European sports policies of the past decade are characterised by numerous activities and by on-going differentiation. Against this backdrop, the study presents policy options in four key areas: the first covers the need for stronger coordination; the second aims at the setting of thematic priorities; the third addresses the reinforcement of the role of the EP in sport and the fourth stipulates enhanced monitoring. STUDY ON SPORTS AGENTS IN THE EUROPEAN UNION A study commissioned by the European Commission (Directorate-General for Education and Culture) November 2009 KEA – CDES – EOSE: Study on sports agents in the European Union 2 KEA – CDES – EOSE: Study on sports agents in the European Union EXECUTIVE SUMMARY I. Overview of the study In March 2007, the European Parliament invited the European Commission to assist football bodies and organisations in improving the regulations governing sports agents 1. In July 2007, the European Commission indicated in its White Paper on Sport 2 that it would “ carry out an impact assessment to provide a clear overview of the activities of players’ agents in the EU and an evaluation of whether action at EU level is necessary, which will also analyse the different possible options ”. The European Commission’s terms of reference for this study confirm that the European Commission “ wants to have an analysis of the situation regarding sports agents in all the sports they deal with”. The aim of the study is therefore to examine the situation of sports agents in the European Union and to identify, analyse and describe the questions that their activities give rise to as well as the solutions that have already been provided by public and/or private actors, thus enabling the European Commission to assess – on the basis of the data collected, the problems identified and the analyses carried out – whether intervention is required and, if so, at what level and in what form. The study develops, for the first time, a European outlook on the issue of sports agents. -

EOC Newsletter No. 198 January 2020 MESSAGE FROM THE EOC PRESIDENT Dear colleagues, At the EOC Executive Committee’s first meeting of this Olympic year, I took the opportunity to explain our decision to file a request for an intervention and amicus curiae brief in the appeal by the Russian Anti-Doping Agency (RUSADA) against the World Anti-Doping Agency (WADA) at the Court of Arbitration for Sport (CAS). Our intention is solely to ensure that the interests of the National Olympic Committees of Europe and clean athletes in particular are duly considered. It is the duty of the EOC to protect the interests of European sport and all our members, which counts among them the Russian Olympic Committee (ROC). We will take a constructive approach to the CAS proceedings and will remain neutral throughout as we seek a conclusion that is honest and based on the main principles of international law. Our presence at CAS will be legal only, with the EOC represented by the Chair of our Legal Affairs Commission, Marc Theisen. We are not going there to make politics. We will, however, support our member, the ROC. As of now, we have seen no evidence that the NOC has done anything wrong. We therefore wish to see justice prevail, and that all those who are guilty of doping offences be punished without exception, while all those who are innocent be spared punishment. It is in our own interest that justice and the rule of law prevails not only in this case but also for any similar cases in the future. -
