Councillors to declare any non-registerable interest in any items on the agenda None received 4. Request for Consideration of Co-Option. Mr Chris Kent was co-opted on to the Parish Council. Cllrs Holford/Dyer 5. Public Question Time Comments made in support of PA17/09633 6. Police Report None 7. Cornwall Councillor report C. Cllr Dyer had met with representatives of Tregothnan Estates and visited Wheal Busy site concern was expressed regarding the condition of the Black Smiths (grade 2 listed building), however, Tregothnan Estate plan to repair the building but no start date was given. He also thanked Cllr Holford for his assistance when his vehicle got stuck. Mention was again made on Killifreth Stamps application of the need to retain the history of the. th 8. Approval of the Minutes of the Meeting held on Friday 27 October 2017 Approved Cllrs Dyer/B Bailey. Subject to the following amendment. 17a 01.09.17 TAKE AWAY SERVICE/STREET FOOD – CAR PARK The word “permitted” to be added the sentence to read Would be permitted, providing 9. Matters arising from those Minutes not covered by this agenda Enforcement at Todpool - Cllr Holford informed members that the road had been closed in order to install services to the site. Clerk to seek update from Enforcement. 10. AGENDA ITEMS 9.01/07.17– RISK ASSESSMENT Report from working party. On going 9.02/07.17 REMOVAL OF TREE, ROAD CLOSURE AND USE OF WOOD Tree wood ideas – Update from Cllr Bearham on costings and ideas On going. 9.03/07.17 ROAD MATTERS SPH33/17 Update on purchase and placement of agreed signs from Cllr Knill. Concealed entrance sign is sited and results show it is working. Unfortunately, it is continually being turned around Cllr Carley stated he would be willing to contribute £146 (cost of concealed sign) for one to be sited at Wheal Daniel. Agreed that the Council would accept this offer. Cllr Crocker/Bearham Cllr Knill to arrange. Part of check list, CORMAC have cleared drains. Cllr Dyer raised concerns regarding the overgrown hedges on the roads around Twelveheads, Bissoe and Creegbrawse These have grown so far out that the roads have been seriously narrowed. Especially the road between Twelveheads and Chacewater, so much so that some parents were concerned about driving their children to school. Agreed that a Highways Steward would be asked to come out and view. Cllr Carley informed members of damage to a parked car on Station Rd caused by a lorry driver. A photograph of the lorry had been sent to the police. Agreed that a request would be made to Cornwall Council to review of the” over provision” of disabled parking within the village of Chacewater. Cllrs Bearham/Holford. 9.04/07.17 LENGTHSMAN CONCEPT Held in abeyance 9.05/07.17 ILLEGAL USE OF PUBLIC RIGHTS OF WAY Next meeting is scheduled for 7.30pm on Wed 29th November . Report by Cllr Holford on issues reported to PCSO Phillip Graham Cllr Holford Informed that all incidents up to the end of October had been submitted 9.07/07.17 DOG WASTE BINS AT WHEAL BUSY Confirmation from Tregothnan Estate that a bin would be supported but require exact location of bin at Wheal Busy . On going 9.09.07/17 SPEED WATCH. Report on the actions of the Chacewater Community Speedwatch Team Cllr Knill advised that he was going to write to Geoff Brown (portfolio holder) regarding speed watch as Police advised it was too dangerous to conduct speed watch checks. Buckingham Dip – speed watch area Meeting scheduled for next month. Request by Grace Pulford for the Council to consider a scheme of 20’s plenty within the village. The speed at which traffic travels through the village is dangerous and apparently ever increasing Cllrs Carley proposed that the council support 20mph Cllrs Carley/Kent Motion lost. Not enforceable and the Council were looking to resolve the speeding issues by other means. 9.10.09/17 CORONATION OAK –– CLLR B BAILEY Confirmation of siting of plaque top of car park steps On going 9.11.09/17 BON FIRE NIGHT Cllr B Bailey confirmed another successful night. A vote of thanks was given to all who gave their time. Cllr Carley asked that when the final figures are known, that a breakdown of expenditure is put in the “What’s On” 9.12.09/17 TRIMMING OF HEDGES AROUND PLAYING FIELD. Agreed 26th November to meet at 9 am to clear hedges. 9.13.09/17 TRURO AND ROSELAND COMMUNITY NETWORK PANEL MEETING, Report on the November meeting. A South West Water representative spoke on flood alleviation around Threemilestone and Truro Page | 2 SPH34/17 1 million pounds will be given to Area Networks panels for minor road issues. As previously noted, Cllr Knill will now lodge the road safety requirements with C. Cllr Geoff Brown (Portfolio Holder for Transport) Agreed flashing lights was the preferred option. Cllr Bearham stated that consideration should be given to installing a roundabout at Dangerous Crossing. 9.14.10/17 AFFORDABLE HOUSING DELIVERY INITIATIVE – CHACEWATER Cornwall Council’s Affordable Housing Team had accepted the invittation to attend the meeting on 15th December. Cllr Carley noted that Andrew George would be attending the next NDP meeting. 9.15.10/17 TAKE AWAY SERVICE/STREET FOOD – CAR PARK Rebecca Novell has advised that due to some technical problems the service will commence later than originally planned. 9.16.10/17 STREET CLEANSING AND BIN EMPTYING. Mrs S Crocker is ascertaining the best officer at Cornwall Council to deal with the termination of the agreement and the resulting issues.     Appendix A - Responsibilities for Flood Risk Management The Department for the Environment, Food and Rural Affairs (Defra) has overall responsibility for flood risk management in England. Their aim is to reduce flood risk by: • discouraging inappropriate development in areas at risk of flooding. • encouraging adequate and cost effective flood warning systems. • encouraging adequate technically, environmentally and economically sound and sustainable flood defence measures. The Government’s Foresight Programme has recently produced a report called Future Flooding, which warns that the risk of flooding will increase between 2 and 20 times over the next 75 years. The report produced by the Office of Science and Technology has a long-term vision for the future (2030 – 2100), helping to make sure that effective strategies are developed now. Sir David King, the Chief Scientific Advisor to the Government concluded: “continuing with existing policies is not an option – in virtually every scenario considered (for climate change), the risks grow to unacceptable levels. Secondly, the risk needs to be tackled across a broad front. However, this is unlikely to be sufficient in itself. Hard choices need to be taken – we must either invest in more sustainable approaches to flood and coastal management or learn to live with increasing flooding”. In response to this, Defra is leading the development of a new strategy for flood and coastal erosion for the next 20 years. This programme, called “Making Space for Water” will help define and set the agenda for the Government’s future strategic approach to flood risk. Within this strategy there will be an overall approach to the assessing options through a strong and continuing commitment to CFMPs and SMPs within a broader planning framework which will include River Basin Management Plans prepared under the Water Framework Directive and Integrated Coastal Zone Management.
