MMARAS Metro Manila Accident Reporting and Analysis System Annual Report January to December 2006 Produced by the Road Safety Unit (RSU) Traffic Operations Center (TOC) Metropolitan Manila Development Authority (MMDA) 1 Introduction The Metro Manila Accident Reporting and Analysis System (MMARAS) is operated by the Road Safety Unit (RSU) of the MMDA-Traffic Operations Center (TOC), with the cooperation and assistance of the Traffic Enforcement Group under National Capital Regional Police Office (TEG-NCRPO) Philippine National Police (PNP). The objective is to compile and maintain an ongoing database of „Fatal‟ and „Non Fatal‟ including the „Damage to Property‟ road accidents, which can indicate areas where safety improvements need to be made. The system will also allow the impact of improvement measures to be monitored. This report is intended to be an annual analysis of „Fatal‟, “Non Fatal‟ and „Damage to Property‟ road accidents that have been recorded by the PNP Traffic Accident Investigators for the year 2006. The information is presented in graphical and tabular form, which provides a readily identifiable pattern of accident locations and causation patterns. Annual comparisons of traffic accident statistics are also included in this report. The Road Safety Unit currently has 9 data researchers who gather traffic accident data from different traffic offices and stations of the Traffic Enforcement Group (TEG-NCRPO) within Metro Manila. Previously, only those incidences involving Fatal and Non Fatal are gathered and encoded at the MMARAS database. But for the year 2005 up to present, we included the Damage to Property incidence so that we can see the significance and the real picture of what really is happening in our roads and also it gives us additional information in analyzing the causes of accident. -

It bears the culture of their citizens, not only with them but for every Filipinos. The purpose of this study is to show how Pancit Malabon defined the culture of their citizens and how it acquires its popularity. This study aims to know the importance of Pancit Malabon as part of urban heritage. Using ethnography, we were able to trace one of the first and original inventors of Pancit Malabon. We conducted a face-to-face interview with the inventor’s family. From generation to generation, Pancit Malabon can already be considered as their heritage and has contributed a lot in food tourism. It has also influenced the gastronomic culture of the people living in Malabon City. Pancit Malabon is not only a food everyone can eat but it is also a heritage every Malaboñan can be proud of. Pancit Malabon is a noodle dish that originated in Malabon, Metro Manila. This dish is like a 1. MANDALUYONG CITY, PHILIPPINES Case Study (Public Buildings) Project Summary: Manila, the capital of the Republic of the Philippines, has the eighteenth largest metropolitan area in the world, which includes fifteen cities and two municipalities. Mandaluyong City is the smallest city of the cities in Metro Manila, with an area of only twelve square kilometers and a population of over 278,000 people. A public market was located in the heart of Mandaluyong City, on a 7,500 square meters area along Kalentong Road, a main transit route. In 1991, the market was destroyed in a major fire, in large part because most of the structure was made of wood. As a temporary answer for the displaced vendors, the government allowed about 500 of them to set up stalls along the area’s roads and sidewalks. This rapidly proved to be impractical, in that it led to both traffic congestion and sanitation problems. Rebuilding the public market became a high priority for the city government, but financing a project with an estimated cost of P50 million was beyond the city’s capability. Local interest rates were high, averaging approximately 18 percent annually, and the city was not prepared to take on the additional debt that construction of a new market would have required. The city government was also concerned that if the charges to stall owners became too onerous, the increased costs would have to be passed on to their customers, many of whom were lower-income residents of the area. The answer to this problem that the city government decided to utilize was based on the Philippines’ national Build-Operate-Transfer law of 1991. -

Formulation of an Integrated River Basin Management and Development Master Plan for Marikina River Basin VOLUME 1: EXECUTIVE SUMMARY 1 INTRODUCTION The Philippines, through RBCO-DENR had defined 20 major river basins spread all over the country. These basins are defined as major because of their importance, serving as lifeblood and driver of the economy of communities inside and outside the basins. One of these river basins is the Marikina River Basin (Figure 1). Just like other river basins of the Philippines, MRB is faced with problems. These include: a) rapid urban development and rapid increase in population and the consequent excessive and indiscriminate discharge of pollutants and wastes which are; b) Improper land use management and increase in conflicts over land uses and allocation; c) Rapidly depleting water resources and consequent conflicts over water use and allocation; and e) lack of capacity and resources of stakeholders and responsible organizations to pursue appropriate developmental solutions. The consequence of the confluence of the above problems is the decline in the ability of the river basin to provide the goods and services it should ideally provide if it were in desirable state or condition. This is further specifically manifested in its lack of ability to provide the service of preventing or reducing floods in the lower catchments of the basin. There is rising trend in occurrence of floods, water pollution and water induced disasters within and in the lower catchments of the basin. -

Makati City, National Capital Region (Metro-Manila), Philippines Population: 510,383 Type of Hazard(s): Typhoons, Earthquakes, Floods For the past years, Makati is among the cities in NCR affected by several hydrometeorological disasters such as Typhoon Milenyo (Xangsane) in 2006, Typhoon Egay (Sepat) in 2007, Typhoon Ondoy (Ketsana) in 2009, and Typhoon Pepeng (Parma) also in 2009. There are two physical characteristics of the City that pose danger to its present and future development. A part of the Valley Fault System, a potential generator of a large magnitude of earthquake in NCR is located at the eastern part of Makati. Six (6) barangays (communities) were identified as high risk areas. Second, the western portion of the City is composed of former tidal flats where seven (7) barangays are flood-prone. Disaster Risk Reduction activities Essential 1: Put in place Organisation and coordination The City Government established and institutionalised the Makati City Disaster Coordinating Council (MCDCC) as a specialised task group for the coordination of disaster reduction policies and strategies between the national, regional levels and the city level. MCDCC also serves as a policy decision-making body for DRR-related activities. Essential 2: Assign a budget for DRR As mandated by the Local Government Code of 1991 (RA 7160) the City Government allots 5% of its total annual fund for calamity. From 2010 onwards, the City Government optimises the said fund to be used for disaster preparedness and risk reduction in addition to disaster response and post recovery initiatives. -

Following Abidin Kusno, we may speak of the ideological continuity behind globalization in the continuing hold of a modernist ethic, not only on the imagination of planners and builders but on the preferences of elite consumers for exclusive spaces. Most of the scholarly work considering the spatial impact of corporate-led urban development has situated the phenomenon in the ‘global’ era — to the extent that the spatial patterns resulting from such development appear wholly the outcome of contemporary globalization. The case of Makati City belies this periodization. By examining the development of a corporate master-planned new city in the 1950s rather than the 1990s, we can achieve a better appreciation of the influence of an enduring ideology — a modernist ethic — in shaping the duality of Makati. The most obvious thing in some parts of Greater Manila is that the city is Little America, New York, especially so in the new exurbia of Makati where handsome high-rise buildings, supermarkets, apartment-hotels and shopping centers flourish in a setting that could well be Palm Beach or Beverly Hills.
