Income from Traffic Fines

The MMDA earned a total of ₱35.733M gross income from traffic fines for the 1st quarter of 2013. Compared to the same period in 2012, earnings increased by P5.079M, or 16.568%.

The Uniform Ticketing System has been in force in the metropolis since January 2012, with the Uniform Ordinance Violation Receipt (UOVR) replacing the Traffic Violation Receipt (TVR), by virtue of MMDA Resolution No. 12-02.

The graph below shows the no. of TCs deployed and active UOVR holders as well as total no. of apprehensions made for the 1st quarter of 2013, compared to that of last year.

1| P a g e Extension of Modified Truck Ban Implementation along EDSA

From January 7 to July 6, 2013, cargo trucks and heavy vehicles are still banned at anytime to travel along EDSA from Monday to Sunday, from Magallanes in City to North Ave. (Trinoma) in to maintain traffic decongestion along this major thoroughfare.

This is pursuant to Resolution No. 1, Series of 2013 of the Special Traffic Committee of the Metro Manila Council (MMC-STC).

The Resolution further ruled that, in all other places covered by the modified uniform truck ban rules, the truck ban hours shall be from 6 AM-10 AM and from 5 PM-10 PM daily except Sundays and holidays.

Last year, per MMC-STC Resolution No. 1, Series of 2012, cargo trucks and heavy vehicles were likewise banned from traversing the same length of EDSA at anytime daily from December 7, 2012 to January 6, 2013 to help ease Christmas season traffic along the avenue.

Extension of Coverage of Commonwealth Ave. Speed Limit Enforcement

Since the agency started implementing the speed limit on the strength of MMDA Regulation No. 11-001 which the Metro Manila Council (MMC) approved on January 25, 2011, coverage was only from Philcoa to Sandiganbayan.

Effective February 22, 2013, the 60-km./hr. speed limit being enforced along Commonwealth Ave. has been extended from Philcoa to Doña Carmen to further check overspeeding along this major thoroughfare par- ticularly at night, by virtue of MMDA Memorandum Circular No. 04, series of 2013.

A new BMDS Office was inaugurated at the BMDS Fairview Terminal and another one at the BMDS Malabon Terminal on January 31, 2013 and February 15, 2013, respectively.

e-Tagging for Public Utility Vehicles

Launched on November 7, 2012, the e-Tagging project will use the RFID (radio frequency identification) technology to identify and monitor public utility vehicles, in which RFID tags will be installed on all PUVs authorized by the LTFRB.

Tagging process flow and accreditation procedures for RFID providers have been finalized in December, 2012. A PUV Database of 8,104 Provincial Buses and 10,731 Jeepneys have also been completed.

As of 1st Quarter 2013, a total of 1,496 applications for e-Tagging from 41 bus companies have been received and evaluated.

3| P a g e Queuing & Dispatch System for the Southwest Provincial Integrated Bus Terminal (SWPIBT)

In March, 2013, the BMDS Office started systems design and analysis for the implementation of a Queuing & Dispatch System for the SWPIBT similar to that presently being implemented for city buses. The goal is not only to monitor and control bus dispatch at the said terminal but also to establish driver identity and monitor his road behavior to ensure commuter safety, with the view to contributing to the reduction of EDSA traffic and increasing drivers’ road discipline.

EDSA Bicycle-Sharing Scheme

Since January 17, 2013, the MMDA started implementing a 6 AM to 6 PM bike-sharing system at its newly inaugurated bike lane on the sidewalks along both sides of EDSA from Magallanes to Ayala Ave.

Interested pedestrians alighting from PUVs and bound for Ayala Ave. from Magallanes and vice versa have to first register with MMDA personnel at designated control areas along Magallanes, Road and .

Bike applicants are issued a plastic card and given a bike to use after filling out a form and presenting a valid ID. The plastic card has to be surrendered when leaving the bike lane, while the shared bicycle has to be returned at the next bike station.

Aside from the promotion of public health thru biking and reduction of vehicular volume in the areas covered, the scheme is seen in the long run to contribute to the general improvement of traffic along EDSA.

A total of 1,475 bike users benefitted from this program during 1st Quarter 2013.

Anti-Illegal Parking Operations

Nineteen (19) UOVR holders/ members of the Parking Enforcement Team roved around major roads in the metropolis 7 days a week during 1st Quarter 2013 and issued citation tickets to violators whose vehicles are parked beyond the designated sidewalk boundary marker.

For 1st Quarter 2013, the Anti-Jaywalking Unit (AJU) posted a total of 22,655 apprehensions during intensified operations along EDSA-Shaw, EDSA-Ortigas, EDSA-Pasay and EDSA-Quezon Ave., of which 21,379 attended the required seminar and 1,276 opted to pay the fine.

Following is a comparative chart of anti-jaywalking apprehensions since the AJU was reactivated in June, 2012 due to rising incidents of jaywalking:

Apprehended jaywalkers have the option to either attend the required seminar or pay the P200.- fine. Exempted cases are senior citizens, pregnant women, minors and foreigners.

Yellow Lane Rule and Closed-Door Policy Implementation

To eliminate obstructions, improve traffic flow and decrease travel time along EDSA, the Yellow Lane (designated bus and PUJ lanes) Rule and Closed-Door Policy, including the use of loading and unloading bays by PUBs, are strictly implemented along this major thoroughfare.

Public utility vehicles without the required LTFRB franchise and those operating outside of their authorized routes contribute to traffic congestion and unduly compete with legal operators in the transport business.

Operation of the TVR Redemption Facility

The TVR Redemption Lounge along Orense St. across the MMDA Main Bldg. operates from 8 a.m. to 5 p.m., Mondays thru Saturdays, manned by 77 personnel during 1st Quarter 2013.

6| P a g e Road Emergency Operations (Emergency Response and Roadside Clearing)

During 1st Quarter 2013, four teams from the TDO Road Emergency Group (REG), consisting of a total of 270 medical and rescue personnel, rotated and operated Vehicular Emergency Response round the clock with the aid of 9 ambulances, 1 rescue van, 4 tow trucks, 3 forklifts, 2 manlifters, 2 firetrucks and hand-held radios to respond to emergencies along EDSA and other major Roadside Clearing Operations thoroughfares in Metro Manila. Five special TDO task forces continued to operate during 1st Quarter 2013 to augment traffic enforcement operations:

1. Task Force Illegal Terminal focuses on the removal of illegal PUV terminals along major thoroughfares as a traffic decongestion measure; 2. Task Force Kaayusan is charged with providing rapid deployment response and other similar activities deemed urgent and essential within Metro Manila. 3. Task Force Landas is tasked to manage traffic along roads in the vicinity of Malacañang. 4. Task Force Takipsilim is basically tasked to manage traffic along EDSA from 6 p.m. to 2 a.m. 5. Task Force Zero’s principal task is to go after colorum and out-of-line violators, in addition to traffic direction and control.

Unified Vehicular Volume Reduction Program (UVVRP)

The UVVRP which bans all public and private motor vehicles from plying the major thorough- fares of Metro Manila from 7:00 A.M. to 7:00 P.M. on weekdays depending on the last digit of the vehicle plate number except Saturdays, Sundays and Public Holidays, is continuously being implemented by the Authority.

Monitoring of Field Personnel

Thirty (30) members of the TDO Personnel Inspection & Monitoring Group (PIMG) regularly conducted monitoring and surveillance of field traffic personnel during 1st Quarter 2013. Monitoring also included random testing for possible alcohol intake while on duty with the use of 4 Breath Ana- lyzer (ALCO-SENSOR) devices.

In January, 2013, the MMDA-Traffic Engineering Center (TEC) finished construction of the agency’s 78th footbridge – located at the NAIA School/ Flyover in Pasay City. Two more footbridges are under construction as of March, 2013 – (1) along J.P. Rizal in front of H. Bautista Elementary School in Concepcion I, Marikina City which is 85% complete; and (2) in front of Public Market 2 at #1 Martinez St. cor. Nueve de Pebrero (45% done).

As of December, 2012, the MMDA has built a total of 77 footbridges throughout Metro Manila that provide safe walkways for some 2.8 million pedestrians daily and promote faster traffic flow.

During 1st Quarter 2012, six (6) new footbridges were completed: (1) along Alabang-Zapote Road in front of Starmall, Muntinlupa City; (2) near the Hall of Justice along National Highway, Rizal St., Bgy. Tunasan, Muntinlupa City; (3) along Andrews Ave.-R. Higgins St., Pasay City; (4) along Samson Road, City; (5) along Camarin/ Zabarte, Caloocan City; and (6) along EDSA -Boni Serrano, Caloocan City. One (along McArthur Highway-Calle Uno/ Market Road, Caloocan City) was 35% complete as of the quarter’s end.

Metro Manila Traffic Navigator

The MMDA continues to provide real-time traffic and other road-related reports, conditions and updates in nine (9) major thoroughfares in Metro Manila thru its Traffic Navigator project.

The major roads covered are EDSA, C-5, , , Roxas Blvd., Quezon Ave., España, Commonwealth Ave., and Ave.

A 7-man Navigator Team operates in three (3) shifts 24 hours a day.

Cellphones with browsers can access the Traffic Navigator at http://mmda.gov.ph/navigator.

Through the official Twitter account @MMDA, motorists and the general public may continue to send their views, comments and complaints and receive quick responses to queries on traffic, flood and other urban concerns.

The number of MMDA Twitter followers keeps increasing. As of the end of 1st Quarter 2013, the figure reached 545,000 – an increase of 165.72% than the 205,100 total followers posted during 1st Quarter 2012.

Search for the “Traffic Enforcer (Constable) of the Week/ Month”

To give due recognition to traffic personnel with exemplary performance, the MMDA initiated the “Search for the Traffic Enforcer of the Week” in July, 2010.

Metrobase serves as the 24-hour monitoring and information unit of the MMDA.

They are also responsible for the regular operations and maintenance of Pumping Stations, Floodgates and other Flood Control facilities.

Regular maintenance activities include declogging of drainage, dredging/ deepening of open waterways and desilting of drainage mains which increase the conveyance capacity of floodwater. It also tremendously improves the subsidence rate of floodwater. The office accomplished the following for the 1st quarter of 2013:

51 Pumping Stations are being maintained and operated efficiently by the Pumping Stations and Floodgates Operation Division of FCSMO located in various parts of Metro Manila. For the 1st Quarter of 2013, the division has accomplished the following:

14| P a g e The Equipment Management Division of FCSMO is responsible for the mobilization, repairs/ maintenance and operations (including declogging, dewatering, clean-up, community service, special and emergency operations, etc.) of various kinds of light and heavy equipments used by FCSMO.

For CY 2012, priority flood control infrastructure and special projects were done by the FCSMO. These include drainage improvements, repair/ rehabilitation of estero walls, dredging/ desilting of open waterways, construction of gravity walls, lined canals, riprapping, etc. in different locations of Metro Manila. 16| P a g e SOLID WASTE MANAGEMENT OFFICE Solid waste management is one of the major mandates of MMDA in the pursuit of a clean and orderly Metro Manila and directly charged with this task is the Solid Waste Man- agement Office (SWMO).

As a regular activity, the office documents the volume of wastes received at three (3) disposal facilities namely the Rizal Provincial Sanitary Landfill, Quezon City and Navotas Landfills. For the 1st Quarter of 2013, the actual volume of garbage/ waste disposed was 2,396,147.34 cubic Garbage trucks on queue at the Rizal meters. The SWMO also regularly maintains the operations of these disposal facilities as well as the closed disposal facilities including the operation of leachate treatment plant at San Mateo Landfill

The office likewise inspects garbage trucks prior to issuance of Permit to Dump based on their roadworthiness and compliance with required paraphernalia and truck criteria. The total number of garbage collection trucks accredited as of the 1st Quarter of 2013 is 1,501 units as compared to 1,371 trucks accredited for 1st quarter of 2012.

For the implementation of RA 9003 or the Ecological Solid Waste Management Act, SWMO has convened two (2) Metro Manila Solid Waste Management Board Meetings included in the regular Metro Council Meetings and one (1) Metro Manila Solid Waste Management Board – Technical Working Group (MMSWMG-TWG) consultative meetings with LGUs. The office also conducted continuing assessment of the LGU’s compliance with the provisions of RA 9003 with 1,656 out of 1,705 barangays or 97.12% has constituted their Barangay SWM Committees. For the preparation of the 10-year SWM Plan, 11 LGUs have TS CRUZ Yakap Day Care Center already completed 100% of the same but only Quezon City Bgy. San Agustin, Quezon City March 14,2013 was approved by the NSWMC. The other 10 LGUs were returned for lack of information data.

Also, 550 barangay-based and 580 school-based Materials Recovery Facilities (MRFs) were established as of the 1st quarter of 2013. The office also conducted monitoring of barangays implementing segregation at source/ separate collection and out of 187 barangays visited, only 77 were Brgy. Holy Spirit MRF Quezon City practicing the same.

The SWMO likewise continually assessed the compliance of the 17 Metro Manila LGUs with the Door-to-Door (D2D) Garbage Collection System, in which 90% or 1,533 out of 1,705 barangays are implementing the scheme. The D2D system requires residents to segregate recyclable and non -recyclable trash and take their garbage out only at the appointed time of collection wherein LGU garbage collectors pick-up the same door-to-door.

For the Monitoring of Level of Cleanliness, the office has conducted a total of 52 days of inspection and photo documentation of garbage in major roads, investors’ corridors and national roads in Metro Manila. A total of 323 garbage piles were observed/ sighted and 77 letters were sent to the concerned LGUs for information and appropriate action. 18| P a g e Policies, programs and projects for proper sanitary waste disposal and for the reduction, re-use and recycling of solid waste was implemented. Among these are the conduct of 11 orientation trainings for 27 seamen applicants, 74 orientation seminars, trainings and teach-ins conducted with 6,461 participants on RA 9003 and Solid Waste Management for barangays, schools and other sectors. The office likewise distributed a total of 400 copies of IEC materials such as D2D comics, flyers and posters to different schools, LGUs and barangays.

Other on-going activities of SWMO includes the establishment of an Appropriate Ecology SWM System for condominiums and subdivisions (HOAs Project). Establishment of on-site Materials Recovery Facilities (MRFs) in which the office has an on-going operation on the Refuse Derived Fuel (RDF) project at the Rizal Provincial Landfill and the Pier 18 Transfer Station which is under survey/ study for the RDF Project. Soil boring tests were also conducted in Vitas Barge Transfer Station at Pier 18, Tondo, Manila to determine the stability of the ground/ soil prior to the construction of the building for the RDF project. SWMO also facilitated the collection/ hauling of 6,086 cubic meters of garbage accumulated in different Pumping Stations in coordination with the Flood Control Office. The office has completed the site development plans, specifications and cost estimates and fabrication of steel form works for the fencing of the MMDA property at Carmona, Cavite wherein the construction is already 45% completed.

19| P a g e HEALTH, PUBLIC SAFETY AND ENVIRONMENTAL PROTECTION OFFICE (HPSEPO) Health and Sanitation Services Coordinating Assistance Division (HSSCAD) Enforcement of MMDA Regulation No. 96-009 or the Anti-Littering Law

For the 1st Quarter of 2013, a total of 5,440 Anti-Littering Enforcement violators were apprehended, 1,519 of whom have settled their administrative fines with a total revenue of ₱759,500. Also, 283 of these violators have rendered community service in place of their administrative fines. The table below shows the comparison against the previous st Environmental Enforcers year’s 1 quarter accomplishment: in operation.

20| P a g e Total number of Notices/ Summons sent were 7,916 and 1,836 cases were filed at MTC for violation of Anti-Littering Law. Six (6) previously apprehended violators have also settled their administrative fines and have been issued Motion to Withdraw (1999-2002) to secure NBI clearance. Also 7,660 “Bawal Magkalat” flyers were distributed for the quarter.

Enforcement of RA 9211 or the Tobacco Regulation Act/ No Smoking in Public Places/ MMDA-Bloomberg Project

For the 1st Quarter of 2013, a total of 12,966 Anti-Smoking Violators were apprehended, 326 of whom have settled their administrative fines either through Metrobank or direct payment to the MMDA Office with a total revenue of ₱127,500.00. Other programs/ projects/ activities accomplished by the MMDA-Bloomberg Project include the following:

 Two (2) templates of Barangay Ordinance on Smoke Free Policy drafted (English and Filipino version)  One (1) Technical Assistance Package developed and distributed (Policy Enforcement Manual).  17 LGUs visited on TAPS, Access Restrictions and Enforcement.  Trained 3 LGU enforcement teams on effective enforcement, monitoring, communications and reporting systems for smoke free environments.  Two (2) guidelines formulated, developed and shared to LGUs for standard systems of apprehensions, retributions, payments and reporting based on best practices for LGUs of Metro Manila.  One (1) memorandum (Smoking while in uniform) developed and approved for implementation.  145 pieces of No Smoking signages were posted, 6 types of IEC materials developed, distributed and displayed with a total of 419 pieces placed at strategic locations inside and outside of the MMDA building.  5 types of IEC materials sourced out from DOH for the promotion of Smoke Free Policies with a total of 1,658 pieces were distributed to LGUs.  One (1) Smoking Cessation/ Harmful Effects of Tobacco AVP developed with 10 copies on use and distributed.

For the 1st Quarter of 2013, the office likewise distributed 5,000 IEC materials (“Bawal Magkalat” and “Metro Ko Love Ko” flyers) to various locations in Metro Manila. Orientation seminars on Metro Health & Sanitation were also conducted. Anti-Littering and Anti-Smoking Policy Orientation seminars were conducted in 10 barangays with 1,217 participants in Metro Manila. Misting operations were also conducted Distribution of IEC materials (“Bawal Magkalat” and “Metro Ko Love Ko” flyers) in 8 barangays and in the MMDA Workers’ Inn. The office has likewise coordinated and gathered 48 barangay profiles in various LGUs in Metro Manila for the monitoring and assessment of 37 Barangay finalists of the “2012 Barangay Power Competition”.

The Anti-Smoke Belching Program of the Agency has been in existence since 1975. Relative to this, the MMDA Anti-Smoke Belching Unit (ASBU) was created specifically to address the problem of smoke belching vehicles plying the Metro Manila roads.

Pursuant to RA 8749 or the Clean Air Act, the unit, which is deputized by the Land Transportation Office (LTO), under- took Smoke Belching Operations (Roadside Inspection and Apprehension) for the 1st Quarter of 2013 wherein a spotter flags down a suspected smoke belching vehicle. When the vehicle stops, an Apprehending Officer will approach the driver and asks for his Driver’s License and the vehicle’s LTO registration papers. Upon securing the required documents, the Apprehending Officer will submit the same to the Records Officer who will record the information/ data. The Apprehending Officer will then ask the driver to yield the vehicle to the Depressing Officer for the eventual testing of the vehicle and witnessed by the driver. If the vehicle fails the test, the driver will be informed that the plate number of the vehicle shall be confiscated and a Temporary Operator’s Permit (TOP) will be issued together with the test results.

The unit has also confiscated a total of 798 motor vehicle plates for violation of P.D. 1181 (Providing for the Prevention, Control and Abatement of Air Pollution from Motor Vehicles and for other purposes) and surrendered the same to the Land Transportation Office (LTO). Likewise, 791 Temporary Operator’s Permit (TOP) was also transmitted to the LTO.

Administering the social services aspect of HPSEPO’s mandate is the Metropolitan Social Services Office (MSSO). One of the flagship projects of the MSSO is the operations and maintenance of the MMDA Workers’ Inn providing bed and bath facilities for low-income workers for an affordable price of ₱50.00 per 10-hours stay conveniently located at 161 A. , Port Area, Manila. For general information, the previous rate of ₱30.00 was increased to ₱50.00 on August 6, 2012. A regular activity of MSSO is the Street Dwellers Care Program in which the office conducts rescue operations of street dwellers/ nomads in various locations in Metro Manila and is turned-over to Jose Fabella Center, LGUs or other DSWD facilities. 391 of them were referred and transferred from the Jose Fabella Center to their respective LGU-DSWD and other facilities like National Center for Mental Health. 10 rescued street nomads were transported back to their respective places of origin in Metro Manila or nearby provinces through the Balik Probinsya Program of the DSWD. 13 Joint Rescue Operations were also Family (Felix Henares 31yrs old, Karen Henares 29 yrs. old & Rodel Henares participated in by the office which resulted to the rescue of 6months old) rescued at waiting shed in 663 street nomads/ vagrants. The office is also regularly front of SM Hypermarket at EDSA near providing relief assistance to the Jose Fabella Center and Main Avenue in Quezon City and brought other social welfare to Jose Fabella Center in Mandaluyong institutions catering City. February 27, 2013 to rescued street nomads which include the donation of one rescue van load of firewood to Jose Fabella Center and the transportation of thirteen (13) clients of Jose Fabella Center to Rizal Medical Center, Mandaluyong for check-up.

The OAGMP likewise provided technical assistance in the preparation and review of LGUs Comprehensive Land Use Plans (CLUPs). For the 1st quarter of 2013, the Planning Office jointly reviewed with HLURB the CLUP/ ZO of the cities of Makati and Las Piñas.

With regard to shelter services, the Planning Office provided technical assistance/ served as secretariat in Working Committee and TWG Consultation meetings on relocation of Informal Settler Families (ISFs) as well as submitted reports on the inventory of ISFs along waterways. Technical assistance was also provided for the specific resettlement efforts of the LGUs and NGAs thru the Local Housing Boards/ Local Inter-Agency Committees (LIACs).

The Planning Office likewise conducted/ attended meetings with Private Developers e.g. Ayala Land, Camella Homes, Grand Monaco Developers etc. relative to the MMDA Employees’ Housing Program.

The Management and Information System Staff (MISS) is responsible for the management and maintenance of the Local Area Network (LAN) and Attendance Monitoring System using Biometrics (Finger Scanners) for the timely release of the daily time records to MMDA personnel. Presently, 34 Scanners (17-PC-based and 17 Portable units) are being maintained by the MISS.

The Office is also responsible for the maintenance of the MMDA Portal and Document Tracking System (DTS) as well as the E-NGAS work stations. 9 offices utilizing 12 computers with corresponding barcode scanners are being provided with technical assistance by the MISS.

39| P a g e FINANCE SERVICE The Finance Service Division is responsible for the collection of financial assistance and contributions from the National Government and for the collection / deposit of fines / fees and other income as well as the prompt settlement of Agency obligations.

For the 1st quarter of 2013, a total of ₱60.246 M in terms of Internal Revenue Allotment and National/Budgetary Aid were collected in the amount of ₱666.865 M and a total of ₱500.179 M for LGU’s 5% contributions was likewise collected.

Monthly monitoring of MMDA Accounts with the authorized gov’t. depository such as Metropolitan Bank and Trust Company, Land Bank of the , Philippine National Bank and Philippine Veterans Bank is also being done by the Division.
