2nd INTERNATIONAL CONFERENCE ON GENOCIDE, TRUTH AND JUSTICE July 30 to July 31, 2009 Organized by LIBERATION WAR MUSEUM, BANGLADESH Proceedings Prepared by Tarannum Rahman Tiasha Rakibul Islam Sium Liberation War Museum 5, Segun Bagicha, Dhaka – 1000, Bangladesh Tel : 9559091, Fax : 9559092 e-mail : [email protected], [email protected] Website : www.liberationwarmuseum.org 1 PURL: https://www.legal-tools.org/doc/111b6e/ The First International Conference on Genocide, Truth and Justice was organized by the Liberation War Museum in March, 2008. Organized as a sequel to the first conference, the Second International Conference on Genocide, Truth and Justice was held on the 30th and 31st of July, 2009 at the CIRDAP Auditorium, Dhaka. This conference, held in the wake of a changed political scenario and when voices are being raised demanding the Trials of the War Criminals of 1971, has acquired greater importance and significance now because the demand for the Trials has been hugely endorsed by the younger generation. The first conference dealt with genocide as a crime from different perspectives, whereas the second conference emphasized on the legal aspects and procedures of the War Trials with a view to assist the present elected government, which is committed to and has already taken initiatives to start the process of the Trials. During the two-day conference, important aspects and new insights to the Trials were voiced by the various legal experts, both from home and abroad. The foreign legal experts shared their invaluable views about trial processes based on their experiences of working in previous international tribunals.

  • Claiming a Past, Making a Future: the Liberation War Museum (Dhaka) As a Site of Struggle by Shelley Feldman Cornell and Bingham
Claiming a Past, Making a Future: The Liberation War Museum (Dhaka) as a Site of Struggle By Shelley Feldman Cornell and Binghamton University Once a thing is known it can never be unknown. It can only be forgotten. And, in a way that bends time, so long as it is remembered, it will indicate the future. It is wiser, in every circumstance, to forget, to cultivate the art of forgetting. To remember is to face the enemy. The truth lies in remembering (Brookner 1981:5). Prelude: Retrieving the Past On 22 March 1996 the Liberation War Museum in Dhaka, Bangladesh opened its doors, twenty-five years after the struggle for independence. It was founded by a consortium of businessmen and enthusiasts1[1] who sought to perpetuate the memory of the liberation war so that future generations can “know our rich heritage, … draw ... inspiration and pride to build a better future, and pay homage to the great martyrs, the freedom fighters and people all over the world, who supported the Liberation War in 1971” (Background Documents 1996, Bangladesh Observer 26 March 1995). The Museum is located on a large lot in Segun Bagicha, a mixed zone of office and commercial space and residential dwellings in the city’s downtown. The renovation of the old home includes a lovely back garden and café where visitors are encouraged to sit, talk, and discuss the importance of the war and its meaning and experience for those who did not live through it. This is complemented by a library and video center; the latter donated by the United States, where regular performances, film, musical events, and workshops and conferences are held (Daily Star 1998).

  • Dario Fo & Franca Rame’S the OPEN COUPLE
Dario Fo & Franca Rame’s THE OPEN COUPLE Director: Sara Zaker Playwright: Dario Fo & Franca Rame Director: Sara Zaker Group: Nagorik Natya Sampradaya, Bangladesh Language: Bengali Duration: 1 hr The Play The Open Couple, written by Dario Fo and Franca Rame, and adapted by Sara Zaker, is the story of a couple where the husband is having multiple affairs. The wife is going crazy and wants to kill herself each time she discovers her husband’s latest affair with yet another woman. As the play proceeds the husband convinces his wife to accept the concept of an ‘open relationship’. As the story moves on the husband discovers that the wife too has fallen in love with another man. Seeing the wife so happy and in control, makes him very angry and jealous. Now, the husband behaves in the same manner as his wife earlier did i.e. trying to jump off the window of a four-storied building, attempting to shoot himself with a revolver etc. The wife, in turn, now pacifies him and urges him to have a dialogue in exactly the same way he had urged her when she was going crazy. Director’s Note I adapted The Open Couple when my family was going through a crisis. My husband was detected with stomach cancer and was treated for more than six months in a foreign land. I took my mind away from all the side effects he had due to chemotherapy by working on this play. Adapting this play gave me relief from stress. I am primarily a performer so writing feeds the actor in me.

  • Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003
Bangladesh Page 1 of 26 Bangladesh Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003 Bangladesh is a parliamentary democracy, with broad powers exercised by the Prime Minister (PM). PM Khaleda Zia, leader of the Bangladesh Nationalist Party (BNP), came to power in elections on October 1, 2001, deemed to be free and fair by international and domestic observers. The BNP formed a four-party alliance Government with Jamaat-e-Islami, Bangladesh Jatiya Party (BJP), and Islami Oikko Jote (IOJ). Political competition is vigorous, and violence is a pervasive feature of politics, including political campaigns. The October 2001 elections, supervised by a non-party Caretaker Government (CG), took place in a climate of sporadic violence and isolated irregularities. All of the major parties boycotted Parliament while in the opposition, claiming that they had little opportunity to engage in real debate on legislative and national issues. The higher levels of the judiciary displayed a significant degree of independence and often ruled against the Government; however, lower judicial officers were reluctant to challenge government decisions and suffered from corruption. The Official Secrets Act of 1923 can protect corrupt government officials from public scrutiny, hindering the transparency and accountability of the Government at all levels. The Home Affairs Ministry controlled the police and paramilitary forces, which had primary responsibility for internal security. Police were often reluctant to pursue investigations against persons affiliated with the ruling party, and the Government frequently used the police for political purposes. There was widespread police corruption and lack of discipline.
