all members.

Introduction

At the last Arts, Culture, and Heritage Committee meeting, the Committee discussed the creation of Work Groups in order to accomplish the tasks and projects assigned to the Committee. The concept would involve Committee members volunteering for one of several work groups, with each work group having a different focus. The structure discussed at the last meeting included:

Sub-committees would make recommendations to the entire ACH Committee at its' monthly meetings. “Dexter Art Gardens” Moving Through Nature 2017 / 2018 Call for Outdoor Sculptures / Dexter, MI

Welcome to the City of Dexter The City of Dexter is located seven miles west of Ann Arbor in Southeast Michigan, along the banks of the Huron River and Mill Creek. Residents and visitors can enjoy a day on a river, walk along nature trails, or bike on the Washtenaw County Border-to-Border trail, stopping in our historic down- town for lunch and some shopping. Cultural activities and attractions include a sculpture display, local theater, historical museum, summer concerts, ice skating in the winter, community festivals, and several city parks.

Project Description “Dexter Art Gardens” is an annual sculpture exhibit sponsored by the Dexter Arts, Culture & Heritage Committee. 4 new outdoor sculptures will be juried into the current collection and displayed for 1 year. The artworks will be installed on concrete pads in high profile locations in historic Dexter, Michigan. In the 2015-2016 the display cycle, the City purchased one of the sculptures. Additional purchases may be made in the 2017-2018 cycle. These four new sculptures will also have compli- mentary garden displays designed by local garden enthusiasts to enhance the artwork.

The submitted sculptures shall be transportation themed with special attention given to bicycle and automotive sculptures.

Online and print brochures will be provided to the public throughout the year to inspire self-guided walking tours of the exhibit. These brochures will also be distributed during the well known annual festival “Dexter Daze” and the “Paint Dexter Plein Air Festival”. All work must be for sale and remain in the exhibit for the entire year (May 2017 - June 2018).

Each artist accepted will receive a $700 stipend. The deadline for submissions is March 1st, 2017

Selection Criteria Sculptures must be representational. Entries will be critiqued on artistic merit, originality and technical quality. Finalists will have to meet standards of public safety and durability of design and materials. Freestanding sculptures only will be considered. Work must be original, created by the artist, for sale, and remain in the exhibit for one year. Artists selected will be notified by the week of April 15th. The artists selected will be contacted by the City of Dexter by phone or email. The list of finalists will be announced on City of Dexter’s website and Facebook.

Submission Procedure “Dexter Art Gardens” is open to all artists 18 years of age and older. Artists may submit up to three (3) original sculptures. Please download and print a copy of the application and complete it in its entirety. Artists are required to include a copy of their resume, and an artist statement. Email submissions are preferred. File size should be 72 dpi at 8” x 10”. Each application may include a CD with digital images of the artwork and each image file must specify the entry number, title and artist’s last name (ie #1-SportFish-Smith, #2 - Mable Moose - Smith). Each image submitted via cd must be a high resolution, 300 dpi. and measure 5’’ X 7’’. Each submission must also include information about each sculpture such as: artist name, title, dimensions, media, and retail price.

Artists that wish for return of materials must include a self addressed stamped envelope.

In order to be included in the selection process each application package (whether emailed or mailed) must contain the following: 1. Completed application 2. Resume 3. Artist statement 4. Email images of each submitted piece at 72 dpi (jpeg) with a detailed description of each piece, OR 5. CD with high resolution images of each submitted piece and a detailed description of each piece

Installation Dates: Artists are responsible for delivery and pickup of their sculptures and are required to be present during installation by the City of Dexter. The City of Dexter will provide any equipment needed for unloading, placing, and securing of the sculptures to the assigned concrete pads. Artists are responsible for providing the bolts to secure the sculptures. Each artist will be contacted for an appointment date for installation. Free standing sculptures will need to be adaptable for installation on a cement pad.

Financials Each artist that is accepted into the exhibition will be awarded a $700 stipend. Artwork must be for sale during the exhibition, and if a piece is sold, 70% commission of the sale price will go to the artist. 30% will go to the City of Dexter for art programming.

Project End “Dexter Art Gardens” will release all works to the artists at the projects end. The City of Dexter will provide any equipment needed for detachment and loading of the sculptures from their assigned concrete pads by appointment June, 2018. Artists are required to make arrangements for the transportation of their sculptures.

Introduction

The three current temporary sculptures in the City of Dexter were installed in May of 2017 and are anticipated to be un-installed by the end of May 2018. During last year’s Temporary Sculpture project, the Committee opted to focus on sculptures representing a transportation theme, including bicycling, automotive, etc. The Committee worked through the Chelsea River Gallery to post the Call for Artists at a cost of $2,000. Each winning artist was provided a stipend of $700 to display their work for sale in the City.

Staff contacted the Arts Alliance to determine if there were alternative methods of issuing a successful Call for Artists. Deb Polich indicated that the Arts Alliance may be interested in working with the City to post the Call for Artists on CaFE (a call for entries website) and other points of contact to which the Arts Alliance has access. As we discuss the 2018 Temporary Sculpture Display project, there are some items to consider: • Would the Committee be interested in working with the Arts Alliance instead of the Chelsea River Gallery? • Does the Committee wish to pursue a theme for the temporary sculpture display?
