DOHA: The Ministry of Environment has supplied plastic boxes meeting Qatari standards and speci- fications to fishermen for transporting fish to the market. The Fish Department at the Ministry distributed boxes in two different sizes to all fishing vessels that are registered with the department. The size of the box was decided based on the fishing tools and the requirements of the boats. The boxes are made of high quality plastic that doesn’t spoil the catch or cause health hazards to consumers, the Ministry said in a statement. The aim of providing the boxes is to help fishermen preserve the quality of the catch and prevent getting the fish damaged due to poor storage. Contractors seek waiver of fines for delayed projects

DOHA: Several contractors of infrastructure projects are asking the ministry of finance to waive the fines for their delayed projects, a senior official said. Ali Mohammed Al Duhaimi, the Director of Investigation and Legal Affairs Department at Public Works Authority (Ashghal) said that there was no lax- ity in imposing fines on companies that failed to deliver projects on schedule, reported Al Sharq. He said that there were several requests to the claims and compensation committee of the Ministry of Finance from contractors asking to be forgiven from the fines cit- ing that the reasons for the projects delays were beyond their capacities. He was responding to the Central Municipality Council (CMC) recent recommendations to change part of the laws on delaying projects if it was proved beyond doubt that the delays were beyond the contractors capacities and the delays will not affect the concerned government bodies so that the contractor could be excused from the fine or part of it by decisions from the Ministry of Economy and Commerce and Ministry of Finance. Among lenders, competition to lure well-heeled borrowers is fierce. Overall mortgage lending by dollar amount plummeted 44 percent in the first three quarters of the year compared with a year ago, mostly because a recent multi-year refinancing craze has fizzled out, according to Inside Mortgage Finance. The industry is looking to drum up busi- ness elsewhere, and they’re turning their attention to home purchases. But they’re being selective, and they’re holding on to the loans instead of selling them to investors, confident that the loans are of solid quality, said David Stevens, chief executive of the Mortgage Bankers Association. Hanging on to the mortgages puts the lenders at greater risk if the borrower defaults, but it also gives them more leeway to offer cheaper rates and more flexible terms, said Cecala from Inside Mortgage Finance. In many cases, the rate on jumbo loans is now lower than the rate on smaller loans backed by mortgage giants Fannie Mae and Freddie Mac — and perhaps what’s even more surprising is that it’s been that way through 2014, he said. The dollar volume of jumbo lending now makes up 20 percent of all home purchase loans — the highest level since 2002, Cecala said. These jumbo loans are defined differently across the country. In most parts of the country, jumbos are defined as loans that exceed $417,000. But in DC and a few other expensive markets, jumbos are those in excess of $625,500. The average rate on a 30-year, fixed-rate mortgage with a loan bal- ance of $417,000 or less was 4.17 percent last week, while the rate on loans that exceeded $417,000 was 4.13, according to a survey by the Mortgage Bankers Association. To get the best rates, buyers must bring plenty of cash to the table. Todd Wood, a builder, said he’s seeing that first-hand with his custom- ers, many of whom are selling their first homes to buy newly built ones in the $1.5m to $2m range. “They’re putting down 20 percent or more. I’m even seeing down pay- ments of up to 50 percent,” said Wood, founder of CastleWood Builders. Even buyers who can afford to pay all cash sometimes get a loan later to take advantage of the low interest rates and tax benefits. MUFG Union Bank has a programme that offers jumbo loans to cash buyers after they’ve lived in a home for six months. James Francis, managing director of consumer lending at MUFG Union Bank, said he believes this kind of deal has become popular in competitive markets such as New York, Silicon Valley and Beverly Hills. “It gives buyers the best of both worlds,” Francis said. “They can have an attractive offer in a competitive situation, but then they don’t have Cartoon Arts International / The New York Times Syndicate to keep all their money tied up in their home.” WP-BLOOMBERG Swiss vote could help gold prices recover
